Complainant in the case, Harbans Singh alleged that Balwinder Singh of Jhumba village attacked him when he was caught stealing electricity using a kundi connection. A case under Sections 353, 186 and 332 of the IPC has been registered against the accused.

Three booked for Rs 80 lakh fraud in Markfed godown

Police has booked three Markfed officials, including an accountant and two in-charges of the local Markfed sale godown, in a case of misappropriation of goods worth `80 lakh.

The accused have been identified as Bachittar Singh, the former in-charge of the Markfed sale godown, Gurbant Singh, present in-charge of the Markfed depot and accountant of the Markfed Sale Depot, Navraj Garg.

Apart from the police case, a departmental inquiry conducted by 
SC Malik, senior accounts officer from Markfed Vanaspati Plant, Khanna has also been submitted to the headquarters of the Markfed.

The Vanaspati Plant of the Markfed, located on GT Road, Khanna, has been manufacturing mustard oil, vanaspati, soyabean oil, groundnut oil and other edibles for the past more than three decades.

The manufactured goods are then distributed to various sales godowns all over Punjab from where these goods are sent to the distributors and then reach the retailers.

The officials, who conducted the inquiry into the case, said they often found discrepancies between the records and the physical presence of goods but this time the difference was exceptionally large.

The material in the sales godown of Bathinda was found less than what was mentioned in the records and an inquiry was conducted in this regard by senior Markfed officials.

Consequently, a case of fraud and cheating was registered against three erring officials.

A complaint was lodged with the police by Raj Kumar Sharma, deputy chief accounts officer at the Vanaspati plant, Khanna.

In his complaint, he brought the fraud, to the tune of nearly `80 lakh, to the notice of police.

Investigating officer in the case, ASI Gurmeet Singh at Kotwali police station, said police was yet to take the record of the Markfed into their possession.

“We have booked the three officials after conducting preliminary investigations. Further investigation would be done after obtaining the official records from Markfed”, he said.

Revealing the modus operandi, the ASI said the accused were assigned the task of distributing the edibles oil, rice and edible goods to different godowns. The edibles are received from the headquarters of Markfed in Khanna and are supposed to be delivered to the respective distributors for further sale. The accused, however, stocked the goods with them and then pilfered the same by selling it to unknown buyers.

Singh added that preliminary investigations had revealed that the accused had manipulated the official records to hide the illegal sale of these goods.

The accused are yet to be arrested by the police. A case under the sections 409, 420, 465, 467, 468 and 471 of the IPC has been registered against them for further investigations at the Kotwali police station.

Nine arrested as police busts gang of robbers

Sadar police today claimed to have busted a gang of robbers with the arrest of nine persons and recovery of 18 mobile phones and four motorbikes worth `1.13 lakhs.

The accused are said to have been involved in more than 67 cases of snatching and thefts in Bathinda city.

All the arrested are unmarried and are in the age group of 20-30 years. Most of the arrested have studied till higher secondary while one is a student of class IX in a government school.

Sadar SHO, Gurjeet Singh Romana, told Tribune News Service that the young boys got involved in the world of crime due to bad company and drug addiction. They all belong to good families, having reasonable sources of income, he added.

He pointed out that the gang was responsible for the increase in the number of snatching incidents in the city in the recent past.

Romana said the accused admitted that they were involved in criminal activities at various places in the city, including Dhobi Bazar, area near Delhi Heart Hospital, Mittal Mall, Bharat Nagar, Ajit Road, Civil Lines Police Station, Saraba Nagar, ITI Bridge, Bhagu road, Gandhi market, Bibiwala road, Nai Basti, Bus Stand, street number Namdev Road, Shakti Nagar, Vir Colony, Model Town, near Tezab wali factory, near Hathiwala mandir, Matidas Nagar, Railway Station, Aggarwal Colony, Green Palace, near a departmental store in Guru Teg Bahadur Nagar, near Sirhind canal, Santpura road, Bharat Nagar, Thandi Sarak, near MHR School, near Gurukripa center, bus stand petrol pump, overbridge in Parasram Nagar and underbridge of Parasram Nagar.

He said the police had alerted all the police stations concerned so that people could come and claim the goods stolen from their houses or snatched from them.

The arrested have been identified as Amritpal Singh, Akash Bansal both residents of Gopal Nagar, Sheru Sharma, Arun Bansal, Sunil Kumar, Bhinder Kumar, Gurtej Singh, Prince and Harkamal residents of Parasram Nagar.

