Jalandhar, July 2 At 12.45 pm, undertrial Gurbinder Singh Samra (42), was coming out of the court after his hearing, when the convict, Kuldip Singh Keepa, a Kartarpur resident, who was hiding behind a tree in the complex held his pistol close to the temple of Samra. He had just aimed at him and was about to fire from his pistol, when Samra’s security staff of the Nabha police, including Head constable Gurdeep Singh, constables Jarnail Singh and Dharminder Singh, overpowered him and managed to avert the attack. Samra, who was also a resident of Kartarpur, had come here for hearing in some fraud case registered against him. The incident sent shock waves across the city and spread panic in the court complex. The two had been on loggerheads ever since they were lodged in the Nabha jail. The police said the duo had indulged in a fight in the bus while they were being taken for hearing a few months ago. Keepa, who is already facing life imprisonment in the famous kidnapping case of an 18-year-old, a plus two student of DAV Public School, a son of rice-sheller owner, Amritsar, on February 7, 2008, was on parole and he was to be lodged in the jail from tomorrow onwards. Interestingly, he was least remorseful of what he was up to. “I already am facing 20-year imprisonment. What worse could happen to me if I had killed Samra today?” he kept on saying in front of the police officials. Police sources confirmed Keepa had also remained gunman of a high-rank police official in Jalandhar. He was dismissed in 2005 after his name cropped up in the kidnapping case. Assistant Commissioner of Police (Central), Naresh Dogra, New Baradari Police station, said on the statement of the cops, a case under Section 307 of the IPC has been registered. Keepa, a father of three children, was little remorseful of his wrong deeds, instead he was proudly confessing that with the blessings of Almighty, today, he had come to kill Samra but he had providential escape. “Next time, I will not spare the chance to kill him” he alleges in front of the media. |
MC councillors yet to take charge
Jalandhar, July 2 Reason: Since the SAD-BJP government has come to power again that too before its previous tenure in the MC was to be over, the House has not been dissolved and new councilLors have not been administered oath. The time period of the previous MC House is to be over on September 9 and the new Mayor cannot be elected prior to that, leading to a piquant situation. For the same reason, the outgoing Mayor Rakesh Rathour, who was away abroad, was today back to assume the charge for a period of two months. Those who were in power last term as well as for the new term, maybe through spouses or any another family member, are not affected. But the first-timers in the House are certainly disillusioned. First-time Congress councillor elected from ward 54 says, “It is too difficult to explain to the residents as to why I cannot be of any help to them for the timebeing. People started flocking to my house just a day or two after I got elected putting in a word for various civic works they want me to get started in their localities. I have to tell it to them that I have my limitations till the time the post-poll process of oath-taking and House constitution would start. Owing to the delay, I think that I have even lost the charm of winning the polls.” Leader of the Opposition Jagdish Raj Raja said that the ruling government was perhaps in a fix. “There can be only one ground prior for dissolving House prior to its term and that is poor performance. How can the SAD-BJP councillors make such remarks against its own representatives? In any case, the new Mayor cannot take charge before September 9,” he commented. Programme cancelled Even as the Local Bodies Principal Secretary Suresh Kumar and Chief Engineer AS Dhaliwal were to apprise the councillors of the old House of the newly proposed meter policy at a meeting today, the programme was cancelled. The newly elected councillors, especially from the Congress, had opposed the move to hold meeting with the old House.

Jalandhar, July 2 Addressing a press conference, he said he would conduct House meetings and Finance and Contracts Committee meetings till the time period with the old councillors. He, however, said that he had decided to invite the newly elected councilors as special invitees. “But they will not have any right to make a proposal or vote till the old House gets dissolved,” he clarified. Asked as to where was the need to hold an early election if there still was a tenure left, Rathour replied, “That is a question you should be asking the government not me.” He quoted examples of organisations like the Rotary Club which elects its president a year in advance to support his side. Continuing as a Mayor, he said his priority would be to get the Burlton Park sports hub project started. “We already have got a loan to the tune of Rs 130 crore sanctioned by HUDCO. We are now planning to get re-tendering of the project done. We have asked our Chennai-based consultants to adjust the bid estimates for cost escalation and to put off some part of the Rs 210-crore project for the time being so as to undertake only that part which can be completed with just the loan amount,” he said, adding that discussions were also on about the project with the Punjab Municipal Infrastructure and Development Corporation (PMIDC) director Rakesh Verma. Commissioner Viney Bublani, who accompanied the Mayor at the press conference, said that the meeting of the principal secretary Suresh Kumar with councillors regarding water policy was cancelled. He, however, said he went to the Pholariwal sewage disposal site and Jamsher Solid Waste Management site. He said that he held public meetings at the sites and urged the officials to ensure that there was no foul smell around the sites. He also asked the officials to earmark the route through which the garbage vehicles would move for the dumping site, Bublani told. Bublani added that garbage collection would partly begin from July 15 and would be done by the staff of contractor Jindal and company. He made it clear that the MC safai karamcharis who were into garbage picking would be deployed for other jobs like sewage and road cleaning. He said initially the Wariana site would be used for the purpose till environment clearances for the Jamsher site were given by the ministry and its agencies.

