Amritsar, July 8 Talking to mediapersons at the conclusion of its two-day executive meeting, Punjab BJP president Kamal Sharma said the party’s state election panel that would comprise party vice-president Laxmi Kanta
Chawla, Deputy Speaker Dinesh Babbu, Industries Minister Anil Joshi and former ministers Arunesh Shaker and Tikshan
Sud, would be headed by senior BJP leader Balramji Das Tandon. Former state BJP chief Ashwani Sharma would be the panel secretary. Punjab's Local Bodies Minister Chunni Lal Bhagat would be its ex-officio member. Former state BJP vice-president Vinod Sharma had been made in charge of the Gurdaspur Lok Sabha seat, senior party leader Narottam Dev Rati in charge of the Hoshiarpur seat and former state BJP chief Rajinder Bhandari of the Amritsar seat. Punjab MLAs and MPs today called on Prime Minister Manmohan Singh and UPA chairperson
Sonia Gandhi. It submitted a memorandum to Sonia Gandhi that read: “The Punjab Congress has reasons to doubt the fair implementation of the food security law (in Punjab) in view of huge pilferages and diversification of funds allocated to the state through Central Government-funded schemes.” They suggested an all-party committee comprising MPs and MLAs of each state be constituted to monitor and ensure fair implementation of the food security programme. The delegation said the SAD-BJP Government lacked preparedness to implement the food programme. The Public distribution system in Punjab was faulty and the state government had yet to update data on the number of beneficiaries. The delegation pleaded that Punjab be given a special industrial package, in case the UPA Government decided to extend the industrial incentives given to the hill-states. Tax concessions must be given to the six border districts of Gurdaspur, Pathankot, Amritsar, Tarn Taran, Ferozepur and Fazilka, the leaders said. They thanked the UPA chairperson and the Prime Minister for extending the Kolkata-Delhi industrial corridor up to Amritsar and granting three new airports to Punjab. Dera Sachkhand tussle turns ugly
Jalandhar, July 8 Several NRIs from the UK closely associated with the dera have flown in to ensure the issue between the head and his deputy is resolved amicably and the matter does not further flare up. Closed-door meetings were held this afternoon to placate the warring heads and to reportedly mount pressure on the deputy to leave the dera on a cordial note. There have been several unsavoury incidents occurring at the
dera, including an attack on the brother of the dera head, Sant Ram, last month, followed by resignation by seven trustees on June 9. There also have been reports of a new trust having been convened at the dera in the last two days, though there has been no official confirmation on it. The simmering discontent came to the fore with Niranjan Dass complaining to the Inspector General of Police through a communiqué dated June 26. It reads he had relieved Surinder Dass Bawa from his post in the dera on June 9 but he continues to stay put in the premises against his directives. “I fear threat to my life from him and I have broken all kind of liaison with him. I request you to oust him from the dera premises,” he said. Superintendent of Police (Rural) Rajinder Singh confirmed having received the letter from the dera head. He said he had deputed 30 police personnel for the job. “All bags and belongings of the visitors are being properly checked. I have been personally monitoring the security arrangements and making rounds to the dera daily,” he said.
Rajinder Singh, however, said the demand of ousting Bawa was not being dealt with by the police as it was an internal matter of the religious leaders. Earlier, there was a difference of opinion among the dera leaders over the formation of a separate Ravidassia religion in February 2010 and installation of Amrit Bani holy scripture instead of Guru Granth Sahib. The dera was in news in May 2009 as well after an attack on the head and the then deputy Sant Ramanand in Vienna, which had resulted in riots across
Doaba. ‘Uncle judges’ prevail despite undertaking
