Govt plans cyber kiosks for efficient delivery of services
Chandigarh, July 22 He said any citizen approaching the cyber kiosk would be provided all services from a single terminal. Sukhbir said back-end services of all departments would be made compatible with each other, integrated and put on a central server. He said at present, various departments were working separately to implement governance reforms and provide services to the people. The Revenue Department has set up Fard Kendras, district administrations have Suvidha Kendras and the Police Department has set up Saanjh Kendras, but there was no integration in the services of these departments. Asking the Revenue Department to put the project of online registrations of urban properties on a fast track, Sukhbir said the aim was to provide world-class services to the buyer of properties. He was informed that 161 Fard Kendras out of 167 had been made operational and the copies of records were given to the applicant on the spot. He said 12,683 villages out of 13,001 had been made online through Fard Kendras. Sukhbir said the government was keen to have a third-party audit of services provided by vaiours departments to check the authenticity of claims being made by them. Sanctioning 300 more Saanjh Kendras, the Deputy CM said at present, 280 such centres were working and the Police Department had been told to operationalise 300 more centres within six months. He said different states were approaching Punjab to replicate this example in their states. He asked the Police Department to have a separate cadre of staff working in these kendras so that they should have their distinct identity. It was also informed at a separate meeting with the Right to Service Act Commission that 1.5 crore citizens had availed of services under the Right to Services Act during its first year. Commission chairman SC Aggarwal said there was a 0.93 per cent pendency in civil services and 4.66 per cent in police services. Approving new software for micro management, Sukhbir said through this software, the moment a citizen applied for a service and give his mobile number, he would get an SMS informing him about his request for the service, specific dates on which that service would be delivered and give a unique identity number to his application.

Exports to Pak hit despite more Samjhauta Express wagons
Amritsar, July 22 Rajesh Setia, general secretary, Amritsar Exporters Chamber of Commerce, said they were still not getting wagons in goods trains as promised by the Railways. He said they were getting only 10 to 15 Pakistani wagons in goods trains every week depending upon their arrival from the neighbouring country. He said this had solved their problem only up to 30 per cent. "A huge stock of goods is still stuck in godowns at the rail cargo facility here while the exporters are forced to hold back further supply of goods." He said the inflow of wagons from Pakistan was also less as the imports were low owing to rupee devaluation. Setia said since the cement import had been shifted to the road route, it had further hit the inflow of Pakistani wagons into India. The cement importers had shifted their trade to the road route following repeated seizures of heroin in the rail cargo in the recent past, he said, adding they were primarily exporting polymers, chemicals, spices and herbs to Pakistan. Manav Taneja, a clearing agent, said the shortage of rail wagons would trouble the exporters more in coming days as export season of items like soyabean, tyres and tubes would pick up in August. Earlier, at a meeting between exporters and Shelly Srivastava, Deputy Chief Commercial Manager, Railways, the latter said 10 cargo wagons would be regularly attached with the Samjhauta Express so as to clear the backlog of export consignments that had piled up at the rail cargo facility in Amritsar. She had also assured them that the Railways would try to facilitate wagons in goods trains as well. |

