2 policemen kidnap, exploit lady constable
Srinagar, April 13 Confirming that the arrests have been made, SSP Budgam Uttam Chand told The Tribune that constable Farooq Ahmad Mir has been arrested. “The complaint was received from a lady constable and it is on that basis that an FIR has been lodged at police station Budgam and investigation has been started,” he said. Asked about the allegations of exploitation levelled by the lady constable, he said, “This is a matter of investigation and we are looking into that aspect.” In this connection, a police officer said an FIR under Sections 366 (kidnapping) and 376 (rape) of RPC has been lodged at the police station Budgam against the accused constable Farooq Ahmad Mir, hailing from Kupwara, and the SPO Rabinder Singh. Sources privy to the developments told The Tribune that a lady constable was undergoing training at PTC Udhampur since August 2012 and she was on leave when the incident took place in February this year. “In early February, she was on four-day leave. During that period, she once wanted to visit District Police Lines (DPL) Budgam, when she was offered lift by constable Farooq, who was accompanied by an SPO Rabinder Singh,” said sources. As alleged by the lady in her complaint before the court as well as in her complaint to the police, the duo, instead of dropping her at the DPL Budgam, took her forcibly to Jammu in their car (DLCN-6019), where, as per the lady’s version, she was exploited by the duo in a hotel for nearly five days. “In her complaint, the lady constable has further alleged that she was forced to remain silent as they threatened her with dire consequences if she revealed the incident to anyone,” said sources. “The duo had threatened her that they would implicate her father in a weapons recovery case if she revealed the incident. The lady later revealed the incident to her family, who then approached the Chief Judicial Magistrate Budgam with a formal complaint,” said sources. Subsequently, the CJM Budgam directed the SHO concerned to take action as warranted under the law and in the meantime, the family gave a representation to IGP, Kashmir, sources revealed. “After the matter came to the fore and reached the higher police authorities, an FIR was registered at police station Budgam yesterday against the constable Farooq Ahmad Mir and SPO Rabinder Singh, both working with the SOG,” said an official. He added that Farooq has been formally arrested in the case and police is also questioning SPO Rabinder. The lady constable, it is learnt, hails from a Below Poverty Line (BPL) family and her family is reported to be shattered as according to sources privy to the investigation, the report of her urine test is reported to be positive. Crackdown on footpath vendors
Srinagar, April 13 The District Development Commissioner, Srinagar, Farooq Ahmad Shah, is reported to have directed the Srinagar Municipal Corporation (SMC) to take immediate measures to ensure smooth and free movement of pedestrians on the footpaths and vehicular traffic in important areas of the city. It has already launched the drive in Hazratbal area on the city’s outskirts, where the famous Hazratbal shrine and the University of Kashmir are located. Other areas where the drive has been launched
include Rajouri Kadal and Nawab Bazaar in downtown. The drive was launched in central Lal Chowk area today, GN Qasba, Commissioner, SMC told The Tribune. He said measures were taken to ensure
smooth flow of traffic and pedestrian movement in the busy and congested localities of the city. In its drive in central Lal Chowk area today, the SMC, assisted by police, cleared the footpaths of vendors on the Residency Road, Lal Chowk, Amirakadal bridge and Hari Singh High Street (HSHS). The
footpaths on the camel’s back-shaped Amirakadal bridge are occupied by women selling fish. No vendors were allowed to sit on the bridge today. The bridge connects the commercial hub of Lal Chowk with HSHS, another busy trade centre of the area. If all goes well, the drive ahead of the Durbar move back to Srinagar later this month would help a great deal in smooth movement of pedestrians and traffic in the city centre. The traffic police in the city also faces the problem of congestion in the area due to presence of a number of vendors of all kinds along the footpaths, prompting pedestrians to walk along the roads. It is learnt that there would be no restrictions on the weekly Sunday Market, which is set up along the roadsides from TRC Crossing to

