Seminar on human rights organised by CHITRA

A human rights seminar was organised by the Centre for Human Rights and Initiative, Training and Research Association (CHITRA) here yesterday. Inaugurated by Dr Rajneesh Arora, Vice Chancellor, Punjab Technical University, the seminar stressed on the need to put a stop to growing insensitivity in society and the resultant disregard to human rights.

Two head constables caught for drug smuggling

In a big achievement, the district police today caught two head constables (HCs) and four other persons involved in drug smuggling. Stating this, SSP Inderbir Singh informed mediapersons here on Monday that the two HCs Joginder Singh and Phuman Singh were dismissed from their jobs after they had been arrested in drug smuggling.

Auto union to hold flag march against delimitation of routes

Condemning the decision of high court about the delimitation of routes for auto-rickshaws, the Jalandhar Auto Rickshaw Workers Sangharsh Committee today said that it would hold a flag march on November 3 against the order not to ply auto-rickshaws beyond the boundaries of the Jalandhar municipal corporation.

Colourful start to ‘Mela Gadhri Babein Da’

The four-day 21st Mela Gadhri Babein Da at Desh Bhagat Yadgar Hall started with a homage paid by school and college students through their renditions. Individual and group song competitions were held for the students from junior and senior categories. The students sang patriotic songs “Hind vasiyo rakhna yaad sanu”, “Asan toriyan gulami diyan kadiyan” and “Bade hi asin dukhde zare”.

Patrol parties set up to tackle rowdy youths

To tackle rowdyism in the ongoing festive season, the city police has set up several patrol parties of police personnel, which are roaming in the city markets to maintain law and orders. Apart from this, policemen in civvies have also been deployed at the strategic points in the city for controlling the rowdy youths.

A six-year-old child was electrocuted to death at Bajwan Kalan village late last evening in Shahkot. The deceased has been identified as Manjinder Singh. He was a student of first standard.

Gang of looters busted, 3 held
Members confess to committing 200 incidents

The Crime Investigation Agency (CIA) rural today claimed to have busted a gang of snatchers and looters and arrested three of its members. The police also recovered weapons, looted gold ornaments and other valuables from them. The gang members confessed to having committed as many as 200 loot incidents and snatchings in the recent past.

The accused have been identified as Gurvinder Singh of Khakh near Hoshiarpur, Baljinder Singh of Talwandi Salla and Jagtar Singh of Dashmesh Nagar in Tanda. The accused, who are still at large, have been identified as Hardeep Singh of Patara village, Lakhwinder Singh of Bhogpur, Sunny of Gardiwal, Jatinder Singh of Tanda, Gurdip Singh of Tanda, Daljit Singh of Gardiwal and Jarnail Singh alias Raja of Tawandi near Hoshiarpur. Yurinder Singh Hayer, Senior Superintendent of Police(SSP), said the police had also recovered two pistols, five live cartridges, a motorcycle (Pulsar), gold ornaments( four chains, 14 earrings, one locket and some other gold jewellery worth several lakhs.

About the modus operandi of the gang members, Singh said the miscreants had divided the gang into two groups. One group used to roam around link roads on motorcycles to loot valuables and cash from people at gun-point. These group members orchestrated a majority of incidents on the link roads near Jalandhar, Hoshiarpur, Adampur, Bhogpur, Dasuha, Gardiwal, Begowal and Bhulath.

The second group engineered maximum incidents on the highway near the city, CIA in charge Angrej Singh said. The alleged miscreants used to target truck drivers during night and they confessed to having looted as many as 60 truckers in the recent few months.

The SSP said teams had been formed to nail the accused who were at large.

A case under Sections 392, 395, 34 of the IPC and 25-54-59 of the Arms Act had been registered against the accused.

Drug addiction drove them to crime

During investigation, the accused revealed to the police that they were badly addicted to expensive drugs like heroin. Initially, they managed to buy drugs on their own, but with the passage of time, they were unable to spare money for drugs. Then to satisfy their hunger for drugs, they entered into the world of crime.

History-sheeters

Gurvinder was booked in four cases of loot, fight, snatching etc in the recent past. He was also declared a proclaimed offender (PO). Four months ago, he had looted a truck laden with iron worth several lakhs. Two years ago, he had also kidnapped Haryana-based four persons and had then demanded Rs 20 lakh extortion money.

Balwinder was a son of Non-Resident Indian and had committed several incidents of snatchings in the recent past. He was recently deported from France.

Jagtar reportedly spent six years in Dubai. Then after marriage in India, he befriended Balwinder and ventured into the crime.

