4 held for abducting, raping minor

Youth killed as scooter rams into truck

A youth was killed when the scooter he was riding rammed into a truck, which stopped in the middle of road, near the Vallah bypass late last evening. The deceased was identified as Balwinder Singh, who was driving the scooter while his cousin Harjit Singh, a resident of Vallah, escaped unhurt.

Six arrested for drug peddling

The Amritsar rural police has arrested six persons in five separate cases for being involved in drug peddling. Those arrested are Satnam Singh of Dulonangal, Nishan Singh of Baba Bakala, Harvinder Singh of Channanke, Jasmeet Singh of Wadala Khurad, Sukhwinder Singh of Sudhar Rajputa and Manjinder Singh of Bhaini Gilla.

4 held for abducting, raping minor

The Islamabad police today arrested four persons, including three women, for allegedly alluring a 16-year-old girl with a promise of marriage and later raping her. The girl was recovered from a village in Ferozepur and handed over to her family members.

The accused, who were earlier booked under Sections 363 (kidnapping), 366-A (compelling the kidnapped girl for marriage) and 34 of the IPC at the Islamabad police station on January 30, have been remanded in police custody for one day.

The investigations revealed that the victim was subjected to natural and unnatural sex. “Now sections of 376 (rape) and 377 (subjecting to unnatural sex) have been added to the case,” said Davinder Singh, SHO, Islamabad police station.

Those arrested have been identified as Kinder Kaur, resident of Wadda Haripura, her sister Aman and mother Shindo and brother Gurpreet, all resident of Jhamka village, near Makhu, Ferozepur.

The paternal uncle of the victim stated to the police that the victim and her two brothers lived with their grandmother as their parents had expired. He said his mother (grandmother of the victim) informed him that on January 26 Kinder Kaur came to her house and talked to the victim. Later, the girl went out of the house, but did not return.

He said the family searched for the girl in the area and came to know that she was seen with the accused persons who took her away.

Davinder Singh said initial investigations revealed that Gurpreet, alias Peeta, sexually abused the girl. The accused were planned to sell her off in Rajasthan.

“Immediately after getting the information a hunt was launched to recover the girls. Police teams raided a place at Ferozepur from where they recovered the girl, who told the police that she was subjected to sexual abuse,” he said. He added that the Gurpreet was earlier married to two girls, who had left him.

He said the accused had been remanded in one-day police custody and further investigations were under progress.

Sewer men ‘not paid salaries’ for over six months

Even as the Municipal Corporation (MC) has launched a sanitation drive to keep the city clean, it has failed to pay salaries to sewer men for the past few months due to fund crunch. This also raises a question mark on its proposal to recruit more safai karamcharis, the process for which started in May, 2012.

As per information, there are around 195 sewer men, who alleged that they have not been paid salaries for over six months. They alleged that the Municipal Corporation did not not provide them with any safety equipment.

"The MC has procured news headlines by launching cleanliness campaign and the officers are contended with getting their pictures published, but no one bothered to streamline the functioning at the grass-roots level. We have never been paid regular salaries and no one ever bothered about our safety," they rued.

It is an open secret that the MC is grappling with an acute fund crunch and it is not viable to engage extra hands on regular basis. Insiders said the MC was not in a position to even pay salaries to those who were already on its rolls.

Officials of the MC, preferring anonymity, said with a view to meet the shortage of Class IV staff, the MC has mulled an idea to engage safai karamcharis and sewer men on temporary basis at the maximum rate of Rs 180 per day, instead of engaging them on regular basis.

This exercise would help the MC cut down on salary expenditure as a regular MC Class IV employee gets around Rs 14,000 per month, whereas on DC rate the same person can be engaged for between Rs 4,000 and 5,000.

City Mayor Bakshi Ram Arora admitted that the financial position of the MC was not good, but efforts were on to streamline it by encouraging the revenue generation departments to expedite realising dues from the defaulters. "I will check with the department concerned about the sewer men's salary crisis. Out immediate next step would be to meet the shortage of safai karamcharis and other Class IV employees. The recruitment process of 346 safai karamcharis is still pending, but we would be engaging extra hands on minimum prescribed wages by the state government, so that it should not affect the sanitation of the city."

