Cabinet okays Court Fees Bill

The Delhi cabinet today approved the Court Fees (Delhi Amendment) Bill 2011 and gave its nod for the auction of 93 vacant shops under subways and 13 shops in residential colonies on freehold basis.

Woman killed by father-in-law
New Delhi, April 30
A 25-year-old woman was allegedly killed by her father-in-law in south Delhi's Neb Sarai area, the police said today. Sabina was married to Arshad Ali's son, Shabir, and had a two-year-old daughter. Both Ali and Shabir are painters by profession.

Responding to the concerns on fresh guidelines related to the eligibility of scribes in this year's Chartered Accountancy Exams, which were issued separately to the differently abled candidates just days before the exams, the Chief Commissioner of Disabilities (CCD) told the Institute of Charted Accountants of India today to lift the objectionable conditions put forth.

Cabinet okays Court Fees Bill
93 shops under subways to be auctioned

The Delhi cabinet today approved the Court Fees (Delhi Amendment) Bill 2011 and gave its nod for the auction of 93 vacant shops under subways and 13 shops in residential colonies on freehold basis.

While briefing the media persons after the cabinet meeting, Chief Minister Sheila Dikshit stated that in order to rationalize the court fees and collection by e-court fees, it was earlier decided to amend Section 26 of the Court Fees Act 1870 to include e-stamping as a mean of court fees collection and revise the Schedule I and Schedule II of the act to effect the revision of court fees. Hence, a draft bill was prepared by the city government which has since been approved by the Union Ministry of Home Affairs and Union Ministry of Law and Justice.

The cabinet today approved the bill which will be placed in the Legislative Assembly. There has been no revision of court fees in Delhi since 1958 while all kinds of duties and fees have been revised.

A committee of the Delhi High Court asked the city government to start e-court fee in the Delhi High Court. Besides, the court fees in the denomination of 40 paise, 25 paise and 50 paise are no more in use.

Dikshit further stated that the cabinet has decided to auction 93 shops under subways and 13 shops in residential colonies lying vacant for long. The shops were constructed by the PWD. The sale of these commercial properties would fetch crores of rupees as revenue for the government.

The Chief Minister added that the allotment of vacant shops would prove to be a prudent decision. The shops are at South Extension, AIIMS, Safdarjung Hospital, Hyat Regency, Sabzi Mandi Azadpur, Munirka Market, Saraswati Vihar, Nehru Nagar, Swami Nagar, Bhikaiji Cama Place, Lajpat Nagar, Defence Colony, Andrews Ganj Central School. Besides, 13 shops are situated in the government colonies at Karkardooma, Timarpur, Kalyanvas and Gulabi Bagh.

Meera Aggarwal Mayor of North MCD

The BJP councillor, Meera Aggarwal, got the opportunity to become the first Mayor of the North Delhi Municipal Corporation, one of the three newly formed civic agencies.

With the withdrawal of the name by one candidate of the BSP, the elections for the post of the Mayor, Deputy Mayor and members of Standing Committee were held unanimously.

Meera, who is a three-time BJP councillor, was today elected unopposed at a meeting at civic centre while her party colleague Azad Singh elected as Deputy Mayor of the North Delhi Corporation.

"This area is facing some specific problems which shall be solved on priority. It will be my effort to provide fast service by the corporation to the people," said Aggarwal.

Elections for the Standing Committee were also held today in which six members - four BJP councillors and two Congress members - were elected. The elected members of the Standing Committee from the BJP are Yogender Chandolia from Dev Nagar, VP Pandey from Rohini North, Surinder Kaur from Karampura and Hoor Banu from Qasabpura, whereas from the Congress Mukesh Goel (Dheerpur) and Prithvi Singh Rathore (Peeragarhi) were elected unopposed to the six-member body.

Meera (50), an LLB graduate, was elected from Sawan Park ward in the municipal elections held on April 15.

Elected unopposed as the Congress chose not to field any candidate, she will be the first Mayor of the North Delhi Municipal Corporation. Azad Singh, a member of the BJP, was also elected unopposed to the post of the Deputy Mayor. Singh is the councillor from Mundka.

