Govt committed to labourers’ welfare: CM
Una, May 1 While addressing the rally at Tahliwal in Una district on the occasion of International Labour Day today, CM Virbhadra Singh said four hostels would be constructed in the state to provide better residential facilities to working labourers by spending Rs 2.5 crore on each hostel. Virbhadra said the state government was committed to the welfare of labourers and labour laws were being strictly implemented in the state. The government had taken effective steps to provide them better residential and health facilities. The medical reimbursement allowance of the labourers had been enhanced from Rs 1,000 to Rs 5,000 annually, besides increasing the financial assistance for education up to two children from Rs 10,000 to Rs 15,000. The government had also increased the financial assistance to the next of kin of labourers from Rs 50,000 to Rs 1 lakh in the case of death, he said. He said the government had taken a decision to give skill development allowance to unemployed educated youth. Over 5,000 labourers working in building and construction works, along with their dependents, would be imparted skill development training this year. Virbhadra announced to develop new industrial area in Una district, besides opening Primary Health Centre at Panjawar and labour hostel at Tahliwal/Bathu village. He said the Tehsil Welfare Office would be opened at Haroli and the Haroli-Rampur bridge would be constructed on priority. He also announced the construction of a bus stand at Haroli and one ITI in the constituency. He said a football academy would be opened at Khad, for which he announced a grant of Rs 10 lakh. He also announced a sub-tehsil at Ispur in Una district. He announced renaming Government Senior Secondary School, Santokhgarh, as Virender Gautam Memorial Government Senior Secondary School after the former MLA of Una. Speaking on the occasion, Industries, Labour and Employment Minister Mukesh Agnihotri complimented the Chief Minister for having completed 50 years of political career and 30 years in the state Vidhan Sabha. He said Virbhadra defeated ‘mission repeat’ of the BJP. He said the Congress had ensured a transparent and responsive government to people of the state and during its short tenure of four months, various milestones of development had been established. Agnihotri said a provision of Rs 300 crore had been made for subsidy to domestic electricity consumers of the state and they would not be affected by the hike in electricity tariffs as recommended by the Electricity Regulatory Commission.He thanked the Chief Minister for abolishing tax on tractors. Bawa Hardeep Singh, state INTUC president and HP Building and Other Constructions Workers Welfare Board Chairman, welcomed the Chief Minister and apprised him about various demands of the workers. Shimla, May 1 He said even today workers were being exploited in every sector and the government had done little to improve their plight. "The successive Congress and BJP governments have done little to improve the plight of workers while they have taken all possible steps to protect the interests of big industrial houses," he said. He threatened that in case concrete steps were not taken to protect the rights of workers, CITU would launch a statewide agitation. Former MLA and CPM leader Rakesh Singha also addressed a May Day rally at Rampur. He too demanded a better deal for the exploited workers. MANDI: Apart from opposing the proposed 12-hour working schedule for workers in country, Left wing trade union CITU workers today demanded that the Ahluwalia construction company constructing buildings at the Indian Institute of Technology (IIT), Mandi, at its Kamand campus should release the seniority list of workers before retrenching 50 workers at the site. As a mark of protest on May Day today, CITU staged its show at IIT Mandi at its Kamand campus, by roping in construction, mid-day meal and anganvadi workers. CPM general secretary and CITU leader Bhupender Singh alleged that the Ahluwalia construction company had pasted a list of 50 workers to be retrenched at IIT Kamand today. "We oppose this as the company has not released the seniority list of workers before retrenching them as is required under the Labour Act," he claimed. CITU leaders claimed that they chose IIT Kamand as the company was not paying 15 days wages to the retrenched workers as required under the laws, they alleged. But the company claimed that it was following CPWD rules while constructing the project. CITU leaders further opposed the increase of working hours for labour from the present eight hours to the proposed 12 hours. They said by the Chicago declaration of eight hours the proposed schedule was anti-workers and violated the Labour Laws. They warned that they would oppose in any amendment to this effect in the Labour Laws. |