Bassi Pathana, July 22 He gave a clarion call to party activists to work unitedly to win the Lok Sabha elections with a thumping majority. He said he had started the tour from Fatehgarh Sahib due to its historical and religious importance. He said in the first phase, he would cover 28 assembly constituencies till August 31 by touring four days a week. Bajwa accused the government of harboring criminals and drug mafia to serve their vested interests. He said while all the national highways in Punjab were constructed by the Centre and rural roads under the Pradhan Mantri Gramin Sadak Yojna, the SAD-BJP government was befooling people by making false claims on development. He said despite the fact that the state did not have funds for salaries of its employees, the Badals were purchasing helicopters and bulletproof cars with public money. The PPCC president said it was high time that people of the state wake up to the reality and rejected the "communal and opportunistic alliance" of the SAD and the BJP for a better future for the state. Later addressing the media, Bajwa said he had demanded special tax incentives from the Centre for setting up industrial units in the border belt of the state, which had suffered during the two wars with Pakistan and the militancy period. He said he was not averse to a special package for the entire state, but the Centre was unlikely to give such a package. Taking a dig at former Chief Minister Capt Amarinder Singh, Shamsher Singh Dullo, former PPCC president, alleged he (Amarinder) had ignored Dalits, Scheduled Castes and Hindus which had led to the party's debacle in the last assembly elections. AICC opens web portal ‘khirkee’
Chandigarh, July 22 Sources said party vice-president Rahul Gandhi inaugurated the AICC communication workshop for empanelling spokespersons. The workshop was attended by 200 delegates from across the country. It was decided that all 200 spokespersons empanelled at the workshop would get unique IDs allowing them to log into the new portal to access information as and when needed. The portal will have information regarding various government schemes, reforms as well as party position on key issues like the FDI and Food Security Ordinance. "Khirkee" started functioning today with excerpts of Union Minister Anand Sharma's speech at the workshop uploaded on the portal. The programme is likely to be expanded with unique identities planned to be given to all Congress workers across the country. Reliable sources said this would be a two-way process. A Congress worker in the North East would be able to send a message to the party vice president directly. Senior party leaders could also route their message to party workers in a similar way. The party has decided to institute another programme called Sampark. This service, which will be available as a mobile application, will allow senior party leaders to send a message to all spokespersons. This could be used to brief them about important developments or the party view on a particular issue in the quickest time possible. Five delegates from Punjab are participating in the conference. Authorities playing with school kids’ health
Jalandhar, July 22 Shockingly, the authorities undertook no measures to ensure safe drinking water for the students in these schools. The Tribune has in its possession copies of the water sample reports. The reports, that carry the stamp of the Medical Officer of the School Health Clinic, Dr Anirudh Kurich, were submitted to Civil Surgeon Dr RL Bassan in June. Dr Bassan submitted the reports to sanitation department officials and the Deputy Commissioner (DC). Showing utter disregard for the health of the schoolchildren, neither the health nor MC authorities nor the DC have so far initiated steps to ensure that clean drinking water is made available to them. School principals, when approached, said they had not been informed about the matter. Water samples were collected from 20 schools during the month of May. Only one water sample, collected from Government Primary School, Tali Mohalla, passed the hygiene test. Sources in the municipal corporation confirmed that the reports were received by water supply and sanitation officials in early June, But the Health Department remained in denial mode. MC Commissioner Vinay Bublani said: “Many of the schools mentioned in the reports are not located in our area. Moreover, we were not taken into confidence, nor asked to accompany health teams when the samples were taken. We can't know for sure if these were samples of water supplied by the MC. Nevertheless, I will assign officials to visit these schools." Civil Surgeon Bassan said: “We have been chlorinating the water supplied to the schools. We have apprised the principals on the matter. It will be ensured that the water consumed by the students is clean.” Dr Aruna, in charge of the School Health Clinic, said: “We have asked the schools to install ROs (reverse osmosis) units and have been emphasising that they maintain adequate sanitation on their premises.” Medical officer Dr Kurich could not be contacted despite several attempts.

