Though non-SCS (State Cadre Service) officers can be recommended to the Indian Administrative Service (IAS) only in “special circumstances”, the Punjab Government seems to have made it a norm.

Currently, the process is on for filling a post in a similar manner. Two months ago, the government had again invited applications from Class I gazetted officers with 10 years of service and a good record for recommendation to the IAS. The last date for the submission of applications was earlier extended till today. But now, it has been extended by another 15 days.

More than two dozen applications, including that of Parampal Kaur, the controversial daughter-in-law of Sikander Singh Maluka, and Dr Shiv Kiran Singh Kahlon, son of former Speaker Nirmal Singh Kahlon, have been received till date.

The Clause 82 of the IAS (Recruitment) Rules 1954 states that the Union Government may in “special circumstances” and on the recommendation of the state government concerned can recruit into the service any person of outstanding ability and merit who is not a member of the State Cadre Service (SCS) (read PCS) but holds a gazetted post in a substantive capacity. The rule also states that such officers recruited in this manner will not at any time exceed 15 per cent of the total persons recruited in the PCS category. The PCS has a 33 per cent quota in the state recruitment. Successive state governments, however, have treated this rule as an excuse to go in for recruitment of non-PCS officers directly into the IAS by recruiting the maximum number of officers possible under this head. This had once amounted to recruitment of five officers. Vacancies are filled on the superannuation of officers and the latest vacancy (advertised by the government) had also arisen after one such officer, Ashok Goyal, retired, said sources.

At present, there are three non-PCS officers serving in the state as IAS officers. These include Food and Civil Supplies Secretary DS Grewal, Director General of School Education KS Pannu and Commissioner (Ferozepur) VK Sharma.

The government strategy, however, has irked the PCS (Punjab Civil Service) officers, who claim “non-deserving” officers were getting benefitted. They say the recruitment of non-PCS officers into the IAS through a “pick and choose” method was not only “wrong but demoralising”. For instance, they claim, Grewal and Pannu had failed to make it to the PCS even though they had appeared for the test. But now, they are senior to their own batch-mates even though the latter had scored better in the same examination.

Officers claim the clause for promoting non-SCS officers to the IAS was kept because earlier there were instances when PCS officers were not available for promotion. They claim a few states like Kerala even now did not have SCS officers of the required seniority for promotion. They claim in Punjab, however, this was not the case. There are several officers with 20 years of service and an outstanding track record awaiting promotion for years. “Why are not they promoted,” asked an officer.

The mystery shrouding the death of Assistant Sub- Inspector (ASI) Kulbir Singh at Jeobala village in Tarn Taran district on March 6 has finally been unravelled with his histopathology and viscera reports suggesting that he had died of a heart attack.

Subsequently, the police today produced a challan against 10 Kisan Sangharsh Committee members under Section 304 (culpable homicide) and not Section 302 (murder) of the IPC. The sangharsh committee general secretary Sawinder Singh Chutala has been found innocent. He is in jail at present.

The police had initially registered a case of culpable homicide and later converted it into that of murder. Surprisingly, the state government today ordered a judicial probe into the ASI’s death when the challan has already been produced in court and proceedings against the accused have begun.

An official spokesman said that CR Goel, a retired District and Sessions Judge of Haryana, would conduct the probe and submit a report to the Chief Minister within three months. Inspector-General of Police (Border Range) Ishwar Chandra and Tarn Taran Senior Superintendent of Police Rajjeet Singh could not be contacted for comment on the apparent contradiction (challan and judicial probe).

Talking to The Tribune, Goindwal Sahib Deputy Superintendent of Police (DSP) Harpal Singh said they had a water-tight case against the activists as they had “created the circumstances that led to the ASI’s death." He said they had evidence in the form of a video footage of a news channel that had interviewed the ASI hours before his death.

“The ASI was in a state of panic while speaking to the channel,” he claimed.

