Jalandhar, March 31 Punjab Chief Parliamentary Secretary for Cooperation and Jalandhar (North) MLA Krishan Dev Bhandari said Revenue Minister Bikram Singh Majithia had assured them that the old system of registering sale deeds of immovable properties on the basis of power of attorney would continue even after March 31. However, Deputy Commosioner Shruti Singh said"Punjab Financial Commissioner Revenue had verbally instructed her,while talking on phone regarding some other issue a few days ago, that the old system of registering sale deeds on basis of power of attorney would continue even after 31, but I did not get any written order so far. I would talk to Finance Commissioner Revenue on Monday morning to know the exact position on this issue. Bhandari said that Industries Minister and Amritsar (North) MLA Anil Joshi and I myself had raised the issue of registries during a meeting of MLAs of the ruling Akali-BJP alliance after the recent Assembly session in Chandigarh a few days ago and revenue minister Bikram Singh Majithia had assured them that the old system for the same would dfinitely continue even after March 31. Meanwhile, sources said thePunjab government was working on formulating a policy for levying 2 per cent fees across the state for registering sale deeds on the basis of power of attorney and the old system would continue both in Jalandhar and Amritsar till the formulation of new policy. In an effort to tighten the noose around the tax evaders, former DC Priyank Bharti, in his orders issued on August 2 ,had directed revenue officials to take declaration from the applicants of power of attorney.He had issued the similar direction for Amritsar on August 6 when he was holding an additional charge of that district. Actually ,it had been a practice with most property dealers to simply take power of attorney from property sellers after the deal, not show the transaction on record, not get any registration done, evade stamp duty and keep the property with themselves till they got a good price from another buyer. The buyer, if taking it for his own use, would then get the registration done or else only the power of attorney would just keep on changing hands. The revenue officials had found that the number of power of attorneys done on any given day were equivalent to those of land registrations done. That is why, Priyank Bharti had issued directions to revenue officials to ensure that a declaration of transactions in the form of a set printed format be taken from all applicants coming for getting the power of attorneys made. They had also been directed to register the documents which reflected the transaction, take details of the bank accounts of the buyer and seller, get copies of bank statement, amount paid and received and PAN number of the buyer and seller to verify the mentioned details. The details, thus furnished, would also be passed onto the Income Tax Department for checking further evasion of the income tax, if any. As a result ,no registry of thesale deed of an immovable property on the basis of power of attorney was done according to the old system for several weeks. At this , property dealers met local politicians who, in turn, brought the matter to the notice of Chief Minister Parkash Singh Badal, Deputy Chief Minister Sukhbir Badal and Revenue Minister Bikram Majithia. Following this the Punjab Government told the then Jalandhar DC to restore the old system of registration of sale deeds of immovable properties on the basis of power of attorney for two months. Later ,the same was extend till December 31 and after that till March 31. Property dealers joyous President and general secretary of the Real Estate Builders and Colonisers Association Bhupinder Singh Bhinda and Rupinder Singh Gill have welcomed the decision of the continuation of old the system of registries. They said the real estate business would flourish with this decision. At the same time, they said the general public was forced to do power of attorneys due to steep hike in the prices of registries which was currently eight to ten percent of the land price@@x |
Three suicide cases reported
Phagwara, March 31 A teenaged boy, identified as Aakashdeep, of the local Satnampura reportedly committed suicide by hanging himself with the ceiling at his house in Satnampura here last night. Mental stress was said to be the reason behind In the second incident, a villager, identified as Neeta, reportedly committed suicide by consuming poison at her house in nearby Darvesh village last night. The cause of the incident could not be known. The police has registered a case and sent the bodies to the local Civil Hospital for post-mortem examination. In the third incident, a married man, Raman Kumar, reportedly committed suicide by hanging himself in nearby Dhak Pandori village last night. Mental Tension was said to be the cause of the suicide, the police said. Labourer dead A migrant labourer, identified as Arjun Parshad, died on the spot when the boundary wall of a nearby poultry farm suddenly collapsed and fell on his jhuggi near Virk village last night. The police registered a case and sent the body to the Civil Hospital for post-mortem examination. |
Lawyers form Punjab Bar Association
Jalandhar, March 31 The steering committee will finalise the constitution of the newly formed Punjab Bar Association. KapurthalaDistrict Bar Association president JJS Arora, Zeera District Bar Assciationo chief Gurnam Singh Sodhi, District Bar Association Jalandhar secretary Anuj Mehta, advocate Maninder Singh Sachdeva (candidate for president post for ongoing elections for District Bar Association Jalandhar) expressed their views at the meeting. In reply to a question whether the Punjab Bar Association work as a parallel body to the Punjab and Haryana Bar Council, the steering committee members said the Punjab Bar Asssociation would work as a bridge between bar council and the advocates practising in the district and the sub-divisional level. It would fight for the cause of the advocates working in subordinate courts. Meanwhile ,the steering committee members declared the decision of withdrawing their year-long agitation of observing no work day on Saturday ,as a panel of judges headed by Punjab and Haryana High Court Chief Justice AK Sikri, Jasbir Singh and Hemant Gupta was convinced with their demand for Saturday being holiday in subordinate courts in Punjab and Haryana on the pattern of the High Court.
The steering committee members further stated that judges announced that
an order of the HC would be immediately circulated to all district and
sub- divisional courts of Punjab and Haryana that on every Saturday,
there would be light work in which execution and miscellaneous work
would be fixed so that advocates could prepare their cases for the next
week and they could perform social obligation and provide quality
justice to litigants.

