Glut of wheat in mandis
Sirsa, April 30 Though the Haryana Government announced the beginning of the wheat procurement season from April 1 this year, the actual purchases took another 15 days, as the crop was still not ripe due to the prolonged winter this year. “Normally, a procurement season lasts from 40 to 45 days, but this year due to a delayed start of purchases, it has shrunk to 25 days resulting in huge quantities of wheat arriving in the grain markets every day,” said an official in the Sirsa grain market. Coupled with this, a heavy production of wheat this year has resulted in the flooding of the mandis. “Normally, the yield per acre used to be 20 to 21 quintals, but this year, the minimum yield is 24 quintals per acre. In some cases the yield is even more,” said Atam Parkash Batra, a progressive farmer from Fatehabad. Even after the actual procurement began, inclement weather has been hampering the process intermittently. Owing to all these reasons, chaotic conditions prevail in almost all the grain markets in the state this year. The situation is particularly severe in Sirsa, the biggest producer of wheat in Haryana, where 10.44 lakh MT of wheat had arrived last year. This year, the arrival is expected to cross the last year’s figures, while the number of days for its purchase has shrunk almost by half. By Wednesday evening, 4.35 lakh MT of wheat has been purchased by the government procurement agencies in different grain markets and purchase centres in Sirsa. Nearly 10 lakh quintals of wheat was purchased on Wednesday alone and 7 lakh quintals on Tuesday. Heavy arrivals have clogged all the grain markets of Sirsa and Fatehabad to their maximum. In this complete glut in the grain market, heaps of wheat is being placed at every possible space available in the towns. In Fatehabad, the grain market traders have put heaps in the vegetable market, model town, Green Park and at several plinths available on the Sirsa road. Heavy arrivals have also resulted in allegations of slow lifting and demand of bribe up to Rs 4 per bag are being levelled both in Sirsa and Fatehabad. Protests by traders have been witnessed in Sirsa, Ratia and some other places on the issue. Farmers have also been accusing the procurement agencies of indifference by rejecting their crop on flimsy grounds, while the officials of the procurement agencies maintain that some farmers tend to bring wheat with moisture contents more than the permissible limits. The procurement season is likely to last till the first half of May, though the maximum arrivals are expected to reach the mandis in the next one week.

Give language status to Haryanavi dialect
Sirsa, April 30 Justifying the demand, Hooda said about four crore people from Haryana and western UP spoke in Haryanvi, which was also spoken on all borders of the country as every 10th soldier in the armed forces was from Haryana. “Saints, poets and litterateurs like Saint Nischal Das, Garib Das Hariyanvi, Mahakavi Surdas Hariyanvi Brij, Ahmed Baksh, Shankardas Meerut, Pt Lakhmi Chand, Mange Ram, Mehar Singh, Nand Lal had worked on Haryanvi literature in the last 400 years. Haryanavi deserves to be included in the 8th Schedule,” he said, talking to The Tribune. Recalling his recent Pakistan visit, Deepender Singh Hooda said people in that country talked to him in Haryanavi as they knew he was from Haryana. Espousing the cause, Rajbir Deswal, IG (CID), Haryana, who has been doing research on socio-cultural issues from time to time, called upon scholars to devise a proper script for Haryanavi. “While developing a script, care will have to be taken to assimilate the Haryanavi dialects spoken in all regions of the state --Deswal, Bagar, Bangar, Khadar and Nardak,” said Deswal, whose first book as an author was “Wit and Humour of Haryana”. Winner of Lakhmi Chand Award for his contribution to Haryanavi literature, Deswal, who also wrote a book “Culture, Bright and Dark” on Haryanvi culture, feels much of the script can be taken from Devnagri. Dr Shamim Sharma, Managing Director of JCD Vidyapeeth, Sirsa and author of several books on Haryanavi humour said status of a language to Haryanvi dialect was long overdue. “Although there is much literature in Haryanavi, yet for granting the dialect the status of a language, merely the ‘saangs’ written by Lakhmi Chand would suffice,” said Sharma, “What William Shakespeare is to English literature, Lakhmi Chand is to Haryanvi literature,”she added. Usha Sharma, Director of Haryana Kala Parishad, who acted in Haryanvi film Chandrawal, said inclusion in the 8th Schedule of Constitution would provide impetus to Haryanvi culture, literature, folk art as well as cinema. The Haryana Sahitya Akademi has been making endeavours in this direction. Shyam Sakha Shyam, Director of the Akademi, said the Haryana Sahitya Akademi would assist in publication of 1000 books in Haryanvi in its endeavour to get for it the status of a
language.