BSc student dies in road mishap
Jalandhar July 2 The deceased was identified as Amritpal Singh, son of Gurdeep Singh, a resident of Shanti Vihar. He was pursuing his study at Baba Bhag Singh Institute. The other, who sustained serious head injuries and a fracture in leg, was identified as Deepak Dhawan, son of Kuldip Kumar of Jawala Nagar here. Police sources said the duo was going to college on their bike when an Innova car hit them from behind. The impact of the collision was so huge that the bike fell metres away from the road. Suspecting anomalies in the registration of case, scores of residents gheraoed the Maqsoodan police station, alleging that instead of nabbing the main accused, who was driving car, police had deliberately arrested a wrong person. Even a case under Section 427, 304A, 237 of the IPC had already been registered against Harpreet Singh, alias Happy, a resident of Gagarwal village in Mehtpur. On coming to know about the anomalies in the registration of case, hundreds of deceased’s kin cornered the police station and blamed Station House Officer for deliberately letting the main accused scotfree. Balbir Singh, DSP Kartarpur, also reached the spot and after conducting investigation, ordered the police to register a case of negligent driving against the driver, Gagandeep Singh, son of Tarlochan Singh, resident of Amonangal village near here. The protest continued for more than three hours and irate residents lifted the dharna in late evening only after the DSP assured them to arrest the original accused in the case. |
Stepmother, paramour among three held for murder
Jalandhar July 2 The accused, identified as Mohammad Ikram, (key player) of Saharanpur and Anil Kumar of Bihar, were presently living in Kartarpur. The third accused was deceased’s stepmother, Sandeep Kaur. On June 6, the body of the deceased, Amandeep, alias Sunny, a resident of Charkhadi mohalla, Kartarpur, was recovered from some farmhouse. On the complaint of the deceased’ father, Gurnam Singh, SSP formed a Special Investigation Team (SIT) comprising Rajinder Singh SP (D), Balbir Singh Bhatti, DSP Kartarpur, Inderjit Singh, SHO. During interrogation , the accused Mohammad revealed to the police that
he had love relations with the deceased’s step mother Sandeep Kaur but deceased had come to know about their relations. “Deceased was forcing her step mother for break up and when I came to know about it, we both conspired conspiracy to rub out Amandeep from our way” accused alleged to the police that he later involved his friend Anil in the conspiracy and hacked Amandeep to death. The police also recovered mobile phone and a motor bike, used in the crime. |
Basti areas lack civic amenities
Jalandhar, July 2 Sample this: The Kala Sanghian road, which connects the Model House area with far-flung colonies falling in Basti Sheikh and Kot Saqiq, is a complete shambles. Even as commuters have met with accidents on this potholed roads, the height of laxity is that no effort has been made to get it repaired for years. Leave aside the inside lanes, the main Basti Peer Daad road is awaiting premix-laying work for more than a year. A five-year-old boy Sagar had died after falling off in a broken manhole during work done on the same road in November last, but it is half done ever since. The residents of the Basti Peer Daad area have been falling sick each day with diarrhoea and jaundice but have got no respite. There was report of three new patients falling ill in the locality today. The condition of sewage is pitiable in certain colonies, including Raj Nagar, where the residents have a sewage system installed but in non-working condition. Since the sewer has not been connected with the main lines, they are forced to throw out sullage towards vacant plots in the vicinity, inviting diseases, infections, vectors and foul smell for
themselves. A resident of Kashi Nagar falling in Jalandhar West constituency of Bhagat Chunni Lal, Satish, said he had suffered a fracture in the arm after falling from his bicycle on the Kala Sangian road. “Mine is not just the lone case, several youths and women have fallen off and got injured while passing through the road,” he pointed out blaming it on poor governance and lack of follow-up of MLA and councillors with the departmental officials. Kimti Lal, a resident of Kot Sadiq, too ,rued that his area was marked with poor roads and bad sewage system. Bhagat Chunni Lal, who was in Delhi for a meeting, said if weather permitted, he would get the road works cleared at the earliest. He boasted of road re-carpeting work done from Kapurthala Chowk to Basti Bawa Khel area, saying, “If this work is done, work pending in inner lanes too would be done soon.” Regarding sewer work, he said Rs 90 lakh had been sanctioned for sewer and water supply and he would try to get maximum work done for the city with the amount. On the issue of spread of ailments in Basti Peer Daad, he said it had happened because residents had been taking illegal connections by joining pipes on their own, which was leading to problems. “We are getting it rectified”, he added, claiming that the completion of a bridge and parallel roads along Bist Doab Canal were his top priority. |
Doc caught conducting sex-determination test
