New Delhi, August 2 Opinions were expressed on levying congestion charges on corridors experiencing heavy traffic during the peak as well as off peak hours. Speaking on ‘an approach to the solution of traffic problem’, Prof PK Sarkar of Department of Transport Planning, School of Planning and Architecture, said that pricing measures seem to be more attractive to the decision makers since they are effective in achieving their objective, particularly in generating revenue, which would help improve transport infrastructure. “We often tend to demand more of a product or use it wastefully if it is provided free of charge. But if we have to pay a price that reflected its cost, we would be more rational in using it. Hence, congestion pricing is premised on a basic economic concept,” he said. Prof Sarkar suggested that charging can be used as an economic tool which will deter the public from going through the congested area. “It can provide alternative to drivers to shift to off peak hours or use less congested areas,” he said. An urgent need to explore ‘car ownership restraint policy’ was also discussed to address the issue of increasing dependence on cars. Three main types of policies were suggested for putting restraint on car ownership, including licensing system, increasing taxation and increasing interest rate on car loans. Prof Sanjay Gupta of the Department of Transport Planning, School of Planning and Architecture, said that implementing these measures will result in 33.5 per cent less number of cars. It would also lead to decrease in fuel consumption and green house gas emissions. |

New Delhi, August 2 The president of Shiromani Akali Dal Delhi State, Manjit Singh GK, said that the families have been doing farming there for the last three generations. “There should be the efforts to unite people and make their living peaceful and easy wherever they are living in the country,” said Singh. In 2010, the local authorities of the Kutch-Bhuj area froze the lands of the farmers who migrated from Punjab during 1960s, most of whom are Sikhs, by terming them par-pravasi (outsiders) quoting the provisions of Bombay-Vidharbha Tenancy Act of 1960. DSGMC general secretary Manjinder Singh Sirsa asked Narendra Modi to be a statesman, especially when the BJP is looking towards him to lead the country after the parliamentary elections. “On April 4, 1973, the revenue department of Gujarat Government issued a notification that the farmers from outside can’t buy land in Gujarat. But these farmers’ families of Naliya Tehsil had bought land much before the notification,” said Sirsa, pointing out that the farmers have purchased land through sale deeds and have genuine ownership rights, which can’t be denied by any law of the land. “They are Gujaratis now, and the state government can’t deny them their rights,” said Sirsa. “It is shocking that the Gujarat Government despite having lost the case in the High Court has moved the Supreme Court filing an appeal. I want to convey to Narendra Modi to ask his officers not to pursue the case in the Supreme Court against the hardworking farmers,” said Manjit Singh whom the farmers’ families met last week. |
Groups clash over use of loudspeaker
New Delhi, August 2 Policemen have been deployed in the area to keep the situation under control. The incident took place at about 2 pm. People belonging to two communities had gathered at their religious places to offer prayers. An eyewitness told the police that one group had raised the volume of the loudspeaker at their religious place. As the second group objected, a heated argument began and the situation turned ugly. “The people pelted each other with stones. Two of them sustained minor injuries. The mob also damaged a police Gypsy car,” said a police officer.

Six held for robbing Pak national
New Delhi, August 2 The accused have been identified as Asif (23), Mohammad Shahid (24), Nooruddin (51), Muzahir (24), Mohammad Najir (40) and Asaru (22). They belong to Kishanganj in Bihar, according to the police. “We have recovered stolen articles and an autorickshaw used in the commission of crimes from them,” said Deputy Commissioner of Police (North District) Sindhu Pillai. On July 1, they robbed a Pakistani national named Muhammad Nabi after drugging him. He had landed in Delhi from Karachi at about 7 pm on the same day. He had arrived in India after 40 years to meet his relatives at Moradabad in Uttar Pradesh. The police found him unconscious and brought him to the Lal Bahadur Shastri Hospital in east Delhi. When he regained consciousness, he narrated the incident to the police. |