All the newly elected councillors were sworn in. The election to the East Delhi Corporation will be held tomorrow.

The election of BJP members - Annapoorna Mishra as Mayor and Usha Shastri as Deputy Mayor - is a matter of formality now as the Congress has not fielded any candidate.

Woman killed by father-in-law

New Delhi, April 30
A 25-year-old woman was allegedly killed by her father-in-law in south Delhi's Neb Sarai area, the police said today. Sabina was married to Arshad Ali's son, Shabir, and had a two-year-old daughter. Both Ali and Shabir are painters by profession.

While neighbours say that the in-laws did not like the woman, the police has yet to confirm anything.

"The accused Arshad Ali is presently absconding. We received a call about the incident last night. When a police team reached the spot, it found her dead while Ali had fled from the spot. We have registered a case against him. The motive behind the killing has not been clear so far. Everything can be confirmed only after the arrest is made," said a senior police official.

"A heavy knife has been identified as the murder weapon," the officer added.

Sabina's landlord Mohammad Salim informed the police. Salim was on his way to a relative's house when he noticed bloodstains on the stairs of Sabina's house.

He then saw Arshad Ali going in a hurry with blood on his clothes and a knife in his hands. Salim went on the first floor and found Sabina dead.

Her body has been sent to All India Institute of Medical Sciences for a postmortem.

Salim had rented the house's first floor to Sabina and her husband, while Arshad Ali was a tenant on the second floor.

Drug peddler held with Rs 1-cr heroin

New Delhi, April 30
The Delhi police has arrested one person involved in drug trafficking and seized 1 kg of heroin from his possession which is approximately Rs 1 crore in the international market, said police officials today.

The accused has been identified as Sukhdev Singh (47), a resident of Rania district in Hissar, Haryana.

On April 27, the police received information that Singh would be coming at a bus stop near Relief Camp Peeragari Chowk to deliver heroin to a contact. On this information, a trap was laid and the accused was apprehended.

During sustained interrogation, Singh said that he was a school dropout. He has a criminal record. First time he was arrested when he was 23-year old for having 5 kg of heroin in his possession in Jalalabad, Punjab.

Singh has earlier been involved in four cases of Excise Act in Haryana, three of NDPS Act in Haryana and Rajasthan, one case of hurt in Haryana and one case of murder in Punjab.

A case under the appropriate sections of the law has been registered.

Man burgled Rs 9 lakh from sister’s house

Solving a case of burglary in the Capital, the police has arrested a man who looted his own sister's house, the police said today.

Police officials said that the accused, Madhu Sudan, alias Naveen, was a BCA from Varanasi University and was pursuing MBA from Punjab Technical University. He wanted to start his own BPO business in Varanasi for which he needed a cash of Rs 3 to 4 lakh that prompted him to commit the burglary in his sister's house.

The official said that the incident came to light after a PCR call was received at Adarsh Nagar on April 28 from Manoj Kumar, a resident of Majlis Park, Adarsh Nagar.

Manoj, the occupant of the house, is an accountant in a firm of Harish Kumar in Subzi Mandi.

On April 25, Harish gave Rs 9 lakh to Manoj for making payment to some party. Manoj kept it at his home. On the night of April 27, the complainant went to his office. Early morning next day, he received a call from his wife that a burglary has taken place in the house and cash more than Rs 9 lakh and gold and silver jewellery have been stolen.

Investigations revealed that Manoj's 22-year-old brother-in-law Madhu Sudan had been living with the complainant for the last one year. During the investigations, Madhu Sudan said that he had gone to Gurgaon when the burglary took place, but soon the police found out that he was lying and was very much present in the Adarsh Nagar area.

During sustained interrogation Madhu Sudan committed to his crime. On his instance, the police recovered Rs 9 lakh and other stolen items like jewellery worth Rs 2 lakh, including one gold chain, one gold mang-tika, three pairs of gold earrings, three gold rings and silver jewellery, from Vasundhara (Ghaziabad).

Attack on SAD Badal secy stage-managed, says Sarna

Delhi Sikh Gurdwara Management Committee president Paramjeet Singh Sarna said that the men living in Gurdwara Bala Sahib were religious and had been appointed by the gurdwara committee.