A case under the sections 379, 382, 356, 411 and 120-B of the Indian Penal Code has been registered against the accused at the Sadar police station. Police said accused Bobby, Deepu and Mani managed to escape.

Police officials said the accused would be produced in court and police remand would be sought.

Jobless teachers climb atop water tank at Lehra Dhurkot
Accuse the state government of not fulfilling its promises

The Teachers’ Eligibility Test (TET) qualified unemployed teachers today climbed atop a water tank in village Lehra Dhurkot. The unemployed teachers also held the traffic on Bathinda-Chandigarh road at ransom for the whole day and raised slogans against the Punjab government for not fulfilling its promises.

Village Lehra Dhurkot donned the khaki colour, with police force outnumbering the protesting teachers. Around 21 teachers, including eight females, climbed atop the water tank. They threatened to commit suicide by jumping off the newly-constructed water tank, if any of their comrades sitting below was harassed.

The teachers first held a protest against the state government at Rampura Phul grain market saying they would not shun the protest unless and until they were not given appointment letters. They later took out a protest march in the city and blocked traffic at the railway crossing.

SDM Bhupinder Singh, tehsildar Gurmail Singh, DSP Maur, DSP Phul and station house officers (SHOs) of five police stations reached the spot.

The district administration tried to pacify the agitators who refused to reach any amicable solution.

The leaders of the Unemployed Teachers’ Union, Harinderjit Patiala, Baljinder Singh Mansa, Ishpal Singh Sidhu, Surinder Singh and Ajay Kumar Hoshiarpur, said all the agitating teachers were well qualified and had cleared the required eligibility test.

“Still the state government is making lame excuses to avoid issuing us our appointment letters. We will give a tough fight to the government if our demands are not met,” they added.

The traffic on the Bathinda-Chandigarh road remained disrupted the entire day. Police and administration officials were taken by surprise as the protestors stealthily climbed atop the water tank and announced at Rampura that the dharna site had been shifted to village Lehra Dhurkot.

Till the filing of this report at 8 pm, teachers had not climbed down the tank and deliberations with the administration were still on.

Plaster falls off ceiling, 2 hurt

In a bizarre incident today evening, two persons received injuries as the plaster of the ceiling in a dhaba collapsed. The dhaba is located near the city bus stand.

While one of the injured has been identified as Sushil Kumar, another could not be identified. The injured were taken to the Civil Hospital.

Owners of the nearby shops said one of the servants working in the dhaba and his relative were having lunch when the cement plaster fell off the ceiling injuring the duo.

Maintain records of all visitors or face action, hoteliers warned

City police today issued an advisory to all the city hotels instructing them to maintain records of all the visitors.

Civil Lines SHO, Gurdev Bhalla, said a surprise checking was done at Hotel Celebration, Five Rivers, Axis Hotel and Talking Tables at 2 am today. He added that it was found that no proper records of the visitors were being maintained.

“We have asked the hoteliers to note down the credentials, keep identity proof and maintain records of all the visitors,” he said. He added that the checking was done on the instructions of the Bathinda Deputy Commissioner and SSP.

He said the aim was to reduce the possibility of unscrupulous elements staying in the city hotels. He added that if incomplete records are found at any of the hotels next time, a case would be registered against them under the section 188 of the IPC for violating the instructions of the district magistrate.

BPL girls get tips to be self-reliant

To make girls/women, belonging to the below poverty line (BPL) families self-reliant, under the Swaran Jayanti Shehri Rozgar Yojna of the central government the State Urban Development Authority (SUDA), Chandigarh, and the North India Technical Consultancy Organisation (NITCON) Limited, Chandigarh, have been running two and a half months long training programmes in four municipal towns, Rampura, Bhucho, Sangat and Raman of the Bathinda district.

These girls/ women are being trained in fashion designing/technology and the beauty culture trade without charging any fee.

Besides, the requisite material, being used in the training programmes, is also being provided to them free of cost.

In Bhucho Mandi, 28 girls/women are being trained in fashion technology, hand embroidery and bag making while at Rampura 30 girls/women are being imparted training in fancy lady suit stitching and fancy cloth bag making. At Sangat Mandi 30 girls/women are being trained in application of Mehndi, bridal make up and hair style while another 30 girls/women are getting training in fancy kids wear and tie and dye technology. At Raman Mandi 30 girls/women are being trained in beauty culture trade while another 60 in fashion designing.

