The Cabinet has approved the transfers and postings of senior officers, including 10 Deputy Commissioners (DCs). Chief Minister Omar Abdullah chaired a meeting of the Cabinet today.

Sonali Kumar, Financial Commissioner (Coordination), J&K Government, Delhi, has been transferred as Principal Resident Commissioner, J&K Government, Delhi. The post of Principal Resident Commissioner has been declared equivalent in rank and status to that of the Financial Commissioner, till it is held by Sonali Kumar.

Bashir Ahmad Runiyal, Commissioner/Secretary, Revenue, has been transferred and posted as the Chairman, J&K Special Tribunal, relieving the Principal Secretary, Higher Education, of its additional charge.

Vinod Kaul, Secretary, ARI and Trainings Department, has been transferred as Secretary, Revenue Department, vice BA Runiyal. GH Tantray, Secretary, Law, Justice and Parliamentary Affairs, has been transferred and posted as the Secretary, ARI and Trainings Department, vice Vinod Kaul.

Studies take a hit as stone laying of CUK campus gets delayed

With the Centre conveying HRD Minister M Pallam Raju’s inability to lay the foundation of the three-year-old Central University of Kashmir campus next month, has forced the authorities to put many academic activities on hold.

Vice Chancellor, CUK, Professor Abdul Wahid had recently proposed to the Union Human Resources Development Ministry that the foundation laying function, which has already been delayed, be held in the last week of May.

“I had suggested dates to hold the function but the Centre conveyed that it is not possible to hold the function in May and did not convey any fresh date for the function,” Wahid said.

The delay in the stone laying foundation, officials said, had forced the authorities to put many academic activities on hold. “We were to hold the Annual University Court, which is the highest body of the University, but it has been put on hold. The 25 members of the University Court are distinguished group of people drawn from varied fields who have to provide guidance regarding the developing the varsity. But the Annual University Court has been put on hold till a decision is not taken about foundation laying function,” a University official said.

Similarly, many committees that were established for various academic purposes are also not functioning.

The state government has already acquired over 4,000 kanals in Ganderbal, which is also the constituency of Chief Minister Omar Abdullah, for the University.

The University operates from three campuses housed in different localities of Srinagar which have been rented. The University offers courses in over 10 streams and nearly 600 students are enrolled in the University.

The foundation laying ceremony was to be held on November 16, 2012, and the foundation stone was to be laid jointly by then Minister of HRD Kapil Sibal and Chief Minister, Omar Abdullah. The function had to be postponed due to the cabinet reshuffle in the Union Government and the subsequent change of portfolio in the HRD Ministry.

Senior official reviews Amarnath yatra arrangements

The arrangements for the Amarnath yatra scheduled to begin from June 28 were reviewed at a high-level meeting chaired by Divisional Commissioner, Kashmir, Shalindra Kumar here today. Chief Executive Officer, Shrine Board, Naveen Kumar Choudhary, was also present.

A spokesperson said, “Various aspects related to the yatra, registration, accommodation, medical facilities, ration, transport facilities, boarding and lodging facilities, provision of safe drinking water, sanitation and cleanliness besides establishment of control rooms at all the halting stations, ATM and communication facilities were also discussed in the meeting,” he said.

Choudhary emphasised upon the officers to make all the arrangements by June 10.

He stressed for adequate stocks of essentials, medical facilities and to ensure cleanliness enroute stations to the cave shrine.

“Kumar also directed that the track from Pahalgam as well as Baltal sides be cleared before May 25, and asked for better communication facilities to be made available at all the stations,” the spokesman added.

Instructions to set up joint control rooms at Pahalgam and Baltal were also issued. It was also decided to issue weather advisory after every three hours.

The Divisional Commissioner also asked all the officers of the departments concerned to submit the actual yatra plan before May 5.

Choudhary assured that all the facilities shall be made available to the yatries and the departments concerned shall project their requirements in time for smooth conduct of the yatra.

