6-year-old girl found murdered
Ludhiana, January 21 The incident came to light this morning when a resident of the area saw the body and informed the police. He said the body was covered with bricks. The police said the victim’s face was mutilated to conceal her identity. Balwinder Singh, SHO, Jodhewal police station, sought the details of missing children. The girl went missing from the Jodhewal Basti area on January 12 and a report was registered at the Salem Tabri police station. "The family lives at Bal Singh Nagar near Jodhewal Basti Chowk. Her father works in a hosiery unit," said the SHO. He said it appears the girl was killed on the day she was kidnapped as the body was decomposed. The police suspected that the girl was murdered somewhere else and her body was dumped in the vacant plot. Investigating officer Joginder Singh said: "The bricks with which the victim's body was covered do not have blood stains. The girl could have been gagged to death. It was a planned killing. The killer knew where to dump the body." There were no cloths on the lower part of the body and the victim’s private parts had injury marks, said the police. ADCP-IV NK Sharma said: “The body has been sent for post-mortem." The victim’s post-mortem will be conducted tomorrow. The victim’s father said the girl went missing at 7 pm on January 12 when she was celebrating Lohri with other girls of the locality. Sukhdev Mehra, a friend of the victim's father, said the family was searching for the girl. The father was distributing pamphlets of his missing daughter. "Everyone in the Jodhewal Basti area knew about the disappearance of the girl," said Sukhdev. Sources said the police has rounded up a person for questioning. The victim's mother said the suspect killed her daughter to settle a score with her husband. The victim's family was frequently changing houses. Renu, owner of the apartment where the family resides, said they shifted to the place about 20 days ago. The girl came from Bihar three months ago. The victim was the eldest among the three siblings. Heartrending scenes were witnessed at the victim’s house and her parents were inconsolable. The victim's younger sister was unaware of the tragedy and was dancing with other girls at a wedding function in the

Three robbed of cellphones, cash
Ludhiana, January 21 Vipan Gupta, a resident of the Harcharan Nagar area, was returning home after attending a wedding function at Kothari Palace. Three youngsters with covered faces intercepted him and demanded money. When he refused, the snatchers attacked him with a sharp-edged weapon. The miscreants snatched his mobile phone and fled. The Division No 3 police has registered a case under Section 394 of the IPC against unidentified assailants. MC swings into action, razes 2-storeyed building
Ludhiana, January 21 Officials of the building branch of the MC along with men, machinery and police force descended on the spot in this morning and started razing the building. The two-storeyed structure was raised having five shops in violation of the building plan, layout and permitted land use. Citing the Punjab and Haryana High Court orders, MC assistant town planners SS Bindra and Rajinder Sharma carried out the operation which continued till the evening. MC officials said the owner showed no resistance. “One storey of the building has been completely razed and work is on to demolish the remaining portion,” said the officials. The HC had virtually reprimanded the MC Commissioner for his failure to enforce building bylaws and take action against blatant violations by the owner of the SCO. While issuing directions to the MC top brass to demolish the unlawfully constructed portion of the SCO forthwith and present a compliance report on the next date of hearing (January 24), the HC had also written to the Chief Secretary to the Punjab Government that the MC Commissioner had not complied with an earlier order for demolition of the illegal construction. |
Process on to levy property tax
Ludhiana, January 21 The property tax will be levied on residential buildings and vacant plots from 2012-13. The tax will be imposed on commercial, industrial and institutional properties from the next financial year. The state government intends to rake in some Rs 350 crore annually which would go up as the tax net is widened from next year. Bharti discussed the draft zoning plan on which the unit value for imposition of tax will be calculated for the levy of the tax with the notified members of the committee. The committee members include MC Commissioner RK Verma, Congress MLAs Bharat Bhushan Ashu, Surinder Dawar, representatives of Congress MLA Rakesh Pandey, SAD legislators Balwinder Bains, Simarjit Singh Bains, Zonal Commissioners Isha, Dr Sunit Jarangal, Ajay Sood and PS Ghumman. Ludhiana MP Manish Tewari, who