Tibetan refugee unit in Police Dept on the cards Shimla, May 1 The issue is likely to be raised at the Civil-Military Liaison meeting scheduled to be held here on May 6 in the presence of top military and police officials. The state police is not just seeking approval from the Centre for establishing these units dedicated exclusively to deal with Tibetan issues, but also seeking funding required for it. There is a proposal to set up the TR unit and cell in consultation with the Ministry of Home Affairs and Ministry of External Affairs. With a population of over 28,500 Tibetan refugees residing permanently in Dharamsala and other parts of the state, the police is keen on creating an exclusive unit for dealing with all matters relating to exiled Tibetan population that has made Himachal its abode. The state police is keen that the Centre bears the entire expenditure incurred on the security of the Dalai Lama as well as 17th Karmapa Ogyen Trinley Dorjee. Even though the MHA bears a major chunk of the annual expenditure worth Rs 5 crore being made on the Tibetan spiritual leader’s security, the state wants that the Centre must reimburse the entire security expenses. Similarly, the state wants that the expenditure of about Rs 40 lakh being spent annually on the security of Karmapa, who heads the Karma Kagyu sect of the Tibetan Buddhism, be reimbursed fully by the Centre. He has been residing on the outskirts of Dharamsala ever since he arrived here in January 2000 from Tibet. Other issues that are likely to come up at the meeting include strengthening of civil and police establishments along the Indo-Tibetan border in the districts of Kinnaur and Lahaul-Spiti. “Keeping in mind the strengthening of infrastructure by China along the border, there is an urgent need for speedy and reliable connectivity both in terms of infrastructure and technology,” stressed an official. It is learnt that the Army, too, is keen that the Indo-China trade in Kinnaur be regulated and trade marts are set up as a precautionary measure. The state government also wants that a substantial enhancement be made in the Border Area Development funds, in which Himachal received about Rs 23 crore last year. Funds are also being sought to encourage alternate farming, so as to check narcotics trade in the districts of Kulu, Mandi, Chamba, Kangra and Shimla. The state police also proposes to set up a narcotics control cell. |

Finally, decks cleared for Himalayan Ski Village project Shimla, May 1 The matter came up today before the division bench comprising Chief Justice AM Khanwilkar and Justice RB Misra. During the course of hearing the counsel, the state submitted that it had decided to implement the judgement of the single judge and wanted to withdraw the appeal. It is pertinent to mention here that for establishing this mega tourism project, an implementation agreement was executed on June 5, 2006, and a detailed project report (DPR) was submitted by the company to the state and the same was approved by the Cabinet on June 5, 2007. It was conveyed to the company also. The company also submitted the Environment Impact Assessment (EIA) and Environment Management Plan (EMP) to the Ministry of Environment and Forests. But the state government changed its stand after the BJP formed the government in December 2007. The state had then issued a show cause notice to the company on January 7, 2010, and the same was challenged by the company before the state High Court on the ground that the state has already signed an MoU, the Implementation Agreement and a DPR. It was further contended by the company that the decision to issue the show cause notice is unilateral. It was contended by the state that the company has not obtained environmental clearance by submitting EIA/EMP to the authority. On June 22, 2012, the single judge of the court allowed the petition filed by the company, wherein it had challenged the show cause notice issued to it by the state. While allowing the petition of the company, the single judge of the court, Justice Rajiv Sharma, observed, “The governance is a continuous process. There should be certainty and consistency in the policy matters taken by the state government. The decision of one government relating to governance of a state or its execution would bind the successor government when it does not involve any political philosophy and the successor government must complete the unfinished job”. However, while quashing the notice issued by the state, the single judge of the court had directed the company to obtain the necessary clearances, including environmental clearance from all authorities concerned within a period of six months. Feeling aggrieved over the judgement of the single judge, the BJP-led government challenged the same before the division Bench of the court by filing an appeal. The same was today withdrawn by the state. |

