2 abandoned men die at Civil Hospital

Manjit Singh, an abandoned man, gets treatment at the Civil Hospital in Jalandhar on Friday. Two of the three abandoned men admitted to the Civil Hospital here for treatment passed away at the hospital last evening and this morning. Of the three men, Inderjit (79), who claims he was a beggar, a second malnourished man, who was tied to the hospital bed, and the third an HIV positive man, only Inderjit has survived.

Pre-monsoon showers bring relief from heatwave

Girls enjoy the rain in Jalandhar on Friday. Bringing respite from the prolonged dry spell and scorching heat, residents finally had a feel of the much-awaited rain, as pre-monsoon showers lashed certain parts of the city this afternoon.

The Crime Investigation Agency (CIA), Rural, today claimed to have arrested a minor with 100 grams of heroin worth lakhs and also recovered Rs 3 lakh from his possession.

2 Punjab Girls Battalion NCC adopts Mithapur village

With an aim of making the cadets of National Cadet Corps (NCC) aware of social and rural development problems of villages, the 2 Punjab Girls Battalion NCC has adopted Mithapur village situated on the outskirts of the city for this purpose. The battalion adopted the village a month ago.

NRI Husband, in-laws booked

A non-resident Indian (NRI) and his family members have been booked on his deserted wife Naresh Rani’s complaint after IG Gurpreet Deo’s directions. The NRI, Hussan Lal, and his elder brother, Ashok Kumar, sarpanch of Tajpur village, have been named in the FIR lodged under Sections 323, 406, 498-A, 120-B, 506 of the IPC at the Lambran police station.

The district unit of the BJP along with the Jammu-Kashmir Bachao Morcha today urged the UPA government that adequate number of security forces’ personnel should remain deployed in Kashmir and efforts should also be made to create an atmosphere for the return of the migrant Kashmiri Hindus.

Plan of commercial hub on old jail site to be reworked

Even as the demolition work at the old Central Jail building here seems to be going on at a good pace, the construction plan for raising two commercial blocks at the site has gone back to the Chief Administrator, PUDA, Mohali, for being reworked all over again.

3 more down with jaundice, typhoid
Jalandhar, July 6
Three new persons were detected to be suffering from jaundice and typhoid (two cases) in the New Rajan Nagar area here today. The three patients Tajmul (25), Sabir (24) and Veena Devi (45) all fell ill by allegedly drinking contaminated water.

NRI Sabha’s plea to govt

The NRI Sabha, Punjab, has requested the Union government to clear the “confusion” on the charging of service tax at the rate of 12.36 per cent on foreign remittances by overseas Indians, as it has caused commotion amongst the Punjab-based NRIs. President of the sabha Kamaljeet Singh Hayer said he had been receiving numerous telephone calls from NRIs settled in various countries who were expressing their anguish over the issue.

2 abandoned men die at Civil Hospital

Two of the three abandoned men admitted to the Civil Hospital here for treatment passed away at the hospital last evening and this morning.
Of the three men, Inderjit (79), who claims he was a beggar, a second malnourished man, who was tied to the hospital bed, and the third an HIV positive man, only Inderjit has survived.

The HIV positive man passed away last night, while the malnourished man, identified as Ramdev by the hospital authorities, passed away this morning.

The Tribune team had, on Wednesday, observed that both these men, covered in little clothing and in a dazed condition, were already in a bad state and were unable to speak.

Ironically, while not even a day has passed since the demise of these two men, the Civil Hospital today saw another abandoned man being admitted to the same ward.

Identifying himself as Manjit Singh, the man, lying in the corridor outside the male medical ward of the hospital, said he had been lying near the Wadala Chowk area of the city when some do-gooders picked him up.

He was admitted to the hospital by the Sewa Samiti.

Manjit, a divorcee, has two sons aged 22 and 19. His wife and sons live in Chandigarh, his only relative in the city is his 70-year-old mother.

Talking to The Tribune about the cause of death of the two men, SMO Dr GS Pawar said, “Ramdev was believed to be an addict. He was also suffering from fever. Addiction and chronic malnourishment are believed to be the reasons for his death.”