Inclusion of Haryanavi in 8th Schedule sought
Kurukshetra, April 30 Stating this in a press statement issued to mediapersons from Naveen Jindal’s office here recently, Jindal said he felt since Haryanavi was spoken by almost 4 crore people belonging to Haryana, Punjab, West Delhi and some parts of Uttar Pradesh, therefore, it should also be included in the 8th Schedule. Citing the importance of Haryanavi, he said the works of poets and writers in Haryanavi language were being taught at the graduation and post-graduation level and a lot of research students were involved in understanding the varsity of this language. Jindal further said the inclusion of Haryanavi language in the 8th Schedule would instill the feeling of pride among the people of Haryana.

Karnal boy makes it to kick-boxing national team
Karnal, April 30 Neeraj, a Class IX student of Shaheed Bhagat Singh School, has been toiling hard for the past two years and his selection in the national team is the result of his determination and continued practice. Hailing from a humble rural background, Neeraj forayed into sports, making his debut in kick-boxing when he was a student of Class VI and showed unexpected talent and growth to reach the top. His talent got recognition when he won a gold medal in the under-32 to 42 weight category at the national-level games held in January 2012 at Rajiv Gandhi Stadium, Delhi. He is also credited with winning the yellow, orange and green belts in different competitions. Neeraj, who has expertise in round kicks and arm butt, is practising hard for the Bhutan kick-boxing championship and is confident of winning the gold and bringing laurels to the country. Neeraj won the silver medal at the district-level kick-boxing championship held at Ladwa in 2010 in the 28-32 kg weight category and won the gold medal at the state-level championship at Hisar in July 2010. Neeraj gave the credit for his success to his father Kulwant Singh, mother Kiran, principal Mukesh Chandra and coach Satvinder Singh.

Relief for defaulting colonisers
Chandigarh, April 30 Under the policy, the defaulters will be able to get certain approvals from the authorities concerned after submitting an additional bank guarantee. The policy will be applicable to all the licensed colonies in the state, except those falling under the Gurgaon-Manesar urban complex. According of an official, the policy will provide relief to the defaulters only in the form of certain approvals in spite of overdue EDC amount, subject to certain conditions. However, no relief in the rates of EDC or interest will be allowed. Any renewal or approval under the policy will be considered only if all other government dues like the IDC, renewal fee or scrutiny have been cleared by the licensee. In addition, the licensee will pay the further installments of EDC on time. A renewal of the licence will be subject to an additional bank guarantee for 25 per cent of the overdue EDC on the date of the grant of such approval. The bank guarantee will be valid for 15 months. The licensee will give an undertaking that he will clear the overdue EDC in four quarterly installments. The licensee will continue to pay the installments of EDC along with the interest or penal interest, which will become due after the grant of approval under this policy within the prescribed period as specified in the agreement.

Girls’ education top priority, says Vidhan Sabha Speaker
Sonepat, April 30 This was stated by Haryana Vidhan Sabha Speaker Kuldeep Sharma while addressing the first convocation function of Government Women’s College, Murthal, recently. He said, “The importance of education among girls and its overall impact on the welfare of children and society as a whole cannot be overemphasised and that is why education for girls has been one of the top priorities of the government”. The Budget allocation for higher education in the state had almost been increased four times during the past six years and the government had also been providing free education to girls up to the graduation level and also in technical education, he said. He said a number of scholarship and stipend schemes were being implemented with the objectives to enable girl students to pursue education. He exhorted the students to leave no stone unturned in achieving their future targets. On the occasion, the Speaker presented degrees to 142 students of the arts and commerce streams. PD Sharma, principal of the college, listed the activities of the college.