Rabon ayurvedic hospital worth crores remains underutilised Solan, May 1 As against the sanctioned strength of two doctors, there were three more doctors on deputation in addition to one District Ayurvedic Officer. Apart from this, one homoeopathic doctor was also serving in the same hospital. The hospital was constructed in October 2011. Interestingly, a doctor from Nalagarh was deputed for one day in a week to deal with panchkarma and this doctor was also being paid a deputation allowance. Another doctor had sought a posting here from a rural dispensary located in the far-flung Kaba Kalan following which a vacancy had been created in that dispensary. Another doctor from Kumarhatti had also sought a deputation here. The hospital, however, had failed to attract a sizeable number of patients, as it was located outside the town and this had put a question mark on its very origin. The patient inflow was about 150 to 200 per day that failed to justify the presence of six doctors and, hence, had put a question mark on deputing doctors. With a number of patients availing homoeopathic facilities facing a sharp decline due to odd locations, the patients demanded that the doctor be sent back to the Regional Hospital here. The Directorate of Ayurveda had directed that all deputations be repatriated, so that no vacancies existed in rural areas. District Ayurveda Officer Ajay Mahajan said since the doctors had sought deployment orders from the Secretary, Health, they continued to be on deputation here. Staff from two ayurvedic dispensaries, including one in Solan and another in Anji, were shifted here when it was constructed to justify the presence of a hospital. Though there were beds for 26 patients in the hospital, in the absence of adequate facilities it had failed to provide any specialty treatment and was merely performing the job of a dispensary. Constructed for Rs 2.35 crore, its purpose has been questioned right from its inception. The ground floor houses administrative offices, while the first floor comprises outdoor patients departments and the remaining floors have indoor wards for the admitted patients. The hospital wears a deserted look throughout the day, as the patient inflow is limited. |

5.7-quake rocks Kangra valley
Kangra, May 1 Susheel Kumar, senior scientist, Wadia Institute of Himalayan Geography,
Dehradun, said the tremors were experienced at 12.27 pm which lasted for 10 seconds. He said the valley experienced the earthquake as its epicentre was located in the Hindukush mountains on the Chamba and Jammu and Kashmir border. He said the intensity of the earthquake lasted for 10 seconds and was located at 33.108°N, 75.824°E and it was measured 10-km deep. He said the tremors were experienced in the Kangra valley, Chamba and Barmour areas, besides some parts of Mandi and other districts of the state. People rushed out of their houses in panic following the earthquake and were seen rushing out of shops in busy markets of Kangra. Schoolchildren too rushed out of their schools following the earthquake. Dr Susheel Kumar said there were five aftershocks during the next one hour. He said all the five tremors were of 3.5 to 4.5 magnitude. Kangra Deputy Commissioner C Palrasu said today that there was no loss of life or property reported from any part of the district following the earthquake. The Kangra valley falls in the seismic Zone V and had experienced a devastating earthquake on April 4, 1905, in which 10,527 residents of the Kangra temple town were killed and property worth crores was destroyed in the valley. 7 sheep die in

CHAMBA: Seven sheep perished when struck by a huge landslide occurred in the aftermath of an earthquake at Sagwari village in the Churah sub-division of Chamba district today. The sheep belonged to local resident Bhagat Ram, Chamba SP BM Sharma, who is constantly monitoring reports about the earthquake, said here today. The earthquake at 12.27 pm shook the entire district of Chamba and adjoining areas though there was no immediate report of causalities, the reports said. However, there were reports of fissures developed on walls of houses at certain places. The SP said cracks were found on the walls of the police post at Sanghni and the PWD rest house at Langera on the borderland in Kihar security sector, adjoining Jammu and Kashmir. Several houses in Sanghni and Langera areas had also developed cracks. According to fresh reports, cracks were also found in three houses at an outlying Chachul village falling in Churah sub-division, the SP said. Punjab & Haryana HC stays order on framing of charges