Massive protest against PTU Vice Chancellor
Kapurthala, July 22 Carrying banners and placards and raising slogans against the Chief Minister and the Vice Chancellor, a crowd of 2,000 protesters from across the state gathered outside the PTU campus to protest against the university's failure to get the University Grant Commission (UGC) approval to run distance learning centres. The association warned that it would launch a relay fast and gherao the Chief Minister's residence in Chandigarh if their demands were not met within 10 days. Up in arms after the university authorities restrained them from parking their vehicles inside the university campus, the protesters lined their vehicles along the highway, leading to a traffic chaos. The university authorities had sought additional police force, including policewomen, to tackle the protesters. As private guards fell short of batons, they were seen using branches of trees as sticks. The protesters squatted on the highway dharna for hours, disrupting traffic.They had arranged for mineral water for those joining the demonstration. They used loudspeakers to address the gathering. One of the speakers, Ravinder Kumar, alleged that the VC had even failed to ensure the delivery of books to students registered under the Distance Education Programme (DEP) at various centres across the country. He alleged that the VC has committed financial irregularities to the tune of Rs 35 crore in connivance with his associates. Nirmal Singh, president of the PTU DEP Students' Union, said 20,000 professionals working with 2,000 learning centres faced the spectre of being rendered jobless. Over 1.5 lakh students registered with these centres had been left in the lurch, he said. Manraj Mangat, general secretary of the PTU DEP Learning Centres Union, said the university had slashed the income of these centres by 10 per cent without any reason. The protesters ended the dharna after a university representative accepted their memorandum of demands.

Chandigarh, July 22 Dr Arora said nearly all course material would be uploaded within the next few months. The university's distance education cell has at least 10,00,00 students enrolled with more than 2,000 learning centres across the country. To a query on the Supreme Court asking universities not to open learning centres outside their states, Dr Arora said: "The university is working on a plan on not having any study centres outside the state. Availability of lessons online will take away the need for study centres. Study centres outside the state are being restructured. The Ministry of Human Resource Developmemt (HRD) is working on new study capsules. We are a part of that exercise." Courses for which books have been made available online BSc (Fashion Technology), M Sc (Fashion Technology), BSc(Medical Lab technology), BBA, MBA, MBA (Hospital Management), BSc (Information Technology), M Sc (IT), Diploma in Computer Applications (DCA), BCA, MCA, PGDCA, BSc (Hotel management, Catering Technology and Tourism), MBA (Hotel Management) and Diploma in Operation Theatre Technology. With lessons going online, students will get a refund of about 4 per cent on the fee paid for the courses. Learning centres have been given the user name and password for self-instruction material (SIM). Students can visit the PTU website and key in the user name and the password assigned to them. SAD: No compromise on riparian principle

Bains, said that SAD patron Parkash Singh Badal and the Punjab Government had always maintained that the riverwaters issue be resolved as per the nationally and internationally accepted riparian principle. "This principle has never been violated while settling river disputes in the country, such as those on the waters of Narmada and
Cauvery. There is no valid, logical or Constitutional reason why this should be flouted only in the case of rivers flowing through Punjab," Bains added.

CM wants school studies upgraded
Chandigarh, July 22 He was presiding over a high-level meeting of Vice Chancellors of universities, principals of Model Senior Secondary Schools of Chandigarh and other experts. Badal called for a "revolutionary" upgrading of school education in the state to help the poorest of the poor and bright students from villages to realise their potential. He asked the Principal Secretary, School Education, to depute the Chief Architect to visit the Sector 16 Government Model Senior Secondary School before finalising the building layout for special schools for meritorious students. Punjab School Education Board Chairman said that 3,200 students in rural schools had scored more than 80 per cent marks in matriculation.

Guv wants another extension given to his Comptroller
Chandigarh, July 22 Information available with The Tribune shows that the Punjab Governor is keen on his Comptroller getting yet another extension till May 2015. Though the Punjab Finance Department and the Personnel Department have reportedly declined to grant him yet another extension, the agenda for his extension will be brought up before the Punjab Cabinet when it meets here tomorrow, said officials in the General Administration. MP Singh, Principal Secretary to the Governor, said the case for another extension for the Comptroller was being pursued with the Punjab Government, on the request of the Governor. “There is nothing wrong with this. This is not the first time that the government will be hiring a retired employee on a contract basis. Even the private secretary to the Governor has been hired post-retirement,” he explained. Punjab Government rules say retired employees cannot be hired a contract basis or re-employed, except in case of PCS officers. This point was mentioned by the Department of General Administration while taking up the case of the Comptroller’s extension last year. The Comptroller’s term reportedly ended on April 30. Working hours of govt docs extended
Patiala, July 22 The new timings, 8 am to 4 pm, will enable students to spend more time doing research under the supervision of expert doctors. However, the visiting period for patients in the Outdoor Patient Department will continue to be from 8 am to 2 pm. Even the office hours will continue to be the same. In the new schedule, doctors would spend an hour visiting wards with post graduation students and conduct a few extra classes. Dr KD Singh, Principal of Government Medical College and Rajindra Hospital, Patiala, said the college had sent the proposal for increasing the working hours of doctors from 6 to 8 hours to the Punjab Government. He said that staff members felt students should get some more time with patients and gain practical experience. “We are planning to hold more seminars and workshops during these extra hours and invite specialist doctors to train the students,” he said. Vini Mahajan, Principal Secretary, Medical Education and Research Department, said the decision would be highly beneficial for patients as well as doctors.