MCs join hands in bid to remove chairperson
Sonepat, April 30 The MCs, Jai Kanwar Khatri, Santosh Rani, Seema, Veena Rani, Asha Rani, Satya Narayan Saroha and others, held a meeting at the residence of former chairman of the council Ashok Chhabra recently and announced an open revolt against the chairperson. At the meeting, which was presided over by Asha Rani, the municipal councillors alleged that even after joining the Congress, the chairperson was favouring BJP-supported municipal councillors in development works and the Congress-backed MCs had no say even in routine activities of the council. Chhabra said complaints were being received that the chairperson was indulging in anti-Congress campaigns and it had become necessary to change the chairperson for ensuring the equal distribution of development funds in wards. Meanwhile, the chairperson had reportedly sent her supporters outside the state. It is also learnt that she had again joined hands with BJP-supported MCs who had played a key role in her election as the chairperson. However, Taneja clarified that anyone could go anywhere and said she had no role in sending anyone out of the state. Sadhana Taneja won as MC of the BJP and she was fielded as the BJP candidate for the chairmanship of the council against the Congress-supported Veena Rani. After her election as chairperson, Taneja changed her party affiliation and joined the Congress camp.

Nodal officers for Parivar Bima Yojna designated
Chandigarh, April 30 According to an official spokesperson, the eligible beneficiaries can present their claim by submitting an application to the nodal officer along with the ration card, the voter ID card, medical certificate and police report. The government has instructed the nodal officers to give their recommendation on the application of the claimant within 72 hours to provide compensation under this scheme. The scheme provides financial support to those families whose earning member has lost his life due to an unnatural reason or has become disabled and unable to do work. The scheme is being implemented by the Social Justice and Empowerment Department. Financial assistance of Rs 1 lakh is given in case of a person who is between the age of 18 and 60 years and had died due to rail or road or air accident or any riot, strike, act of terrorism, snake bite, drowning, electrocution, fall from height, fire, explosion, attack by animals, stampede and suffocation or had been suffering from a chronic disease or died in an accident with agriculture implements. If due to any reason a person loses his limbs or is partially or permanently blind, he is provided a compensation of Rs 50,000 and Rs 25,000 on the loss of a single eye or a limb. But disability or death due to war, nuclear risk, self injury, committing suicide, consuming alcoholic drinks or due to fall from bus or rail due to criminal intention have been kept outside the scope of benefit under the scheme by the state government.

Rewari, April 30 Power, Forest and Environment Minister Capt Ajay Singh Yadav was the chief guest on the occasion. Delivering his keynote address, the minister said veneration of elders and dedicated work were a sine qua non for students to achieve their cherished goal in life. Mentioning about the taxing requirements of this materialistic age, he exhorted students to gain proficiency in technology, along with competence in academics, sports and other extracurricular activities. Similarly, Sukhchain Bhandari observed, “Chal eh changa hoya hun bharm na reha , kayi nikke nikke dhokhey hun jawaan ho gye”.Kidar Nath Kidar read out poems from his tenth book “Do Bol Pyare de” which was released later. Besides, Gurtej Parsa, Sham Singh and Sukhchain Singh other poets Siri Ram Arsh, Puran Singh Nirala and Jagwinder Singh Mukta (Hissar), Surinderdeep Kaur (Jallandhar) Maan Singh (Haryana), Ganesh Dutt, Kidar Nath read out their poems. IGP warns GRP cops against extortion
Jhajjar, April 30 The policemen have been extorting money from unauthorised vendors and rehri-owners in lieu of permitting them to run their business activities at the railway station premises. A communiqué in this regard has been sent to all GRP stations across the state from the IGP’s office. In the communiqué, it has been stated that several complaints have been received from different parts of the state regarding extortion of money by policemen. “Stern official action will be taken against policemen found guilty of extracting money from unauthorised vendors. Besides, departmental inquiry and a case under Prevention of Corruption Act would be registered against the erring cops,” said Kamaraja. He further added that as per law, unauthorised vendors and rehri owners are not allowed to sell eatables and other things in the trains and the railway premises. Kamaraja also directed the police to carry out special drive at regular intervals to nab the unauthorised vendors, rehri and stall owners. While talking to The Tribune, Kamaraja said he would soon visit the GPR stations against which larg numbers of complaints had been received by his office. “Some serious complaints of corruption are being investigated by senior police officers,” said the IGP.