MS Dr Iqbal Singh said, “The rate at which abandoned people are making way to the Civil Hospital is indeed alarming. We are already facing a staff crunch and a huge inflow of patients, and on top of it, it seems the hospital has become a spot where families conveniently leave their unwanted members. They do need extra care and we are looking to find a solution to the crisis.”

Meanwhile, Inderjit Singh was today found sitting on the ward floor even as the staff was seen coaxing him to sit on his bed. Now shifted inside the ward, Inderjit was still dressed in the shabby, soiled clothes he had been seen wearing on Wednesday.

Stench was also emanating from the bed where Manjit, the patient admitted today, lay.

Although, patients said Inderjit’s family members had come to see him once, there was no indication of an intention to take him back home.

None of the city NGOs have so far come forward to help Inderjit.The bodies of both men are currently lying in the Civil Hospital mortuary.

Suresh Malhotra of the Sewa Samiti said they would wait for 72 hours for their families, following which the bodies would be cremated.

Pre-monsoon showers bring relief from heatwave

Bringing respite from the prolonged dry spell and scorching heat, residents finally had a feel of the much-awaited rain, as pre-monsoon showers lashed certain parts of the city this afternoon.

The monsoons in this part of the region are expected within next four to five days only, the met department authorities at the Adampur Air Force station predicted.

Although the showers just lasted for around half an hour, that was enough for the city residents to give them a reason to cheer.

While many places in the city witnessed good rain, there were others which were left completely dry. Since it was moderate rain coupled with drizzle at other places, people were seen enjoying the rain everywhere. Even the markets, which otherwise used to witness little activity in the afternoon, today saw residents enjoying and shopping in the rain.

Youngsters were the ones making the most of the fine weather, as at many places they were spotted riding pillion on famous “geri” routes of the city - Model Town, GTB Nagar, Cool Road, Urban Estate and other such locations.

“We were eagerly awaiting rain, as it has already rained in cities like Chandigarh and Delhi. Now, we are waiting for the first rain of the monsoons, so that the long period of summers comes to an end,” said a family shopping in Model Town Market.

Parks in the city remained abuzz with children.

Earlier today, the pre-monsoon showers brought the mercury down to 37.1 degrees Celsius, while the minimum temperature was recorded at 28.9 degrees Celsius. The city witnessed 3.4 mm of rainfall today, with humidity level remaining at 75 per cent.

The met department has predicted partly cloudy to cloudy sky and thundershowers coupled with rain in the next 24-hours.

Minor arrested with 100 gm heroin, Rs 3 lakh

The Crime Investigation Agency (CIA), Rural, today claimed to have arrested a minor with 100 grams of heroin worth lakhs and also recovered Rs 3 lakh from his possession.

Interestingly, the boy’s father Jagtar Singh, mother Surinder Kaur and his uncle Parvana, convicted in heroin and fake currency smuggling cases, have already been lodged in Kapurthla jail for long.

The accused, identified as 12-year-old Paramjit Singh, is a resident of Bili Chou in Shahkot.

Angrej Singh, Inspector CIA said he had received secret information that a minor who was a son of heroin and fake currency smuggler had been in the illegal trade for past sometime.

Following the tip-off, police personnel raided his residence in the village late last night and nabbed him red handed, he said adding that during search of the house, the police also recovered the said quantity of heroin and cash.

The accused has been sent to a juvenile home.

During investigation, it came to light that four years ago, the minor’s parents were arrested with fake currency of Rs 55 lakh and 1.5 kg heroin, he said, claiming that they had been running an inter-state gang of smugglers and used to bring fake currency from Dubai.

The inspector claimed that more than 10 members of Jagtar’s gang had also been arrested in the past and traps were being laid at the suspected hideouts of other gang members.

The minor had been supervising his parent’s trade.

40 labourers rescued from brick-kiln

Acting on the complaint of a brick-kiln labourer, Sanjeev, a naib tehsildar here, along with a labour inspector and a police party, today raided the brick-kiln of Gaddowali-based kiln owner Jaspal Singh Uppal.

The teams rescued 40 kiln labourers from six families working as bonded labourers at the kiln. The rescued people comprised 24 minors and 16 adults.

The labourers started from the kiln with their belongings loaded onto three vehicles and their family heads were told to stay till the morning.

While the kiln owner was made to pay Rs 25,000 to them on the spot, he was instructed to clear the pending dues of labourers.

