PIOs yet to pay Rs 12.76-lakh penalty
Bijendra Ahlawat
Tribune News Service

Rohtak, June 21
The State Information Commission (SIC) appears to be helpless in recovering penalty from Information Officers found to be acting in a discriminatory manner on RTI applications lodged with them over the past several years.

Only 434 of the 4,566 Public Information Officers (PIOs), who got show-cause notices by the commission, have been found guilty. The authorities have failed to recover the penalty of Rs 12.76 lakh from 158 PIOs since the commission became functional in 2006. This has been revealed in information collected by a local RTI activist Subhash from the office of the Chief Information Commissioner.

He said while a penalty of Rs 31.79 lakh was imposed on 434 SPIOs till February 28 this year, 158 SPIOs paid no heed to the SIC orders and did not deposit the penalty despite reminders by the commission. This had resulted in the pending penalty amount that rose to Rs 12.76 lakh till February 28 last.

Chief Information Commissioner (CIC) Naresh Gulati said the delay in recovering the penalty was perhaps due to lack of provision to take action against the guilty. However, the pending dues would be recovered sooner or later, he added.

House tax on HUDA sectors opposed
Our Correspondent

Sonepat, June 21
Representatives of various sector welfare associations today handed over a memorandum, addressed to Chief Minister Bhupinder Singh Hooda, to Additional Deputy Commissioner, SB Lohia, demanding immediate withdrawal of house tax in the sectors developed by HUDA.

They were led by state BJP vice-president Rajiv Jain. They pointed out that when all kind of dues were being paid to HUDA, there was no logic for charging the property tax by the Municipal Council. They also questioned the recovery of the tax of the past three years when there was no tax on HUDA properties. They threatened that if this 'anti-people' decision was not taken back, the residents would be forced to start an agitation.

Jain said the MC had no right to recover the tax till all kinds of maintenance work was in the hands of HUDA. The MC had not even spared the owners of vacant plots and the owners of houses in unauthorised colonies where no facility was being provided by the council, he added.