INLD leader criticises demolition of shops
Kaithal, April 30 Addressing a press conference here, he alleged a top Congress leader was behind the demolition of 26 shops in the market. The owner of the market Ashok Bansal’s father, the late Niranjan Bansal, was a top INLD leader and the chairman of the Haryana Warehousing Corporation. Goel said the District Town Planning department did not even honour the notice it had been issued to Bansal. He showed documents to prove that Ashok Bansal along with his wife and a minor daughter, who were co-owners of the market, had submitted the site plans for the market along with the requisite regulatory fee to the Municipal Council authorities for sanction in January. He said, “As per rules, if the plans are not returned within 60 days, the plans were deemed to have been sanctioned. However, in this case, the plans were returned on April 20.” He added, “The officer did not even mention the reasons for returning the file.” The District Town Planner pasted a notice on Bansal’s premises directing him to appear before him on April 27. But the same authority along with the civic body authorities, carried out the demolition, even before April 27 the date fixed for the hearing. In the meantime, Bansal also moved to the court for permanent injunction. The court had issued notices to the Collector of Haryana Government Municipal Council Executive Officer (EO) and District Town and Country Planner, to appear before it on April 24. The authorities did not show any respect to these summons and pulled down all the structures. Goel said it was also shocking that he had paid regulatory fee of Rs 8.23 lakh in cash and through cheques. Goel said the authorities did not even permit them to hold press conference at the PWD rest house, which was their legitimate right. He said his party would fight the dictatorship of the Congress at every stage.

Rs 32 cr for health care in urban areas
Chandigarh, April 30 While stating this here today, Health Minister Rao Narender Singh said out of the total, 30 per cent amount which was 9.63 crore would be provided by the Union Government under the National Rural Health Mission, while the remaining 70 per cent money of Rs 23.46 crore would be borne by the state government. He said out of the 70 per cent share, the expenditure in respect of providing furniture, fixtures and equipments would be borne by the Haryana Urban Development Authority and the rest of the money would be provided by the Health Department. Rao Narender said the prime objective to start the Haryana Urban Health Mission was to provide better health care services to a large population living in the slums areas of the state. The NRHM primarily meets the health requirement of rural population. It was hence necessary to fulfill the health needs of urban population living in slums.

Annual day of temple celebrated
Yamunanagar, April 30 The programme included a mega health check-up camp, which was organised by the doctors of the DAV Dental College, Yamunanagar, Talwar Eye Hospital and other doctors in the city. More than 1,200 persons were treated in the camp and medicines were also distributed. Pandit Krishan Lal from Vrindavan spoke about the ways to control the mind and senses that increase stamina and concentration for studies and other activities. A bhajan programme was also organised and enjoyed by everyone. Dr MK Sehgal, chairman, said such programmes helped in the overall personality development. Dr Rajni Sehgal, Director-General, said it helped the students to understand our culture and traditions. Science should generate more interest among youth
Rohtak, April 30 Extolling the virtues of science and technology, Dr Kasturirangan called upon students to opt for science as a career and contribute meaningfully to societal and national development. Dr Kasturirangan, who was the chief guest at an internship programme, said India had a glorious tradition and heritage of science and technology. He gave examples of eminent mathematician-scientists like Ramanujam, Bhaskaracharya, Dr CV Raman, Dr Subharamanyam Chander Shekhar, Dr Hargovind Khurana and highlighted their achievements. He said the field offered challenging career options and students must pursue science with an open mind and seeking after knowledge approach. Highlighting the journey of Indian space technology, he mentioned the pioneering role of eminent scientists Dr Vikram Sarabhai, Dr Satish Dhawan and Dr UR Rao. He said science and especially space technology had a significant role to play in the socio-economic development of the nation and it should attract the younger generation so that India could maintain its lead in the field and it could be used for betterment of society. He released a commemorative souvenir on the occasion. The MDU Vice-Chancellor said science had a great future vis-a-vis the younger generation. The guest of honour, Prof RP Malyawar, said school teachers must act as catalysts and career counsellors to guide students about career options. The programme was organised in collaboration with the Department of Science and Technology of the Union Government.

