Power department reels under shortage of engineers
Jammu, April 13 The process to draw up a seniority list is further lingering because 214 Assistant Engineers (Electric) already working in the department have been placed as Assistant Executive Engineers (Electric) in incharge capacities, purely on a stopgap basis in view of staff shortage faced by the department. Sources say this has created chaotic conditions in different divisions, affecting the plans of the Omar Abdullah-led government to take reformative steps. As per the procedure, 60 per cent posts are filled by promotion from Junior Engineers having BE degrees or equivalent qualification with at least three years service as junior engineer while 20 per cent are filled by direct recruitment from among engineering holders. About 20 per cent promotions take place from the ranks of Junior Engineers (having diploma in engineering or equivalent qualification) who have at least five years’ experience as junior engineer. “The department has not been able to fill vacant posts of Assistant Engineers (Electric) in view of several disputes. The department is now in the process of finalising seniority at the level of Junior Engineers (Electric). As and when the seniority is finalised, the vacant posts of assistant engineer will be filled under the rules,” said a senior officer from the PDD. It is pertinent to mention here that the department is facing a huge shortage of manpower and nearly 4,000 posts from engineers to clerical staff are vacant, which has adversely affected the functioning of the department. Last reorganisation was in 1981. Since then, no major change has been brought about in the structure of the department. Unless radical changes are implemented, it cannot achieve its set targets. Mismanagement, Transmission and Distribution (T&D) losses have shown a substantial increase in the past decade. The losses have increased from 46.98 per cent in 2005-06 to 61.31 per cent in the financial year 2011-12, with the State Electricity Regulatory Commission (SERC) blaming it mostly on theft by consumers. |

Jammu, April 13 Omar said as the chairman of the Economic Reconstruction Agency (ERA), he has directed the agency to concentrate on getting big projects like flyovers, mega-water supply schemes, sewerage and drainage programmes and other high cost projects, which require a regular flow of funds for completion in a time-bound manner, under the ERA programmes. Omar said besides two flyovers, one each at Srinagar and Jammu, multi-tier parking complexes, drainage and sewerage projects etc had been taken by the ERA in the two cities to upgrade basic amenities, decongest traffic, improve road communication and ensure proper disposal of house waste. Underlining the need for development of new housing colonies on modern lines in the peripheries of Srinagar and Jammu cities, the Chief Minister on Saturday asked the Housing Department to come up with comprehensive projects in this regard. “In order to decongest the twin capital cities and provide adequate housing facilities to people taking cognisance of the rapid growth, the creation of modern townships is the need of the hour,” he said. The Chief Minister said a mega drinking water supply scheme to cater to the needs of Greater Jammu up to next 20 to 25 years was being executed under the ERA, which is utilising the funding received from Asian Development Bank. “The project envisaging supply of drinking water to Jammu from the Chenab involves an expenditure of over Rs 500 crore,” he said. Omar also referred to various other projects being executed by the ERA in the two divisions. He said the completion of these projects would provide benefits to the people. He asked the ERA management to complete the projects with in the deadline. Praising the dynamism of Raman Bhalla who represents Gandhi Nagar Constituency in the State Legislative Assembly, the Chief Minister said Bhalla had paid full attention to the development of his constituency as MLA. |

demand increase in salaries
Jammu, April 13 Addressing a press conference, president of the association Shiv Kumar Sharma said the government should immediately withdraw the order relating to discontinuation of all kinds of daily wagers engaged after 1994 and enhance the wages to Rs 150, Rs 175 and Rs 225 for the unskilled, ITI, semi skilled and skilled workers respectively. Sharma said the daily wagers were not being paid wages for the past six to 24 months. “Wages should be paid regularly or before first week of every month and norms of wages in favour of the daily wagers may be fixed as per the SRO-3.” He said a seniority list of field staff, ministerial staff of all cadres had not been maintained for the past six years. “As such a new seniority list of both the cadres should be issued to update them about the current status,” he said. He said there are vacancies available due to retirement and death of the employees. “The DPC meeting has not been fixed for the past couple of years with the result employees, who are in line for promotion, felt disappointment,” he said. 1,200 athletes to compete in Inter-Battalion Tournament
Jammu, April 13 Talking to the mediapersons here today, said Director General of Police (DGP) Ashok Prasad would inaugurate the sporting event at the Police Stadium, Gulshan Ground, on April 15 at 5.30 pm. “It is mission of the police to explore the talent of youth of Jammu and Kashmir and provide them a platform to showcase it,” Sahai said. He said the competitions would be held in the disciplines of basketball, volleyball, tug-of-war, boxing, wrestling, weightlifting, football, handball and kabaddi at the Police Sports Complex. Hockey and athletics events would be conducted on the University of Jammu Grounds. He said the shooting competition would be held at the Training Centre, Sunjwan, and the handball matches at the District Police Lines (DPL), besides the swimming contest at KC Public School. The ADGP Armed said the tournament would also feature Gazetted Officers events, which include badminton, table tennis and lawn tennis. to represent the Armed Zone in the Inter Zone Sports Meet scheduled later this year. The ADGP Armed said “Run for Fun” marathon, which will feature a 4-km run, half -marathon and marathon events, besides a 12-km run for boys and girls below the age of 17 years, will be held here on April 21 at 5:30 am from Police Stadium, Gulshan Ground. He said the prize purse, this yea, for the marathon events had been increased from Rs 90,000 to Rs 3 lakh. The top athlete in the marathon will get Rs 25,000 whereas the winner in the half-marathon will get Rs 10,000. Similarly, the winner in the 12-km race will pocket Rs 8,000. Sahai said the athletes from the paramilitary forces and the J&K Police, who would have secured top five positions in the marathon and half-marathon events, would be awarded a commendation certificate, along with suitable a cash award. “We urge people to participate in the event to make it a success and give message of peace to the masses,” he said. |