Chandigarh, May 1 The directions came on a petition filed by victim’s father Buti Ram of Hoshiarpur. He has alleged that the Panchkula police was not conducting the investigations in a fair and impartial manner as it has colluded with prime accused Chaudhary. Jyoti, a 24-year-old resident of Bhunga village in Hoshiarpur district, was found dead on a road in Sector 21, Panchkula, on November 22. According to the post-mortem report, she had died of head injury and had undergone an abortion. In his petition, Buti Ram has sought directions to the state and other respondents to transfer the investigations of the Jyoti murder case from the Panchkula police to some other senior police officer or independent agency. The petitioner has stated that soon after his daughter’s murder, sufficient incriminating evidence was found against Chaudhary and other accused. But from the very first day, the police has been favouring the accused. He also alleged that Congress leaders from Punjab too had pressurised and threatened him to maintain silence over the issue and not to pursue the murder case. In an attempt to substantiate the allegations of the police dragging its feet in the matter, counsel for the petitioner Naresh Shekhawat argued that the police has not invoked the provision of law relating to illegal abortion. Moreover, the police has not recovered the phone through which Chaudhary was in touch with the victim. |

Rahul to review performance of Congress, govt in HP
Shimla, May 1 The exercise is part of Rahul’s plan to carry out a performance appraisal in corporate style. Besides Chief Minister Virbhadra Singh and Pradesh Congress Committee
(PCC) chief Sukhwinder Singh, AICC general secretary Birender Singh Chaudhary and secretary Anees Ahmed will also be present during the meeting. It will be a regular event as he plans to hold a quarterly review. According to party sources, the agenda of the meeting will not be confined to the review of the performance and both the Chief Minister and the PCC chief will have to present a roadmap for the next three months. The issues before the government and the party and the overall political situation in the state will be discussed at length. The progress made towards implementation of the main election agenda, the manifesto and the chargesheet against the BJP regime submitted by the Congress to the President of India will also be in focus. Separate documents are being prepared for the meeting by the party and the government as per the format provided by the
AICC. The achievements have been highlighted in the first part and the actions to be taken over the next quarter have been mentioned in the second part. Apart from the various decisions taken by the government to fulfil the poll promises, the cancellation of the land leased out to yoga guru Ram Dev by the previous BJP regime, the status of enquiry being conducted into the chargesheet and the issue of phone tapping have also been included in the performance report. On the party front, the preparedness for the 2014 Lok Sbha polls and also the possible byelection to the Mandi Parliamentary constituency will also be discussed. The issue of appointment of chief parliamentary secretaries and chairpersons of boards and corporations will also be discussed. The appointments had been held up for want of clearance from the party high command. |

WB Mission reviews watershed project
Shimla, May 1 Stating this while interacting with a delegation of the World Bank Mission, led by Norman Piccioni, here yesterday, Forest Minister Thakur Singh Bharmouri said there had been a considerable improvement in the lifestyle of 25 per cent people belonging to the Below Poverty Line (BPL) category. The delegation was here to take stock of developmental activities under the project in the state. Bharmouri said irrigation facility to additional 8,000 hectares had been recorded, besides an increase in the production of milk, fruits and vegetables due to the implementation of the project. He said the benefit of the project should also be extended to Chamba and Sirmour districts and the matter pertaining to extension of the project be pursued with the Union Ministry of Environment and Forest. He said many areas of the state had been infested by obnoxious weed lantana and its eradication programme should be included under the project. Norman said Himachal Pradesh had become the first state in the country to implement the project within the stipulated time period, which had now been extended up to 2016. He lauded the role of the Forest Department in successfully implementing the project in the watershed areas, besides the rural areas of the state. Principal secretary, Forests, Bharati S Sihag, said various departments should formulate a strategy for sustaining the benefits
of the project after its completion to the people of the area and the works could be included under