PIL calling for conservation of hangul filed before HC
Srinagar, April 13 In the PIL, listed before a division Bench of the High Court comprising Justice Mansoor A Mir and Justice Ali Mohammad Magrey for hearing on April 17, it has been prayed that the High Court issue directions to the authorities concerned for taking measures to arrest the “decline” in hangul population at Dachigam Park, the only home of Kashmir stag. Hangul (Cervus elaphus hanglu) is one of the critically endangered wildlife species and is the only Asiatic survivor of red deer. As per the last Census of 2011, the number of hanguls recorded in Dachigam National Park was 218. In the petition filed by two persons, namely Abdul Majeed Chopan and Abdul Khaliq, it has been prayed that HC issue directions for “constituting a team of experts” to look into the decline of the population of the rare animal, besides issuing directions to formulate road map for protection of the hangul. The PIL also seeks reasons from the government for “closing sheep breeding farm” adjacent to the Dachigam park, which researches have found to be an “irritant” in the Dachigam National Park. However, the petitioners have termed the said sheep farm as a “heritage”, saying it is a source of “Kashmir Marino” wool. The PIL seeks an explanation as to how the presence of sheep in Dachigam Park is said to have contributed to the decline in the population of hangul, even as the researchers are of the view that the removal of the sheep farm from Dachigam Park and restrictions on sheep grazing by nomads in the upper Dachigam reaches will definitely help in conservation of hangul, whose population has declined. In the PIL, the directions to the respondents have been sought to maintain the presence of sheep in the Dachigam. “In case the sheep population is in any way found dreadful for the population of hangul after research, the government should be directed to arrange an alternate site for the sheep-breeding farm for which proposals have been already made by them,” it has been submitted in the PIL. KU hits jackpot with distance learning
Srinagar, April 13 Not only that, the tuition fees of each student admitted for B Ed through distance learning mode at KU is Rs 12,500, around four times the fees (Rs 3,500) charged by Indira Gandhi National Open University (IGNOU) for the same course. KU is charging Rs 12,000 for the students who study M Ed course here. The intake capacity for B Ed course at KU is 3,600 whereas for M Ed, it is 1,000. The Directorate of Distance Learning, KU, is likely to earn nearly Rs 4.5 crore this year from the tuition fees of selected B Ed and M Ed candidates. All the money generated in the admission process is seemingly going into the Directorate of Distance Learning Department’s kitty as there is practically no expenditure on classes and examinations by the department. The KU does not hold entrance tests unlike direct courses for admission to BEd / MEd admission (distance learning mode). The students are still being asked to deposit the fees of Rs 200 although the forms are available online and they have not even been provided with a prospectus this time. The selections will be done through academic score in graduation (for B Ed) and B Ed score (for M Ed) admissions which also saves the university expenditures on the entrance examinations. Furthermore, the department conducts only 20 classes per year for these courses and also supplies printed study material. “The expenditures incurred on the classes and providing daily wages to the teachers is minimal in comparison to the profits generated here. The direct courses offered are cheaper. Clearly, students who are poor cannot afford these distance learning programmes even if they wish to,” Sumaira Khan, a B Ed aspirant hailing from Pulwama, South Kashmir, said. Kashmir University Teachers Association president Ghulam Mohiuddin Saangmi said that such norms are anti-poor and that the association will look into this matter and chalk out a solution soon. |

Anantnag, April 13 Reports said the sweepers of the Municipal Committee,
Anantnag, have entered the fourth day of strike seeking release of salary of the daily wagers, deposition of General Provident (GP) Fund and release of seven per cent arrears. “The locals are facing severe problems. Poor cleanliness and clogged sewers are to be seen everywhere in the town,” reports said. The poor sanitary condition is posing a grave threat of a disease outbreak in the town. Reports said heaps of garbage were scattered around in the streets and the filth had turned the whole town into a garbage dump. Locals said the stench coming out of garbage dumps was another nuisance. “The sewage drains are choked and the murky water overflowing to the streets emanates foul smell,” a local resident said. People said in the absence of sweepers, the locals were dumping garbage along the streets after the dustbins were choked with
filth. Irfan Ahmad, a local, said “We are not against the fulfilment of genuine demands of the sweepers. But that does not mean the Municipal Committee will leave all the filth lying around”. Meanwhile, the striking safai karamchari today said they would continue their strike till their demands were met. They also alleged that the illegal appointments carried out by various officials were making the genuine employees suffer. “Our demands are genuine and should be met immediately,” said Abdul

Encroachments galore on canals in
Anantnag, Kulgam
Anantnag, April 13 “People have been busy erecting bathrooms, kitchens and shops over these irrigation canals, hindering the water flow to a great extent. These encroachments are for everybody to see but I don’t understand why the authorities choose to be mum,” said Arif Shafi, a resident of Harnag area, here in Anantnag. He says over the last three years, his agricultural land in the nearby Muniwar village has been rendered useless as it does not get sufficiently irrigated during the harvest season. “Mine is not the only case. At least 1,500 kanals of agricultural land in the adjoining villages of Khahpur, TB Shah, Mirbazar and many other villages share the same fate,” said Arif. The source of their irrigation canal, the Sandran Nalla, lies in the Mirbazar area and right from the source uptill these villages, nearly a 10-kilometre stretch, a large number of illegal structures have come up during the last decade or so. Reports say that more or less, same is the case with Kulgam district. “We get our land irrigated from the waters of the Vaishav Nalla; however, over the last five to six years, these encroachments have been like a nightmare for the agricultural community of the district,” said Abdul Ahad, a resident of Qaimoh area in district Kulgam. Locals say there are encroachments galore all along the Vaishav Nalla, forcing them to find alternative sources of irrigation, which turns out to