Omar to confer Sher-e-Kashmir Award on 34 sportspersons
Jammu, April 13 The award would be given to the sportspersons, who had brought laurels to the state from 2003 to 2010 in their respective disciplines. Out of 34 outstanding sportspersons, 13 gymnasts would be honoured by the Chief Minister on April 16. These included Sonia Sharma, Harleen Singh, Sonal Gupta, Seema Mehra, Navjot Singh, Palak Kour, Tejpal Kour, Manvinder Singh, Manpreet Kaur, Mitali, Kamal Singh, Mayank Jain and Jaskaran Singh. International football players, Arun Malhotra and Mehraj-ud-Din Wadoo, and Ishfaq Ahmad and Johny Kumar will also be felicitated at the ceremony. International wushu player, Kuldeep Handoo, will receive the highest sports award of the state in recognition of his medal winning performance in many international championships held across the world. In fencing, Rashid Ahmed and Ujjwal Gupta will get the Sher-e-Kashmir Award while Reeta Devi will receive the award in the discipline of handball. In skiing, the coveted award will be conferred on Tashi Thinle, Arif Mohammad Khan, Amandeep Singh, Sakina Bashir, Rahil Farooq, Mahjabeen Akhtar and Shoaib Zahoor. Bhanu Partap and Nipu Jamwal will receive the award for the achievements in judo while in taekwondo, Mohammad Ali will be honoured on the occasion. Baisakhi celebrated with religious, cultural fervour across state
Poonch, April 13 Speaking at the Baisakhi Mela at Dera Sant Pura Nangali Sahib in Poonch, he extended Baisakhi greetings to the people of Jammu. To mark the 314th Foundation Day of Sikhism, religious sermon and a fair was organised at the dera. Mahant Manjeet Singh, head of the dera, presented ‘siropas’ to Shah, Ajaz Jan, MLA Haveli, Shamsheer Hussain, SP Poonch and other district officers present on the occasion. Thousands of pilgrims from Jammu, Srinagar, Punjab, Haryana and other parts of the country attended the function. Prominent ragis from Mohali and Amritsar also presented shabads on the occasion. The fair at the dera began in the morning when the ashes of Sant Bhai Mela Singh (founder of Dera Sant Pura, Nangali Sahib) were shown to the public. Jammu: Educational institutions and social organisations celebrated Baisakhi yesterday by holding cultural programmes. The festival was celebrated with a lot of enthusiasm on the premises of MHAC School, Nagbani. A speech, informing the students about the importance of the day, was delivered by Amisha of class VIII and Apoorva of class X. At Higher Secondary School, Kunjawani, students of different classes participated in the function. They performed Punjabi folk dances of Bhangra and Giddha. An impressive skit on Basakhi was also presented by the students of the junior wing. Students threw light on the culture of farming and harvesting season. Giddha was the main item of the function, presented by students wearing Punjabi attire. At the end of the programme, Chairperson of the school Prof Harbans Singh spoke about Baisakhi celebrations and told the students about the importance of this festival in different cultures and lives of different people across India. |

3-day Dera Baba mela concludes
Dera Baba (Reasi), April 13 Devotees hailing from various parts of Jammu province and other states like Punjab, Haryana, Chandigarh and Delhi and other parts of the country participated with great enthusiasm and gaiety in the three-day mela. The 300-year-old Dera has the samadhi of Banda Bahadur. Besides his ashes, it has an arrow given to him by Guru Gobind Singh and other weapons, including a sword. All the belongings of Baba Banda Bahadur are displayed during the mela. The Gurdwara Management Committee of Dera Baba had made arrangements for the stay of devotees, besides serving free community langar. During the last day of the mela, Deputy Commissioner, Reasi, Nirmal Sharma visited the shrine and took part in the celebrations, which were organised by Gaddinasheen of Dera Baba, Mahant Jatinder Paul Sodhi. Speaking on the occasion, Sharma explained the sacrifices made by Baba Banda Bahadur for the sake of humanity. She asked people to follow the path shown by Baba Banda Bahadur by serving the poor and downtrodden people of the society, irrespective of their caste, creed and colour. A free camp organised by the Charitable Acupuncture Hospital, Ludhiana, was also held at Dera Baba, where large number of patients suffering from various ailments were treated free of cost. The District Administration had also made arrangements of drinking water, power supply and sanitation at the mela site. The Reasi police had made security arrangements to maintain law and order. |