New Delhi, August 2 His accomplice was also arrested while carrying the file covers of Delhi Police. Tthe Crime Branch arrested Mangal Singh (26), who was wearing an SI’s uniform and his accomplice, Manish (25), near Anand Vihar Railway Station yesterday. “We were tipped off that an impersonator is cheating people in Delhi and UP. We discovered that he is the same man who had robbed a businessman in Indirapuram, Ghaziabad on July 25 this year,” said Additional Commissioner of Police (Crime Branch) Ravindra Yadav. The police learnt that the accused would arrive near Anand Vihar Railway Station. A police team laid a trap there and waited. They stopped a white Maruti Alto car, bearing a Delhi registration number plate. “The car driver was wearing a Delhi Police Sub-Inspector’s uniform with a name plate that read, ‘Abhishek Sharma SI’. He had a Motorola wireless set in his hand and his associate had file covers bearing the Delhi Police logo. When they were asked to show their identity cards, they tried to flee. They were overpowered and identified as Mangal and Manish,” said Yadav. The police learnt that Mangal had joined the Delhi Home Guards in 2008. He was terminated from the service due to misconduct. He had learnt about the functioning of the police and allegedly started cheating people. According to Yadav, he is involved in six criminal cases. He was first arrested in 2012 by the staff of the Mukherji Nagar police station. He was arrested again in February this year by the staff of Jyoti Nagar, Seelampur and Harsh Vihar police stations. “He purchased the uniform of a Delhi Police Sub-Inspector from Kingsway Camp market. Using the uniform, he asked a security guard of ‘URO Mall’ in Kaushambi, Ghaziabad, to hand over his wireless set for checking and then escaped with it. He had stolen the Maruti Alto car from the area falling under the Indirapuram police station in UP,” said Yadav.

Cameras to monitor kitchens in SDMC schools
New Delhi, August 2 The web camera will monitor the kitchens managed by Non-Government Organisations (NGO). A presentation of the entire monitoring process was shown by the NGOs to the leaders and senior officials of SDMC, including Satish Upadhaya, Chairman, Standing Committee; Additional Commissioner Kiran Dabral; and Director (Education) Sushil Singh. The NGOs were directed to install web cameras in all the kitchens of the schools where the midday meal is prepared so that there can be a check on the cooks. |

LSR gets modern resource centre for differently abled
New Delhi, August 2 The facility would also cater to the students of the economically disadvantaged section in the long run. Noting that the resource centre, is a part of the Corporate Social Responsibility of global accounting firm KPMG, associate professor Karuna Rajeev, faculty coordinator of LSR’s equal opportunity cell, “The resource centre is meant primarily for the disabled students apart from students on scholarships and who do not have access to modern technologies.” Even as largely the devices are for the visually impaired students, the centre offers aids for a range of disabilities. There are ten desktop computers enabled with NVDA lekha (screen reading software with optical character recognition) which supports Hindi, Sanskrit and regional languages as well, Braille embosser, book scanners, hand-held and mouse magnifiers and large print key boards, especially handy for people with low-vision apart from DAISY recorders and players— now available at one place at the college where the centre was inaugurated. On the occasion, 17 visually challenged first semester students were distributed laptops that the Delhi University Vice-Chancellor had announced for all the students of four year undergraduate programme earlier this year. “The resource centre is an initiative which ensures accessible study materials to students with special needs. It extends to all disabilities with a varied platform equipped with the latest technologies beyond JAWS, SAFA such as OCR software for several languages, then pocket magnifiers, aids to help students in saving study materials in multiple formats, including eight basic DAISY and two advanced recorders,” added Karuna. This is not all, the college has instutionalised membership on online portal Bookshare which allows students with print disabilities to download books in accessible format at a time when copyright hassles pose a great obstacle for others from the section. The college also organises workshops and trainings for differently abled students and encourages their participation. “LSR has the highest intake of disabled students and at any point of time, we have 50-70 students on campus. This year we have admitted a record 17 visually impaired students in first year under FYUP. Our aim is to make them self-reliant and employable for which we conduct trainings on communicating skills, personality development and computer literacy. Though our placement cell we have been encouraging such students,” said Kanika Khandelwal, a teacher. |
