Heavy rains trigger landslides, destroy 2 houses in Kumaon
Pithoragarh, August 26
Two houses were destroyed while several roads, including the Askote to Karnprayag road, were blocked due to landslides at several places following 102 mm of rainfall in the Didihat and Dharchula areas last night. The road link to the Garhwal region was disrupted, according to administration sources.

10 more crossings to be widened under urban rural mission: Mayor
Dehradun, August 26
Mayor Vinod Chamoli has announced widening of 10 more crossings in the city. Around 16 crossings have already been undertaken for widening purpose under phase 1 of Jawaharlal Nehru National Urban Rural Mission (JNNURM) scheme. The new crossings which will be covered under JNNURM, Phase II, are Vidhan Sabha crossing, Mothorowala crossing, Kishan Nagar crossing, Kamala Palace crossing, Race-Course crossing, Dila Ram crossing, Araghar crossing, MKP crossing and Old Haridwar bypass.

State BJP seeks white paper on spending of relief aid

Targeting the casual approach of the Uttarakhand government in the aftermath of the mid-June disaster, the Uttarakhand BJP passed a political resolution demanding a white paper on the spending of the financial assistance extended by various agencies.

Why were ashrams allowed near riverbeds, asks HC

Banning construction along the 200-m distance from riverbeds of all rivers in the state, the Nainital High Court today asked the state government how it had formed a policy to permit constructions by religious establishments within this distance in the state while it has been banned for the common man.

Heavy rains trigger landslides, destroy 2 houses in Kumaon

Pithoragarh, August 26
Two houses were destroyed while several roads, including the Askote to Karnprayag road, were blocked due to landslides at several places following 102 mm of rainfall in the Didihat and Dharchula areas last night. The road link to the Garhwal region was disrupted, according to administration sources.

The continuous heavy rains for 10 hours affected areas mainly in a radius of 80 km and Muwani to Baram and Talla Bagar areas of Dharchula subdivision were the worst hit. “The houses of Jagat Singh and Mangal Singh were washed away in flash floods caused due to heavy rains, leaving their families homeless,” said Harendra Singh Chufal, pramukh of the Didihat block.

Chufal said the rains accompanied by thunder that started on Sunday night made the people think a cloudburst had occurred. “Around 10 houses in Didihat town and an equal number in Narayan Nagar town developed cracks and were rendered unsafe for living,” he added.

According to sources, the rains also washed away fertile land in villages situated on the banks of the Kirora and Chini rivulets in Tanakpur town of Champawat district. “The swelled Kirora rivulet has washed away fertile land in Boom, Ucholigoth, Thawalkhera, Khet Khera, and Nayakgoth villages following heavy rains during the last 60 days this year,” said Dilip Ram, gram pradhan of Chinigoth village. The affected villagers have urged the district administration to take concrete steps to arrest the erosion of fertile land as wire crates installed along the rivulets in the area have also loosened due to heavy rains.

“If our fertile land keeps getting washed away at this pace, we will have to launch an agitation against the administration. Our land is the only means of livelihood for us,” said Dilip Ram.

10 more crossings to be widened under urban rural mission: Mayor

Mayor Vinod Chamoli has announced widening of 10 more crossings in the city. Around 16 crossings have already been undertaken for widening purpose under phase 1 of Jawaharlal Nehru National Urban Rural Mission (JNNURM) scheme. The new crossings which will be covered under JNNURM, Phase II, are Vidhan Sabha crossing, Mothorowala crossing, Kishan Nagar crossing, Kamala Palace crossing, Race-Course crossing, Dila Ram crossing, Araghar crossing, MKP crossing and Old Haridwar bypass.

He said: “Traffic always remain congested around all these nine crossings. Since these crossings are among the busiest for criss-crossing important roads of the city, the traffic moves around them 24 hours. We will have to widen them to relieve public of constant traffic jams and frequent accidents.”

He said unless Vidhan Sabha premises was not built at a new location, the VIP movement would continue to prevail on the road. Besides, the traffic for Rishikesh and outstation-bound vehicles as well as local buses plying for ISBT and other nearby places would continue to create jams on the roads unless these were was widened.

He said once the proposal was approved, the process to acquire the land would start. On the 16 crossings which were taken up in the first phase, he said the work had completed on 8 crossings while in rest of the crossings there was marked progress, except Lansdown, Kanak and Astely Hall crossings.