Chandigarh, July 8 Available information suggests some of the Judges, elevated to the Bench recently, undertook in writing that they would not have objections if they were transferred out of the court where their relatives were practising.Yet, they not only have their relatives practising in the same court, but also functioning as law officers. The decision to ask the Judges for an undertaking was taken way back in 2010, when Veerappa Moily was Union Law Minister. He had told The Tribune that the Law Ministry had asked the Judges to give an undertaking at the time of their elevation that they would not function in the court where their relatives were practising. The Law Commission, too, had discussed the issue in its 230th report. It had made it clear that it was against the policy of transferring Chief Justices who should rather be from the same High Court. But for appointment of Judges, advocates with kith and kin practising in a High Court should not be posted in the same High Court.” This would eliminate “uncle judges,”the report said. Referring to the issue of “uncle judges”, Chief Justice BK Roy during his tenure from October 14, 2002, to March 20, 2005, had issued an administrative order that read: “It was generally believed that A, B, C and D (all Judges) constituted a mutual cooperative society in the sense it was believed that each of the four Judges (A, B, C and D) would protect the sons of the three other Judges." Chandigarh, July 8 Besides the Governor, Chief Minister, Deputy Chief Minister, ministers, chief parliamentary secretaries, Speaker/Deputy Speaker of the Vidhan Sabha, Chief Justice of the Punjab and Haryana High Court, Judges, Leader of the Opposition in the Vidhan Sabha, Members of Parliament from the state, Chief Secretary, Finance, Principal Secretaries and Administrative Secretaries, the Advocate-General and chairmen of boards will be entitled to the facility. At the district level, the District and Sessions Judge, Divisional Commissioner, Deputy Commissioner, Income Tax Commissioner, State Transport Commissioner and Mayors have been allowed the facility. Sant Mann Singh Pehwawale, Sant Niranjan Das, Sant Hansaliwale, SAD leader Balwant Singh Ramoowalia, Vice Chancellors, Director General School Education (DGSE), Chief Information Commissioner Rameshinder Singh, Chief Commissioner, Right to Service Commission, and Commissioner, Electricity Regulatory Commission, will no longer enjoy the facility. A large section of police officers will also be affected by the notification. Range DIGs and IGs, except zonal, have been barred from putting the red light atop their vehicles and so have district planning chiefs. The state government has also denied the president of the Shiromani Gurdwara Parbandhak Committee (SGPC), Avtar Singh Makkar, of the facility. In distress, poultry farmers shifting base
Chandigarh, July 8 Unable to bear the continuous losses in business, many small poultry farms (broiler farms and layer farms) have already closed down in the state. Even the large poultry farms are now trying to shift base outside Punjab, where they have access to better markets. GS Bedi, president of the Amritsar Poultry Industry Association, told The Tribune that the imposition of two new taxes - two per cent market fee and two per cent rural development fund, would spell doom for the already bleeding poultry farming. “Why should we be paying the market fee to the Punjab Mandi Board, when we are not using the mandis for selling our produce. The middle man will deduct this tax from the poultry farmer and charge the same to the retailer. As a result, the farmer will be paid less for his produce and the consumer will have to pay more,” he rues. The state government aims at helping farmers diversify and grow other crops but the imposition of fresh taxes such as market fee and Punjab rural development fund on poultry products, will prove counter productive. It will discourage poultry farmers and force them to go back to growing crops such as wheat and paddy. Bedi said the imposition of these taxes had come at a time when poultry farms were already grappling with a shrinking market. Initially, Jammu and Kashmir was a big market for poultry products from Punjab. But the J&K government has increased the toll tax from 40 paisa per kg to Rs 8 per kg in the past six years. “This was done to promote poultry farmers of their own state. Since J&K was the biggest market for us, we have lost a substantial amount of business and many farms have now curtailed production,” he said. Mahendra Arora, president of Punjab Poultry Farmers Association, said the high input costs in poultry were also proving detrimental to the development of poultry. “The prices of ingredients used in poultry feed- soybean and maize - have shot up by over 50 per cent, as the government promotes exports of these grains and their shortage in the domestic market leads to surge in their prices. The cost of rearing birds is now Rs 70 per kg, but the live bird is sold for just Rs 67 per kg. As a result, many small poultry farms, with less than 10,000 birds, have already closed down in the state. The government must have a clear policy for diversification and promote these alternatives to wheat-paddy cycle, rather than creating unnecessary impediments to its growth,” he said.