PCMS doctors await PG counselling
Bathinda, July 22 The change of criteria for PG seats from three years in service in the rural areas to four-year service in most difficult areas or six years' service in difficult areas has created chaos for the 95 PG seats in the state. As per the varsity prospectus, only those candidates who are PCMS employees, who have four or six years of service in rural areas and those who have cleared two years of probation in the PCMS, are eligible for quota. Following these norms, the Department of Health gave no-objection certificates (NOC) to only 42 doctors in the state under the quota. However, the rural medical officers (RMOs) whose PCMS probation period is not complete, moved the court demanding their inclusion in the PG quota. Similarly, another set of RMOs who have completed PCMS probation but have not completed rural service as per rules too moved the court for the same reason. The third set of doctors, who are freshers in the PCMS service and have not cleared their probation period, too have moved the court demanding that they be included in the PG quota. However, first a single bench and then a double bench dismissed their petition. Later, the same set of doctors filed a civil writ petition (CWP) on July 16, 2013, under the aegis of the PCMS Association. All three set of doctors were awarded interim relief by the court allowing them to participate in the July 17 counselling. However, the president, PCMS Association, Punjab, Dr Hardeep Singh said the association has not filed any such writ petition and was not even aware of it. Besides, the remaining RMOs too moved the court demanding the PG quota. Interestingly, all have been given interim relief. The number of petitions and interim relief given has put even the department of health and family welfare, Punjab, in a piquant situation. Principal secretary, department of health and family welfare, Vinni Mahajan refused to comment on the issue saying the matter was pending with the court. |
RTS Act has several loopholes: Experts
Patiala, July 22 The keynote address was delivered by Professor Krishan Mahajan, Professor of Law, RGNUL. Prof Mahajan called the Act an unconstitutional illusion. He said there were several loopholes in the Act and that it did not ensure hassle-free delivery of services. SC Aggarwal, Chief Commissioner of the Right to Service Commission, inaugurated the seminar. He said more than 1.14 crore applications had been suitably dealt at various departments. Aggarwal said 95 per cent of the cases had been resolved in time. Meanwhile, Professor Paramjit S Jaswal, Vice Chancellor, RGNUL, welcomed the guests and said the RTI and the RTS were the outcome of evolving governance in the era of globalisation and privatisation. PRTC employees to protest against govt policies today
Patiala, July 22 They will also hand over a memorandum to the Regional Transport Authority (RTA), urging it to review the time tables of PRTC and not let private buses ply on PRTC monopoly routes. While talking to The Tribune, action committee member Nirmal Singh Dhaliwal said the Punjab Government not only extended more routes to private transporters, but also got the time tables of all buses rescheduled as per the need of private transporters through the RTA. "PRTC is incurring huge losses as the government makes policies that are beneficial to private transports. Earlier, the ratio of PRTC and private buses was 40:60 but now around 70 Volvo buses are plying on the roads over and above this ratio,” said Dhaliwal. Dhaliwal said the state had made changes in the Transport Policy in 1997 and 2011 to prop up private transporters that were incurring massive losses. Working committee member Ramesh Bhatti said private companies were now even plying on PRTC monopoly routes. “Patiala-Chandigarh is a monopoly route but several Volvo buses are running on the route. No action is taken against these companies as most of these buses belong to Orbit Transport, which is owned by the Badal family. Deep Transport (Faridkot) and Jujhar Transport are the private companies that own these buses,” said Jarnail Singh Randhawa. |