“'These three crossings are stuck in legal wrangles, because of which we have not been able to widen them. A matter of cutting a few trees have made widening of Lansdown crossing complicated. The NGOs which raised this issue must also think in terms of public welfare,” he said.

Chamoli said he would also take up issues with regard to widening of T-point in the city. He stated: “T-point of Nehru Colony will be widened. People of the area have been demanding the widening of road for long. Besides this, crossing of Luxmi Road which has important government buildings around it will also be widened in the Dalanwala area. Raipur Road widening has already begun but I am upset the way PWD is moving sluggishly over the project.

This road has become a headache for those who commute on it on every day basis. The local buses further impede the traffic flow.” He indicated that he would soon hold a meeting with PWD officials to expedite the process.

After distancing itself from the ongoing Vishwa Hindu Parishad, saints and Samajwadi Party-led Uttar Pradesh state government step over 84 kos parikrama ban in Ayodhya, today Bharatiya Janata Party legislators and leaders openly came out in support of the sants.

Led by party legislators Madan Kaushik and Aadesh Chauhan, BJP leaders condemned the action of Chief Minister Akhilesh Yadav for trying to get political mileage by unduly banning the 84 kos parikrama in Ayodhya.

At Gobind Ballabh Pant Park, BJP and VHP leaders along with saints came at one dais to register their angst over UP government's decision of prohibition of pilgrimage and arrest of saints, VHP activists, bound for Ayodhya.

Terming the pilgrimage prohibition as violation of basic fundamental rights of the citizens, BJP and Vishwa Hindu Parishad leaders decided to intensify the agitation against the UP government action.

Former state Cabinet minister Madan Kaushik lashed out at Samajwadi party Chief Mulayam Singh Yadav for being silent in this whole episode ,as he is eyeing just political mileage and vote bank politics.

Kaushik said that if the UP government did not waive the prohibition on 84 kos parikrama, then BJP activists will join VHP and saints in opposing this tyrannical act.

Ranipur-BHEL legislator Aadesh Chauhan said that it was quite shocking that the UP government was feeling unsafe from sants, who teach non-violence and wanted to just offer pilgrimage of 84 km of Ayodhya.

Kaushik said that such decisions only fuel apprehensions and bring gap in society as for years such pilgrimage had been going on.

City Mayor Manoj Garg said that in 1990 similar tactics were applied by Bihar Chief Minister Lalu Yadav and UP Chief Minister Mulayam Singh Yadav, too, during Lal Krishan Advani’s ''Rath Yatra.''But banning entry of the ''Rath Yatra'' in their respective states only backfired ,as eventually there was no solid reason to ban it.

Similarly, after two decades Mulayam along with his son Akhilesh and close aide Azam Khan are trying to replicate the same mistake as now people have to know of the political vendetta of the ''so-called samajwadis.''

Release sants, says Swami Yatindranand

Swami Yatindranand also demanded immediate release of sants, who were on pilgrimage to Ayodhya but due to political vote bank politics of Samajwadi Party, were being put up in prisons.

Hindu Jagran Manch city chief Ashok Sharma has also condemned the UP government’s prohibition and arrest of sants.

VHP sumbits memorandum to Dehradun DM

Dehradun: Members of the Vishwa Hindu Parishad (VHP), an affiliate of the Sangh Parivar, held a protest demonstration against the decision of the Uttar Pradesh government to ban the 84 kosi yatra proposed by the VHP and arrest Hindu sants at the District Collectorate here today .

The VHP members submitted a memorandum addressed to the President of India through the District Magistrate, condemning the decision of the Uttar Pradesh state government. Led by Mahendra Pratap Singh Negi, state general secretary of the VHP, the members raised slogans against the UP Samajwadi Party government.

The Vishwa Hindu Parishad in it's memorandum demanded that the 70-acre land of Ram Janambhoomi at Ayodhya should be handed over to the Hindus in the light of the Supreme Court judgement by an Act of Parliament.

They requested the President to intervene in the matter keeping in view the sentiments of the Hindu majority.

State BJP seeks white paper on spending of relief aid

Targeting the casual approach of the Uttarakhand government in the aftermath of the mid-June disaster, the Uttarakhand BJP passed a political resolution demanding a white paper on the spending of the financial assistance extended by various agencies.

