The deceased, Lehmber Singh, was left in a pool of blood on his bed after having been beaten up with baseball bats and also injured with iron spikes. The assailants also injured his wife Paramjit Kaur and left her in a semi-conscious state while decamping with cash to the tune of Rs 8 lakh. The police is suspecting the involvement of some insider in the commission of the crime. The police said it seemed to be the handiwork of some professional criminals. The assailants entered the victim’s room using a ladder, removed their footwear outside and switched off the main power line. They attacked the couple by covering their faces to ensure they were not able to recognise them. They even broke their mobile phones into pieces before leaving. The entire room was ransacked by the attackers who perhaps kept looking for more valuables. The police said the attackers perhaps knew that the deceased had sold off a property and had cash at his place. The police also quizzed the deceased’s son who had reportedly been disowned by the couple. They also have three daughters. A critically injured Paramjit Kaur said she was sleeping when someone pushed her head downwards all of a sudden and tried to suffocate her. “I was hit with a bat so many times on my back. I tried to see who they were but I could not. I fell unconscious and the assailants perhaps left me believing that I had died,” she said while receiving treatment at the Civil Hospital. The city police said the student of Gulab Devi Nursing College who committed suicide yesterday had one-sided love affair. The mobile phone details have indicated that the victim, Harkeerat Preet Kaur, had allegedly made her the last call at 1:41 pm to a student of BSc Nursing (first year) of the same college. The girl was found hanging from the ceiling fan of her room by her roommates at 2 pm. SHO Balbir Singh of Division Number 1 police station said the girl had reportedly developed infatuation for a boy whom she had seen at an athletic tournament some time back. The SHO said the boy, a resident of Kapurthala, did not come to the campus yesterday and she had been asking him to marry her. "As there is no reason for any provocation to suicide from the boy's side and the girl's mother has not blamed him for this, no case has been registered," he said. |
Encroachments galore in city as authorities look the other way
Jalandhar, June 19 Many shopkeepers in many areas are even occupying the footpaths and the presence of rehriwalas in every nook and corner here give the city an ugly look. The common encroachments are in the form of street vendors selling eatables, vegetables and fruits. Besides, shopkeepers extend their shops outwards by displaying the goods on tables outside their shops. Even as the civic authorities have time and again said that they would initiate a comprehensive drive to remove all makeshift encroachments from outside shops from various localities in the city, nothing concrete has been done so far. The Tehbazari Wing of the MC had removed few makeshift encroachments from some areas but the violators were seen occupying the space the very next day. Traffic chaos can be seen everywhere in the city due to the congestion created by these temporary encroachments. The Tribune team visited Ladowali Road, bus stand, Jyoti Chowk, Sheikhan Bazaar, Nakodar Road, Football Chowk, Kapurthala Road, Shastri Market, Civil Hospital Road, Model Town, Garha Road, Adarsh Nagar, Master Tara Singh Nagar, Cool Road, BMC Chowk, Namdev Chowk and several other markets in the city and found that the shopkeepers have extended their shops several feet towards roadside, even covering footpath meant for pedestrians. Rajni Gupta, a housewife, said heavy traffic congestion had become the order of the day in most of the markets due to such makeshift encroachments. “The problem can be sorted out only if the civic body imposes heavy penalty on the violators. But unfortunately, the Tehbazari Wing seems to be watching everything as a mute spectator.” While on the other hand, the Jalandhar MC officials maintain that they initiate drives from time to time to remove the temporary encroachments on roads and footpaths to ensure a smooth flow of traffic, the violators, on the other, have rarely been penalised. “Even if the action is initiated, things are back to square one as encroachers are back the next day,” another city resident said. Harman Singh, a commuter, said people get caught up in traffic jams but the MC officials were doing nothing to clear the encroachments outside shops. Jalandhar MC (Tehbazari Wing) Superintendent Vikrant Verma said, “On the directions of senior officials, we visit one area/market to clear the makeshift encroachments and impound rehris on daily basis. The problem of makeshift encroachments has acquired an alarming proportion. But we are facing staff crunch as a result of which our wing (Tehbazari) is not able to initiate a comprehensive drive to clear these makeshift encroachments.” “The shopkeepers should desist from allowing the street vendors from encroaching upon the land outside their shops,” Verma added. Bilga and Nadala villages declared MC
Jalandhar, June 19 Nadala township in Kapurthala too has been notified as a municipal committee, hence elections in both the places will not be held. The nomination papers for the election were filed to be received from today onwards. The district election officials also received a notification from the Department of Rural Development and Panchayats regarding the carving of a new village, Bath Khurd, out of the existing Bath Kalan village in Nakodar block. The election, however, will not be held in the new village since the officials claim that they at least should have had eight days in hand to get the ward limitation work done. Bilga, with a population of over 11,000, will be the 11th municipal committee in Jalandhar after Kartarpur, Nakodar, Shahkot, Lohian, Mehatpur, Nurmahal, Adampur, Alawalpur, Bhogpur and Phillaur. While most of the villages had been divided into four to five wards with a provision to elect as many panches, Bilga stood out as it had been split into 13 wards. The place holds eminence as some of the top communist leaders of the state, including Baba Bhagat Singh Bilga, hailed from there. ADC (D) Harminder Singh confirmed the development. He said there would be no election in Bilga now. He expressed helplessness about conducting election to Bath Khurd village owing to long procedural requirement. |