On the medical reports, he said no trace of any poisonous substance or liquor had been found.

Also, there were no injury marks on the body.

Kisan Sangharsh Committee president Satnam Singh Pannu said the histopathology and viscera reports had proved that the case registered against their leaders was “false” and that the ASI had died a natural death. “The police first registered a case under Section 174 of the CrPC, converted it into Section 304 of the IPC and later to Section 302 of the IPC. It was clear from day one that the case was false,” he maintained.

He demanded that all 11 leaders arrested in the case be immediately released and the case registered against 43 other farmers be withdrawn.

He welcomed the probe ordered by the state government, saying it would bring out the truth.

Kulbir Singh, posted as ASI at the Manochahal police post in Tarn Taran, had died at Jeobala village on March 6 during a midnight raid to make preventive arrests ahead of the protesting farmers' ‘rail roko’ agitation.

He was part of the police party that raided Amrik Singh's farmhouse on the night of March 5 and arrested his son Palwinder Singh. Palwinder's kin and village residents laid a siege to the police vehicle and held the policemen hostage.

The ASI's body was found near the farmhouse the following day (March 6).

The ASI's family staged a protest in Tarn Taran, prompting the police to register a case and arrest Kisan Sangharsh Committee members. But Jeobala village residents alleged that the ASI was in an inebriated state and had died of cardiac arrest while trying to flee.

Excise party creates terror in Tarn Taran village; case filed

A 50-member excise party, including seven police personnel in uniform and armed men of a liquor contractor from Ferozpore district, yesterday created havoc at Gaggarke Jalloke village, 45 km from here, leaving the residents terrified.

The party not only opened fire but also ransacked houses, beat up villagers and abducted one of them. A case under various Sections of the Arms Act has been registered at the Patti police station.

The accused identified so far are liquor contractors Phurman Singh, Vijay Kumar and Bitta, excise inspector Prabhjot Singh and Assistant Sub-Inspector (ASI) Darshan Singh. The excise party, which entered the district without permission from the authorities concerned, came to the village in seven Boleros.

Village resident Niab Singh told mediapersons that excise officials started searching his house without taking the village elders into confidence and took away Rs 30,000 in cash.

They then went to his brother's house and damaged several household articles.

In the meantime, residents gathered at the spot in large numbers. He alleged that ASI Darshan Singh opened fire to disperse the crowd.

The excise party then searched several more houses, including those of Sukhdev Singh and Gursahib Singh. On its way back, it abducted Mukhtiar Singh. Sources said the excise officials suspected that a large number of residents were inolved in the illegal liquor trade.

Rajjeet Singh, Senior Superintendent of Police, said the police party had entered Tarn Taran district without the permission of the local authorities. Raids were being conducted to arrest the accused, he added.

Punjab Milkfed has enhanced the price of Verka milk with immediate effect. The price of double-toned milk has been raised from Rs 26 to Rs 27 per litre. the price of standard milk has been increased by Rs 2 per litre, from Rs 33 to Rs 35.

The full cream milk will now cost Rs 38 per litre. It was earlier priced at Rs 36 per litre. Milkfed supplies about 3.50 lakh litres of milk to Chandigarh from its Mohali plant.

Parminder Singh Chalaki, chairman of the Milk Union, Mohali, said that Milkfed had recently increased the milk procurement price by Rs 2 per litre across the board to help dairy farmers who were facing a tough time.

He said that owing to the heat wave in the region, there had been a considerable fall in milk supply to various milk plants in the state. “When compared to the corresponding period last year, the fall in milk supply is to the tune of 1.5 lakh litres per day,” Parminder Singh claimed.

Director (Agriculture, Punjab) Mangal Singh Sandhu agreed the heat had ruined the cotton crop at a few places. “But, damage to the crop was not that widespread. It is confined to certain pockets,” he said.

Sandhu said the issue was not alarming at this point of time as the crop could be sown afresh till June 15.