Jalandhar, March 31 In a grand weekend which will showcase two productions from the group, the week will end with what is supposed to be a slightly postponed While YUVAA director Ankur Sharma was away to the Punjab Naatshala receiving an award for his contribution to Punjabi theatre on March 27, the back-to-back shows on Saturday ("Ek Hadsa") and Sunday ("Dance of Life @ Death") had been planned to provide the little theatrical dose of delight which the city residents had missed out on, due to a lack of theatrical activity Inspired by the improvisational play "Accidental Death of An Anarchist" by legendary Italian playwright and Nobel laureate Dario Fo, the play - unlike YUVAA’s previous dark, glum dramas - this time banked upon comedy to take a peek on the corruption which has set in While the group has been attempting to do new things for theatre in the city for the past some time now, "Ek Hadsa" was no Taking a cue from Fo’s improvisational theatre wherein the playwright’s play scripts changed according to situations and contexts, many bits and parts of "Ek Hadsa" as well, were extempore bits which were performed for the first time on stage yesterday to suit the general mood and the audience. The play was also, perhaps, the first play on the Jalandhar stage which ended two ways (open ended). While earlier the corrupt policemen died in the play, the crazed (so pretending) lead protagonist, in a last bit mind change, decided that the first end wouldn’t go down too well with critics. The activist-reporter in the play was then made to die - ‘the anarchist’s’ sensibilities. Retaining the theatricality of theatre, at one point of time, had been one of the prime concerns of the city theatre lovers as well as dramatists themselves (as plays got too melodramatic for comfort and actors too preachy), but this new breed of improvising, mind-changing characters on the Jalandhar stage means two things - a considerably less heavy version of theatre and actors who are much more confident that the city audience will stick to them and hear them say their last bit - no matter what. A few years ago YUVAA had performed the same play during a theatre night at the hall in the city, but the group indeed displayed a marked improvement and garnered a whole lot of audience which cheered to the laugh riot as compared to the slightly amateurish act they doled out last time. |
Adopt playway methods to teach mathematics: Experts
Kapurthala, March 31 The three -day workshop in which about 50 mathematics teachers participated from all over Punjab improved competence and confidence level of teachers in introducing concepts, diagnosed the problems in learning and teaching. It also improvised remedial steps to improve the situation, including organising bridge courses, preparation of ready reckoners, orienting children to attempt higher order thinking skills. The main goal of the workshop was to develop awareness and interest to provide direction and guidance in understanding mathematics for children. Different activities and events provided the participants, a platform to develop confidence, show hidden talents and left a lasting impression on their minds. During the three-day workshop, Neelam Mishra, science educator - Mathematic Lab Vikram A Sarabhai Community Science Centre (VASCSC) at Ahmedabad, Gurmeet Singh (state awardee) Science Educator Government High School at Mehtan and Prof VK Honda from Thapar University Patiala imparted training to the teachers with different methods regarding the understanding of mathematics through play-way methods. On this occasion, PGSC director-general Dr RS Khandpur said, "Mathematics is the key to the scientific field. In this modern era of science and technology, emphasis is given to science subjects such as physics, chemistry, biology, medicine and engineering. Mathematics, which is a science by any criterion is also an efficient and necessary tool being employed by all these sciences.? "As a matter of fact, all these sciences progress only with the aid of mathematics. So it is aptly remarked mathematics is a science of all Sciences and art of all arts." He said,"We hope all participants would be able to implement various methodologies learnt during the workshop in their daily classroom lessons." |

Anaemic kids to be identified in schools
Jalandhar, March 31 The campaign would be taken under the School Health Programme to provide weekly folic acid supplement to the students in the age group of 10-19 . A spokesperson of the district health authorities said the students would be given the supplement, one tablet each, in a week. The students would also be administered vaccines for de-worming twice in a year. The district health authorities are yet to finalise the programme details and the campaign would be launched after a formal inaugural shortly, said Dr. Shivdial Mali, district family welfare officer. |

Retired bankers hold meeting
Jalandhar, March 31 A press note issued by Vijay Sharma, joint secretary of the association, said that the retired bankers from Jalandhar Kapurthala, Hoshiarpur, Nawanshahr and Gurdaspur district participated in the meeting. The association president AC Sharma, JK Beri, secretary and other office-bearers listed the issues taken up by the Central Committee Delhi, with the bank management.