Chandigarh, July 22 Vini Mahajan, Principal Secretary, Health and Family Welfare, said, “We will only take a decision on the matter after seeking expert opinion. The fee hike needs to be cleared by a special committee.” Sources said Dr Pyare Lal Garg, Executive Director, State Health Systems, had already expressed his opinion over the proposed fee hike and said no hike could be implemented after a session had commenced. Sources said the proposal was to increase the annual fee of open seats from existing Rs 1.5 lakh to 2.5 lakh. Boy dies of snakebite; doc, nurse suspended
Kapurthala, July 22 Harmanpreet of Mustafapur village, near Subhanpur, who was bitten by a snake, was brought to the hospital last night. His father Jaspal Singh alleged the doctor did not attend to his son properly and dozed off after giving some minor treatment. He said when his son's condition worsened, he informed the doctor, who in turn told him to take the child to the Jalandhar Civil Hospital due to "non-availability of anti-venom injections here". The victim died on way to Jalandhar. Mittal said he had sought a report from the Kapurthala Civil Surgeon and found that Harmanpreet was not administered anti-snake venom despite the same being available in the hospital stock. The minister has ordered an inquiry into the matter. Dr Balvir Singh, Civil Surgeon, Kapurthala, confirmed that the injections were available in the hospital. High Court dismisses plea to seek ownership of shamlat deh
Chandigarh, July 22 In one of the petition filed before the High Court, the petitioners claimed that they were in possession of five kanals situated in Mullanpur Garibdas village before January 26, 1950. The date is important as the petitioners have to prove cultivating possession of land prior to January 26, 1950, to claim ownership of shamlat deh by virtue of Section 2 (g) (viii) of the Punjab Village Common Lands Act, 1961. They also have to prove land in dispute was “assessed to land revenue”; and the land in possession of petitioners was not in excess of their share in such shamlat deh. In an attempt to adduce evidence for establishing the cultivating possession of the land through their predecessors prior to January 26, 1950, the petitioners placed on the High Court record a copy of khasra girdawari for the period October 1946 to March 1950. While Khasra is a number assigned to a block of land, Girdawari is the record of land cultivation. It records the crop, and ownership
of the crop. Taking up the matter, the Division Bench of Justice Rajive Bhalla and Justice Rekha Mittal asserted: “No presumption of truth is attached to entries in khasra girdawari. In the khasra girdawari, the land has been described as shamlat deh and in the column of possession as possession of right holders’ and
the nature of land is banjar qadim. “Banjar qadim is uncultivated land that has remained fallow for eight or more harvests. The document produced by the petitioners belies their contention that they are in cultivating possession of the land in dispute through their predecessors prior to January 26, 1950. “The petitioners have miserably failed to produce any evidence to satisfy the requirements of Section 2(g) (viii) of the 1961 Act in order to seek exclusion of land in dispute from shamlat deh or to establish their title to the land in
dispute". Dismissing the petition, the Bench added: “We find no error of law or of jurisdiction in the orders passed by the authorities, rejecting the claim of the petitioners that they are the owners of the land in dispute”. The petitioners had moved the High Court after an application for their eviction filed by gram panchayat of Mullanpur Garibdas village was allowed. Their petition under Section 11 of the 1961 Act claiming title to the land by asserting they were in cultivating possession through their predecessors prior to January 26, 1950, too was dismissed by Ropar Collector/DDPO, vide order dated January 23, 1984. An appeal against the Collector’s order too was dismissed vide order dated August 5, 1986. Their review petition before the appellate authority was also dismissed. |
Single foreign nationals barred from surrogacy in India