Also, the area under the crop has gone up this year. While cotton was sown on 4.95 lakh hectares of land in 2012, the area had already gone up to 5 lakh hectares this year, he said. “Our target is 5.30 lakh hectares.”

Increasing the area under cotton was also part of the state government’s diversification programme. Recently, the government had also waived cess on cotton.

In another agriculture-related development, farmers have reportedly been showing a lot of interest in the cultivation of guar, a crop from which gum is prepared. But, sources said, private companies were only offering Rs 10,000 per quintal for guar seeds this time as compared to Rs 20,000 a year ago.

Sack Maluka, demands Bajwa

Punjab Congress President Partap Singh Bajwa today demanded the ouster of Education Minister Sikander Singh Maluka from the state Cabinet in the wake of alleged purchase of books and other study material at exorbitant prices.

In a statement, Bajwa said the “book scam” in the Education Department had “exposed the arrogance and moral bankruptcy of Chief Minister Parkash Singh Badal who is not ready to act against Maluka”. He said, “The book scam, which appeared to be only an embezzlement of central funds, has now cropped up a bizarre case of unparallelled political corruption.”

Bajwa said the way Chief Minister was shielding the Education Minister, it showed the “arrogance and lack of resolve in containing corruption in his government”. He said he was shocked to see the comments against national and state leaders as given in the books supplied to primary schoolchildren.

Bajwa said the “scam” of this magnitude and nature should be investigated by an independent agency like the CBI or a sitting judge of the Punjab and Haryana High Court. He said the scam involved purchase of books for libraries, practical books, science kits and map masters. “The panel selected for the tendering comprised close men of Maluka and they are now being made scapegoat to save the Minister,” he said. Bajwa asked Badal to explain his “political compulsions” behind protecting Maluka.

Congress to gherao CM’s village residence today

The district Congress leadership led by CWC member Jagmeet Singh Brar will gherao the residence of Chief Minister Parkash Singh Badal at his native village Badal tomorrow, seeking “justice” for the families of Mann village whose members have been booked for the May 19 poll violence.

The police has booked 150 Congress workers, among them 25 belonging to Mann village.

Sources said Leader of the Opposition Sunil Jakhar and other senior leaders would take part in the “Insaaf Yatra” that would start from Gurdwara Darbar Sahib in Muktsar.Jagmeet Brar said: “We expect that at least 5,000 party workers will stage a protest in front of the CM’s residence.”

Asked whether it was an attempt to organise a show similar to that by PCC chief Partap Singh Bajwa on May 27, Brar said: “I have represented this area for a long period and I am duty-bound to seek justice for my supporters. I have even fought elections against the Badals.”

No Congress worker has so far lodged a counter-complaint with the police against any Akali worker for the May 19 poll violence. The police is yet to initiate action against Bajwa and his party activists for entering Mann village in defiance of Section 144 of the CrPC.

Sangrur Lok Sabha MP Vijay Inder Singla today alleged that liquor mafia was conniving with government officials to thwart the efforts of village panchayats that wanted to make their villages liquor-free.

In a statement issued today, Singla said the Excise and Taxation Department had rejected the resolutions passed by the panchayats in Sangrur parliamentary constituency on one pretext or the other.

Singla claimed that department officials were taking orders from the ruling party leaders who wanted to increase the revenue collected through liquor.

Singla said if the department continued to reject the resolutions of the panchayats on the issue, he would be compelled to lead an agitation against the department officials.

ICP: Traders, truckers at loggerheads again
Attari truck union accused of creating hurdles in trade between India and Pakistan

After lying low for a brief period following the state government’s intervention, the local truck union at Attari has reportedly again started creating hurdles in the bilateral trade at the Integrated Check Post (ICP).