At the party executive committee meeting in Ramnagar held on August 24 and August 25, the BJP leaders demanded that the Congress government make public it’s accounts. “In the aftermath of the tragedy several organisations extended financial assistance. On our political resolution we have demanded that the government issue a white paper,” said Teerath Singh Rawat, Uttarakhand BJP president.

Further, Rawat said that the party in it’s political resolution had also demanded that the government also include the APL card holders in the first phase of the distribution of ration under the Food Security Scheme.

“The government has conveniently forgotten the middle class. It should leaf out the erstwhile BJP government’s Atal Khadayan Yojana so that all the citizens receive ration at low rates,” he said.

In it’s economic resolution, the party said that the fiscal mismanagement by the Bahuguna government had led to the burden of increasing debt, which is at Rs 28.498 crore. “The GDP of the state in 2010-2011 when BJP was in power in the state was at 9.3 per cent, which in 2013-2014 is at 5 per cent,” said Rawat.

Meanwhile, in view of the popularity of Gujarat Chief Minister Narinder Modi, the party would utilise his services during the rallies to be held in Dehradun and Haldwani between December 5 and December 16.

Bhagat elected chairman of Public Accounts Committee

BJP legislator Banshi Dhar Bhagat was unanimously elected chairman of the Public Accounts Committee (PAC) of the Uttarakhand Assembly during the election held on the Assembly premises here today.

Banshi Dhar Bhagat, a former state minister, has been a five-time legislator. He was chairman of the Assurance Committee of the Uttar Pradesh Assembly before the formation of the state of Uttarakhand.

Uttarakhand Assembly Speaker Govind Singh Kunjwal congratulated Banshi Dhar Bhagat on being elected as chairman of the PAC of the House.

Six other members of the committee, Ganesh Joshi, Sarita Arya, Surendra Singh Jeena, Umesh Sharma, Lalit Farswan and Haridass, also congratulated him.

Banshi Dhar Bhagat said his priority would be to finish the pending work.

Scribes flay Mumbai gang rape

The Press Club of Haridwar Photo Journalists' Association and Outdoor Studio Photographers' Association have condemned the gangrape of a woman photo journalist in Mumbai.

The associations submitted a memorandum to City Magistrate Jeevan Singh Nangiyal in this regard yesterday, to be forwarded to the Prime Minister and the President. Club chief Sanjay Arya expressed deep concern over the rising sexual assault incidents against women and demanded stringent laws to deal with them.

General secretary of the association Rameshwar Gaur said awakening of spiritual-moral values among people was the need of the hour as moral disintegration was a major cause for rise in such crimes.

Bhim Sen Rawat of Outdoor Studio Photographers' Association sought proper compensation for the rape victim from the government.

Morcha: Don’t allow private parties in quarrying

The Jan Sangharsh Morcha has expressed strong resentment against state government's move to allow private entrepreneurs in quarrying business.

Leading the Jan Sangharsh Morcha's demonstration at Vikasnagar in Dehradun today, morcha president Raghunath Singh Negi said that the state government was planning to hand over quarrying to private entrepreneurs. He said handing over quarrying to private entrepreneurs will lead to large-scale influence of mafia over quarrying in the state.

He said only government agencies must be allowed to do business in quarrying.

The protesters also submitted a memorandum addressed to the Governor on the occasion seeking his intervention to check that quarrying business does not go into private hands. Akash Panwari, KC Chandel, Mahmood Mirza, Sudhir Sharma, Dhirendra Patwal and Sunder Lal were prominent Jan Sangharsh Morcha members that took part in the protest.

Refusal by NCTE to open new B.Ed colleges flayed

The Association of Self-Financed Institutes of Uttarakhand has criticised the National Council for Teacher Education (NCTE) decision to reject fresh applications filed for starting the new colleges of Bachelor of Education (B.Ed) in Uttarakhand.

Sunil Agarwal, secretary of the association, said, “Education is a fundamental right and how can the NCTE disallow opening of B.Ed colleges that provides education to the vast number of unemployed youth.”

In 2012, the NCTE called applications for starting new B.Ed colleges from across India and 18 applications were filed from Uttarakhand. But the NCTE rejected all 18 applications, stating that Uttarakhand already had enough B.Ed colleges. According to an estimate, there are 100 government and private colleges in Uttarakhand offering B.Ed courses.