Seminar on human rights organised by CHITRA

A human rights seminar was organised by the Centre for Human Rights and Initiative, Training and Research Association (CHITRA) here yesterday. Inaugurated by Dr Rajneesh Arora, Vice Chancellor, Punjab Technical University, the seminar stressed on the need to put a stop to growing insensitivity in society and the resultant disregard to human rights.

A recently established district branch of the national NGO CHITRA, the state unit of the NGO, has filed 14 petitions before different human rights organisations which include a petition to the United Nations Council and many to the National Human Rights Commission and Punjab State Human Rights Commission.

Speaking on the occasion, PTU VC Dr Arora stressed on the fact that this generation needed to be sensitised about human values. On these very lines, the PTU had also made the subject of human values and professional ethics compulsory for engineering students across the state for the past one-and-a-half years.

Inaugurating the seminar, Dr Arora, who himself started his journey working for an NGO at Jharkhand for 10 years, said the trend of blindly aping the West had cost dear to India.

For true growth, India needs to dig out its own path rather than aping the developed countries to formulate a successful growth model in education and other sectors, he said.

Dr Arora also stressed on the fact that people are usually not aware of their own basic rights - from the right to proper food to the right to proper education. Everything falls under the ambit of human rights, he said.

Inderjit Singh, former Labour Commissioner, Punjab, stressed on taking care of the marginalised sections of society, which are more prone to violations.

Subhash Sharma, principal, St Soldier Law College, spoke about various acts of human rights and the action that could be taken whenever a violation occurs.

Convener of the Punjab Chitra Unit SK Kapoor and co-convener Kulwant Singh Nagra said the NGO would be recruiting volunteers across the district and its rural areas who would report any rights violations to the NGO heads for further action. NGO director OP Sharma was also present on the occasion.

Dr Ramesh Kumar Madan advisor, Chitra and SK Nayyar, regional convener, said the six advocates on the CHITRA panel would work for providing legal aid to the people of the area and would be available for their service 24 hours.

Two head constables caught for drug smuggling

In a big achievement, the district police today caught two head constables (HCs) and four other persons involved in drug smuggling. Stating this, SSP Inderbir Singh informed mediapersons here on Monday that the two HCs Joginder Singh and Phuman Singh were dismissed from their jobs after they had been arrested in drug smuggling.

A permanent resident of Fatehgarh Churian in Gurdaspur district, HC Joginder Singh (Lalli) was posted at Police Lines in Kapurthala, whereas HC Phuman Singh, residing at Balle Chak village falling under the Begowal police station, was posted at the City police station.

SSP Inderbir Singh, accompanied by DSP Paramjit Singh and SHO Kotwali Inspector Naresh Joshi, stated that 1,250 gm of heroin, worth Rs 6.25 crore, in the international market had been recovered from the six accused.

The six accused, including a woman, coming from the Goindwal Sahib-Fattu Dhinga side in two cars tried to run when the police signalled them to stop at a special naka laid at Gate Wala T-point village after secret information. They were chased, caught and 1,250 gm of heroin and some intoxicating powder was recovered from their possession.

The other four accused have been identified as Ravi, alias Bau, Daya Singh, alias Sonu, Prabhjot Singh and the woman Jindro. Separate cases under Sections 22/61/85 of the NDPS Act have been registered against them at the Kotwali police station.

During preliminary interrogation, the police came to know that the accused used to bring drugs including heroin from Sheron village in Tarn Taran district to Kapurthala for past some time. The HCs used to help the other accused easily cross their vehicles from various nakas, the police officials added.

Further interrogation of the accused is on and more startling revelations are expected.

Auto union to hold flag march against delimitation of routes

Condemning the decision of high court about the delimitation of routes for auto-rickshaws, the Jalandhar Auto Rickshaw Workers Sangharsh Committee today said that it would hold a flag march on November 3 against the order not to ply auto-rickshaws beyond the boundaries of the Jalandhar municipal corporation.

The union would initiate flag march from Kartarpur which would culminate at District Complex outside the Deputy Commissioner’s office.

Leader of Sangharsh Committee and District Secretary of Pendu Mazdur Union said by implementing the order of the high court, the city police had started installing nakas at the boundary points of the MC jurisdictions and had even challaned scores of auto-rickshaws for violations.

Union leaders alleged that the implementation of the order would directly hit their daily earnings. If we do not ply autos outside the MC limits, we would not be able to earn sufficient daily bread for our family, the protesting leaders held.

They claimed that the Jalandhar MC limit was spread in just 14 km and the city had about 12,000 auto-rickshaws, union leaders quipped. How could these huge numbers of autos be plied in such a small boundary of the MC?

In this regard, the union had also held a protest in the city yesterday and had also submitted a memorandum to the Deputy Commissioner.