The victims were reportedly working as bonded labourers at the said kiln since October 2011.

They said while they had got an advance of Rs 1,50,000 from the owner, their work had ended on June 24 and since then, they had been asking the owner to let them go back after clearing their pending dues.

However, the owner, they said, was not allowing them to go back home.

They said they were not getting any money during this time and on asking the owner for the same, he resorted to abusing and even beating them.

Labourer Sanjeev said, he alone, managed to escape from the owner’s clutches on June 4 and approached the Pendu Mazdoor Union to get the labourers their dues.

Sanjeev added that the administration had rescued them and got them dues worth Rs 25,000.

PMU general secretary Kashmir Singh Ghugshore and members of the kiln workers union have demanded strict action against the kiln owners.

2 Punjab Girls Battalion NCC adopts Mithapur village

With an aim of making the cadets of National Cadet Corps (NCC) aware of social and rural development problems of villages, the 2 Punjab Girls Battalion NCC has adopted Mithapur village situated on the outskirts of the city for this purpose. The battalion adopted the village a month ago.

It is under this adoption scheme that the battalion has set up a National Child Labour Project (NCLP) School at Mithapur, which was officially inaugurated yesterday. The school will provide education free of cost to 50 children of migrant labourers in Government Primary School, Mithapur. Girl cadets from the battalion were also present on the occasion.

The battalion with its around 1000 plus strength of girl cadets from Jalandhar, Nakodar, Nawashahr, Dasuya and Garshankar will be made part of various social awareness programmes to be held in the village.

Talking to Jalandhar Tribune, Commanding Officer of 2 Punjab Girls NCC battalion, Colonel RMS Sandhu said, “Apart from the NCLP school project, the girl cadets would be seen making the local population aware of save environment, anti-polythene drives, cleanliness and other rural development projects”.

Col Sandhu also added that they would hold free medical camps, workshops on drug abuse, seminars on female foeticide and much more. “This would be an ongoing process during which the cadets would get a chance of becoming socially aware of various problems existing in society. In every activity, girl cadets in groups of 50 to 60 each would be given a chance to participate in different social events,” he added.

Group Commander of NCC Group Headquarters, Jalandhar, Brigadier GPS Sandhu, said every battalion has been asked to adopt one village each under this scheme. “We are in the process of finding more such villages, where our cadets can play an active social responsibility,” he added.

It is pertinent to mention here that last year, NCC Group Headquarters, Jalandhar, had taken the initiative of adopting Sansarpur village, also known as the Mecca of hockey situated on the outskirts of Jalandhar Cantonment.

At present Sansarpur is being looked after by 2 Punjab Boys NCC battalion under which various works pertaining to making the rural youth aware of drug abuse, making the youth aware of armed forces and providing good hockey learning facilities at the village are being done.

A non-resident Indian (NRI) and his family members have been booked on his deserted wife Naresh Rani’s complaint after IG Gurpreet Deo’s directions.
The NRI, Hussan Lal, and his elder brother, Ashok Kumar, sarpanch of Tajpur village, have been named in the FIR lodged under Sections 323, 406, 498-A, 120-B, 506 of the IPC at the Lambran police station.

Besides Hussan Lal’s mother Mindo, his father Shardu Ram, sarpanch Ashok Kumar’s wife Madhu Rani, his brother Som Nath and his sister Usha have also been named in the FIR.

Confirming this, Deo said the accused party had met her after the registration of the FIR. Subsequently, he directed Jalandhar rural SSP Yurinder Singh Hayre to get the matter inquired.

Earlier in her complaint submitted to the IG, Naresh Rani had alleged that her husband had deserted her and gone to Italy after one and a half months of their marriage on December 8, 2004. Subsequently, her in-laws started harassing her and demanded dowry of Rs 1 lakh and a car. Her husband also used abusive language against her on phone, she said, adding that she gave Rs 20,000 and Rs 30,000 to her in-laws after taking the same from her parents twice.

The complainant alleged that despite providing them Rs 50,000, her in-laws had thrown her out of their house and did not allow her to enter that house despite requests of members of society.

At this, she was allowed to get a room in their house only after the police intervention after directions by a city court in this regard on November 22 last year, she added.

