Open to poll pact with secular parties: Bajwa

Unemployed linesman ends life as talks with govt fail

An unemployed linesman allegedly committed suicide at his residence in Kazi Kot village here. The deceased, Sarabjit Singh (30), was reportedly upset after the breakdown of talks between the protesting unemployed linesmen union and Deputy Chief Minister Sukhbir Singh Badal.

People’s Party of Punjab chief Manpreet Singh Badal today said he was yet to decide on any alliance with the Congress for the Lok Sabha poll. He said his priority as of now was to strengthen the party at the grassroots level.

Fake currency case: Three accused still at large
Sangrur, July 13
Two head constables (HCs) and a printing press owner accused of printing fake currency and destroying evidence (fake currency worth Rs 1.41 lakh) are still on the run. A case was registered against them and another accused Sub Inspector (SI) Jarnail Singh, Station House Officer (SHO) of Sadar police station, Ahmedgarh, on June 11.

Man alleges frame-up in rape case
Patiala, July 13
The police has arrested Amarjit Singh Sodhi, father of the late Parampreet Kaur (29) whose death had led to the ouster of the then Patiala Mayor Jaspal Pradhan, after a middle-aged woman accused him of rape. A case has been registered at the Tripuri police station here.

Each district to have mediation centre
High Court takes initiatives to promote alternative dispute resolution to check pendency of cases

The Punjab and Haryana High Court has come out with a novel way to bring warring sides face to face. In a first, it is sending information on alternative disputes resolution (ADR) along with notices to the respondents in court cases.

Also, in another five months each district in Punjab and Haryana will have its own mediation centre where litigants come together and sorts out the differences right from property and matrimonial disputes to commercial disagreements. As of now, Punjab has 12 mediation centres and Haryana 16.

A colloquium on mediation this morning revealed that judges can suo motu refer the adversaries to mediation. Their consent in the matter of mediation is not necessary. Moreover, disputes can be referred to an arbitration tribunal during the course of proceedings before a civil court without prior agreement.

The fact assumes importance as the general impression even among academicians is that a prior agreement between the parties is a must for referring matters to an arbitration tribunal.

Going a step further, Chief Justice Sanjay Kishan Kaul said they were, in fact, gearing up to tell the people about the concept of ADR in their own language. "We will soon be sending information in Gurmukhi about lok adalats, mediation and other forms of ADR along with the notices," Chief Justice Kaul said.

The development is significant as the High Court is now informing the warring sides that there are other cost-effective and speedy ways to resolve disputes without knocking at the doors of the courts and burdening the already weighed down justice delivery system.

Giving reasons behind the stress on ADR, Chief Justice Kaul said: "In the US, 97 per cent of the cases are resolved through ADR. But in India, every case is going through the process of trial even if the dispute was not worth the time and effort".

The colloquium was organised by the Punjab Legal Services Authority by sensitising both the Bench and the Bar on the benefits of ADR for reducing the pendency of cases. Among others, Justice Arjan Kumar Sikri of the Supreme Court was also present.

Justice Hemant Gupta of the Punjab and Haryana High Court said mediation had more to do with emotions than law. Also the Executive Chairman of UT State Legal Services Authority, Justice Gupta said the success of mediation was in its exceptional trait of offering a hearing to the aggrieved. "It not only takes the grievance away, it also helps the aggrieved to give a vent to his pent-up feelings".

A judge of the Punjab and Haryana High Court and Executive Chairman, Haryana State Legal Services Authority, Justice SK Mittal said ADR could grant relief to parties which was not possible within the parameters of law set by the statute.

Justice Jasbir Singh of the Punjab and Haryana High Court, who is also the Executive Chairman of the Punjab Legal Services Authority, said mediation, a way of resolving disputes between two or more parties with concrete effects, also brought to an end further litigation as it ended up in a settlement.

Open to poll pact with secular parties: Bajwa

Punjab Pradesh Congress Committee (PPCC) chief Partap Singh Bajwa today announced that the party was open to political alliance with all secular parties in the state for the next Lok Sabha elections.

Addressing a function held to felicitate the newly elected Congress-backed sarpanches and panches here, Bajwa said he would start tour of all the 117 assembly constituencies from July 22 to mobilise the party cadre. He said he would tour four assembly constituencies every week: two in Malwa and one each in Majha and Doaba.

Bajwa said the Congress would not allow “communal forces” to take over the reins of the country. “We will win all the Lok Sabha seats in Punjab to knock out the unholy and opportunist SAD-BJP alliance," he said

The PPCC chief said the Congress will approach the high court to get fulfilled the poll promises made by the SAD-BJP combine to the voters in the state.

Bajwa said the coalition had, in its poll manifesto, announced to pay unemployment allowance of Rs 1,000 to each of the qualified youth who were without job. “But, the state government has no record of the unemployed youth and employment exchanges are lying defunct due to shortage of infrastructure and staff. An estimated 65 lakh youth are unemployed in Punjab.”

He said the party will also launch a campaign to register the names of the unemployed youth in employment exchanges as it (unemployment) was a major issue distressing the people. He said all the Congress MLAs had been told to register at least 1,000 unemployed youth by August-end and to upload related data on the PPCC website.

Hitting out at the SAD leadership, he alleged the ruling party had unleashed political terrorism to target the Congressmen in Punjab. He said the border districts of Gurdaspur, Amritsar, Tarn Taran, Mansa and Ferozepur were the worst hit.