Gurdaspur shows the way in farm diversification
Gurdaspur, July 8 Statistics procured from the Chief Agriculture Office reveal that farmers are sowing the high-yielding variety of basmati this year on an area of 79,080 hectares. The total area under paddy cultivation in the district is 2.1 lakh hectares which means that the area where basmati will be sown is 40 per cent. This has been made possible due to the efforts of the Department of Agriculture which conducts training camps for farmers besides giving them information through local TV channels. Sources claim that among the three basmati-rich districts of Tarn Taran, Amritsar and Gurdaspur, it is the latter which tops in basmati cultivation. The state government will announce the minimum support price (MSP) for basmati soon, a development which will ensure a level-playing field for farmers growing this variety of paddy. Agriculture Development Officer Dr Amrik Singh said the shift from sowing parmal to basmati has been quite successful as farmers are now being educated about the benefits of sowing the premium variety of paddy. Basmati has been transplanted in about 60 per cent out of 79,080 hectares area while the rest will be done by July 31. The area brought under this variety has been increased by four per cent from the 75,044-hectare area last year. “At training camps, we tell farmers that one acre of parmal consumes 62.70 lakh litres of water while basmati consumes 40 lakh liters per acre. Moreover, parmal needs to be irrigated at least 22 times till the crop ripens in October. On the other hand, basmati requires water for just 16 times till it matures. Parmal is contributing to the fast-depleting water table in the state,” Dr Amrik Singh said. Chief Agriculture Officer Ravi Sabharwal said the practice of sowing general varieties of paddy (parmal) contributed to global warming, a fact which was normally not known among the farming community. “Farmers are told that when the crop is transplanted, deadly methane gases are released from the stagnant water that accumulates in the fields. This phenomenon increases global warming in a big way.” Since the state government did not procure the varieties of basmati, farmers were wary of private players as they felt the latter did not give them their due. “To provide a level-playing field, the state government is coming out with a structure that will decide the MSP for basmati soon,” Sabharwal said. |
Bhakra water level rising by 1ft a day
Chandigarh, July 8 “The level has been rising by 1 to 2 feet everyday in the Bhakra reservoir because of rains in its catchment areas and melting of snow in the hills,” he said. Even in the past 15 years, the level of Bhakra crossed 1,600 feet just thrice on July 7, but far less than what it is now, as per data available with the BBMB. Since the start of the filling period this year, water level in Bhakra reservoir continued to remain up by several feet from last year's level. Filling period of Bhakra reservoir starts on May 21 and continues till September 20. Last year, because of delayed and deficient monsoon, water level remained low in Bhakra reservoir and its filling season ended with a level of 1,657 feet, much lower than its filling capacity of 1,680 feet. Water inflow in Bhakra reservoir, which is constructed across the Sutlej, remained 73,000 cusecs while outflow stood at 36,400 cusecs, BBMB officials said. The level of water in Pong dam has also risen sharply this season as the reservoir recorded level of 1,335.47 feet today, which is about 44 feet more than what it was on corresponding day of last year. "Water level in Pong dam has increased because of rains in its catchment areas and has risen 4 feet in the last 24 hours," an official said. Because of rains, inflow in Pong dam has also gone up to 1.08 lakh cusecs, he said. The BBMB generates 10,000 to 14,000 million units of power per annum, which also goes to partnering states. It.

Probe registration of illegal societies: State info panel
Fatehgarh Sahib, July 8 The State Information Commission (SIC) has asked the Principal Secretary and the Vigilance Department for a thorough probe into the matter. The commission in its order issued on July 1 had said, “If the complainant’s assertions are true, then the entire exercise of holding an inquiry into the allegations is reduced to a mere farce. Though this is not related to the RTI application under consideration yet it is a serious issue where the left hand in the government is not aware what the right hand is doing. It requires serious introspection to ensure that at least the same department of the government work in coordination. We also need to probe how these cooperative companies were issued certificates of gradation.” The complainant NK Syal, who is a social worker and an RTI activist, had filed an RTI application to the Public Information Officer (PIO) in the office of Engineer-in-Chief, Construction PWD (B&R), Patiala, seeking information on the issue of wrong enlistment and gradation certificates to L&C, Co-operative Societies by the Superintending Engineer, Construction, Circle No. 2 Patiala. Thereafter, he submitted four more applications to Eng-in-Chief, Construction, PWD(B&R), Patiala, seeking the action-taken report on the issue. However, after failing to get any response, Syal approached the SIC on June 13, 2012. The respondent - PIO informed that the gradation of the two co-operative societies named Adarsh Co-operative Society and Mandi Gobindgarh Society had been cancelled following inquiry. The certificates issued to four other co-operative societies had been held in abeyance pending the inquiry. The PIO feigned ignorance of the fact that a neighbouring circle of the same department had issued certificates of gradation to a blacklisted society. Highlighting this anomaly, the complainant alleged there was rampant corruption in the department. He said fake cooperative societies in connivance with officials concerned siphoned off public money to the tune of several crore rupees. |
Sangrur MC begins process to regularise 46 colonies
Sangrur, July 8 These colonies are located on Mehlan Road, Patiala Road, Uppli Road, Ubhawal Road, Sunam Road, Sohian Road, Barnala Road, Haripura and outside Nabha Gate in the city. The council will charge a composition fee of Rs 2 lakh per acre to regularise unauthorised colonies that were developed before August 17, 2007. Those developed after this date will be charged a composition fee of Rs 12 lakh per acre. The government’s policy on the matter states an unauthorised colony is one which has been developed in contravention of the provisions of the Punjab Apartment and Property Regulation Act 1995. The policy was reportedly formulated, keeping in view the welfare of people who lived in these illegal colonies without |basic amenities, such as water supply, sewerage
and roads. Vijay Kumar Gupta, Executive Officer of the council, said they were regularising the colonies to ensure planned development of the city. Besides, he said, the council would raise large amount of funds through charging the composition fee. Gupta said we would urge developers of such colonies to regularise these at the earliest as the government’s policy provides a one-time settlement to unauthorised colonies, developed before April 1, 2013.

