State highways to have rest centres
Jammu, January 9 The wayside amenities or rest centres for drivers would be set up on the Jammu-Srinagar and Batote-Doda-Kishtwar National Highways where the drivers can rest for some time and refresh themselves for their journey. In this connection, the Traffic and Transport Departments along with representatives of Beacon organisation and the National Highway Authority of India would conduct a joint inspection on January 17 to identify spots to provide amenities on the twin National Highways. At a high-level meeting of the officers of Traffic police, police, Beacon organisation and other departments concerned with the Minister for Transport, Qamar Ali Akhhoon was convened to take stock of the situation on the national highways in the state. These wayside rest centres for the drivers would have all kinds of facilities, including big halls with beds/ kitchen/ washing rooms besides other amenities. The Beacon authorities have started replacing the damaged crash barriers near the trouble spots of Khoni Nallah and Panthal on the Ramban-Banihal stretch, the most accident-prone area on the Jammu - Srinagar National Highway. It was also informed in the meeting that big signboards and signals are also being put up on vital points along the highway. The Minister asked the National Highway Authority of India and Beacon authorities to take pre-emptive measures by keeping men and machinery ready to meet any exigencies in the backdrop of fresh snowfall in the coming days. Power supply in Leh erratic
Leh, January 9 Power Development Department Executive Engineer RS Rashpal said, “Overloading of power has forced the authorities to make power curtailment in many residential colonies of the town.” He said due to snag in the Governor hunting machine of Nimo-Basgo Hydel Power Project, the power to Leh town and its adjacent villages was supplied from Choglamsar diesel
generator sets, which could supply only 5 MW power against the demand of 9 MW. One unit of 15MW of the 45 MW Nimo-Basgo NHPC Hydro power project was started on a trial basis on December 14 on the eve of Ladakhi Losar (New Year). Rashpal said experts of the BHEL, who came from Delhi, were checking technical problems. Ever since the NHPC Nimo-Basgo Power Project was started on trial, people got power at an average of ten hours daily instead of five and half hours.
Moreover, over five-hour of the power supply was from the diesel generator and that too for only for lighting purposes. The banned heavy voltage electrical gadgets like heater and boilers are openly used by the people after the NHPC Nimo-Basgo Power Project started on the trial basis. Duthan villagers without power since December 14
Batote, January 9 The villagers got electricity supply on July 1, 2012. “Only 32 houses of our village got electricity supply on July 1 last year but have been without power since the snowfall on December 14,” said Jagdish Khajuria. “One of the staff members of the department had told us that the coil of the 25-KVA transformer got damaged and asked us to bring some villagers who would carry it to Ramban for repair,” he added. Out of the 105 families of the Duthan village, 73 families still do not have power supply. “While inaugurating the 25-KVA transformer on July1, I had suggested to the department to engage the junior staff members on casual basis to take care of the power supply installed under the Rajiv Gandhi Grameen Vidyutikaran Yojna (RGGY) in such remote areas, but the same went unheeded thus making the poor villagers to suffer in this bone-chilling cold weather,” said MLA, Ramban, Ashok Kumar. “I was not aware about it. I will speak to the authorities in this regard,” he added. Superintendent Engineer SC Meena, said since the transformer is under guarantee so it would be replaced by the agency concerned soon. |

Nano cars may soon run as cabs in Jammu, Srinagar
Jammu, January 9 Officials said though the department had not given its consent to run the service but it has asked private parties to submit detailed proposals on how they intend to implement the strict rules laid down by the government. “We have received applications for permission to use Nano cars in commercial segments within the jurisdiction of Srinagar Development Authority (SDA) and Jammu Development Authority (JDA) as mini taxis on tariff as charged by autorickshaws. The same will be studied before granting permission,” a Transport Department official said. As per the notification issued by the Transport Department, before considering the matter the applicants should have provision of parking lots to operate the service. Under this scheme, the operators will be provided separate phone numbers and the tourists or commuters can ask for taxi service. The service will have a city-based permit and can be availed to go anywhere within the municipal limits. “Each vehicle will have a GPS system to track the location of the taxis and payment can be made
as per the meter reading to avoid excess billing. Each operator needs to
create own parking space and other facilities,” said an official. The state government had decided to ply radio taxis in the two cities. However, few have been made operational in Srinagar but Jammu does not have a cab service. As per the specification of the scheme, every motor cab at the time of induction shall be preferably brand new or else not more than two-years old. “The vehicle must be equipped with temperature-control devices such as air conditioning and heating and maintained in proper working order at all times. The government also intends to provide the operators options of white, red and black colours to chose for the taxies. |