is the Union Minister for Information and Broadcasting, was not present at the meeting. Talking to The Tribune after the meeting, Bharti said all taxable properties in the city would be divided into eight zones depending on their usage like residential, commercial, industrial or institutional as well as on availability of the civic amenities and other infrastructure. The proposed zones were discussed at length at the meeting and suggestions and objections of the members were taken on record. Bharti said the draft zoning plan would be published and objections would be invited from public before it is finally adopted and the unit value of different zones for the taxation purpose is determined. Both the Congress legislators — Ashu and Dawar — pointed out several discrepancies in the proposed zoning plan while asserting that several areas inhabited by lower and upper middle class people were placed in a higher category while some of the posh localities were clubbed with those in lower categories. They also voiced their protest against the levy of property tax, especially when the MC was not in a position to provide basic amenities and infrastructure to city residents due to persistent financial crisis. The Congress MLAs asked the civic administration and the government to resume work of all stalled development projects before putting additional financial burden on residents. |

Ludhiana, January 21 Pardasi’s son Amardeep Singh Saran, a resident of Vishal Nagar, was arrested by the Dakha police. He was produced in a court and was granted bail. Amardeep’s aides Akashdeep and Tony are yet to be arrested. The incident took pace yesterday afternoon when Amardeep Singh visited the marriage place on Mullahpur to attend the wedding of his friend Gurdeep Singh. He entered into a heated argument with Gurdeep’s relatives following which both the groups fired shots into the air. This created panic at the wedding function and guests were seen running helter-skelter for cover. Both the doors of the marriage palace were closed. A police team led by DSP, Dakha, Navreet Singh reached the spot, but the accused managed to flee. |
A cruel joke on students
Ludhiana, January 21 "The admission process is almost over and we are worried for our children. Where do we get the children admitted now?" complained a parent. The parents said they could not pay the hefty fee of the new school. The school opened on April 16 last year. Principal of the school Santosh Bakshi said she was told about the sale of the property last month. She had intimated the parents about the same when the school reopened this month. "The school management has given the options for shifting the students to its Dugri branch, but it is too far," she said. Parents are demanding that the school management should get their wards admitted to a nearby CBSE school. "The school management should make some alternative arrangement without charging parents a single penny," said Ajay Kumar, a parent. Others said the academic session should be completed so that they could get their children admitted to a good school in the next academic session. "Strict action should be taken against such schools that play with the future of students," said another parent. |
Merger of batches: PAU students call off protest
Ludhiana, January 21 The authorities assured the students that the batches would be formed as per their wishes. Earlier, the authorities selected the roll numbers randomly. The PAU authorities had issued a notice regarding the merger on January 3. It was stated that a new section would be constituted by merging students of BSc agriculture four-year programme and BSc agriculture six-year programme. Following which, the students went on a strike. They decided to boycott the classes to lodge their protest. Dr Davinder Singh Cheema, Dean, Agriculture College, said, "It's the era of competition and the PAU authorities feel that interaction with students is very important. We will constitute the sections as per students' wishes." "We will not take action against the students who missed the classes during the protest," added Cheema. Software industry will continue to get tax benefit: Board
Ludhiana, January 21 The Indian software industry has been getting tax incentives under Sections 10A, 10AA and 10B of the Income Tax Act. There were disputes in the interpretation of the tax laws on whether the on-site development of computer software qualified as an export activity for tax benefit and whether deputation of technical manpower for such activity was eligible for tax deductions. The Central Board of Direct Taxes (CBDT) clarified that the software developed abroad at client's place would be eligible for benefits under the provision as it would be deemed as export. Among other issues raised by the software industry, the CBDT clarified that companies could continue to enjoy tax holiday even in case of physical relocation of an Special Economic Zone (SEZ) unit to another SEZ unit. Besides, research and development activities for engineering and design by software companies would be eligible for tax deductions. |