A Confederation of International Chambers of Commerce and Industries (CICCI) delegation led by its senior office-bearer Pardeep Sehgal today took up the matter with the Deputy Inspector General (Border Range) and other senior officers of the Amritsar (Rural) police. The delegation members alleged that the truck union head threatened the traders that they would not allow trucks to carry goods imported from Pakistan, thereby holding the entire India-Pakistan trade to “ransom”.

“The union today stopped three trucks of a local cement trader from entering the ICP to bring cement cargo imported from Pakistan. The union relented after six hours, following a number of calls and the police intervention," they said.

The delegation claimed it was the fourth such incident in the last 15 days. “The cement traders took up the matter with the police first on May 16 and then again on May 23 when a formal written complaint was lodged. But, no action was taken, which resulted in a flash point today,” said Sehgal.

Punjab Revenue Minister Bikram Singh Majithia had taken a note of the issue last month. He had held a meeting with representatives from the trade, district administration and the police brass and had warned of “serious consequences” if the truck union did not mend its ways.

The chamber has again urged Majithia to take up the matter and issue necessary directions to the police and the district administration to keep a watch on the union leaders who were allegedly trying to scuttle the trade between the two countries.

Truck union leader Harinderpal Singh, however, has termed the allegations as “baseless”.

Rly board issues guidelines to curb smuggling of birds

In an effort to curb illegal transportation of wild animals and birds, which is reported to be rampant, the Railway Board of the Ministry of Railways has issued a series of guidelines.

The Adviser, Freight and Marketing, of the Railway Board, Suhas Kumar, has issued a circular containing seven additional guidelines relating to booking of wild animals and birds, to the General Manager (commercial), All Indian Railway, and the Secretary, Ministry of Environment and Forests.

The guidelines say that no consignment of birds or any animals should be accepted unless the consigners and consignees furnish a joint statement duly signed by them containing an elaborate and accurate description of each bird or animal.

Besides other necessary documents required, no such consignment should be accepted unless a certificate issued from the authorised officer (chief wildlife wardens or district animal husbandry officer or any other competent authority of the states) is submitted, state the guidelines.

No chief parcel officer or goods shed will accept such consignment without receiving clearance from the ACM of the division concerned, it has been stated.

Dr Sandeep Kumar Jain, from Care of Animals and Protection of Environment — India, said enforcement of the guidelines would not only help in checking smuggling of wild birds and animals but also help in preventing cruelty towards animals.

Speaking on the occasion of World No Tobacco Day, Health and Family Welfare Minister Madan Mohan Mittal said the School of Public Health, PGI, had in its report confirmed that there were no "active smokers" in these districts.

Mohali, Mansa, Ropar and Amritsar districts have already been declared “tobacco- free”.

In Sangrur, about 90,000 students from more than 350 schools today took a pledge not to use tobacco products and to help tobacco users to give up the habit by educating them on its life-threatening effects. A district-level function was organised at Government Senior Secondary School at Uppli village near Sangrur where District Health Officer (DHO) Dr Surinder Singla spoke on the ill-effects of tobacco that contained more than 4,000 harmful chemicals. He said tobacco was the root cause of more than 50 kinds of cancer as well as heart ailments.

Dr Singla, a TB specialist, said in Sangrur district at least 1,000 persons had been challaned and fined for smoking at public places from January to May this year.

Additional DC Pritam Singh Johl asked the students to motivate addicts to give up habit-forming drugs, especially tobacco products.

Civil Surgeon Dr Subodh Gupta and District Education Officer (Secondary) Nirmal Singh Sohi sought a ban on advertisements promoting the use of tobacco products.

Akali councillor in dock for misusing nursing home land

Local Municipal Council president Amarjit Singh Satyal is in trouble for allegedly constructing a house on a plot allotted to him to build a nursing home.

Finding that the terms and conditions of the allotment were violated, the Improvement Trust yesterday issued orders to resume the site allotted to Akali leader Satyal in 2004.