Ambala, April 30 Ethical hacker and cyber security expert Gaurav Pawar delivered lessons on ethical hacking. He unfolded the intricacies of the web and underlined the importance of ethical hacking to almost 500 students. He said an ethical hacker was an expert who could attack a security system of any computer. He said an ethical hacker was required in an organisation to test a security system and report problems. He said Internet users could be a tragic victim of hacking, unless they were careful. Chairman Om Prakash Aggarwal motivated the students to get advanced training in ethical hacking and cyber security to become entrepreneur consultants. — OC

Ratia tops in MNREGA implementation
Fatehabad, April 30 “Employment worth Rs 22.15 crore was provided to villagers in the district during the fiscal ended March 2012, out of which Rs 8.72 was spent in Ratia alone,” said Additional Deputy Commissioner Ashok Meena. He said the authorities completed several important works like the digging of the Rangoi Kharif Channel to prevent floods, digging of village ponds, cleaning of watercourses and levelling of panchayat land. “The Rangoi Kharif Channel has been dug deeper by 3 ft from Ghaswa to Aherwan by spending Rs 2.88 crore,” the ADC said. MNREGA funds had also been utilised to improve the irrigation facilities in the block by cleaning distributaries named after Rattakhera, Dadupur, Khundan, Munshiwala, Rattangarh, Badalgarh and also Bhakra main branch passing through the Ratia area, he said. “Bundhs have been constructed on the outskirts of over a dozen villages to save people from floods,” he said. The villages were Lamba, Ghaswa, Dhani Babanpur, Chandokalan, Mohamadpur Sottar, Kamana, Kanwalgarh, Rattangarh, Mirana, Baliala and Burj, the ADC added.

Ex-servicemen urged to work with dedication
Kaithal, April 30 He said the state government was aware of the problems being faced by the ex-servicemen and it was a matter of satisfaction that the attitude of the present government was responsive. He said the Central government had been urged to implement the ‘one rank, one pension’ scheme so that a major long-standing demand of those retiring from defence services could be met. Singh said the league had been demanding that those retiring from services should be rehabilitated in police force or other similar jobs so that they do not face any financial difficulties as it was not possible for retirees to support their family on the basis of a pension. He informed the ex-servicemen that war widows and veterans of the second world war were honoured by the league from time to time. Col Karan Singh, senior vice-president of the Ex-servicemen League, said the ex-servicemen had done a commendable job wherever appointed. He also advised ex-servicemen to take up social service so that society could get the benefit of their spirit of service. Col Kuldip Singh, general secretary, Ex-servicemen League, also expressed his views. Earlier, Capt GD Tewari welcomed the guests and gave details about the performance of ex-servicemen in the district who were assigned various duties by the UHBVN and other departments. Commander Inder Singh honoured some war widows on the occasion. Capt Sanjay Sikka, Subedar Ram Phal, officers and ex-servicemen of various ranks, sarpanches of some villages and war widows were among those who attended the function.