These people have in-depth religious knowledge. Not a single man of the Shiromani Akali Dal (Badal) can face those people as far as religious knowledge is concerned, Sarna said.

He said, "I am president of the DSGMC but I am not aware when the DDA men reached Guru Harikishan Hospital for survey. How did men of the Badal party come to know about the visit of the DDA officials? Even if they had knowledge of the visit, in which capacity they had visited Guru Harikishan Hospital. It was duty of the DSGMC members to lead the team of the DDA inside the gurdwara."

The attack on the general secretary of Delhi unit of SAD Badal, Kuldeep Singh, is stage-managed. He was not attacked. Sewadars are appointed there for religious practice. They do not attack others.

He said, "On March 2, 2012, the Badal men attacked sewadars at Gurdwara Bala Sahib. If these kind of activities are seen on the gurdwara premises by any one again, they will not be tolerated at any cost," Sarna said.

However, on April 25, the DDA issued a notice to the DSGMC, saying that the land of Guru Harikishan Hospital was allotted in 2002 for 200-bedded hospital. The society was required to complete the construction of the building within two years from the date of handing over physical possession.

The Badal had objection when the hospital was given to a private firm on lease by the DSGMC, saying it was for a charitable purpose while the private company would charge a heavy amount for treatment.

The purpose for opening the hospital will thus be defeated.

ICAI told to remove unreasonable guidelines

Responding to the concerns on fresh guidelines related to the eligibility of scribes in this year's Chartered Accountancy Exams, which were issued separately to the differently abled candidates just days before the exams, the Chief Commissioner of Disabilities (CCD) told the Institute of Charted Accountants of India today to lift the objectionable conditions put forth.

According to CCD T.D.Dhariyal, the national accounting body should follow the liberal rules of Delhi University, which were notified on November 9 last year and that allow persons with disabilities to bring their own scribes and mandates provision for their sitting arrangements on the ground floor etc.

Normally, scribes are permitted for candidates with low vision, blindness, whose writing capacity is affected due to limb impairment, trauma or neurological disorders.

"We have issued notice to ICAI as complaints about the new instructions for disabled students reached us. We have advised that the unreasonable instructions have to be removed as there could be situations when it may not be favourable," Dhariyal told The Tribune.

The institute had issued guidelines to the differently abled candidates informing them about the new criteria for their writer/scribe, while it fixed up the qualifying percentage of disability for candidates at 50 or above even as the laws and Persons with Disability Act accepts 40 per cent above as the norm.

"Fixing up the age-bar for the writer at 20 years and that the person writing for them should be the same in all the exams may not be feasible as a person may fall sick or could be caught up in some difficult circumstance. It is against the rights of persons with disabilities," remarked Dhariyal.

Noting that there had been no response from the ICAI's registrar's office or the examination section today, he added, hope that ICAI becomes sensitive to the concerns of the differently abled.

‘Hum Kishore’ fest opens

The 5th Hum Kishore festival was today inaugurated at three centres simultaneously in the National Capital Region, St. Columba's School, Lancer's Convent School and the National Centre for Adolescents at Dwarka.

The FICCI-CASCADE committee on anti-smuggling has joined hands with Urivi Vikram Charitable Trust to organise the festival.

The festival, which takes up different social themes every year, will continue till May 4. This year, the theme is "Fight Smuggling and Counterfeiting".

Thousands of students from almost 100 schools in the Delhi NCR region are participating in the festival.

Punjabi society convention

General secretary of the International Punjabi Society (IPS) yesterday announced that it would organise an convention in December. The convention would have delegates from all over world - the USA, the UK, Australia and Dubai.

He said this at a function of Baisakhi organised at Chemsford Club last evening where Punjabi pop singer Ashok Masti enthralled the audience.

On the occasion, the IPS honoured a few people for enduring services to Punjabiat - Syed Ali Ahmed (The Tribune), Mandeep Singh Honey (Punjab Kesri), Vipin Mahajan (PTC TV) and Sarabjeet Dhaliwal of CNEB.