The case dates back to 2010 when councillors Varinder Chaudhary Toni, Bawa Singh, Gurmukh Singh, Harjit Kaur and Rachna Lamba lodged a complaint in this regard with the Secretary, Local Bodies. An inquiry into the issue conducted by the Local Bodies vigilance wing indicted Satyal.

The report stated: “The site in Giani Zail Singh Nagar was allotted to Satyal on November 3, 2004, through an open auction by the Rupnagar Improvement Trust. He submitted a site plan for ‘Ria Dispensary and Nursing Home‘. The MC passed the site plan in 2007, and the agreement stipulated completion of construction within three years and said the building be used for a dispensary only.”

Later, a report submitted by the Ropar Improvement Trust in this regard to Principal Secretary mentioned that Satyal did not construct the building according to site plan.

It read that the Assistant Engineer of the trust and technical staff inspected the site and found that the building did not have a clinical laboratory, X-Ray room, ECG room, dressing room and other medical equipment that is required in a dispensary.

The councillors then moved the Punjab and Haryana High Court, alleging that there was undue delay in taking action against Satyal on the matter. On the petition, the High Court directed the Principal Secretary to decide on the matter within two months.

Finding that no decision had been taken on the matter, the petitioners sought proceedings of contempt of court against the authorities concerned for which the latter had to reply today.

Satyal, when contacted, said the Improvement Trust issued the notice to him without hearing his side of the story.

“I have complied with all the directions. I will soon appeal against the orders of the trust,” said Satyal.

Under pressure, Phillaur shifts ‘tainted’ jail officials

Bowing to media pressure, Punjab Jails Minister Sarwan Singh Phillaur has finally decided to shift two senior jail officials, who have been facing serious allegations of professional misconduct.

On May 30, The Tribune had carried a report on how the minister was shielding the two officials.

While an official communication in this regard will be released by Monday, sources confirmed the officials had been given verbal orders and the process of replacing them had already begun.

The two officers are Hoshiarpur Jail Superintendent Balbir Singh Bisla and Deputy Jail Superintendent Ajit Singh Dhillon.

Balbir is in dock after officials found drugs inside the Hoshiarpur Jail during an inspection while Ajit, who is posted at Barnala sub-jail, has been accused of indulging in corrupt practices and releasing eight inmates early. Phillaur has been accused of not taking action against the duo.

Sources said the decision to shift the two was taken at a meeting in Chandigarh. Additional DGP (Jails) RP Meena and Principal Secretary (Home) DS Bains had already conveyed their annoyance over the issue to the minister.

Sarwan Singh Phillaur, when contacted, confirmed that the two officers had been shifted, but termed their transfer routine. “The two officers along with others are being shifted on administrative grounds,” he said, adding that the posting orders will be issued in a couple of days.

A fortnight ago, DS Bains had asked Phillaur to take action against Bisla, but nothing transpired.

On December 6, 2012, a three-member team headed by AIG (Jails) JP Singh had conducted a surprise checking in Barnala sub-jail.

The report read: “On checking the jail records, we found that the Deputy Jail Superintendent, the store keeper and the Chakkar Headwarder were directly responsible for 16 major lapses.” Thereafter on Januray 1, Patiala Senior Superintendent of Police (Vigilance) Pritam Singh was asked to “probe the matter”. However, no action has been taken so far.

Rs 60-lakh medicines not distributed among kids

Medicines worth Rs 60 lakh are gathering dust at the civil hospital here due to the apathetic attitude of the authorities concerned.

Over 10.92 lakh folic acid tablets and 48 thousand albedazol tablets for treatment of anaemia and threadworms in children have not been distributed. Anganwari workers appointed by the Child Development Project Officer (CDPO) have refused to distribute the medicines, saying it is not their duty to do so. However, under the Weekly Iron and Folic acid supplementation programme (WIFS) these tablets were to be distributed by Anganwari workers under the supervision of CDPOs.

Confirming the same, CDPO said Asha workers were carrying out the task in five blocks of the district.