Man arrested for wife’s murder
Kupwara, April 13 Relatives of Gulshana protested against the murder, alleging her husband committed excesses on her and finally hanged her to death last night. They blocked Kralpora-Chowkibal road for hours and enforced a shutdown in Kralpora. “She was hanged to death by her husband last night. She always complained of excesses committed on her and on many occasions, we intervened but to little relief of my daughter. Fayaz has beastly instincts and should be hanged to death for committing a heinous offence,” said Mohd Sadiq father of deceased Gulshana. Gulshana was mother of three children including a seven-year-old girl. “Now, who will feed Zainab? She has been deprived of mother’s affection and love and is dying of hunger,” said deceased’s mother Zoona Begum. Police arrested her husband Fayaz Ahmad Malik. Gulshana’s relatives alleged her husband often beat her ruthlessly and forced her to go to her parents. “She was under tremendous mental duress as her husband beat her frequently on one pretext or the other. Last night, Fayaz hanged her to death after a brief verbal
brawl between the two,” said Shaheena Akther, a relative. Fayaz is a shopkeeper and runs a hardware
shop at Kralpora market. Resident of Dardharai village, 10 km from
Karlpora, Gulshana was married to Fayaz in 2006. CMO Kupwara, Dr Muneer Ahmad Khawaja, said that postmortem
was conducted on the body and Forensic Science Laboratory (FSL) report is awaited. “A team of
doctors conducted postmortem on her body. Doctors have reserved the final opinion in the case and we are waiting for the
FSL report,” said the CMO. A police officer said the accused was arrested on murder charges and investigations are going on. “An FIR has been
registered and the accused has been arrested. A few more arrests are likely to be made in
this case,” he said. |

Army veterans discuss problems, solutions at rally
Jammu, April 13 Major General Ashwani Kumar, the General Officer Commanding of the Tiger Division, inaugurated the rally and interacted with the veterans and assured them all possible assistance from the Army. The veterans were also apprised about welfare schemes introduced by the central and state government and various welfare activities being undertaken by the Zila Sainik Welfare Board. The GOC also assured them all necessary assistance to mitigate the difficulties and problems faced by the veterans. He also dwelled upon the important role that the veterans continued to play towards maintaining peace and tranquillity in the region. As a part of the meet, a grievance cell was established, where the veterans were encouraged to register their grievances, which would then be taken up with the appropriate authorities. 3-yr-old girl missing for fortnight from Budgam
Srinagar, April 13 The girl, Anjum Ghulam, of Mazhama village of Budgam district, was reporting missing by her family on March 30. A kidnapping case under Section 363 of RPC was later registered at police station Magam. The girl was wearing a red frock and trousers when she had gone missing, the family reported to police. A police spokesman said “massive efforts” have been launched to trace down the girl. “Investigation in the case is in full swing. Police has launched massive efforts to trace the missing girl,” said the spokesman. Police has also requested the public to share information, if any, about the girl, with SHO of police station Magam or with Police Control Room Srinagar. |

Srinagar, April 13 A mini-bus hit and injured a child identified as Shahid Akbar Sheikh, a resident of Firdousabad, near Fruit Mandi on the city’s outskirts here. The injured child has been shifted to SKIMS Hospital for treatment. In another accident, a passenger cab hit and injured a child identified as Abid Ahmed Teli, a resident
of Wussan village, at Dobiwan near north Kashmir’s Tangmarg resort, a police spokesman said. The injured has been admitted in hospital for treatment. In south Kashmir’s Shopian district, two motorcycles collided with each another near Ziyarat-e-Mousa Sahab at Batamoran, resulting in injuries to both the motorcyclist and a pillion-rider. Policeman dies in accidental firing
Srinagar, April 13 Head Constable Sanjay Sharma of Jammu division’s Kathua district, shot himself when he accidentally pressed the trigger of his rifle, a senior police officer said. SSP for Pulwama district, Amit Kumar, said the policeman was on duty at a checkpoint on Tahab Road in Pulwama when he accidentally shot himself. The police officer said Sharma was shifted to District Hospital Pulwama by his colleagues where he breathed his last.