Govt Rajindra Hospital gets liquid oxygen plant
Patiala, July 8 Presently, Rajindra Hospital spends Rs 40 lakh annually on purchasing oxygen. This oxygen is not in its purest form. Once this plant is operational, the cost of purchasing oxygen will come down to Rs 18 lakh. Col Karminder Singh, secretary of Patiala Health Foundation, this plant would cater to the oxygen needs of the entire hospital, including the ICCU, ICU and emergency. Col Karminder Singh said we decided to set up the plant as the hospital was spending a large amount of funds in buying oxygen. He said the foundation had first decided to get the plant on lease but senior functionaries at the hospital were uncomfortable with the idea as it involved several technicalities. “Thereafter, we decided to purchase the equipment that was to cost Rs 18 lakh. We collected Rs 10 lakh and requested the Punjab government to pay the rest to which it readily agreed,” he said.

Chandigarh, July 8 Brain storming sessions are being held to ensure a more efficient payment system and more effective control systems at all stages of financial flow in construction as well as maintenance activities of the MES. Special focus is being placed on audit of sanctions, contracts, post-contract management issues relating to deviations, escalations, stocking practices and taxation. Accounts officers catering to MES in six different states including Punjab, Haryana, Himachal Pradesh, Jammu and Kashmir, Delhi and Uttar Pradesh are attending the conference. In his inaugural address, Upender Sah, Principal Controller, said the account officers were responsible for ensuring best financial practices in project management in the MES and that there should be an efficient discharge of responsibilities to avoid delays or failures which result in mishandling or loss of public money. Dr Shivalli M Chouhan, Additional Controller, said the account officers present were handling defence budget to the tune of Rs 4,000 crore and their role was very important. |
NHAI: Pay Rs 14.38 lakh for 46-hr closure of toll barrier
Hoshiarpur, July 8 Locted on the Jalandhar-Jammu highway, the plaza remained closed after a clash between BJP workers and the toll employees. The NHAI has accused the state government of violating the State Support Agreement (SSA) signed between the two. The authority said the incident involved the Pathankot legislator of the BJP (Ashwani Sharma), a party that is partner of the ruling regime in Punjab, something that “clearly shows gross violation of the SSA”. NHAI project director Vipnesh Sharma has written to the Secretary, (Public Works), Punjab Government, asking him to reimburse an amount of Rs 14,38,873 that would have been earned as revenue by the Union Government had the plaza not been shut down. The project director has also made a written complaint to the Punjab Director General of Police alleging the district police failed to provide protection to the staff at plaza even though a request was made to the authorities well in advance. He alleged the police ignored his complaint against the Pathankot MLA and other BJP workers and instead chose to register a case against the toll staff. Vipnesh claimed the miscreants damaged public property, including two toll booths, windowpanes, CCTV cameras and a monitor at the plaza .They even decamped with the cash from the counters, he alleged. Ashwani Sharma, who is the former BJP Punjab president, however, refuted the allegations saying there was no violation of the agreement. “The NHAI official had admitted their fault at a meeting held at Amritsar in the presence of Mukerian SDM on Sunday. By sending complaints to the government, the NHAI officers are trying to save their skin,” the MLA claimed. |

Moga MLA told to produce conviction order in court
Chandigarh, July 8 As the PIL filed by advocate HC Arora came up for resumed hearing, the Division Bench of Chief Justice Sanjay Kishan Kaul and Justice Augustine George Masih directed the Punjab Government to produce the file. In its order dictated in open court, the Bench made it clear that it wanted to go through the file to ascertain whether the Chief Minister had considered the factum of Jain’s conviction by a Delhi Court while selecting him as the chairman. The Bench also directed Jain’s counsel to place on record the Delhi Court judgment, vide which Jain was convicted under sections 419 and 471 of the IPC, to enable the court to peruse the content. The Bench verbally expressed its disinclination to accept the argument by Jain’s counsel that the conviction, which took place more than five years ago, did not amount to disqualification for appointment as a director of the warehousing corporation. Chief Justice Kaul, speaking for the Bench, observed that suitability or fitness for appointment of a person to a post is different from disqualification for appointment to such a post. A person may not be disqualified for a post, but may still be unsuitable for appointment to that post on account of antecedents. The petition filed in public interest seeks the quashing of his appointment as the chairman. Arora asserted that a person cannot be appointed as chairman unless he is state warehousing corporation director in view of the provisions contained in the Warehousing Corporation Act, 1962. Otherwise also, the intent of the provision is that a person with criminal background cannot be appointed as chairman or director of the corporation, required to be run on sound business principles. Referring to the affidavits filed by Jain before the returning officer for contesting elections from Moga constituency in January 2012, Arora asserted the former legislator had stated he was convicted under sections 419 and 471 of the IPC and was sentenced to one-year imprisonment, but was released on probation.