CM sanctions Rs 1 crore for drinking water, roads
Bilaspur, May 1 He said in Morsinghi gram panchayat, Rs 9 lakh was provided for drinking water to the Kasol Harijan basti, Rs 17 lakh for drinking water of the Balha-Kajin village areas, Rs 3 lakh for the Kasol-Maatyal link road and Rs 15 lakh for tarring of the Morsinghi-Kasol road. He said seven hand pumps would be installed within a week in the area. Bambar said in Nichali Bhated gram panchayat, Rs 30 lakh was provided for the repair of the Dehar-Kandraur road and additional money for strong steel railing at most dangerous spots of the road. He added that Rs 7 lakh was earmarked for the drainage system at Khangad village, apart from setting up a hand pump there. He said he was aware of the problem of muddy and polluted water coming out of taps in some areas which cause water-borne diseases. He said he had already warned the IPH Department to be extra careful during summer and rainy season in this matter. He said he would pay surprise visits to drinking water tanks and other sources to check if instructions to provide clean and potable drinking water to people were being obeyed by the staff or not. Bambar said he would also look into the complaints of polluted drinking water at Diara sector in Bilaspur town and solve the problem at the earliest. |
Loopholes in enforcing traffic rules reason behind road mishaps
Hamirpur, May 1 Though human error is cited to be the major reason behind the accident in which a majority of those killed were women and minor children, travelling in a goods carrier is definitely one of the reasons for such accidents. Many accidents of this kind have occurred in the past, wherein passengers travelling in open trucks or jeeps fell off the vehicles and died on the spot. The state’s hilly terrain is another reason behind this. The state government has been issuing instructions to law enforcement agencies and transport authorities after every such incident to check the practice of ferrying passengers in goods carriers, but the practice continues unabated. A large number of pilgrims visit various religious places of the state in open trucks daily and despite strict orders from the state government to check the practice, the authorities are failing in their duty. The practice is also quite common in rural areas where travelling in goods carriers is a routine. The deceased in yesterday’s accident were also travelling in one such vehicle. Meanwhile, the last rites of the 10 victims of the accident
(labourers and their family members from Rajasthan) were performed at Bakar Khad today. Tragically migrant workers and their families did this on May Day today, which is celebrated as Labourers Day throughout the world. The Hamirpur DC has ordered a magisterial inquiry in the incident and given an aid of Rs 3,000 each to the families of the deceased and announced free treatment of the injured. |

No revised building plan required for evicting tenants: SC

New Delhi, May 1 A Bench comprising Justices AK Patnaik and Gyan Sudha Misra made the clarification while setting aside a Himachal Pradesh High Court verdict, asking a landlord to produce a revised building plan for the re-construction of his 100-year-old building on the Cart Road, Shimla, before seeking eviction of his tenants. The high court had upheld the Rent Controller’s eviction order, but insisted on an approved revised building plan for getting the tenants vacated. Once the high court maintained the order of eviction passed by the Rent Controller under Section 14(4) of the 1987 Act, “the tenants were obliged to give vacant possession of the building to the landlord and could only ask for reasonable time” for the purpose, the apex court ruled. “Hence, the direction of the high court that the order of eviction could only be executed on the revised plan of the building being approved was clearly contrary to the provisions” of the Act, the Bench noted while accepting the contention of senior counsel Nidesh Gupta and Rishi Malhotra. Allowing the appeals filed by the landlord, the Supreme Court directed the tenants to vacate the building within three months. However, the tenants could apply for re-entry into the building in accordance with the provisions of Clause C of Section 14(3) of the Act introduced by the Amendment Act 2009, the Supreme Court clarified. 7,475 in fray for 25 posts of forest guard Chamba, May 1 ARM Reddy, Chief Conservator of Forests (CCF),Chamba, said total 8,769 applications had been received for filling 25 posts of forest guard in the district. After scrutiny, 7,475 applications had been found eligible for PET and 1,294 rejected, as these were found incomplete or candidates were found ineligible. The schedule of PET had already been despatched to the applicants. Reddy said a team of eight officials were working 10 hours a day, to achieve this arduous job ,so that all the applicants were given an opportunity to show their merit. PET would start from May 15 and was likely to continue for at least 20 days. “They are first asked to report at the forest rest house, Chamba adjacent to the police ground, for document verification and measurement of physical standards like height and chest. Thereafter, the eligible candidates will be sent to the police ground for other efficiency tests,”the CCF said. “Out of the total 30 posts available, only 25 posts will be filled by the committee. The remaining five posts are meant for ex-servicemen for which a cell located in Hamirpur has already been requested to send the names of the selected candidates”, Reddy added. |