Jalandhar, June 19 He said while Phiala village bore the brunt of breach of a drain, the crops in the surrounding villages got submerged as the non-porous soil was not ready to soak in even 180 mm of rain. The farmers in the belt, who had just transplanted paddy or had sown alternative crops, including maize and menthe, suffered a huge loss, he added. Rana called for strengthening of embankments of the drains, rivulets and rivers for which he said the Centre had pumped in a grant of Rs 150 crore. “There has been a total misuse of this grant, for which estimates had been made way back in December,” he said. Rana added that while Punjab was reeling under water crisis, the state had failed to have a separate department to save depleting water resources. He said contour plan must be formed to save the farmers from any such further problems. He further blamed the government for not deploying enough officials for the purpose. “While there are 92 posts of Chief Agricultural Officers, 26 are vacant. There are 221 posts of Agricultural Officers, of which 100 are lying unfilled. Against a sanctioned intake of 1176 posts of Agriculture Development Officers, as many as 592 posts are vacant. There are 14 posts of Deputy Director for Horticulture, all of which are vacant,” he said. |

Authorities shifting Red Cross centre at behest of a leader, allege protesters
Jalandhar, June 19 Civil Surgeon Dr RL Bassan refuted the allegations, saying that he was not aware of directions from any political leader. Angry residents lodged a protest against the district health authorities for "forcibly closing down" the centre purportedly to "benefit a politically well-connected lobby of land grabbers". Women led by Surinder Kaur and Ashok Sareen from the area assembled in front of the Deputy Commissioner's office and raised slogans against the Civil Surgeon and the local administration for depriving them of health care facilities in their surroundings. The protestors also gave a copy of the proceedings of a meeting of the Indian Red Cross Society, Jalandhar, chaired by the Deputy Commissioner in April in this regard. In the meeting the DC, who is the president of the local unit of the Red Cross Society, had decided that the case of shifting the Red Cross Family Welfare Centre from Central Town to Gurunanakpura should not be pursued further as the centre was catering to the needs of the residents of the area.The protestors also gave a representation to the Additional Deputy Commissioner (ADC) in this regard. Dr RL Bassan claimed that the move was initiated to shift and not to close the centre. Moreover, these centres were opened for providing health services to the slum dwellers (as the area was a slum earlier) and not to the prime locations, he said. |

The list of demands includes increasing of quota for senior assistants, filling vacancies of ministerial staff, promotion of departmental staff to that of Naib Tehsildar on qualification in examination and delegation of powers to DCs for sanctioning GPF advances to staff. |

Jalandhar, June 19 Addressing a press conference today, he said Municipal Commissioner, Joint Commissioner and other senior officials would hold special interaction on second and fourth Tuesday of each month from 11 am to 1 pm, to listen to the problems being faced by the people in urban areas. "Instructions have been issued to the civic authorities to make sure that urbanites do not have to suffer because of any laxity on part of the officials", he said. Amritsar, June 19 The police has arrested the youth, Satnam Singh, a resident of the same village, and registered a case under Section 376 of the IPC against him. The victim complained to the police that she was alone at home as her parents had gone to the fields for sowing paddy when Satnam entered her house and covered her mouth so that she could not raise an alarm. Rape accused cop turns bridegroom
Jalandhar, June 19 A 22-year-old woman of Kakra Kalan village in Shahkot had lodged an FIR, stating that constable Rajbir Singh and his accomplice had raped her at a house in the village on June 16 afternoon. All three hail from the same village. However, under a compromise, Rajbir and the girl got married, confirmed the girl’s cousin Charanjit Singh today. “An affidavit. mentioning that the marriage is not being conducted under any pressure, has been given by the complainant-turned-bride and the case now stands withdrawn”, he said. Peahen died of internal bleeding, says report
Kapurthala, June 19 The carcass of the bird had been preserved in a refrigerator for the night as the postmortem could not be conducted due to certain technical reasons last evening. Talking to The Tribune, forest range officer Devinder Singh said the veterinary doctors claimed that the bird had met with an accident and lost its life. After the postmortem, the carcass was buried in the nearby forest area, Singh added. Apprehending the peahen’s death due to poisoning, after feeding on pesticide-treated seed from the nearby fields, the wildlife officials got a postmortem conducted. Kanchan, a city-based volunteer of Cape India, after noticing the carcass adjacent to the Khojewal railway station on Tuesday morning, had informed The Tribune. |