Unemployed linesman ends life as talks with govt fail

An unemployed linesman allegedly committed suicide at his residence in Kazi Kot village here. The deceased, Sarabjit Singh (30), was reportedly upset after the breakdown of talks between the protesting unemployed linesmen union and Deputy Chief Minister Sukhbir Singh Badal. He is survived by his wife and a two-year-old son.

The suicide comes a few weeks after a rural pharmacist had taken a similar step in Talwandi Sabo. In his suicide note, he had accused the government of paying him too less (Rs 7,000 a month) to sustain his family.

But in Sarabjit's case, no suicide note has been recovered yet. He hung himself with a ceiling fan. The incident came to light today morning when he did not respond to calls to open the door of the room he had “slept in”. “When he did not open the door, we broke the windowpanes, only to find him hanging,” she said.

Sarabjit and other members of his union have been protesting for the past two years, demanding issuance of appointment letters.

Sarabjit's wife Sapna claimed her husband had told her that "he had pinned hopes on yesterday's meeting (between the union members and the Deputy Chief Minister) and was distressed after its breakdown".

After the death, the union members organised a protest with the body kept on the highway even as the local administration failed to meet their demand for announcing a compensation of Rs 10 lakh, besides a government job to his wife.

The protesters also demanded issuance of appointment letters to 4,000 candidates. Union state president Pirmal Singh said the state government had, on January 14, 2011, issued an advertisement for appointing 5,000 linesmen in the electricity department. The candidates were selected, but only 1,000 of them have been issued appointment letters so far.

The union members blocked the road for hours. They suspended their stir only after Deputy Commissioner Balwinder Singh Dhaliwal intervened and announced a compensation of Rs 1 lakh to the deceased's family. He has also arranged a meeting between the union members and Chief Minister Parkash Singh Badal on July 24.

People’s Party of Punjab chief Manpreet Singh Badal today said he was yet to decide on any alliance with the Congress for the Lok Sabha poll. He said his priority as of now was to strengthen the party at the grassroots level.

Criticising the Centre’s food plan, he said it was “shameful that even after six decades of Independence, the country needed an ordinance to ensure three square meals for its people”.

Addressing a press conference here, Manpreet said he had chalked out a 300-day programme for the party wherein he would meet people across the state. Today was the first visit of his plan.

Manpreet said village panchayat results had shown that people of the state supported his agenda.

Referring to Congress’ claim that its candidates had won in 60 panchayats in the recently held elections, SAD general secretary Prem Singh Chandumajra has dared Congress MLA Kuljeet Singh Nagra to prove the claim by producing even 10 sarpanches.

Chandumajra alleged the Congress MLA was spreading rumours to divide the people in the assembly segment.

Chandumajra also rubbished Nagra’s allegations that the Akali Dal had won the panchayat elections by terrorising people and capturing booths. He said the gram panchayat poll in the region were held peacefully.

Rs 400-cr health grants unspent: Chaudhary

The war of words between the state government and Union Minister of State for Health Santosh Chaudhary refuses to die down with the latter saying the SAD-BJP coalition was not utilising central grants in a proper manner.

She claimed Rs 400 crore provided to the state under the National Rural Health Mission was lying unspent.

“It seems Chief Minister Parkash Singh Badal is not monitoring the Health Department seriously,” she said while interacting with mediapersons at the residence of PPCC vice-president Rana KP Singh here today.

Chaudhary said the money could have been used to provide better health services to the common man, but the government failed to do.

On the controversy over Badal’s photo on 108 service ambulances, she said it was “misuse” of central grants.

Fake currency case: Three accused still at large

Sangrur, July 13
Two head constables (HCs) and a printing press owner accused of printing fake currency and destroying evidence (fake currency worth Rs 1.41 lakh) are still on the run. A case was registered against them and another accused Sub Inspector (SI) Jarnail Singh, Station House Officer (SHO) of Sadar police station, Ahmedgarh, on June 11.

The accused at large are identified as HC Teja Singh, Balwinder Rai (Naib court) and printing press owner Amit Kumar. Jarnail has got interim bail from the Punjab and Haryana High Court after he had filed an application to seek anticipatory bail. The court also issued notice of motion to the state for August 20 in the case.

When contacted, Mandeep Singh Sidhu, Senior Superintendent of Police (SSP), Sangrur, confirmed Jarnail had gotten bail. He also said the police had been conducting raids to nab the three accused who have been on the run.

Meanwhile, a departmental inquiry into the matter is being conducted by Harinder Singh, Deputy Superintendent of Police (DSP), Moonak.

The FIR in the case says during checking of the ‘malkhana’ (store) of Sadar Police Station, Ahmedgarh, a case property (fake currency worth Rs 1.41 lakh) was found missing. The SI and the two HCs had lost case property (fake currency of Rs 1.41 lakh) so they got it reprinted from Amit Kumar and produced it in court. Later, they destroyed it.

The police has arrested Amarjit Singh Sodhi, father of the late Parampreet Kaur (29) whose death had led to the ouster of the then Patiala Mayor Jaspal Pradhan, after a middle-aged woman accused him of rape. A case has been registered at the Tripuri police station here.

Parampreet had died under mysterious circumstances in February. Sodhi was the complainant in his daughter’s death case and had alleged that Pradhan was Parampreet’s father-in-law, a charge denied by the former Mayor. Sodhi had accused Pradhan of murder, though a probe had later given him a clean chit.