HC no to security for cop alleging fake encounters
Chandigarh, July 8 As Surjit Singh’s petition came up for hearing, Justice Sabina verbally observed he must have been hand in glove with others, if he was levelling such serious allegations. Responding to the observation, his counsel RS Bains agreed to the petitioner’s involvement, but sought directions for protecting his life and liberty. Justice Sabina then asked why the accused had not approached his superiors or the Director-General of Police (Punjab). Bains, in response, claimed his client was assaulted when he approached his seniors. He did not meet the state police chief because "the DGP himself was an encounter specialist”. After hearing the arguments, Justice Sabina refused to entertain the petition. In his petition, Surjit Singh had asserted that he was compelled by his senior officers to kill youngsters in fake encounters and he was willing to depose against his own seniors. He had also sought directions to provide him with a security cover by the CRPF. He had added: “Senior officers of Punjab Police killed innocent citizens in fake encounters by using their juniors for their own promotions and police medals. The fight was much prolonged due to the atrocities of a group of sadist officers, who delighted themselves with torture and death.” |

Harinder Lally, Counsel for the complainant Arpinder Singh Sidhu, said the remaining accused in the case were today exempted from appearing in the court upon request. On July 6, actors Amarinder Gill and Ranvijay Singh, Amita Pathak, and Associate Director of the film Amit Prashar had surrendered before Moonak court. The court had granted them bail on that day after they furnished bail bonds of Rs 15,000 each. Film actor and producer Jimmy Shergill, executive producer of the film John Cherain, writer Dheeraj Rattan and director Navaniat Singh had also surrendered before the court on June 11. They too were granted bail on furnishing bail bonds. On May 28, non-bailable arrest warrants had been issued against 12 members of the cast and crew of the film by the court. Arpinder Singh Sidhu had filed his complaint in September 2012. |

Pannu case: Baba Panesar gets bail
Mohali, July 8 The other accused persons arrested in the case Darshan Singh, Baljinder Singh Kanakwal, Gursewak Singh Sonu and Sukhwinder Singh Bobby have been sent to 14-day remand under judicial custody. Panesar, a Ludhiana-based taxi driver, was the first accused and arrested by the Punjab State Cyber Crime Police Station. A case under Sections 295 A, 298, 500 and 120 B of IPC and 66 A of the IT Act was registered against these persons. |
Police arrests 3 members of school mgmt
Nakodar, July 8 The accused were later released on bail, said the Station House Officer, Nakodar City, Subhash Bath. He said a case had been filed on the recommendations of an inquiry report submitted by the then Nakodar Sub-Divisional Manager (SDM) Jasbir Singh. The SDM had said in his report that the van driver did not have a driver's licence, the overloaded van was carrying 24 schoolchildren against the sanctioned capacity of 12 and the vehicle neither had a school permit nor was painted yellow, as had been directed by the High Court. The report had also said that parents had lodged a complaint against the van driver with the school principal, but to no avail. |
Two days on, no arrest in Moga twin murder case
Moga, July 8 Senior Superintendent of Police Surjit Singh Grewal said raids were being conducted at the possible hideouts of the accused. Sources said the police had summoned the family members of the accused for questioning. Three contestants, including Jagmohan Singh, Chamkaur Singh (both SAD supporters) and Jagdev Singh (Independent), were in fray for the post of sarpanch. As Jagmohan and Chamkaur lost the poll, they indulged in a blame-game, which led to the murders. |
