Patiala land scam: Ex-DC Vikas Garg arrested

Former Patiala Deputy Commissioner (DC) Vikas Garg was arrested by the Punjab Vigilance Bureau from Delhi in connection with the Rs 250-crore land scam. The suspended IAS officer is a co-accused in the case along with nine others.

Garg, who remained the Patiala DC twice, was today presented in a local court that remanded him in one-day police custody. Garg’s counsel had pleaded that there was nothing to question or recover from his client. The VB now has to ascertain if bribery was resorted to for getting the land deal executed.

Sources said Vikas Garg was arrested a day after the Punjab and Haryana High Court, on Wednesday, dismissed his petition seeking quashing of the FIR against him and nine others on November 9, 2012.

The suspended officer refused to entertain any queries while he was being shifted from the VB office to the court and back. Now only two persons, NP Singh and Ravdeep Singh, remain to be arrested. All other accused have either joined the investigation or have been arrested.

“We would like to question him in the case as he was the administrative head of the district when his junior officials allegedly transferred the government land to private persons,” said Patiala SSP (Vigilance) Pritam Singh. “We will also summon other accused, including former naib tehsildar Gurinder Walia, who had not bothered to join the investigation from the past three days,” he added.

Walia had reportedly told VB officials that he signed the transfer papers of the land following verbal instructions from Vikas Garg.

CASE HISTORY

  • Garg was allegedly instrumental in marking the 6,000 sq yd government land as private property to allow its further sale
  • A probe by the then Divisional Commissioner SR Ladhar had indicted him for execution of the sale deed of Rs 250-crore plot for just Rs 6.3 crore
  • Besides Garg, nine others have been named as co-accused in the FIR, including Patiala ex-DRO Rajbir Singh; Naib Tehsildar Gurinder Singh Walia; Kanungo Pritpal Singh and Patwari Suresh Kumar