14-year-old repeatedly raped for a year
Ludhiana/Phillaur, January 21 Dr Ashok Kumar, who was on duty, said that the condition of the victim was critical so they had to abort the foetus. The foetus has been preserved for further investigations. The victim, a student of class VIII, complained that a boy from the locality identified as Rimpy, had repeatedly raped her for a year and threatened her of dire consequences if she revealed the truth to anyone. In the meantime, the police has registered a case against Rimpy and started the investigation. Gulshan Lal, SHO, Phillaur, told The Tribune that the police had registered a case under Sections 376/342 and 506 of the IPC against Aadharmi boy Rimpy of Mitha-Khu Phillaur on the charges of raping a minor girl, and threatening her. The said accused is at large, the SHO said. He said the victim girl is being treated at Phillaur Civil Hospital and her condition was stable now. Sources said that the police would also conduct the DNA profiling of the accused, victim and the foetus to substantiate rape. Lachhman Dravid, president Bhartya Valmiki Dharam Samaj (BHAVADAS), Vijay Danav, main coordinator, BHAVADAS, Naresh Dhingan, Ashwani Sahota and Yashpal Chaudhary have condemned such atrocities on women. 3 held with 30 mobiles
Ludhiana, January 21 The accused, identified as Jasdeep Singh, alias Harry, Ravi Kumar and Varinder Kumar were nabbed during a naka at the Brindaban road. The accused are habitual offenders and have been in and out of jail in connection with snatching incidents. Sources said the accused had stabbed and robbed an elderly person near the CMC hospital two days ago. The victim is battling for life. The same day they took away valuables from a house in division number 6 area. Four cases of snatching have been registered against Harry at various police stations, including Salem Tabri, Jodhewal and Meharban. The trio used to rob people at knifepoint. Theft at house in Jagraon
Jagraon, January 21 "We had to spend night at our neighbour's house as the keys of our house were stolen at the wedding venue. When we entered the house this morning, we were shocked to see the locks of the cupboards broken," said Raj Kumar. Raj Kumar said the thieves stole a gold chain and two gold rings. ASI Mukhtiar Singh said the police had received a complaint and the matter was being investigated. No case was registered till the filing of this report. Ludhiana, January 21 AIG SS Mand's leg was fractured during a brawl on Christmas eve in a discotheque, Hub, situated at Ghumar Mandi, Ludhiana. Rishi, along with the owner of Hub, Maninder Pal Singh, alias Sunny Johar, and Aman were arrested on December 26. In its bail plea, the accused had submitted that he was innocent and had been implicated in the case. He had sought bail with the submission that nothing was to be recovered from him as he was in judicial custody. The presentation of challan and conclusion of trial would take long, so he should be released on bail. A case under Sections 307,395,148,149 of the IPC was registered against the accused at the division number 8 police station on December 25, following the complaint of Paramjit Singh, an NRI friend of AIG Mand. The accused were booked on the charges of thrashing and launching a murderous attack on the NRI. |

Ludhiana, January 21 On the penultimate day, holders RCF, Kapurthala, failed to keep their domain in tact. In the first semifinal, they lost the battle of nerves against their spirited opponents, SAI, Sonepat. SAI players took an early lead when Monika dodged past a hoard of defenders and managed to roll the ball into the net (1-0). She again struck in the 29th minute to read the score sheet 2-0. In the second half, the reigning champions reorganised themselves. They made concerete forays into the rival's territory. Eventually, their efforts yielded the desired result in the 47 minute as Anuradha Devi scored a fine field goal to reduce the margin (1-2). Elated at this, RCF eves went all out for the equaliser and in the process, succeeded in sneaking into the danger zone time and again but all their moves were thwarted by the agile SAI, Sonepat, custodian. In the second semifinal, South Eastern Railway, Kolkata, faced a little challenge from Central Railway, -5 SER, Kolkata, drew the first blood in the third minute through L Kerketta but were denied success till half time. However, the Central Railway players wilted under pressure in the second half as they conceded goals in the 46th minute (Punita) and 54th minute (Kavita).