Talking to Bathinda Tribune, the AGM of the NITCON Vijay Arora said the SUDA is the funding agency while the NITCON is providing training.

He said for the training programmes, the central government provided 75 per cent funds while the state contributed 25 per cent as its share.

He said after the completion of training during this month, the NITCON would provide a certificate and handsome tool kit to every trained girl/woman for starting own venture.

Arora said they were also imparting them managerial and personality development skills so that they could compete with others while starting their ventures. He said the needy girls/women would also be provided help in getting loans from the banks. He said the main aim of the government to organise such training programmes is upliftment of the BPL families so that they could also acquire a good status in the society.

Student of the Bathinda Chess Academy (BCA), Love Jindal, clinched the title of the first Bathinda District Chess Championship.

Moreover, students of the academy shone in the championship that concluded at Teachers' Home today. Altogether four students of the academy figured in the top ten positions which included the first three slots.

Harmanjot Singh and Shabbir Shaikh won the second and the third places respectively.

The other players who figured in the top ten positions, include Navneet Shahi (Girl), Ankush Puri,

Vikram Puri, Navdeep Singh Walia (BCA), Keshav Singla, Mayank Monga and Dave Jindal.

As many as 86 players participated in the two-day tourney which was organised by the Bathinda District Chess Association, affiliated to the Punjab State Chess Association. Out of 86 players, 54 were below than the age of 15 years.

The top ten players of the tourney will now take part in the Punjab State Chess Championship (U-25) - 2012.

Woman booked for selling liquor illegally

Police has arrested a woman for selling liquor in polythene bags illegally. Police officials said that the woman adulterate liquor after purchasing it from liquor vends and sell it in packets at higher prices.

The accused identified as Babli of Amarpura Basti has been booked under Sections 61, 1, 14 of the Excise Act at Canal Colony police station.

Three booked for beating

Three persons have been booked by the police for beating a resident of Amarpura Basti. Complainant in the case, Gial Singh said that accused Guri Ahluwalia of Lal Singh Basti, Pargat Singh, Janta Singh of Amarpura Basti and one Shankaria beat him and inflicted serious injuries upon him.

He said that the accused attacked him on May 7 and he was rushed to a nearby hospital.

A case under Sections 325, 427 and 34 of the IPC has been registered against the three accused at Canal Colony police station.

One arrested for gambling

A resident of Qila road has been arrested for gambling. The accused, Ashok Kumar, was found gambling by head constable Parwinder Singh of Kotwali police station. A case under Sections 13-A,3, 67 of the Gambling Act has been registered against him at Kotwali police station.

He was later released on bail. An amount of Rs 5,050 has also been recovered from his possession.

Two villagers booked for stealing barbed wire

Police has booked two villagers Angrez Singh and Albel Singh of Jhumba village for stealing barbed wire from the farm of Sukhmandar Singh. In a complaint to the police, Sukhmandar said that the accused stolen the wire worth nearly Rs 5,000 from his agricultural fields. A case under Section 379 of the IPC has been registered against the accused at Nandgarh police station.

One arrested with drugs

A resident of Rampura has been arrested for possessing habit-forming drugs. As many as 11,500 tablets and 250 gram intoxicating power is recovered from the possession of the accused who is booked by the police under

Sections 22, 61, 85 of the NDPS Act at City Rampura police station.

In another case, Balianwali police arrested one Gurdeep Singh of Ramanwas village with 1440 habit-forming drugs from Ramanwas village. A case under Sections 22, 61, 85 of the NDPS Act has been registered against him.

Barnala resident arrested with poppy husk

A resident of Barnala has been arrested by the police with seven kilogramme of poppy husk. Accused Jagtar Singh was arrested from near Pakka Kalan village. A case under Sections 15, 61, 85 of the NDPS Act has been registered against him at Rama police station.

Three booked for firing

Talwandi Sabo police has booked three persons including an unidentified person for opening fire on a resident of Talwandi Sabo.

Davinder Singh alleged that accused Manjot Singh, Raja Singh, both residents of Talwandi Sabo and an unidentified person fired gun shots at him with the motive of killing him. A case under Sections 307, 323, 34 of the IPC and 25, 54, 59 of the Arms Act has been registered against the three accused at Talwandi Sabo police station.