Valley-based university wins National Management Fest-2013

The Islamic University of Science and Technology (IUST), Awantipora, has become the first university from the Valley to win the National Management Fest-2013 which was held at Shri Mata Vaishno Devi University, Katra.

The management fest titled “TATVA2013” was held between April 17 and 18. Various universities and business schools from all over the country participated in it.

The IUST outperformed the other participating universities in as many as eleven competitions which were related to various aspects of the management sector.

Amir Yusuf, fourth semester MBA student at the IUST, won a gold medal for his team in a competition titled “Journey to Glorious University” in which he was adjudged the Student of the Year-2013.

Sadaf, BBA student of the IUST, won “Welcome to Hell” competition where she enacted the role of politician Sushma Swaraj who is being questioned in a Lok Adalat.

Sadaf bravely answered the questions asked by senior faculty members who acted as common masses in the court.

The varsity was adjudged best in competitions such as Future CEO, Corporate Stalls, Amazing Trove and Mercury Ring.

“It was not an easy task. There were universities from Delhi, Chandigarh and Maharashtra. This is for the first time that the students have been able to win so many competitions for its university in a management fest,” said Amir, member of the winning team.

The IUST, which was founded in 2005 in Anantnag district, is still struggling in terms of the state-of-the-art infrastructure and teaching faculty.

“We are consistently participating in various state and national level competitions to gain exposure. Next in line is a management fest at the varsity,” said Saheem Khan, MBA student at the IUST.

PDP asks CM to apologise for remarks on House boycott

The opposition People’s Democratic Party (PDP) has sought an “unconditional apology” from Chief Minister Omar Abdullah over his recent remarks against the party for its boycott of the Assembly during the last Budget Session.

“The minimum that the Chief Minister in his capacity as the leader of the House is expected to do is to offer an unconditional apology for the blatantly false accusations he has made against the PDP members,” senior PDP leader, Iftikhar Hussain Ansari told mediapersons here today.

Ansari said after the session was over, the Chief Minister made the boycott a “very big issue and misled people through baseless statements”.

The PDP leader pointed out that the Chief Minister at his rally in Mendhar, Poonch, two days ago, openly hit out at the PDP boycott of the session and criticised the legislators on this issue. “By making this statement the Chief Minister has questioned the credibility of the PDP members and assaulted the very institution of the legislature,” Ansari alleged.

Elaborating further, the PDP leader said the party had been raising its voice against the “systematic denigration and devaluation

of the democratic institutions” in the state.

In this connection, he referred to the union Home Minister’s statement dismissing the possibility of the return of Afzal Guru’s mortal remains to his family while the Assembly was discussing the matter on an adjournment motion moved by the PDP.

The Chief Minister failed to respond to insensitive pronouncements from New Delhi. “The PDP could not watch this and it protested by boycotting the rest of the Assembly session which is an established Parliamentary practice to highlight a certain position or stress a point,” he said.

Omar expresses displeasure, tells minister to solve issue amicably

Chief Minister Omar Abdullah today expressed his displeasure over the “unfortunate” episode in which Minister of State for Home Sajjad Ahmed Kichloo allegedly slapped Chief Executive Officer of the Kishtwar Development Authority Riaz Ahmed Choudhary.

The Kishtwar district administration is yet to take action on the complaint by the Chief Executive Officer against the minister.

“I talked with representatives of the J&K Administrative Services Officers Association and expressed my regret over the episode,” the Chief Minister told mediapersons on the sidelines of a function here this afternoon.

Omar said he had discussed the issue with Kichloo and expressed displeasure over the episode.

“I told Kichloo that such incidents should not be repeated in the future,” he said, adding, “I have already directed the minister to sit with the officer and solve the matter amicably.”

As reported earlier, Kichloo had allegedly slapped Choudhary on Thursday at Tourist Reception Centre, Kishtwar. Choudhary has already lodged a written complaint against the minister with the local police.

