Ex-Navy officer's son arrested

The police arrested Rajesh Thapa, son of retired Navy officer Ganesh Thapa, from his gift shop at Ballupur Chowk today. Rajesh was arrested for abusing son of state minister Khajan Das, Anuj Bharti, who had, by mistake, sent a message to his woman acquaintance on Tuesday evening.

Organs of wildlife animals seized from 6 persons
Dehradun, May 30
A team of Special Task Force (STF) along with the police of Ghansali area arrested one woman and five others at Simli Band in Ghansali district of Tehri Garhawal today for poaching organs of endangered wild animals. The team has recovered three gall bladders of black bear of 350 gm, skin and skull of civet cat and horns of a stag weighing 8 kg. The accused are residents of Ghansali and Rudraprayag.

BJP to raise fuel hike issue in Assembly today

Proposal to stop 12 pc free power supply to UPCL
UERC chief wants time from CM to discuss issue

Chairman, Uttarakhand Electricity Regulatory Commission (UERC), Jagmohan Lal, has sought time from the Chief Minister to discuss the issue with regard to the new proposal where the state government is considering to cease 12 % free power supply to Uttarakhand Power Corporation Limited (UPCL) produced by Tehri hydroelectric project and other such projects run by various public and private sectors. The state government is intending to sell this power share to Power Trading Corporation (PTC) instead. The move is being considered a big jolt to the financial state of UPCL. Jagmohan Lal said: “It is not fair to divert the 12 % power share from UPCL to PTC. UPCL, which will have to buy power from open market at a higher rate, will certainly compensate it's loss by charging at least 5% from the public on this account only. It can increase more tariffs, citing other factors as well.” This extra burden on consumers will certainly not bode well for the state government. Lal also opined that in case the state government had made up its mind, then it must balance the loss by providing a significant subsidy to the UPCL.

Highly placed sources claimed that it was unjustified that on one hand the state government promised non-stop power supply to the public, and on the other hand, it was snatching away the facility of free power share from UPCL. Power Corporation, which is incurring losses of more than Rs 2,000 crore, is not in a position to purchase power on it's own; either it will have to resort to power cuts or increase the tariffs.

If the state government is not allowing power cuts, then the heightened power tariffs is the only option left.

Speculations are also rife that Chief Minister Vijay Bahuguna has given directions to stall the proposal. Managing Director, UPCL, AK Johri, however, denied from having got any written order in this regard.

The proposal of snapping up of free power share to UPCL was moved by the then Additional Chief Secretary, who is now the Chief Secretary, AK Jain, in a letter to Secretary, Energy, SS Sandhu, saying that the UPCL, which received 753.993 MU free power share directly from the public and

private hydropower producers in year 2010-11, had failed in depositing the cost of the power to the state government for last many years.

UPCL was doing the same with Uttarakhand Jal Vidyut Nigam Limited. Seeing that it was not improving upon it's commercial and technical losses. He said it seemed UPCL was just misusing the facility in covering up it's losses and, hence, the state government, which is passing through a financial crunch, must stop yielding this power share to UPCL and, rather, float an agency which prepares a blueprint to sell this power share to PTC.

According to sources, UPCL, which is supposed to pay the cost of this free power to the tune of Rs 2.20/unit to the state government, will have to buy at least at Rs 4.50/unit from the open market. The fact which state government ignored was that UPCL definitely had a debt of Rs 500 cr to pay to the state government on account of this free power, but the other fact is that even other government departments are liable to pay Rs 700 cr to UPCL.

Kedarnath, Yamunotri trekking routes to have pre-fabricated toilets

Kedarnath and Yamunotri trekking routes will have pre-fabricated and bio-degradable toilets. Uttarakhand Chief Minister Vijay Bahuguna has stressed on having two bio-degradable toilets on every one kilometre distance on these trekking routes for the convenience of the tourists and has directed Tourism Department to prepare proposals for the same.

Chief Minister Bahuguna issued these directions after he was apprised by the Army Commander, Central Command, Lt. General Anil Chait, about pathetic condition of toilets on those routes during

their meeting held here today. The Army Commander also urged the Chief Minister to provide land for setting up a firing range for the Army. He also requested the Chief Minister to take suggestions from Army while drafting development programmes for border areas.

Chief Minister Bahuguna said that the state government would extend all possible cooperation to the Army. He underlined that Army played an important role during natural calamities, besides national security. He said that the state government would take suggestions from the Army while chalking out

development programmes for border areas. Bahuguna also asked the Army Commander to submit a comprehensive proposal of land for the firing range. A decision was taken to hold a meeting of Civil-

Military Liaison Committee in the month of July in which the Chief Minister, Army Commander and other senior officers of Army and state government would participate to take decisions on various issues pertaining to Army and civilian spheres after thorough discussions.