With summer reaching its peak, temper have started running high at the Reverse Osmosis (RO) water filtration plants installed at various wards across the city.
Increased water consumption and decreased potable water supply in city have led to number of heated arguments being witnessed at the RO plants in morning as well as in evening hours.

"Situation is worst on Sundays, when ROs remain closed in the evening for maintenance and people have to get two cans of water to meet with family's water demands," said Gurpreet Singh, a resident of Model Town phase - III, who gets water from RO plant situated near the Civil Lines police station.

Every morning, people stand in queues waiting to get their cans filled. "Morning is rush hour and everybody is in a haste to get their cans filled first. In this me-first situation, few men start jostling and end up arguing endlessly. At times, it becomes difficult to pacify them and ensure that others get their turn to fill water easily," said a women employee at one of the ROs in city near Bibiwala Chowk area.

Most of the RO plants have appointed women for receiving payments and making entries of the customers. They are, however, unable to handle volatile situations and prefer to remain silent.

The situation was more problematic when Sirhind canal remained closed in the month of April. With water supply trickling down in the city, even those lined up to get water, who have own RO systems installed at their homes. Also with high quality of water available from these plants, many people have stopped using ROs installed at homes and prefer fetching water from the ones government has installed.

Area residents demanded that to meet the demand for treated water, additional RO plants should be set up in the city.

Meanwhile, Mayor Baljit Singh Beerbehman said that in the phase of RO installation, additional RO plants for bigger wards in on cards, "It may take another few months for the new ROs to come up," he said.

Bathinda Local Centre of the Institution of Engineers organised a seminar on the occasion of World Environment Day, which is commemorated all over the world on June 5.

Fellow of Institute of Engineers (FIE) chief engineer (retired) GS Dhindsa presided over the proceedings of the seminar. Chief engineer Guru Nanak Dev Thermal Plant Bathinda H P Singh, engineer-in-chief (retd) R S Dhillon and several corporate members associated with Bathinda Centre participated in this seminar. Four members deliberated on this issue through their presentations. Dr. Sanjiv Aggarwal, head of the civil engineering department Punjab Technical University Giani Zail Singh campus introduced audience to the history and theme of this year's celebrations, which is Green Energy. — TNS

He was arrested from near Naruana. As many as 50 tablets and 23 vials were recovered from his possession.

A case under Sections 420 of the IPC has been registered in this regard against the accused at Sadar police station.

Crossing the boundaries of nation and culture, one of Dr Anand’s books has impressed a scholar at the Khyyam University who is now translating the book into Persian.

Dr Anand, principal of the DAV College in Bathinda, is gung-ho about the fact that his book, “Bliss — The Ultimate Magic”, was chosen by the scholar Nargues Mohammadi to be translated into Persian.

Talking about his interaction with Nargues, he said, “I have a website where I have uploaded many of my works including my poems and excerpts from my books. She read the first 15 pages of the book on the website and wrote me a mail expressing her interest in my book.”

“She told me that she was impressed with the writing and wanted to translate it into Persian for the people of her country. I was delighted by the idea. I have read literary works of Omar Khayyam, Rumi and Kahlil Gibran and now readers from their country, Iran, will be able to read my book,” he added.

Elaborating on the topic of the book, he said, “Although I am a Sikh, I have written the book without being crippled by any religious order and from an undogmatic perspective. The book is about the spiritual experiences I had in my life. The book deals with the ideas of life, death, love, nature, universe and above all, the relation of a being with the cosmos.”

“I would say that the book is philosphy in its purest form. The experiences have not been drwan from any other source,” he added.

Nargues Mohammadi is a post-graduate in translation from Khayyam University, Iran and has also done a course in literary translation.

She told TNS that she was inspired by Omar Khayyam’s work “Robaiyat”, Paulo Coelho’s book, “The Alchemist” and also by the quotations from Kahlil Gibran’s “Prophet”.

Talking about her fondness for Dr Anand’s book, she said, “The book taught me that if one seeks it with his heart and soul, he will find a treasure which will enrich his life. After I translated the first few pages of the book and read them out to my parents, they encouraged me to go ahead and translate the whole book.”

Pointing out the similarity in the concepts and issues raised by Dr Anand in his book and those raised by some of the great Persian mystics and poets, she said, “All insist that although man is a reciprocal creature, but paying great attention to physical desires will lead to losing the ultimate goal of living which is to serve the humanity.”