“I have already made it clear that the matter would be solved amicably provided the minister tenders an unconditional apology,” Choudhary said.

When his reaction was sought on the displeasure shown by the Chief Minister on the whole episode, Choudhary said the erring minister had also expressed his regret over the incident during a closed-door meeting on Friday.

“The minister should tender a written apology or I will pursue my case rigorously,” Choudhary said.

“The minister not only slapped me publicly but his supporters thrashed me in the presence of senior police and civil administration officers,” he said and regretted that till date no action had been taken against the supporters of the minister who had attacked an officer on duty.

“I fail to understand why the police officers present on the spot did not stop the minister’s supporters from attacking me,” he said.

Meanwhile, opposition parties have stepped up their attack on the government on the issue and demanded action against the minister.

State BJP spokesman Nirmal Kamal said the episode reflected the mindset of those who were at the helm of the affairs.

Varsity hosts workshop on robotics

To train the engineering scholars in robot technology, the department of Electronics and Communication, College of Engineering and Technology, Baba Ghulam Shah Badshah University (BGSBU), in collaboration with Institute of Technophilia, certified by Robotics and Computer Applications institute of the US, organised a two-day workshop on ‘Accelerobotix’ at the College of Engineering and Technology here.

The workshop involved presentations and vocational training about the basic technicalities in the field of accelerobotix and witnessed huge participation from the students and research aspirants. Vice Chancellor Prof Irshad Ahmed Hamal inaugurated the workshop.

College Principal, Prof Mohd Asghar, Principal Polytechnic, Col KK Dogra, Special Secretary to the VC, Suneet Gupta, and the head of the Department Electronics and Communication, Mohd Shakeel Dar, at the University campus.

Vice-Chancellor, Prof IA Hamal said in the era of technology, the students of BGSBU are being exposed to the modern world and is why the institution collaborate this programme with International certified institute. He said the University was focusing on producing trained manpower.

College principal Dr Asghar stressed on the importance of acquainting the students with the emerging trends and advanced research in the field of robotics.

LeT almost wiped out of south Kashmir: GOC, Victor Force

Anantnag, April 20
General Officer Commanding (GOC) of the Victor Force Maj Gen RR Nimbhorkar today said the Lashkar-e-Toiba (LeT) outfit had been almost wiped out of the south Kashmir region.

“We have managed to wipe out the LeT from the south Kashmir region,” the GOC claimed “The killing of top commanders in recent encounters has been a huge setback to the LeT.”

The GOC was talking to mediapersons on the sidelines of an Army recruitment rally at High Ground in Anantnag town.

He, however, said other militant outfits such as Hizbul Mujahideen were trying to revive their activities in the region. “We are ready to face the challenge,” said the GOC. “We cannot tell the exact number of militants active in south Kashmir, but we will foil all their strategies,” he said. He said the Army’s mission was to revive peace in the Kashmir valley. “We along with other security agencies have been able to do so to a great extent and any attempts at disrupting peace will be foiled.”

Meanwhile, the four-day recruitment rally, which will conclude tomorrow, has so far received 6,000 applications from all parts of the Valley.

The GOC said the recruitment rally was aimed at providing livelihood to the unemployed youths of Kashmir and the massive response it had evoked among the youths was appreciable.

Overground worker leads to arrest of Hizb militant

The Anantnag police yesterday arrested a Hizbul Mujahideen militant after an overground worker of the outfit revealed his whereabouts to the police during his interrogation, police reports said.

According to the police reports, an overground worker identified as Molvi Yassir Hussain Bhat, a resident of Kralpora in Saroor, Kishtwar, was arrested from an undisclosed location on a tip off.

“A Special Operations Group team headed by Deputy SP, Anantnag, apprehended the overground worker,” said Anantnag SP, Operations, Zahid Malik.

He said the overground worker revealed to the police the location of Hizb militant Imtiyaz Ahmad Bhat, a resident of the Shirpora area in Anantnag.