Chandigarh, July 22 Taking up a petition filed by Sudan resident Shihabeldin, the Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih issued notice of motion to the Government of India for September 9. In his petition filed through counsel Anil Malhotra and Gaurav Mohunta, the petitioner contended that the guidelines dated July 7, 2012, was ultra vires and violative of Article 14 and 21 of the Constitution "as the same debarred single foreign person from commissioning surrogacy in India". Describing petitioner as "a singleton" wanting to "become a single parent through a surrogacy arrangement", Malhotra asserted he was told the guidelines limit facility of surrogacy only to married couples with two years of subsisting marriage. Malhotra asserted the respondents failed to take notice of 2008 case of Japanese baby Manji Yamada while issuing the impugned guidelines. In the case, the apex court directed the Central Government to issue a passport to the infant to facilitate travel with grandmother even though the Japanese biological parents were divorced and the biological mother had disowned the child on birth. Again, in 2010, an Israeli gay couple was allowed to travel back to Jerusalem with their surrogate twins as no objections were raised even in the case of same-sex couple. Another German gay couple was allowed to return with their surrogate twins. The permission came on the direction of the apex court to grant exit permits to the surrogate twins. He added: "This unreasonable and unjust classification treats equals unequally thereby violating equality of law and equal protection of laws. Foreign nationals, overseas citizens of India, and person of Indian origin cannot be discriminated in the matter of surrogacy upon comparison with Indian nationals. "Therefore, imposing a ban on surrogacy by foreign single persons or foreign unmarried couples amounts to an unreasonable, unjust and arbitrary classification which has no nexus with the object sought to be achieved". |
Ex-MLA gets bail in paddy fraud case
Chandigarh, July 22 The Congress-turned-SAD leader and 21 others were convicted in April in a 14-year-old case of embezzlement of paddy. The convicted included three officials of the Food Corporation of India. The CBI had registered a case in the matter on September 23, 1999, after a petition was filed in the Punjab and Haryana High Court. The premier investigating agency had later collected 53 samples of stocked rice from the Punjab State Warehousing Corporation, Bareta. The samples were taken to ascertain the allegations that the norms were ignored and substandard rice was stocked by FCI officials. Nine more samples were taken by an officer appointed by the high Court, establishing irregularities on part of 13 rice millers. The CBI had later booked the rice millers, including Mangat Rai Bansal. |
Another Moga youth killed in the Philippines
Moga, July 22 Gurjant Singh was shot dead outside Manila city by unidentified masked assailants when he was going to his office on a motorcycle, his family member said. Tara Singh, father of the deceased, said his son would be cremated at Manila on Wednesday. Gurjant left for the Philippines on a work permit more than six years ago. Sarpanch, 4 others booked for fraud
Patiala, July 22 The village panchayat members had testified that Baldev, who was a Mohali resident, was a resident of Mansigan village. The other accused are sarpanch Shamsher Ram, panch Kuldeep Singh
and nambardar Sukhvi nder Singh. Julka police said, “Jarnail befriended Baldev in the jail where they hatched
conspiracy to procure parole.” Jarnail was out on parole when he convinced village sarpanch to attest Baldev Singh’s documents. Panchayat members claimed they were tricked and that they had attested the prisoner’s papers in good faith. Manjit Brar, Deputy Superintendent of Police (DSP), Patiala conducted an inquiry into the matter and recommended that the accused be booked. |
Four youths abduct, gang-rape 15-year-old in Moga village
Moga, July 22 They took her to a nearby house where they were joined by two more youths. They then raped her. The accused later abandoned the girl near her house and fled. The victim was taken to the district hospital at Moga for a medical examination, which confirmed that she was raped, police sources said. Three brothers Jagdeep Singh, Chain Singh alias Chaina and Sukhdev Singh alias Sukha and their cousin Jagwinder Singh, all residents of the same village, had been booked, the police said. The sources said Jagdeep had been arrested while a search had been launched to nab the remaining accused. |
