dehradun Diary DESPITE factionalism and intense infighting, the ruling Congress has started gearing itself up for the crucial electoral test of Lok Sabha poll 2014 scheduled to be held in May 2014. After holding a “Chintan Shivir” for its state-level leaders, senior party leaders, after returning from the national-level brain storming session at Jaipur, are busy preparing their strategies for the crucial Lok Sabha poll.
Since the Congress is in power in Uttarakhand, the party high command would like to repeat its performance of the 2009 Lok Sabha elections in which it won all five Lok Sabha seats of the state. Indeed a tall order, but the party senior leaders and prospective candidates in particular have already started doing the spade work for the elections. The state Congress leaders believe that some of the recent decisions of the state government will also help them in the Lok Sabha elections. With an eye on the hill voters, Chief Minister Bahuguna has laid the foundation stone of the new assembly building at Gairsain in Chamoli district. Although, there has been demands that after a new assembly building would come up, Gairsain be made the summer capital of the state. The demand to make Gairsain as the permanent capital of the state was an emotional demand since the beginning of the statehood movement, Gairsain was regarded as the future capital of the hill state. However, due to various practical reasons, Dehradun was made the provisional capital of the state. But, after tasting defeat in the Tehri Lok Sabha byelections held in October 2012, Chief Minister Bahuguna has moved fast to cash in on the Gairsain issue. His move will trigger economic activity in the backward Chamoli district and could help focus on the plight of the people living in the hilly areas. The proposed move to hold an assembly session every year at Gairsain will definitely yield the dividend. Congress leaders hope that the move will benefit them in the coming Lok Sabha elections, particularly in the Garhwal hills. Some of the Congress leaders and candidates have also become active in their respective constituencies. Saket Bahuguna, son of Chief Minister Vijay Bahuguna, who lost the Tehri byelection after his father resigned the seat on his elevation as Chief Minister, has become active in the Tehri Lok Sabha constituency. He was busy organising his party workers in Uttarkashi, Tehri and Dehradun districts. He was recently seen distributing blankets in Dehradun and Mussoorie amongst poor people. In Haridwar, Union Minister of Water Resources Harish Rawat has become very active. Harish Rawat has won the Haridwar Lok Sabha seat after shifting from Almora in 2009. Harish Rawat has been frequently visiting Haridwar and meeting people in the rural areas. Satpal Maharaj, Pauri Garhwal Congress MP, is also become active in his area and trying to take advantage of the Gairsain issue and the proposed railway line from Rishikesh to
Karanprayag. Interestingly, after the foundation stone laying ceremony held in November 2011, not much progress has been made on the railway line on the ground. Almora Congress MP Pardeep Tamta is also keeping his ears to the ground. KC Singh Baba, Nainital MP, is also keeping in touch with his constituents. While, on the other hand, the main opposition Bharatiya Janata Party has yet to cope with its internal dissensions and infighting for the post of state party president. Both groups led by former Chief Minister Bhagat Singh Koshiyari and BC Khanduri are involved in a tug of war to get their own men as state party chief. In Garhwal, it was expected that Mala Raj Luxmi Shah, the present Tehri Lok Sabha MP, would again get the party nomination. On the Pauri Garhwal seat, insiders believe that Khanduri would be fielded. The party expects to do well riding on the anti-incumbency of the state Congress government, rising inflation and the withdrawal of LPG subsidy. The party has to decide on their party candidate from Haridwar, Almora and
Nainital seats. — SMA Kazmi

New technologies to curb power cuts during repair
Dehradun January 27 The technologies will be beneficial for 16 lakh domestic consumers and 18,000 industrial units in the state. Under the SCADA system, power will not be snapped in any area for the repair of faulty transmission lines or transformers and under the MTB, shutdown will not be required to test meters of high value. Five MTBs are being procured from Germany. Under the SCADA system, the load of power where the fault occurs, be it in transmission lines or transformers, would automatically be connected to another feeder, the way it happens in case of domestic inverters. And thus power supply would remain unobstructed. When the fault is repaired, transmission lines or transformers will automatically get connected to the original feeder. According to sources, with this technology, the most common problem, where the population of the region that is fed by a single feeder suffer power cuts for any reason, would be prevented for ever. Under the SCADA, remote monitoring units (RMUs) will be attached at every substation. When power signal snaps in a substation, RMU will segregate the faulty section and connect the rest of the power lines to other feeder. According to the Central Electricity Authority Regulation, it has been made mandatory to test the accuracy of high value meters every year and meters of domestic consumers after 5 years. Till date, whenever meters of big industrial units are tested whether for accuracy or pilferage, the entire big cubicles which contains such meters have to be closed and unsealed. An alternate sources of power has to be infused for powering injection to check the meters. The entire manufacturing process comes to a halt. Since this manual process consumes a lot of time, revenue loss to industrial unit is also significant. To solve all these problems, the UPCL is bringing MTBs. MTBs are equipped with technology where current transformer potential transformer (CTPT) makes high voltage to come down to low voltage for measurement purposes. |
Traffic comes to halt in Mussoorie
Mussoorie, January 27 The tourists, taking advantage of the three-day holiday beginning Friday, started pouring in large numbers. The police found it difficult to control the sudden increase in the vehicular movement which resulted in the situation of traffic jam, especially at the Mall Road. The tourist were stuck at Library and Kulri Bazaar forcing the station in charge BS Rawat to increase the number of police constables at various sites to manage the smooth movement of the vehicles. However, the major beneficiary of the sudden rush of tourists were traders. The hotels witnessing the rush increased their tariff accordingly and the large rush was seen at food shops in and around the town. Many tourists headed for the snow-covered peaks of Dhanaulti and Buraskhanda a few kilometres from Mussoorie to experience the snow wherever it
was available. The huts owned by the Forest Department at Eco-Park, Dhanaulti, were full even after the increase in the tariff here. Many shopkeepers were seen offering special Republic Day discounts to the customers. The tourists also appreciated the discount available to them on the occasion. Many shopkeepers lured the costomers by decorating their shops with national colours. "This is our way of showing patriotism" said a shopkeeper in Kulri Bazaar. Tavleen Kaur from Chandigarh, who is here with her family, said: "We have been waiting for such bumper sales to be announced and our patience has been rewarded with the heavy discount available at the stores in Mussoorie." The hot milk served in the mud pot was also a big hit among the tourists and several such stalls cropped up to satiate the unending desire of the large number of tourists in Mussoorie. Some residents, however, complained of the lack of basic facilities such a parking and public toilets as the increase in the number of tourists meant trouble for both. The residents demanded facilities to cater to the increased needs of the town. |