Reacting over the sewer men's allegations regarding non-availability of safety equipment, Executive Engineer-III Parduman Singh said the MC had all safety equipment and that no discrimination was meted out to any staff member, irrespective of the fact that he or she was employed on temporary or permanent basis. He said the MC possessed safety equipment, which included gas masks, safety shoes and safety belts, which were issued to the zonal in charges in whose jurisdiction any sewer de-silting job was performed.

"We have devised a policy to ensure the safety of sewer men. According to the new policy, the zonal in charge (of the level of junior engineer), would be held responsible for ensuring the safety of sewer men.

"The manhole happens to be around 15-foot deep. It is a mandatory condition to observe a safety procedure to avoid toxic gases emanating from sewer lines. The in charge concerned would get the safety equipment issued from the store in his name and would ensure that the sewer men observe safety standards," said Parduman Singh.

The Amritsar-Attari passenger train has been stopped for over a month due to dense fog. Agitating passengers stopped the Dera Baba Nanak passenger train for about 30 minutes and the blockade was lifted only after the intervention of officials of the Government Railway Police.

Railway officials said the Amritsar-Attari passenger train used to depart from Amritsar at 6.20 am and after its return the same train was used to take passengers to Pathankot. They said dense fog used to

delay the entire schedule. They assured that the train would be resumed immediately after the normalisation of weather.

He was here today to pay obeisance at the Golden Temple along with a delegation, consisting of four MLAs, eight government officials and an equal number of NRIs of the Punjabi origin settled in Manitoba.

Slinger said his state was already involved in the trade of agriculture items with Punjab, but the need was to expand this to take it to the next level. He said Manitoba could offer state-of-the-art technologies in grain storage and adding value to the product. He said in this regard they held a business meeting with members of the Ludhiana Management Association in Ludhiana on January 30, besides holding a meeting in Chandigarh on January 29.

He said Sikhs make the second biggest immigrant group in Manitoba with about 25,000 of them and added that total population of the province was nearly 1.2 million.

Sharing experiences gained through interaction with natives of couple of Punjabi villages during his current tour, Slinger said he found the same strong family values and community services, which distinguish the Sikh community in Manitoba, here.

Another member of the group Mahinder Singh Sara, MLA for the Maples, said the premiere was known to ride a motorbike to the Assembly in summers. He said Punjabi was the eighth language of Manitoba. He said immigration to Manitoba was the most easiest in Canada.

The delegation also visited Guru Nanak Dev University to explore the possibilities in the field of higher education. On reaching the campus, the delegation was received by Prof A.S. Brar, Vice-Chancellor, along with other senior faculty members.

Mahinder Singh Sara said the education system was economical and viable in Manitoba as compared to other states. He said the students studying in their state were totally under health care cover as soon as they landed in Manitoba. While appreciating the state-of-the-art infrastructure and other facilities available for higher education in the university, he said they were keen to sign mutual agreements in education, especially in the fields of immigration studies, sports medicine and physiotherapy, applied sciences, social exclusion, inclusive policy and study of English language.

The delagation visited various labs and appreciated the international-level sports infrastructure available on the university campus and the research facilities along with expensive equipment to meet the international-level research standard to be available in the newly constructed Emerging Life Sciences Block.

Later, they visited the premises of The Bhagat Puran Singh Pingalwara Charitable Trust and announced Canadian dollar 50,000 for it.

Other members of the delegation were Gurmeet Singh Sandhu, Narinder Sandhu, members of Manitoba Assembly, Manbir Singh Khaira, Randhir Singh Uppal and Amritpal Singh Bhullar.

The Amritsar Improvement Trust has written to SSP (rural) Preet Paul Singh Virk to remove verandah, entrance gate and some other parts of his office as these encroach upon a part of the road leading to the city bus stand and the B-block of 211-acre Sri Guru Teg Bahadur Nagar Scheme, popularly known as Maal Mandi.

Though the colony, where the SSP office is located, is far from being developed but it has become all the more significant as the proposed city bus service is anticipated to take off with in the next four years. The 211-acre Sri Guru Teg Bahadur Nagar Scheme has also been besieged with another trouble.