Inter-state IT racket busted
Jhajjar, April 30 The syndicate had been duping the educated unemployed youths on the name of getting them jobs in automobile company Maruti-Suzuki India Limited by taking a huge amount of money from them for the purpose. “Interestingly, the kingpin of the syndicate is a head constable with the Delhi police and was posted at RK Puram Police Station before his arrest. The police believes that more than 50 persons from different states of the country are likely to be indulged in this racket as 56 fake bank accounts opened in different names at various nationalised banks have been found during the investigation. The police is also probing the role of some Nigerians into the syndicate,” said the IGP. Mittal was interacting with mediapersons during his visit to police stations at Bahadurgarh town here recently. He said the police team led by Sonepat DSP Ajeet Singh had so far arrested two persons, including the Delhi cop Rakesh Tomar and a woman Shenaj Ansari of Bareilly (Uttar Pradesh), in this regard. “Tarun Tyagi, an IT graduate, had lodged a complaint with the police that he was offered a job in Maruti-Suzuki India Limited through an email a few months ago. He had to believe on the offer as the email was sent from the name of Maruti-Suzuki India Limited. Later, he received three separate emails from the same account in a regular interval demanding money in total Rs 80,600 for his personal security deposit, traveling expenses for interview in Mumbai and guarantor security deposit,” said the IGP. “Though Tyagi deposited the entire amount in the bank account mentioned in the email, he didn’t get an interview call after a long time. Then he approached the police,” said Mittal. He said: “The inquiry of the case has been handed over to DSP Ajeet Singh, who not only has a background in banking sector, but also possess a skill of Information Technology”. “DSP Ajeet Singh, during his investigation, found 56 fake bank accounts of the syndicate in different individual names. After tracking the bank accounts for a long time, the DSP ultimately succeeded to know about the kingpin of the syndicate,” said the IGP. “Rakesh Tomar was operating the fake accounts from different parts of the country so as to protect himself from trap. He used electronic codes for withdrawing money from the bank accounts. Karnal hotel industry wants to get rid of ‘Red category’ tag
Karnal, April 30 The members of the Hotel and Restaurant Association of Haryana, which met here to deliberate on the issue, said, “All the states are promoting tourism, but the Haryana State Pollution Control Board has placed the three-star and above hotels in the ‘Red category’ along with other highly polluting industries and even the small hotels with more than 10 rooms have been included in the ‘Orange category’ (medium polluting industry)”. The members were unanimous in their view that the decision of the government was “totally unjustified” and contrary to the practice elsewhere in the world where it was considered as “green industry”. “There are four parameters for pollution, namely air, water, sewerage and noise and we make proper management and arrangements for all and ensure that there is no pollution of air or water and sewerage treatment plants are in place at all the units,” the members said. Urging the government to give breathing space to the industry, Manbeer Choudhary, president, HRAH, said the industry was already paying more than 100 per cent taxes, which included VAT on food and beverages (13.125 per cent), Vat on liquor (15.75 per cent), service tax at the rate of 4.944 per cent on F and B, 10 per cent luxury tax and 7.14 per cent service tax on room rent, 12.36 per cent service tax on hall rent, 25 per cent entertainment tax and 33 per cent corporate tax. No other industry was paying such multiple taxes which were nearly 100 per cent, he added. He said the industry was already over-burdened with the state and Central taxes and the imposition of the Trade Act charges, which are quite high, extra Rs 2 lakh as security, over 6 lakh on bar license fee for L-4, L-5 and Rs 130 per KW per month fixed charges on electricity, besides charging higher rates of tariff and fuel surcharge. He added that any more taxes or financial burden would further deteriorate the health of the industry.

Raise voice against foeticide, girl students told
Kurukshetra, April 30 Bhukkal said the state government was taking various steps for the empowerment of women and the institutions for women in the state were contributing in this direction by rendering education to girls. “It is essential to become a good citizen in today’s modern world and we should fix our target to succeed in life,” she said. She also announced a grant of Rs 5 lakh to the college from her discretionary fund. MLA Anil Dhantori, who was the guest of honour, said the students must plan for their future. Three things were necessary for achieving success in life i.e. planning, implementation and review. Dr Bharti Bandhu, principal of the college, presented the annual report of the year 2011-2012 and highlighted various achievements of students in different fields like academics, cultural and sports. As many as 549 students were conferred graduate and postgraduate degrees. Forty students were awarded postgraduate degrees in Hindi, economics and fine arts, while 509 students were awarded graduate degrees in arts, commerce and science. — OC

State to modernise health facilities
Kurukshetra, April 30 While addressing mediapersons here recently, he said various health projects, costing Rs 1,500 crore, were underway in this regard. He said Rs 109 crore was being spent to upgrade the hospitals of Gurgaon, Hisar, Bhiwani, Faridabad, Sonepat and Rohtak. He added that the work to construct medical colleges at Khanpur Kalan, Sonepat, Nalhar, Mewat, Faridabad, was in porgress. Also, construction of a medical college at Karnal was underway. The hospital was being set-up to pay tribute to Kalpana Chawla, Indian-American astronaut. He said BPL families were getting free surgery facility.
