Haridwar DM plans to give Har-ki-Pauri a facelift
* Banning use of polythene next on her agenda
* Starts a plantation drive at BHEL
Tribune News Service

Haridwar, August 14
Despite Har-ki-Pauri being a world-famous religious and pilgrimage site, it lacks basic facilities and infrastructure to cater to millions of tourists who come here annually to take a dip in the Ganga.

Keeping this aspect in mind, Haridwar District Magistrate Nidhi Pandey has expressed her desire to give a facelift to Har-ki-Pauri. The DM said she would soon turn her dream into a reality.

The DM said she would make all efforts to provide basic facilities at the site, besides the maintenance of the Ganga ghats. The core mela zone would be decorated with flowers and saplings. To give it a better look, the colour of the buildings, hoardings, and signages of shops would be designed in a similar pattern.

Sharing this with TNS, the DM, while inaugurating a plantation drive at BHEL here today, said giving a facelift to Har-ki-Pauri was her dream project and she had all hopes that it would soon be realised with the help and support of the local people.

She said at present, the Har-ki-Pauri area was congested. The menace of encroachment had also marred its beauty.

She said: "A meeting in this regard will be called soon, where discussions will be held with the local people, saints and social and industrial organisations."

"We will have to make all efforts to ensure that Har-ki-Pauri lives up to its tag of a pilgrim site, she added.

Meanwhile, the District Magistrate today launched a green drive under which more than 5,000 saplings will be planted across the city in the first phase.

She urged the local people, organisations and institutions to participate in the drive. She said the Forest and Horticulture Department would provide 25 varieties of saplings to them.

“The recent catastrophe in Uttarakhand points towards the need to conserve the environment,” said District Magistrate. She said next on their agenda was banning the use of polythene in the city. She said before enforcing the ban, she wanted to generate awareness among the masses.

Rivers in spate following overnight downpour

Dehradun, August 14
All major rivers in the state were in spate today after overnight rains, hampering efforts to trace Almora SDM Ajay Arora as the swirling waters of the Mandakini did not allow divers to scour it.

Arora has been missing ever since he fell into the Mandakini from a makeshift bridge over a fortnight ago.

Relief Commissioner BVRC Purushottam said bad weather, coupled with the swollen Mandakini, forced the police and NDRF personnel to confine their search to the riverside in the Rambada, Phata and Sonprayag areas.

However, the operation would continue till the official is traced, he added.

Most of the rivers, including the Ganga in Haridwar and the Sharda in Champawat, are flowing close to the danger mark as overnight rains lashed various parts of the state.

The Tehri lake is flowing at 819.25 m, just a few metres below the danger mark. The rise in the water level of the Sharda in Champavat district has prompted the authorities to sound an alert in the areas close to the Sharda barrage. However, there was some respite with no fresh rainfall throughout the day, the state Disaster Management and Mitigation Centre said. — PTI

Elderly destitute collect Rs 5 lakh for U’khand

New Delhi, August 14
In a humane gesture, a group of 8,100 destitute elderly people in Bihar have managed to raise over Rs 5 lakh for the Uttarakhand flood victims. The senior citizens, who were themselves the victims of the devastating Kosi floods, hope this gesture will “repay the debt” to society which helped them overcome the 2008 tragedy.

Holding in their hand a little tin box for donations, these people from Bihar's three districts of Supaul, Darbhanga and Madhubani went in groups from door to door and street to street in remote villages collecting from Rs 1 to Rs 150.

“Belonging to extremely modest backgrounds, they have accomplished a feat a few would have expected of, even the most well-heeled individuals in urban India,” said a spokesperson for HelpAge India.

These ESHG (elder self-help group) members are mostly farmers, who had lost their everything during the 2008 Bihar floods and were recipients of HelpAge relief themselves.

Asked about the reason for taking such a task, 62-year-old Siyaram Das from Madhubani district, said, "We have been through this. In 2008, the floods had destroyed everything, our houses, our livelihood. We didn’t even have food to eat. People then came forward and helped us. That is why we know what the people of Uttarakhand are going through,” he said. The entire amount was collected from the villagers only between July 20 and August 13 and a formal cheque would be handed over to HelpAge in Bihar on August 18, Manish Manohar, project coordinator, HelpAge India, at Jhanjharpur in Madhubani district told PTI over the phone. "It was a marathon effort in a space of barely four weeks. I am humbled by this experience," said Rajeshwar Devarakonda, head, social protection and emergencies, HelpAge India. — PTI

Directorate of Medical Education to conduct fresh counselling
Tribune News Service

Dehradun, August 14
In the light of the Supreme Court judgment pertaining to a writ petition filed by Nikhil Himthani vs State of Uttarakhand, the Directorate of Medical Education has been not only been forced to conduct afresh counselling for NEET-PG/NEET (MDS-2013) but also reframe it's domicile policy.

For the NEET-PG/NEET (MDS)- 2013 Uttarakhand and state quota seats counselling, the Uttarakhand government had come up with eight eligibility criteria. Among these the major criteria are the candidate should have passed the MBBS/BDS examination from Uttarakhand, admitted through competitive examination and not through quota. The candidate should be a domicile of Uttarakhand and passed MBBS of other states through the all-India seat and finally the candidate should be a domicile of Uttarakhand and have passed MBBS from other states but admitted through pre-medical entrance examination of concerned state government.

Dr Nikhil Himthani, though not a domicile of Uttarakhand, had gained admission in Haldwani Medical College in MBBS in 2002 on the management seat. In his plea he had said the state government's insistence on state domicile was denying him a right to seek admission for PG course as in 2002 the Haldwani Medical College continued to be a trust and did not conduct MBBS examination through the state pre medical examination. On that basis the criteria of domicile could not be applied on students who had gained admission through management seat.

On one hand the Department of Medical Education is bound to conduct fresh counselling but it is also planning to take legal measures and file a review petition so that state can continue with the domicile policy as is being done by other states. Now fresh counselling would be conducted for 40 seats by August 31.