Chief Minister Bahuguna said that Uttarakhand had a majority of soldiers and they were contributing in the security of the border areas. He said that the state government was committed to the

welfare of the soldiers and ex-servicemen. Chief Minister also consented to participate in the Passing Out Parade of Indian Military Academy scheduled on June 9, 2012.

Also present at the meeting were Major General Ranvir Yadav, GOC, Uttarakhand Sub Area and Colonel Manjeet Singh.

Bomb hoax in city

The entire police department of in the city swung into action on a phone call made to the police control room informing about spotting a brief case near Lanse Down Chowk, suspecting it to be carrying a bomb. The bomb disposal squad too reached the spot and detected the brief case with the equipment and declared it not having any bomb.

The entire drama went for almost an hour in the evening when the area was cordoned off. The crowd surged to see the suspense unfolding. Many doubted it to be a mock drill but Senior Superintendent of Police Neeru Garg, who was present on the occasion, denied this and said the police would trace the caller and ascertain whether the caller played a prank or informed on a tip-off.

SP city Jaswant Singh, CO city Pramender Dobhal, CO Dalanwala Manikant Mishra were also present there.

Ex-Navy officer's son arrested

The police arrested Rajesh Thapa, son of retired Navy officer Ganesh Thapa, from his gift shop at Ballupur Chowk today. Rajesh was arrested for abusing son of state minister Khajan Das, Anuj Bharti, who had, by mistake, sent a message to his woman acquaintance on Tuesday evening.

That day, Bharti had apologised to him, saying that he did so by mistake and was not intended for the woman. Later, the minister himself apologised but Rajesh did not relent and used indecent language.

The woman, too, told the police that she did not mind the message, which read, 'Good night, sweet dreams.'

After tracing the call list where most of the calls were made to the other phone number of Rajesh, the police approached him. There he tried to mislead it but soon admitted his fault. He has been sent to jail. — TNS

MLA submits memo on transport blues to minister

Rajkumar, MLA, Rajpur Road, met State Minister of Transport Surender Rakesh and submitted a memorandum regarding various problems with regard to transport in the city. He said the work was stalled over the old bus-stand where a commercial complex was to be built on PPP mode.

He expressed fear that the area could be encroached on due to negligence of the state government and administration in this case.

The old city bus-stand before Rajpur Road was also not being used. He said a scheme was made to run buses under JNNURM but it, too, did not materialise and the place could now be encroached by land mafia.

He said Dehardun got 150 buses under Yuro-3 scheme under JNNURM, which were not operating. The buses were meant to reduce the pollution level and give amenities to the public. The minister assured him to look into all the issues.

Girls outdo boys in state board examinations

Girls once again outshone boys in the Uttarakhand Board class X and XII exams results that were declared yesterday.

Sita Shresht from St Lawrence School topped the town with 83.2% marks in class X while Zuby Iqbal from Sanatan Dharm Inter-College of the town secured 72.2% marks in the commerce stream.

Nishant Tomar (81.8%), Gaurav Mandarwal (78%) and Ankit (74.6%) stood first, second and third, respectively, from Saraswati Vidya Mandir School in class X.

Sony Chauhan (71%), Rajni Rawat (70.2%) and Babita Pokhriyal (68.4%) were declared toppers from Mussoorie Inter-College School in the arts stream while Anjali Kothiya (70.2%), Himani Sharma (68%) and Priya (64.8%) topped their school in the science stream.

Babita Thapa (78%), Aasha Rawat (71.6%) and Rishi (70%) topped the school in class X. Vinita (76 %) and Shivani (74%) were among the top three from St Lawrence School.

Dipika Dhanai (75.6%), Krishna Panwar (69.8%) and Parul Semwal topped in Sanatan Dharm Inter-College School.

In class XII results of the same school, Kiran Thapa (65%), Deepa (62.2%), Aarti Singh and Priyanka Singh (61.6%) were among the toppers. Bharti Katyar (69.8%) and Neha Rawat (65%) also brought laurels to their school.

Organs of wildlife animals seized from 6 persons

A team of Special Task Force (STF) along with the police of Ghansali area arrested one woman and five others at Simli Band in Ghansali district of Tehri Garhawal today for poaching organs of endangered wild animals. The team has recovered three gall bladders of black bear of 350 gm, skin and skull of civet cat and horns of a stag weighing 8 kg. The accused are residents of Ghansali and Rudraprayag.