The association said the state government had written a letter to the NCTE for rejecting the applications for starting new B.Ed colleges in the state. “A letter was even sent from the Governor’s office in this regard and was communicated to the NCTE that Uttarakhand had enough B.Ed colleges,” Sunil Agarwal said.

He said the government colleges offering B.Ed courses in the state did not adhere to the NCTE guidelines and were being protected by the government. The association will submit a memorandum to the Governor against the NCTE decision.

CM failed to deliver after natural disaster, says Pant

Former Speaker of the Uttarakhand Legislative Assembly Prakash Pant said today that resentment against Chief Minister Vijay Bahuguna for "failing" to deliver in the aftermath of the natural calamity had forced Congress MLAs to raise the demand for change in leadership in the state.

“At least 200 villages in the disaster-affected areas have not been able to get any form of help from the government. Congress MLAs are avoiding visiting their constituencies fearing they would have to face the wrath of the people. No wonder there is clamour for change in leadership and a section of the MLAs are now in New Delhi with their demand,” said Prakash Pant, while addressing a press conference here today.

The former Speaker said the "mismanagement" by the government had also figured during the recently concluded Uttarakhand BJP’s executive committee meeting at Ramnagar.

In view of economic losses to the people, Pant demanded that the government waive electricity and water dues of the people and offer other economic relief measures.

He said from August 30, the BJP would organise several programmes aimed at strengthening the party ahead of the 2014 general election.

While addressing the protesting employees, president of the Roadways Employees Joint Council K Luthra said the agitation would go on till the government meets their demands. He requested the state government to fulfilled their long-standing and just demands.

The employees also threatened to go on an indefinite fast if the state government did not address their issues and concerns urgently.

Gaurav Garg and Kamal Sharma, social activists, were named presidents of Lions and Lioness Clubs, respectively, at the installation ceremony held in Mussoorie. Nine new members also took oath on the occasion.

The director of the Indo-Tibetan Border Police (ITBP), Harbahjan Singh, was the chief guest. He inaugurated the function by lighting the ceremonial lamp. Congratulating the new office-bearers, Singh said Lions Club was working with the same zeal to serve the society as the Jawans of the ITBP, who were standing guard to serve the nation.

The newly-elected presidents said funds had been made available by the club for the people affected by the flash floods and would be distributed soon.

This was stated by Swami Yatindranand Giri who had contested from the Haridwar Lok Sabha seat in the 2009 elections.

Initiating a medicinal plantation drive at the 100-year-old Rishikul Ayurvedic College, Swami Yatindranand Giri said the green cover was receding fast along with an alarming level of increasing concrete-based urbanisation.

Under the aegis of the Himalaya Parivar today, more than 700 medicinal plants were planted in the city periphery.

Ranipur-BHEL Assembly segment legislator Aadesh Chauhan also lent his support to this drive. Chauhan cited the green cover and presence of beautiful parks falling in his segment of BHEL. He said the district administration and Municipal Corporation should replicate it in other parts of Haridwar city too.

A professor at Rishikul Ayurvedic College, Dr Kamini Kaushal, said that in our Vedic scriptures there is vast knowledge of medicinal plants, which was now being admired in the western world.

Kaushal said ayurvedic students were being made aware of the medicinal value of these plants so and given practical demonstration and usage of these plants on the college campus.

Banning construction along the 200-m distance from riverbeds of all rivers in the state, the Nainital High Court today asked the state government how it had formed a policy to permit constructions by religious establishments within this distance in the state while it has been banned for the common man.

Delivering the judgment on a public interest litigation (PIL) filed by a resident of Rishikesh, Sanjay Byas, the Bench comprising Chief Justice Barin Ghosh and Sarvesh Kumar Gupta, has banned all constructions within this distance of riverbeds in the state and sought an explanation from the state government.

According to the petitioner, in 2000, the UP government had banned construction within 200 metres of the river bed. The step was taken by the UP government was to save the Ganga. “But the Uttarakhand Government, after the separate state came into existence, has amended that law had permitted construction within 100 metres of the river bed for the common man, but exempted that distance for religious ashrams,” said Siddarhth Singh, advocate for the petitioner.