Jalandhar, July 2 Health officials, along with the patient, swooped down on the clinic. Besides, the initiation of legal proceedings against the errant doctor, the health department has issued a show-cause notice to the centre’s e department has also called for her explanation that why the licence of the centre should not be cancelled. The patient was referred by another doctor after striking a deal of Rs 4,000. Officiating Civil Surgeon RL Bassan, while initiating proceedings against the doctor, said Pardeep Kaur, wife of Bittu, a resident of Uppal village near Nurmahal, had voluntarily complained to him that she was going to conduct a sex-determination test at the said clinic and the owner of the clinic had already given her appointment. “Initially, the doctor was demanding Rs 5,000, but after negotiation, the deal was struck at Rs 4,000,” Harjinder Kumar, kin of the pregnant lady, told The Tribune. Earlier they went to some other private clinic for sex-determination, but that clinic owner, instead played a middleman role and referred them to Kumar Maternity home here. The Civil Surgeon said the doctor had already conducted the test and had disclosed to the patient that she had been bearing a girl child and for the test, she had charged Rs 4,000 from the patient. He further revealed that the centre was also found guilty of improper record keeping, as Form F and OPD register were also missing. “After sealing the ultrasound machine of the clinic, other medical record of maternity home was also seized,” said, adding that a show-cause notice would be issued to the doctor to seek her clarification. He also revealed that earlier, the same clinic was issued a show-cause notice for not keeping medical record books and it was the second time, it had been issued notice for other violations. |
Water shortage in Santokhpura
Jalandhar, July 2 Residents of Santokhpura locality, falling under ward number 6, had a tough time running the household chores with no supply of potable water in their area. The residents maintained that they ended up making rounds of the MC officials, but to no avail. Earlier on June 24, residents of Santokhpura localities had staged a dharna on the road against the shortage of water supply in their area. Although the MC was supplying water through water tanks, during the past four days there has been no regular supply of water tanks too. “The problem is severe in some of the localities of Santokhpura namely Durga Vihar colony, Pyare wali gali, Nimbu wali gali and New Santokhpura. In this scorching heat, we are forced to run the household works with one or two buckets of water only. Even finding enough water for drinking has also become a luxury for us and sadly the MC has no solution to our problem,” said Tarlok Singh, a resident of Nimbu wali gali. The residents also maintained that even the supply of MC water tanks was insufficient, as most of the residents do not get the chance to get water from the tank. “It has been over a month since some of the localities of our ward had been reporting low water pressure to the MC but nobody bothered. Even now, when the situation has become worse, none of the MC officials have paid a visit to our localities to check the fault,” said Hans Raj. “For us potable water has become a luxury these days. Even after fetching water from the water tanks, almost every family remains dependent on each other to help in crisis,” said Rajan, another resident of the New Santokhpura locality. It is pertinent to mention here that extreme hot weather coupled with unscheduled power cuts have been taking a heavy toll on the regular supply of potable water in not only this but many other low lying localities of the city. Even yesterday, the residents of Togri Mohalla and Rasta Mohalla had to face water shortage. While around a fortnight ago, some of the localities of ward number 58 too had a tough time due to low pressure of water and irregular supply. The MC officials maintained that they were supplying water tanks to the affected areas and that regular check of faults, if any were also being checked by them. Mercury Soaring: It was yet another extreme hot day in the region and people were left sulking in the parched weather. There was a sharp increase in the maximum and minimum temperature, following which it remained very hot today. The maximum temperature was recorded at 45 degrees Celsius, while the minimum soared to 32 degrees Celsius, making life miserable. |

Rs 50-lakh robbery solved
PHAGWARA, JULY 2 This was stated by Phagwara SP Harkamalpreet Singh Khakh while talking to newsmen here today. He said earlier another robber, identified as Gurpartap Singh, alias, Gopi, alias, Babbu Maan, was arrested by the police in Phagwara on June 19. The SP said the other robbers, identified as Jaipal Soni, Jaspreet Singh Jassi, and Sandeep, had already been arrested by the police, while their forth accomplice Harpal Singh, alias Pala, was killed in a “gang war” in Phagwara on February 9 . Several more disclosures were expected from the arrested accused, said SP Khakh. It may be recalled that the money exchanger Ashok Kumar was attacked, wounded and robbed of more than Rs 50 lakh by some armed robbers near City Police station on the night of November 28 last year.The arrested robbers were produced before the local judicial magistrate, who sent him in police remand till July 6 for further police interrogation. |