The cost of the bear's gall bladder has been estimated at Rs 10,50,000 and horns of stag at Rs 20,000 a kg and the skin and skull of civet cat for Rs 30,000.

Himalyan black bear and stag have been enlisted under Wildlife Protection Act. Hunting of bear is illegal under the Convention of the International Trade in Endangered Species. Director General of Police has announced a reward of Rs 20,000 to the STF and Ghansali police team.

The STF team was already engaged in containing poaching in Kedarnath Wildlife Sanctuary and Bhilangana Wild Area.

BJP to raise fuel hike issue in Assembly today

In view of the India bandh call given by the NDA against the recent petrol hike, the BJP is expected to raise the issue in the House tomorrow.

Leader of the Opposition Ajay Bhatt said the BJP would raise the issue of inflation in the House and demand discussion under Rule 310 (adjournment motion) on the recent price hike in petrol prices.

"The recent increase in petrol price has burdened the common man. We will be raising the issue in the House tomorrow," said Bhatt.

BJP chief BS Chufal said the party was gearing up to make the bandh a complete success in the entire state.

"The Vyapar Mandal along with other affiliate units of the BJP will be on the forefront of the bandh. The party has already devised a strategy for making the bandh a success," said Chufal.

Qureshi confers degrees on 512 UPES students

Uttarakhand Governor Aziz Qureshi today appreciated the progress made by the University of Petroleum and Energy Studies (UPES) in a span of nine years.

Speaking as the chief guest at the 9th convocation of the UPES here today, the Governor congratulated all those who passed out of the portals of the UPES today after achieving academic and technical excellence.

“With every batch of students, an academic institution experiences a great sense of achievement,” said Qureshi. He said the university had provided qualified and skilled manpower to the vital sectors of the Indian economy.

“It is a matter of great pride that the first Energy and Core Sector University in the Pan Asian region has been established in the state,” he said. The Governor said it was the first university of the country which had dedicated itself to the longstanding need of imparting industry-oriented education by offering domain specific and industry-focused courses.

“It has given more than 3,000 trained engineers and managers to various leading Indian and global companies. I compliment the management of the UPES and the credit for this must go in equal measure to the dedicated faculty and the students of the UPES,” he said.

Qureshi said he was happy to know that the corporate social arm of the UPES was equally active in responsibilities. “It is indeed heartening to learn that the UPES has taken up several projects, which provide several socio-economic services to help improve the standard of living of people in the vicinity of their campus at Bidholi village.”

Guest of honour at the ceremony, Indian Oil Corporation Limited, chairman, RS Butola, complimented the management of the UPES for creating a skill system in various areas of energy. He said the recent academic collaboration of the UPES with the IBM and its association in research and development with upstream and downstream companies in the Indian hydrocarbon sector was an indication of its strong commitment in the area of research and development.

Degrees were awarded to the students of engineering studies. A total of 512 student graduates in various disciplines, including BTech and MTech, were awarded degrees. Two university gold medals, one each for the best undergraduate and postgraduate student of engineering, were awarded to Ketan Bajaj and Mukesh Chaudhary, respectively. In addition, 17 medals were awarded to the meritorious students in different courses.

Uttarakhand Chief Minister Vijay Bahuguna, taking serious note of difficulties being faced by the Gorkha community in obtaining the OBC certificate, has directed the officers concerned to ensure issuance of the certificates to them as per the set criteria.

In keeping with the instructions of the Chief Minister, Secretary, Social Welfare, Subardhan, in a reminder sent to all District Magistrates, has stated that the Gorkha community has been given the status of the OBC vide Notification 3107 dated November 15, 2003. He stated that the difficulties being faced by the Gorkha community in obtaining the OBC certificate be removed and the certificates as per the set criteria be issued.

Govt officials get tips to handle natural disaster

Mussoorie, May 30
The 8th Battalion of the National Disaster Response Force gave necessary tips to government officials from various departments to increase their response time for rescue during the occurrence of any natural calamity such as earthquake etc in Mussoorie yesterday.

Members of the unit demonstrated various methods to be used as response technique during earthquake and any other such disaster so that the number of casualties can be reduced to the bare minimum.

The members from the disaster response unit also displayed a number of the equipment used in the field during any natural disaster which were useful in reducing the rescue time limit that could result in saving the life of the victim.

The instructor of the force Ajay Pal Singh said such workshops would be held at every tehsil-level in the state to educate school teachers and government officials about the correct technique of search and rescue during any disaster.

He also said the participants were also told that they should handle the situation calmly.

Nayab Tehsildar Matadin, Adminstrator Suryamani, several government school teachers and employees were present on the occasion.