The technical bids for buses have been finalised, the exercise to brush up the financial bids is under the process. Under the project, as many as 150 buses, including 30 low floor; 25 non-AC semi-low floor; 70 non-AC mini buses; and 25 mini AC buses, would be purchased.

A flurry of activity would be in place and the trust has offered a 60-foot wide road. The road is in full length in front of the city bus stand but near the SSP office a verandah, gate at the entrance and some other construction come in between.

Executive officer of the Improvement Trust Jeewan Bansal in a communiqué to the SSP stated that the verandah and entrance gate are illegal structures, which blocked the main road to the residential colony being developed by the trust. He said “The encroachment can be removed even before the shifting of a part of the office to the new location, which is under construction as stated in a previous letter.”

The letter stated that the encroachment had reduced the road’s width to 20 feet and in this situation the trust was unable to carry out development work for the approved colony. He said the plots had already been allocated to the allottees. He said delay in development would cause unnecessary losses to the trust.

Amritsar Improvement Trust chairman Sandeep Rishi, confirming the dispatch of these letters, said the trust would offer an access road to the City Bus Stand and the B-block of the 211-acre scheme.

When contacted SSP (R) Preet Paul Singh Virk said his office would not mind demolition of these structures if these block the development of the city.

Singer-turned-actor Makhan to be seen in romantic avatar in ‘Sajjan’

Already making an attempt in the direction, the star singer made a debut as a bad guy in the recently released ‘Pinky Moge Wali’ starring Neeru Bajwa and Gavie Chahal. Ready with another shot at impressing the audience with his upcoming film Sajjan, Makhan will be seen in a romantic avatar this time.

“I got appreciation for my villainous act in ‘Pinky Moge Wali’ and it encouraged me to take up a few more film projects. Sajjan will be my first lead role,” shared Makhan, who was in Amritsar on Friday.

Promoting and praying for his film’s success at box office, Makhan, along with actor Harry, paid obeisance at Golden Temple. Just one film old, ask him if he thinks himself to be another addition to the singer-turned-actor list in Pollywood and he says, “I am a singer who found the actor in myself and is trying to make it big. ‘Pinky Moge Wali’ was my diploma in acting field and it became easy for me to act in Sajjan. Now, I can act alongside any actor of the Punjabi film industry.”

The film, he says, is a romantic drama with Sanvi Dhiman as the female lead and Dalip Tahil, Simran Sachdeva, Mani Kapoor and others. The singer, who is a known name in the world Bhangra music has enjoyed being the bad boy, be it his songs, his debut film or real life scandals. But in Sajjan, Makhan is happy to turn a hero.

“I have been lucky to get a great production team, which made it easy for me to slip into my character and play a positive character. I hope the audiences will like it,” he says.

Ask him to choose between his villaineous act from ‘Pinky Moge Wali’ or a romantic hero of Sajjan, Makhan says, “I think I’d like to be the hero.” The film releases on February 8.

UNO’s intervention sought for security of minorities in Pak

The All India Hindu Shiv Sena has sought the intervention of the United Nation Organisation in assuring the safety and security of minorities in Pakistan. All India Hindu Shiv Sena head Surinder Kumar Billa today urged the UNO to send a team to look into the conditions in which the minority communities are living in that country.

“Minorities, including Hindus and Sikhs, are not safe in the neighbouring country,” alleged Surinder. He said the Indian government had failed to do anything in this regard as it has not taken up the issue with their counterparts in Pakistan.

“The terrorist outfits have razed the houses of Sikhs and looted their properties and they were forced to leave Aurakzai Tribal region for safety,” said Billa in a statement issued here.

He said the President and the Prime Minister of India should take up the matter with their counterparts in Pakistan for providing protection to the lives and properties of Hindus and Sikhs. He said the Pakistan government should give suitable compensation to the aggrieved minority families.

A number of Hindu families have migrated to Amritsar and other parts of the country while the Indian government did nothing for their rehabilitation so far, he said.

He urged the government to grant these migrants Indian citizenship besides providing financial help and chalk out a rehabilitation policy for them.