Her in-laws beat her on March 24 this year due to their political connections, as her brother-in-law is a village sarpanch, she said, adding that she got her statement recorded at the Lambra police station and provided the policemen her medico-legal report, but no action was taken against her in-laws. Finally, she submitted her complaint to the IG, who directed the SSP (Rural) to get the FIR registered.

Facilitate return of Kashmiri Hindus: BJP

The district unit of the BJP along with the Jammu-Kashmir Bachao Morcha today urged the UPA government that adequate number of security forces’ personnel should remain deployed in Kashmir and efforts should also be made to create an atmosphere for the return of the migrant Kashmiri Hindus.

Punjab Local Bodies Minister Bhagat Chuni Lal stated this addressing a function on the birth anniversary of Dr Shyama Prasad Mukherji at an ayurvedic hospital in Gopal Nagar. Many other BJP leaders addressed the party workers.

Meanwhile, several BJP and Jammu-Kashmir Bachao Morcha leaders gathered at the District Administrative Complex and handed over a memorandum to ADC Praneet Bhardwaj to be submitted to the President of India.

Plan of commercial hub on old jail site to be reworked

Even as the demolition work at the old Central Jail building here seems to be going on at a good pace, the construction plan for raising two commercial blocks at the site has gone back to the Chief Administrator, PUDA, Mohali, for being reworked all over again.

The 18.97 acres of land vacated after shifting of the jail to Kapurthala is being planned as a commercial hub. As per the plans, the site will be open from all sides and will have multi-tier parking.

The project to widen the road starting from the Football Chowk side to the premises in order to have a better approach started in July last year. There had been protests by residents of Mission Compound area ever since the MC officials pulled down the frontal portions of the houses forcibly.

The project has slowed down after that. The fact that the posts of Chief Administrator and Additional Chief Administrator lay vacant off and on has also led to delays. At present both the posts are lying vacant and the engineering wing has had to seek permissions from the Mohali office every now and then.

Even the officials engaged in the work are not sure as to when the project would finally take off. “We are waiting for a fresh plan by the Mohali office. We have to follow whatever dictum they issue to us,” said JDA engineers.

Deputy Commissioner Priyank Bharti, who holds additional charge of Chief Administrator of the JDA, said the pace of work would increase after the appointment of regular officers on senior posts.

3 more down with jaundice, typhoid

Three new persons were detected to be suffering from jaundice and typhoid (two cases) in the New Rajan Nagar area here today.
The three patients Tajmul (25), Sabir (24) and Veena Devi (45) all fell ill by allegedly drinking contaminated water.

Residents of Gali Number 10, in which these three persons live, said health teams had not come to the said area to distribute any tablets.

They said while MC teams had also been making rounds of the area, the problem of clogged sewerage and sewage ponds had not been sorted out. As long as the drainage was not fixed, people in the area would continue to fall sick, they said.

Despite having 3 DCFA, accounts officers’ team, MC hires CA

It is ironical that while there are three Deputy Controllers of Finance and Auditing (DCFA) and a full team of accounts officers with the Municipal Corporation, the government has also hired a private Chartered Accountant to maintain the records.

While the office has two sanctioned posts, there are three DCFA serving here, including VK Kapoor, Rajpal Singh and Ravinder Singh. Despite a surplus top-rung staff, the MC office has also failed to start accrued double entry system, which is mandatory for getting any grants through Jawahar Lal Nehru Urban Renewal Mission.

The digital double entry system keeps a track of each purchase. Details as to when something was purchased last, from which vendor, in what quantity, of what quality and at which rate can also be seen at the click of a mouse for future comparisons. An entry is made right at the time when a purchase is planned, which is then shown as a liability with the accounts.

Leave aside the double entry system, handwritten slips are still being issued as application charges for getting birth and death certificates. The slips have a number stamp and no counter evidence of the same is available with the staff in case it gets lost. The applicants have to get a new slip made in case they tend to misplace it.

The accounts officers tell that the Local Bodies officials had started insisting on starting the double entry system. “What we have started doing is just a beginning stage. They want it in an accrued format, for which we are way behind. They compare the system here which Southern states, where they say that the applicants did not queue up at windows and rather download birth certificates at their own ends from their systems,” they revealed.

Commissioner Viney Bublani said there were plans to get the account system revamped at the earliest.