“Working on the information provided by the overground worker, we cordoned off Tashlu village in Kulgam district,” the Anantnag SP said. “Bhat engaged the police in a long chase, but we managed to get him,” Malik said.

The SP said the police recovered a pistol, one magazine, eight rounds and two Chinese hand grenades from his possession. “A case has been registered at the Anantnag police station.”

Police officers of the district said Bhat’s arrest was a setback to Hizb in south Kashmir. “The fact that Bhat belongs to Anantnag town made him all the more dangerous,” said a senior police officer. “We are expecting more arrests in the coming days.”

According to police sources, Hizb has been trying to revive its activities in Anantnag district since some months. This is the second arrest of a militant in less than a week.

A panchayat member and a released militant were arrested in a police ambush on Friday evening from Banderpora village of the Srigufwara area of Anantnag district. “They were trying to reactivate the Hizb network in Anantnag,” SDPO, Bijbehara, Sreedhar Patil had said.

Symposium held on communal harmony

The police today organised a symposium on “Communal Harmony and National Integration” at International School, Rajouri, under the civic action programme in Rajouri district.

Speakers from International School, Rajouri; Boys Higher Secondary School, Rajouri; Army Goodwill School, Rajouri; National Public School, Rajouri; and Himalayan Education Mission School, Rajouri, participated in the event.

The speakers highlighted various facets of national integration and the need to maintain communal harmony.

Danish Sharma from International School, Chahat and Satvik of Army Goodwill School bagged the 1st, 2nd and 3rd prizes, respectively.

Danesh Rana, Rajouri-Poonch Range DIG, and Mubassir Latifi, Rajouri SP, were the chief guests. They gave away cash prizes and certificates to the winners and other participants.

The DIG said such events were organised by the police to cultivate values of communal harmony and national integration.

Mementos were presented to Prof Haqeeqat Singh, vice principal, PG Degree College, Rajouri; Prof Sonu Bhatia and Prof Vishal Sharma. The Rajouri-Poonch Range DIG and the Rajouri SP were presented mementos by KK Langer, Managing Director of International School.

A senior ruling National Conference leader echoed the separatists’ view today and blamed Mufti Mohammad Sayeed and former state Governor Jagmohan for conspiring to orchestrate the 1990 migration of the Kashmiri Pandits from the Valley.

Sharif-ud-din Shariq, who is Member of Parliament (MP) from a north Kashmir constituency, said Mufti and Jagmohan had hatched the conspiracy to defame the Muslims. “Jagmohan and Mufti Sayeed hatched a conspiracy to force the Pandits to leave Kashmir so that the majority community could be defamed and the turmoil could be painted as communal,” Shariq told a group of Kashmir Pandits in north Kashmir’s Handwara today.

While the separatist leaders have been blaming Jagmohan for hatching a conspiracy to force the Kashmiri Pandits to migrate from the Valley, many Pandit groups have blamed their “exodus” on the region’s threatening situation. “Unfortunately in 1990, Mufti Sayeed, who is projecting himself as a messiah today, conspired with Jagmohan to send the Pandits away from their land and also tried to defame the Muslims,” Shariq alleged.

Taj Mohiuddin, who holds the portfolio of Health and Medical Education, had told a local news agency on Wednesday that the involvement of Sham in the fake drug scam was evident. Taj and Minister for PHE, Flood Control and Irrigation Sham Lal have locked horns over the supply of spurious drugs and multi-crore drinking water project in the PHE Department.

Shabir Ahmed Khan told mediapersons that inquiry had established that spurious drugs were supplied in the state by a private company by fraud.

Her parents took her to Tangdhar Hospital in Karnah, where she was declared brought dead on January 1.

The police is also questioning the victim’s mother about her role in the killing, sources said. On the basis of suspicion, the police had initiated inquest proceedings under Section 174 of the CRPC into Rehmat’s death. — OC