In order to imbibe a scientific temperament among the students, the Department of Sciences of DAV College today organised a state-level science festival ‘Eureka- III’ for the consecutive third year.

As many as 200 students from 40 schools and colleges participated in junior and senior categories. The students participated in three main events viz; poster making, model presentation and quiz. They presented innovative ideas ranging from renewable energy to nanotechnology and biotechnology.

Dr AK Thukral, Director Research, Guru Nanak Dev University, graced the event as the chief guest. Speaking on the occasion, he acquainted the students with global scenario in the field of science. He said China and Korea are the emerging countries in this field.

Principal Dr KN Kaul highlighted the achievements of the college. He said the college has been awarded with status of a star college in life Science by the Department of Bio technology, Government of India.

Dr Daizy Sharma, coordinator, Eureka-III and head of the Department of Botany said such events would infuse innovative ideas, which are required to protect environment, into the minds of youngsters.

In the poster making contest, DAV Public School got first position, whereas GD Goenka School and Shri Ram Ashram School bagged second and third position respectively.

In the senior category of the quiz competition, DAV College Amritsar stood first, Khalsa College Amritsar and SL Bawa College Batala, achieved second and third position respectively. DAV Collegeiate School got first, Shri Ram Asharam School and SL Bawa Collegiate School got second and third position in the junior category.

DAV public school, Shri Ram Ashram and Shri Guru Harkishan School, Chabhal, secured first, second and third positions respectively in the model presentation contest.

Seminar on education prospective in US

The US Embassy organised a seminar on “Higher education prospective in the United States” at Amritsar College of Engineering and Technology here. Embassy official Sarah A Duffy and Rajinder Marwaha highlighted the grants and procedure for availing opportunities to get higher education in the US.

On this occasion, Dr SK Aggarwal stressed upon the need of inter-connected and inter-dependent education system.

KCA emerge korfball champion

Khalsa College of Amritsar (KCA) has emerged champion in the Inter-College Korfball Championship, held on the campus of Guru Nanak Dev University here recently.

KCA principal Dr Daljit Singh said it was a matter of great pride that five students from the team, Stanaljeet Singh, Rajwinder Singh, Rajinder Singh, Tanveer Singh and Rupinder Singh had been selected for the All India Inter-University Korfball Championship, being held at Jammu from February 20-25.

Youth killed as scooter rams into truck

A youth was killed when the scooter he was riding rammed into a truck, which stopped in the middle of road, near the Vallah bypass late last evening. The deceased was identified as Balwinder Singh, who was driving the scooter while his cousin Harjit Singh, a resident of Vallah, escaped unhurt.

Manjit Singh, in charge of the Vallah police chowki, said the victim was riding a scooter (PB-02-O-3162) when the unidentified driver of the overloaded truck stopped the truck in the middle of road as one of the tyres of the truck got punctured.

“A bamboo, suspending from the truck, pierced the neck of Balwinder Singh leading to his death," said Manjit Singh, while adding that the driver fled the scene leaving the truck behind.

He said a case under Sections 304-A and 279 of the IPC was registered and efforts were afoot to nab the absconding driver.

Six arrested for drug peddling

The Amritsar rural police has arrested six persons in five separate cases for being involved in drug peddling. Those arrested are Satnam Singh of Dulonangal, Nishan Singh of Baba Bakala, Harvinder Singh of Channanke, Jasmeet Singh of Wadala Khurad, Sukhwinder Singh of Sudhar Rajputa and Manjinder Singh of Bhaini Gilla.

The police recovered 500 gm of narcotic powder each from Satnam and Nishan, while another 500 gm was recovered from Jasmeet and Sukhwinder Singh. 250 gm of intoxicant powder was seized from Harvinder Singh.

Manjinder Singh was nabbed with over 2,000 capsules of habit-forming drugs. He was caught during a naka near Ibban Kalan village, while the police also recovered a country-made pistol of .315 bore with three live cartridges from him.

All the six have been booked under the Narcotic, Drugs and Psychotropic Substances (NDPS) Act.

Meanwhile, the B-Division police station here has seized 500 intoxicant capsules from Vikas, resident of Tower Wali Gali, Majitha road.