The Central Government had recently launched the WIFS wherein children between the age of 11 and 19 were to be administered folic acid and albedazol tablets in all the districts of the country. Folic acid tablets were to be given every week while albedazol tablets were to be provided once in six months. However, the department has failed to distribute any tablets in the past two months.

Usha Rani, state president of the Anganwari Workers Union, said distributing tablets was not their job and that Asha workers or health workers should be directed to undertake the task.

She said Anganwari workers were already overburdened and that they had written to the authorities concerned about their inability to distribute the tablets.

District Programme Officer Anita Preet said the CDPO, the Civil Surgeon and the Director (Health) had been informed about the Anganwari workers’ stance on the issue. She said they would take action after receiving further orders from the higher-ups.

Civil Surgeon Dr Neelam Bhardwaj said she would soon take up the matter with the Deputy Commissioner to ensure that the medicines are distributed.

New traffic plan for Patiala

Failing to facilitate smooth flow of traffic in Patiala, the traffic police here has decided to appoint doctors, professors and engineers as traffic marshals.

The police has also drawn a comprehensive plan to repair dividers, traffic lights and to mark new zebra crossings.

Patiala Senior Superintendent of Police HS Mann said a yellow line would be drawn on all main roads and vehicles parked outside it would be issued sticker challans.

“CCTV cameras would also be installed and those found violating the rules would be challaned,” said Mann, adding that they had recruited 10 female and 15 male constables in the traffic wing.

Cops clueless in Dalit girl kidnapping case

Three weeks after a 17-year- old Dalit girl was allegedly kidnapped by a youth and his four family members while returning from school at Khosa Randhir village in the district, the local police has so far failed to recover her.

Not only this, the FIR was registered by the police on Tuesday after a delay of 20 days. The SHO of Kot-ise-Khan police station, Jasvir Singh, who is investigating the case, confirmed that Jaswinder Singh, a resident of the same village along with his four family members, had kidnapped the girl on May 8.

The girl's father stated in his complaint that Jaswinder had allured his daughter on the pretext of marriage and abducted her.

In reply to a question, however, the SHO maintained that the parents of the girl were not sure that the girl had been kidnapped and they were looking for her. She often used to visit her relatives. After having confirmed that she was not with any of their relatives, a complaint for lodging a criminal case was made to the police due to which the FIR was delayed, the SHO said.

“I have set up special teams to recover the girl and raids are also being carried out on a regular basis at the possible hideouts of the culprits to arrest them. I hope we will soon recover the girl and nab the culprits,” the SHO added.

High Court reserves order on PCC’s delimitation plea

Asking the State of Punjab not to issue a notification for the forthcoming panchayat poll, the Punjab and Haryana High Court today reserved its order on a petition filed by the Punjab Pradesh Congreaass Committee (PPCC) challenging the delimitation of wards in the state.

The High Court had on May 16 issued verbal directions against the issuance of notification. As the matter came up for final arguments today, the Bench directed continuation of the restraining orders.

The PPCC, during the course of hearing, placed on record an additional affidavit filed by its president Partap Singh Bajwa. He produced a copy of the notification issued by the Fatehgarh Sahib Deputy Commissioner, clearly mentioning the house numbers in each ward.

The State of Punjab, in its affidavit, had earlier submitted that houses in villages did not have numbers.

Launching an attack on the government, the Congress stated that the “lame excuses” offered by the state in its affidavit was an attempt to justify not mentioning house numbers in the wardbandi notifications. In its petition filed in public interest, the party had earlier sought directions to the State of Punjab and 22 Deputy Commissioners to undertake the process afresh.

Claiming to have received “numerous complaints” on “grave illegalities and gross violations of law in the process of wardbandi,” the party added that irregularities were being committed by the respondents with malafide and insidious designs.

