Even as the entire city will be celebrating the "festival of lights" with their near and dear ones, a set of people will be spending tomorrow night at their work place to ensure that everyone enjoys the occasion in the comfort of their homes.

There will be policemen, firemen, doctors and even the Powercom linesmen who would be missing the charm of bursting crackers with their children, doing puja with the family and having a lavish dinner with family and friends. Instead, they will be out of homes to answer the call of their duties.

At the forefront will be the firemen, the unsung heroes, attending to calls and reaching out to the affected areas to douse the flames. Rajinder Sharma, Fire Officer, said, “It is not just me, but the entire staff of the department, including 19 firemen, nine employees from octroi staff, ex-servicemen and drivers (51 in all), who would be stationed at different strategic locations to combat any untoward incident.”

Asked if he would miss his family, he said, “We are used to it and so are our families. We will take compensatory off a day or two later and then have a similar celebration with them. It will not really matter. The safety of the residents of the whole city is our priority on this day.”

Also on stringent duty will be the policemen, ACP (Traffic) Parminder Singh Bhandal, said, “Tomorrow night, each and every traffic police personnel, including me, will be on roads to ensure that there is no problem in the movement of traffic. The personnel will be on duty till past midnight till everyone is through with celebrations and has reached home. We will be making six teams which will cover the entire city.”Asked whether his family would wait for him to have dinner together, “No, they already know that there is no point in waiting. My children are school-going. By the time I will be reaching home, they will have already slept. Duty comes first, celebrations can follow.”

Away from home and attending to any emergency cases on Divali night will be doctors at the Civil Hospital. Dr RL Bassan, Civil Surgeon, said he had directed all surgeons and eye specialists to be on duty tomorrow. The emergency doctors at all primary and subdivision health centres have also been sounded. Dr Satinder Bajaj at the Trauma Centre of the Civil Hospital said, “I will be spending two to three hours at the hospital after 10 pm. I have been asked to be available on call throughout the night.” Dr Jasminder from the Paediatrics Department, too, had a similar statement to make.

Ensuring that all houses are lit up on Divali night, there will be at least two to three linesmen of PowerCom on duty tomorrow at their respective zonal complaint offices.

100 saplings die before plantation due to MC’s negligence

Jalandhar, November 12
Owing to utter negligence on the part of Municipal Corporation (MC) officials, nearly 100 saplings of bottle brush tree, which had perhaps been procured by the officials for plantation along roadsides in Urban Estate, Phase-II, and Punjab Avenue, have gone completely dry.

The saplings had perhaps been procured by the horticulture wing of the MC during Vanamahotsav celebrations in August. The department staff shifted the plants to the desired location along a drain in small polythene bags, but perhaps forgot to plant them. The saplings, which could not be watered after the rainy season, have now withered.

Of the total saplings, only a few have a single green branch left with some chance of revival, while the rest have completely died. The sight has come as a rude shock for the residents, who claim that they have written to the MC authorities time and again to do something, but in vain.

Ramesh, who runs a construction material shop in the area, said, “We saw an MC trolley unload the saplings here about three months back. Ever since, no one came over to plant them anywhere. If they were short of time, they could have roped in some residents or environmentalists or social bodies for assistance. It is sheer callousness on the part of the officials to have let the plants die like that.”

Japinder Singh, resident of Punjab Avenue, said the dying plants presented a horrific sight. “Had these been planted somewhere, these would have flowered in a year or two and given shade to the passersby in summers,” he said.

Kulwinder Singh, Superintending Engineer (B&R and Horticulture), said the matter was not in his notice and he would get it checked.

JIT asked to pay up
Tribune News Service

Jalandhar, November 12
The District Consumer Disputes Redressal Forum has asked the Jalandhar Improvement Trust (JIT) to refund Rs 18,000 that a pensioner paid while applying for an LIG flat, while also compensating her by paying up an additional amount of Rs 10,000.

In her complaint, Tripta Devi, resident of Avtar Nagar, wrote, that the JIT had launched an LIG flats development scheme in Indira Puram (also known as Gurbanta Singh Enclave) wherein she had applied in the pensioners' category. She said she was one among those selected as waiting applicants in the category with her application number 67205.

The complainant deposited Rs 18,000 vide pay order dated December 29, 2007, at Axis Bank, Jalandhar, favouring “The Chairman, Improvement Trust, Jalandhar”. The pay order was received by the JIT office.

The complainant said since then she had approached the opposite party on numerous occasions to get the flat allotted in her name. The complainant said finding no sufficient and proper reply, she ultimately applied for a refund of the margin money of Rs 18,000 on January 29, 2009. She said she had sent numerous requests, but she still did not get any refund. “Neither the opposite party has allotted any flat till today, nor has refunded Rs 18,000 along with 18 per cent per annum interest despite repeated requests,”she alleged.

In their reply, JIT officials said the name of the complainant was first in the waiting list of successful applicants of LIG flats. “Only if any one of the successful applicants would have withdrawn, she could have been allotted the LIG flat. Since not even a single applicant withdrew, she could not get any allotment in her name.” The trust chairman expressed his consent for making a refund.

In his judgement, forum president Jaspal Singh Bhatia wrote, “In case the trust was ready to refund the margin money of Rs 18,000 to the complainant, they should have deposited the cheque or draft for the amount along with a written reply. It clearly shows that the opposite party intentionally did not refund the amount. The trust is directed to refund Rs 18,000 to the complainant and to pay further Rs 10,000 in lump sum on account of compensation and litigation expenses within one month from the date of receipt of copy of the order, failing which it shall be liable to pay an interest at the rate of 12 per cent per annum.

In a bid to regularise "tehbazari" fee and check undue collection from its field staff from shopkeepers extending their counters in festival days, the Municipal Corporation (MC) has issued directions to its collectors to levy an amount varying between Rs 500 and Rs 3,000.

Those extending counters up to 5 feet will have to pay up Rs 500, those going between 5 to 10 feet will be made to pay Rs 1,000 and those putting up their gift items and stuff from 10 to 15 feet beyond their premises will be asked to pay Rs 1,500.

There are separate charges to be levied on those tents erected along roadsides. A fee of Rs 1,500 will be charged for a single tent and Rs 3,000 for a double tent. The last date for any such temporary encroachment will be November 13, Divali day.