To implement the orders, the traffic police had started erecting nakas at various boundary points and had not been letting the auto-rickshaws to cross the MC boundary.

In the junior solo song contest, Vineet of Excelsius Convent School Goraya, Harjit Kumar of Chaudhary Santa Singh Senior Secondary School Bilga and Pankaj Mahey of DAV Public School Bilga won the first, second and third prizes, respectively.

In the junior group singing, the students of New St Soldier School, Sant Sarwan Dass Model School Hadiabad and SRT DAV Public School won prizes.

In the senior solo song contest, Jotika of Bharti Nritya Sangeet Kala Kendra, Rajdeepika of the Guru Gobind Singh Khalsa College for Women Kamalpura Ludhiana and Sunny of Sargam Academy Jalandhar won the first, second and third prizes, respectively.

In the senior group singing, the students of the Guru Gobind Singh Khalsa College for Women Kamalpura Ludhiana, Pardeep Sangeet Academy Jalandhar Cantonment and Phulwari Public Senior Secondary School Lohian won prizes.

Police not arresting remaining accused in Leena's murder case: Father

Dharam Pal, resident of Kapurthala, today blamed the Nawanshahr police for not arresting the remaining accused in the murder case of his daughter Leena, registered last month.

He told mediapersons at a press conference that his daughter Leena got married to Deepak Sahni of Nawanshahr in 2005. He had spent over Rs 80 lakh on the marriage and also given a luxury car, gold ornaments worth several lakhs of rupees to her in the marriage.

Dharam Pal said still Leena's in-laws kept on torturing her for dowry and many a times thrashed her and even attempted to give her poison.

“Last month, my daughter called me on phone and revealed that her in-laws, including her husband, had forcibly put poison into her mouth,” he said, adding that when they reached Nawanshahr they found Leena admitted to a private hospital, where she died in a few hours.

He said later the police registered a case under Sections 498A, 302 and 120 B of the IPC against Leena's husband Deepak Sahni, father- in- law Baldev Raj, mother-in-law Chanchal Rani, sisters-in-law Seema and Radika and brother-in-law Vinod.

He claimed that his daughter’s husband Deepak was recently arrested by the police, but the remaining accused were still escaping police arrest. He suspected that some political leaders of Nawanshahr were influencing the police investigation in the case.

Patrol parties set up to tackle rowdy youths

To tackle rowdyism in the ongoing festive season, the city police has set up several patrol parties of police personnel, which are roaming in the city markets to maintain law and orders. Apart from this, policemen in civvies have also been deployed at the strategic points in the city for controlling the rowdy youths.

Additional Deputy Commissioner of Police R.K. Sharma said the city police had set up special teams of police personnel to maintain law and order during the festive season. Even policemen in civil dress had been deployed in the markets, witnessing a huge rush of people, to control rowdy youths.

He, however, said in the ongoing festive season not even a single incident of scuffle or eve-teasing had been reported, but the police would take all precautions to avoid such incidents in future. — OC

Demonstration by dead sewermen’s relatives

A number of relatives and sympathisers of the three sewermen who were asphyxiated while cleaning a sewer here yesterday held a demonstration outside the local Civil Hospital here today.

They were demanding permanent jobs for the one of the family members of each of the three deceased.

The protesters also demanded strict action against those private persons who hired them for cleaning the sewer.

The ADC Gurpreet Singh told the protesters that their demand would be considered sympathetically. The SDM would be asked to prepare a report in this regard and the report would be sent to senior officials at Chandigarh, he added.

Six-year-old electrocuted to death

A six-year-old child was electrocuted to death at Bajwan Kalan village late last evening in Shahkot. The deceased has been identified as Manjinder Singh. He was a student of first standard.

Sources said the child was playing along with other children at Lord Valmiki temple in the village. As the temple was fully decorated with lights on the eve of Valmiki Jaynti, the child, while playing near the lights, accidentally came in contact with naked electricity wires. The victim received a severe shock and reportedly died on the spot, sources said.

Industrialist's house burgled

Phagwara, October 29
Burglars struck at a house of an industrialist, Parminder Singh, at Model Town here this afternoon.

The family members were away to Jalandhar to attend a function and found their house burgled on their return. The burglars entered the house, broke an almirah and took away valuables worth Rs 10 lakh, including 29 tolas of gold ornaments,one video camera, Rs 61,000, and 50 pounds.

The police has registered a case. Fingerprints experts were also called to find clues.

Six shops demolished

The Municipal Corporation (MC) today razed six unauthorised under-construction shops coming up in a row in the Green Model Town area. A team of the building branch demolished the shops. All the shops were reportedly being constructed without prior approval. Municipal Town Planner Tejpreet Singh said the builder had not taken any sanction from the authorities for the purpose.