Petition against Maluka allowed to be taken back

In the absence of a notification on the terms of reference of Justice AN Jindal Commission of Inquiry, a PIL seeking a CBI probe against Education Minister SS Maluka and others was allowed to be withdrawn with the liberty to file a fresh petition after the terms of reference were decided.

The petition before the Punjab and Haryana High Court, filed by Paramjit Singh of Patiala, sought a CBI probe or the setting up of a court-monitored special investigation team for probing the alleged financial scams involving procurement of books, science kits and map masters for schools students. After the arguments, the Bench of Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain allowed the petitioner to withdraw the PIL. — TNS

Consider setting up railway station at heritage site: HC

The Punjab and Haryana High Court has set two-months deadline for the Union Ministry of Railways to “sympathetically” look into the issue of setting up a railway station at Sanghol village in Fatehgarh Sahib.

The village that is located 40 km from Chandigarh was declared a heritage site in 2008 by the Punjab and Central Governments after Kushan sculptures of the Mathura school of first and second century, and a Buddhist stupa, were found there.

Residents have been demanding the government to set up a railway station at the village ever since it was declared a heritage site.

The directions came on a petition filed by Gian Chand and other petitioners against the Union of India and other respondents. In their petition before Acting Chief Justice Jasbir Singh and Justice Rakesh Kumar Jain, the petitioners contended that Sanghol village was declared a heritage site by the Punjab Government through a notification dated April 23, 2008.

Thereafter, the Central Government issued notification to the same effect on June 30, 2008.

They added a railway line passed through the revenue estate of Sanghol village. Yet, facility to stop trains by providing a railway station had not been looked into despite representations by 28 villages. They said the facility would enhance tourism and attract foreigners to study the remains of the past civilisation.

Taking up the matter, the Bench observed: “During arguments, it is transpired that the petitioners have already sent a representation to the authority on March 18, which is pending consideration.

“Taking note of facts and circumstances, we dispose of the writ petition, directing the Secretary, Government of India Ministry of Railways, to look sympathetically into the prayer made by the petitioners”.

Before parting with the case, the Bench added: “The needful shall be done within two months from the date of receipt of a copy of this order.”

Gang of robbers busted, Armyman among 3 held

The police today claimed to have busted an inter-state gang of robbers allegedly involved in several cases of robbery in Punjab and other parts of the country.

A case has been registered at the Beas police station. All the three accused are associated with the Army (two of them are dismissed employees). Two cars, a motorcycle, Rs 1 lakh cash, four pistols and some cartridges were also recovered from their possession.

Among the accused are Sahib Singh alias Sabha of Karmuwal (25), Malkit Singh alias Meeta (25) of Guru Ram Das Colony in Patti and Bikramjit Singh alias Vicky (30) of Lohka, all three places in Tarn Taran. Malkit, posted with the 6th Light Infantry in Arunachal Pradesh, was on leave while the other two had been dismissed from the Army. Three of their accomplices were yet to the arrested.

The police said during preliminary investigation, the accused had confessed to 13 robberies and several snatchings. Amritsar Senior Superintendent of Police Manmohan Singh the arrests were made following a tip-off. He said the police had received information that the accused were planning a robbery. Raiding parties headed by the station house officers of Kamboh, Beas, Majitha and Bhindi Saida police stations and the CIA in charge were constituted, which put up nakas at strategic points, he said.

“We received information that they are moving from Tarn Taran to Beas in a car. The police intercepted the vehicle on the Verowal-Rayya road and signalled the driver to stop. He, however, tried to speed it away by breaking the barricades. But, the back-up police parties managed to chase them,” said Manmohan Singh. “The offenders tried to flee while leaving their car behind, but they could not succeed. They even fired at the police.”

The police said the accused used to procure pistols from Lakheempur in Uttar Pradesh at a cost of Rs 20,000 to Rs 25000 each. Liquor vends and petrol pumps used to be their main targets. They were also involved in the looting of a liquor vendor in Rayya area on May 15.