Other members were Vice-Chancellor of the JP Institute of Information Technology (JPIIT), Noida, Dr SC Saxena, and a senior Professor from the IIT Kanpur. “Four senior Professors of Jammu University had applied for the post. Jammu, January 9 Chairing the periodic Committee meeting of secretaries, the Chief Secretary said the RFD will shift the focus from process orientation to result orientation and provide an objective and fair basis to evaluate the overall performance of each department at the end of the financial year. The Results Framework Document will function as a performance assessment and management system aimed at judging the performance and service delivery of government departments. The department will be judged on the basis of timely completion of works, outcome of schemes, quality of work done and status of benefits of projects actually accruing to people and other success indicators. District Sports Councils not enough: Assn
Jammu, January 9 The decision in this regard was taken by the sports council at its 52nd meeting held in April 2011 under the chairmanship of Chief Minister (president, sports council) and the deliberations took place in the 128th meeting of the standing committee which was held in July last year. “What is the logic behind constituting the District Sports Council in ten districts of the state when the authorities concerned have failed to fully operationalise the district sports bodies,” sources in the sports council said. “Out of the 48 affiliated associations, only a few have constituted their bodies in every district of the state while rest of the associations are still struggling to constitute them,” sources said. District Sports Councils were constituted in 10 districts of the state. These included Anantnag (Islamabad), Budgam, Baramulla, Kupwara, Pulwama, Doda, Kathua, Poonch, Rajouri and Udhampur. Sources said even those associations, who have constituted the district sports bodies, have yet to conduct elections to nominate new office bearers as the term of present office bearers have expired since long. “Another decision that was taken in the meeting relating to financial powers up to the extent of Rs 1 lakh per annum for the district sports councils looks to be a mere announcement because the incharge managers at the MA stadium, which is the main activity centre for sportspersons, are getting a meagre 5,000 to spent on repair and other necessary works then how it could be possible that the councils would be entitled to such amount,” the sources maintained. Meanwhile, the J&K State Sports Council has put the entire blame on the sports associations for not taking initiatives to constitute district units. Governor emphasises on ethical values to establish harmonious society
Jammu, January 9 The Governor, as the chief guest, was addressing the valedictory session of the two-day seminar on ‘Unity in Diversity’, being organised by the Ramakrishna Mission, Jammu, as part of the 150th Birthday celebrations of Swami Vivekananda, at the police auditorium, Gulshan Ground, here today. The Governor observed that Swami Vivekananda was not only an eminent Indian but one of the most outstanding thinkers and philosophers, who had a visionary view of the universe. He said India, with more than 5,000 years of recorded history, was one of the best example of Unity in Diversity, where people from various religions and faiths, various languages, have lived together for centuries. He said this spirit had to be rediscovered and strengthened. Referring to the various major components of the philosophy of Swami Vivekananda, the Governor said character building and the restoration of ethical values were very important. Referring to the recent heinous gang-rape incident in Delhi, he stressed the importance of concerted efforts being made to reinvigorate moral and ethical values in the society. Swami Paratmananda, secretary, Ramakrishna Mission, Srinagar, gave a resume of the sub-themes and deliberations of the working sessions of the two-day seminar. Employees’ protest enters second day
Jammu, January 9 The employees are demanding enhancement of retirement age to 60 years, a policy on regularisation of daily wagers and removal of pay anomalies. Reports said thousands of employees across J&K held demonstrations at all the district headquarters and presented memorandum to the Deputy Commissioners concerned regarding the non-implementation of the agreement on their demands. Meanwhile, work in almost all the government offices remained paralysed on Wednesday as the employees did not attend their offices. Reports from various parts of the region revealed that the employees suspended their work in almost all the districts in response to the strike call given by the JCC. JCC senior leader Abdul Qayoom Wani threatened that the option of indefinite strike would be considered if their demands were not met. Another JCC leader, Khursheed Alam said two major rallies had been planned in Jammu and Srinagar on January 10. Enhancement in the retirement age is one of the key demand of amalgam of nearly 50 unions of the government employees, which had negotiated with the sub-committee on number of issues, including removal of pay anomalies, conversion of the cost of living allowance (COLA) into dearness allowance (DA) and regularisation of daily wagers. Apart from clearing pay commission arrears, employees are demanding removal of pay anomalies in cleric’s grades, extension of retirement age by two years and increase in the House Rent Allowance (HRA) to equal that of the Central employees. |

Bhalla said the state government was committed to provide all assistance to the beneficiaries under the SWD schemes like NFBS, Indira Gandhi old age, widow and disabled pensions, hearing aids, tricycle to physically challenged persons, pre-matric, post-matric minority, SC, OBC and physically handicapped scholarships. He called upon the beneficiaries to avail the
benefits of such schemes by completing required formalities. Dept-wise pattern for misconducts sought
Jammu, January 9 The Chief Secretary today took a review of the functioning and performance of the state vigilance organisation in a meeting which was attended by the vigilance commissioner SVO, principal secretary to the Chief Minister, secretary, general administrative department (GAD) and other officers. The department wise status of corruption cases was discussed and the performance of SVO, on such parameters as the number of preliminary enquiries pending, number of FIRs registered, number of pending cases in courts and the conviction rate in the courts, was reviewed. It was informed by the SVO that a total of 507 cases were pending in various courts of anti-corruption in the state, whereas 131 investigation cases were pending till date. In about 60 cases, the accused officials were held guilty in the last seven years. The Chief Secretary laid emphasis on streamlining the process of vigilance clearances and the pace and manner of the departmental enquiries being conducted by various departments. Various proposals for effective conduct of departmental enquiries were also discussed and GAD was asked to issue the instructions separately. |

Jammu, January 9 In the first match, the DFC, Udhampur, got the better of the DFC, Kathua, via sudden-death in a nerve-wrecking contest. Earlier, both the teams managed to score a goal each in the stipulated time. Sunny Lakhanpuria of the DFC, Kathua, drew first blood in the very first minute of the match to give his team early lead but that did not last long. Naman Kumar of the DFC, Udhampur, scored an equaliser in the 33rd minute to make it 1-1. After both teams failed to score in the second half, the winner was then decided through sudden death. The DFC, Udhampur, held their nerves and emerged victorious by 11-10. In another match, Mussa Club had the last laugh against the DFC Samba by a solitary goal in an interesting contest. Jammu, January 9 In the first match, GDC, Mendhar, beat GGM Science College by 14 runs. Batting first, GDC, Mendhar, scored 120 for the loss of seven wickets in the allotted 20 overs. Motien Khan (26), Saddam Hussain (17), Wahid Nazir (16) and Ajay Ahmad (14) were the notable contributors. For GGM Science College, Vishal Raina and Varun Chowdhary grabbed three and one wicket, respectively. In reply, GGM Science College was out for 106 runs in their allotted quota of overs.