Army veterans discuss problems, solutions at rally
Jammu, April 13 Major General Ashwani Kumar, the General Officer Commanding of the Tiger Division, inaugurated the rally and interacted with the veterans and assured them all possible assistance from the Army. The veterans were also apprised about welfare schemes introduced by the central and state government and various welfare activities being undertaken by the Zila Sainik Welfare Board. The GOC also assured them all necessary assistance to mitigate the difficulties and problems faced by the veterans. He also dwelled upon the important role that the veterans continued to play towards maintaining peace and tranquillity in the region. Approximately 1,000 veterans attended the event.
As a part of the meet, a grievance cell was established, where the veterans were encouraged to register their grievances, which would then be taken up with the appropriate authorities. A medical camp was also established with the facility of screening for diabetes, hypertension and cataract. A stall displaying the details pertaining to various options of enrolment and commission into the Army was well appreciated. Jammu, April 13 In the first match, Stadium XI Seniors, Kathua, got the better of Kashmir Cricket Club (KCC) by a margin of 79 runs. Batting first after winning the toss, Stadium XI accumulated 148 runs for the loss of 7 wickets in the allotted 20 overs. Radhay Shayam scored 51 runs with the help of eight boundaries. Arvind contributed 41 runs, including four hits to the fence. Aryan scored 29 runs with the help of a boundary and one hit for the maximum. For KCC, Vishwajeet was the pick of the bowlers with two wickets while Sanjeev and Pankaj shared a wicket apiece. In reply, KCC was bundled out for paltry 79 runs in 17 overs. For Stadium XI, Arvind was the chief destroyer with a four-wicket haul in his spell of four overs. Arvind of Stadium XI Seniors was declared the man of the match. In another match, Young Star Cricket Club (YSCC) overcame the challenge of Wizard Cricket Club (WCC) by 9 wickets. Electing to bat first, WCC garnered 132 runs in 19.3 overs. Sandeep chipped in with 23 runs while Vishu contributed 14 runs. For YSCC, Sumit and Manjeet shared three wickets apiece. Chasing 133 runs to win, YSCC overhauled the target for the loss of just one wicket in the process. Gurdeep was the top scorer with 69 runs, including nine hits to the fence, while Bansi played a knock of 42 runs, including five boundaries. Gurdeep of YSCC was adjudged the man of the match. The aim of setting up the Training Institute at Kangan in J&K state would be to provide training and to educate individuals from various power generating organisations in J&K. BGSBU CE team clinch football title
Rajouri, April 13 The tournament, which was being played under the guidance of Vice-Chancellor Irshad Ahmed Hamal, is being held to commemorate the Annual Sports and Cultural Fest on April 16. In the final game, the Registrar and Dean of Student, Rashid Choudhary, was chief guest while Suneet Gupta, special secretary to Vice-Chancellor, Mohd Din, in charge and Deputy Director, Physical Education & Sports were also present. The first goal of the game was scored by Asim Salaam of ECE, who sent the ball in the net during the 17th minute of the first half. This goal was soon equalised by Asim Amin of CE, who scored two goals consecutively in the next 10 minutes. Later, during the second half of the game, Tafazul Irshad of BTech (ECE) with his magic corner kick secured a goal for his team, which equalised the game by 2-2. During the last minutes of the game, Mudassir secured a direct goal from a distance of about 30 yards, which took the goal keeper and the opponent by surprise. The game ended in favour of BTech (CE) who won the championship by 3-2. |

Natrang showcases ‘Rangla Jammu’ at Katra
Katra, April 13 Over sixty artistes and technicians were a part of the presentation, which was the distinctive cultural album of Jammu region, showcasing the different colours, rhythms, costumes, style patterns and creative expressions. The show was conceived, scripted, designed and directed by Internationally-acclaimed theatre director Balwant Thakur, who is also the recipient of Sangeet Natak Akademi Award for direction in theatre. He was also conferred the Padamshree for 2013. The show opened with Late Dinu Bhai Pant’s poem ‘Mere Dese Daa Shelepa Meri Akhi Kane Dikh’ (See the chic great thing about my land through my eyes). It started with normal instrumental type music of Jammu and was brightened up with rarest instruments like ‘narsingha’, ‘sarangi’ and ‘dogra dhol’. This was followed by some singing traditions of Dogras like ‘Karkan’, Bhakhan’, ‘Geetru’ and ‘Shinjan’. Natrang will repeat this show again on 14 and 15th April, 2013 at the
auditorium of Spiritual Growth Centre, Katra and will stage the last show of the series at Maatirika Auditorium, SMVDU on 16th of April, 2013 at 6 pm. |

Vehicle repair training course concludes at Mahore
Katra, April 13 Ten youth from the remote villages of Mahore Sub-Division underwent training at the camp. All the youth selected for the camp were school dropouts and belonged to poor families. During the course of the training, nuances of basic mechanics of a vehicle were taught to the youth. After this camp, the youth can repair basic faults like puncture, electrical and mechanical repair. They would also be able to carry out gas-wielding jobs. Army assured them all help in this regard. |