One-way traffic system in Nurpur a flop
Nurpur, May 1 It is pertinent to mention that following directions of local MLA Ajay Mahajan, the local police had enforced the system strictly from January 1. Police personnel were deputed at Niazpur and the Court road to restrict the entry of vehicles in the town. Later, the police withdrew its force from the Court The one-way traffic rules, which were notified in 2002 by the Kangra district administration following a long-standing demand of the local municipal council, have been violated many times. Earlier, the rules had been enforced without seriousness on the part of the police administration. The burgeoning traffic in the town with congested markets has resulted in frequent traffic jams. According to the one-way traffic rule notification, the entry of vehicles was allowed in the town from the Chogan side and exit from Niazpur and the Court road sides. SHO Brij Mohan Sharma said the police would work effectively in order to get rid of the traffic problems being faced in the town. |

Class IV employee suspended Palampur, May 1 He said following a complaint received in his office, he looked into the matter and called for verification of the certificate from his school. He said the school Principal had categorically stated that no such certificate was issued by the school. Since the certificate was a vital document and on its basis he had procured the job, Gupta had placed the employee under suspension. He said the employee was about to retire in sometime. The DFO said he had also reported the matter to the local police for further investigation and registration of the case under different sections of the IPC. |

Forensic team visits spot of BDO employee's death
Nurpur, May 1 Deceased Vinod Kumar was working on a watershed development project. Accompanied by the local police, the team examined the spot and collected some evidence. The body of the deceased, hailing from Khazan village, had been found under mysterious circumstances on April 17 and the police had recovered a few empty strips of sedative capsules and a suicide note that read that three employees of the BDO had forced him to take the drastic step. Former local MLA Rakesh Pathania alleged that such type of forensic investigation was merely an eyewash and ridiculous. He warned that if the police did not arrest the culprits within 15 days, local residents would launch a stir. |

Timber sale depot set up at Udaipur
Chamba, May 1 President, Chamba Welfare Association, RK Mahajan said with the sale of timber from the depot, the marketing committee of Chamba would be getting 1 per cent of the total sale proceeds of the timber, which came out to be more than Rs 30 lakh annually. Moreover, it would also increase the revenue of
Chamba, he added. Previously, the timber of around Rs 3 crore, belonging to the Chamba Forest Working Division, was sold every month from Nurpur and Bhadroa sale depots, Mahajan said. He said the functioning of the timber sale depot at Udaipur would not only facilitate people of Chamba to get timber in their home district, but also generate employment for local people. |

2 arrested in kidnapping case
Bilaspur, May 1 A report said the police had earlier registered an FIR at the instance of the girl’s father naming the youth that he had kidnapped his minor daughter with the help of some
other persons. Meanwhile, the police is still searching for the main accused who is said to have fled with the girl to some other area from here. |
Haj pilgrims asked to submit passport
Shimla, May 1 An official spokesperson said the pilgrims would also be required to deposit Rs 76,000 as the advance Haj amount and miscellaneous dues in the Haj Committee of India's bank account. The names of those who failed to submit the documents within the stipulated period would be dropped from the provisional list. |
Building destroyed in fire
Shimla, May 1 There was no damage to life or property as the house was unoccupied and in a dilapidated condition. Fire tenders arrived at the site within minutes, but the old building could not be saved. There was no damage to other buildings. |
