Election to DMC committees with ‘mutual understanding’

The election to the six positions of the working committee and five of development committee of Dehradun Municipal Corporation Newly elected executive committee members of the Dehradun Municipal Corporation after their election in Dehradun (DMC) took place with mutual understanding between both members of the BJP and the Congress, which did not require the voting procedure to follow. Following the precedent of last four years ever since the present DMC board was constituted, the decisions regarding the elections of members on these respective positions had been taken with mutual consultations by both the parties.

DM cautions officials against laxity in work

On finding laxity on the part of government officials and local bodies' representatives in catering to the problems of the villagers, Haridwar District Magistrate gave a stern warning to the concerned officials in harsh words.

Presiding over an open multipurpose redressal camp at Shyampur Laldhang village, District Magistrate D Senthyl Pendiyan on the spot also solved many a pending applications of villagers regarding various issues such ration cards, pension, physically handicapped certificate-cum-allowance, flood compensation, widow pension and various other government office related works.

Taking strong cognizance of numerous complaints and irregularities related with Shyampur village pradhan Hem Raj and village development officer Sushil Kumar, District Magistrate directed them to change their style of working and act as per dignity of their post.

Seeing tough stance of the District Magistrate, villagers too came out openly citing delays and corruption from concerned officials regarding pension issuance of ration, birth-death-handicapped certificates and related problems.

Directing Subdivisional Magistrate Harbeer Singh, District Magistrate made it categorically clear that he is not happy with the working of the administrative officials as well as of zila panchayat and gram sabha bodies, he made it clear that from now onwards these open multipurpose redressal camp should be held on regular basis and in every block.

Villagers were also apprised by DM about Mahatma Gandhi National Rural Guarantee scheme after finding lesser number of people enrolled in this employment stipulated guaranteed scheme.

The DM also warned officials of stern action if he finds laxity from their part and directed all the concerned departmental officials to come fully prepared when next such redressal camp takes place.

Azijul Rehman, a villager whose ration card was being delayed despite all the official formalities been adhered to, was a quite relieved after DM handed him his ration card.

Similarly Ashish Rawat, a differently abled teenager, who was not being provided governmental aid, was provided handicapped pension.

Uttarakhand Finance Minister Indira Hridayesh expressed her displeasure at the slow pace of progress in the utilisation of Rs 700 crore. She was holding a meeting to review the progress in various schemes initiated under grant received from 13th Finance Commission.

The minister gave three months time to the officers and asked them to be present in the next meeting with better results. She instructed the officers to prepare DPRs of proposed projects and resolve issues pertaining to lands due since long time so that the people reap immediate benefit out of these schemes. She asked the secretary level officers to attend the meeting to ensure timely completion of the projects.

Expressing her discontentment over slow progress in utility of fund, she asked the officers to work with seriousness and accountability. She observed that the reason behind the slow pace was due to non-monitoring of the expenditure by capable officers. She pointed out that the grant under 13th Finance Commission was released considering special needs of the state. She asked the officers to expedite programmes pertaining to medical and drinking water which were in the priority list of the state government, ensuring quality.

Taking serious note of slackness in construction works of sewer lines and roads in Nainital and Dehradun, the Minister asked the officers to accelerate the works. The Finance Minister also asked the officers to get details about the progress report of land selection for new Vidhan Sabha Bhavan from the subcommittee. She assured to discuss the issue with the Chairman of the subcommittee in this regard personally. Underlining the construction of international standard sports stadium at Haldwani as her top priority, the Finance Minister said there ought not be any technical inadequacy in this grand and ambitious project of Rs. 200 to Rs 250 crore.

She asked to take expertise of experienced engineers in construction of the stadium. She pointed out that owing to absence of international standard stadium in the state the sports persons did not get opportunity to showcase their talent and the people were deprived of watching international level sports events.

The Finance Minister also reviewed construction works of police stations, chowkies, training centres with the grant of Rs. 70 crore and various other construction works. The meeting was attended by Secretary, Finance, Radha Raturi, Secretary, Tourism, SS Sandhu, Secretary, Sports, RC Pathak, Additional DGP, SK Bhagat, and Additonal Secretary, Home Amit Sinha.

Hridayesh: State committed to implement Vaidyanathan proposals

Uttarakhand Finance Minister Indira Hridayesh has said that the implementation of Vaidyanathan Committee recommendations would benefit farmers in the long run.

She asserted that the state government was committed to implement the recommendations for the welfare of farmers and recalled that Congress Party had resolved to do so in its election manifesto.

Hridayesh said this in a meeting called to discus the Vaidyanathan Committee recommendations at Cooperative Department here today attended by Chief General Manager of NABARD Silvraj, Secretary, Finance, Radha Raturi, and Secretary, Cooperative, PS Gusain. The minister expected support from the CGM NABARD in initiating employment generating schemes in the hilly region. She asked the officials to write a letter to Union Finance Ministry and NABARD seeking renewal of MoU signed between state government and NABARD in 2006 to implement the recommendations of the committee. She observed that the implementation of recommendations would help in the development of rural infrastructures and enhance financial status of rural people, especially women and youths. Assuring NABARD officers of immediate implementation of the committee recommendations, she asked the Secretary, Finance, to hold high-level meeting with the Chief Minister so that the matter could be proposed in the Cabinet for approval.

Election to DMC committees with ‘mutual understanding’

The election to the six positions of the working committee and five of development committee of Dehradun Municipal Corporation (DMC) took place with mutual understanding between both members of the BJP and the Congress, which did not require the voting procedure to follow. Following the precedent of last four years ever since the present DMC board was constituted, the decisions regarding the elections of members on these respective positions had been taken with mutual consultations by both the parties.

The names of three members of Congress, Rakesh Maurya, Vinay Kohli and Beena Bisht, and three members of BJP, Kamini Bhatt, Amita Singh and Sushil Gupta, were selected for the working committee. For development committee, three members of BJP, Surender Kukreja, Deepa Shah and Rajender Rawat, and two members from Congress, Ajay Sonkar and Vipin Kumar, were finalised for development committee.

The election was executed in the presence of Mukhya Nagar Adhikari Sushil Kumar.

The working committee has 12 members, of which six are replaced each year. Similarly, elections for five members of 10-member development committee are also held each year. There are 27 councillors ofn Congress and 28 councillors of BJP in the DMC Board. But with the support of one Independent, the tally of Congress has become equivalent to that of BJP. It was expected that the election this year could be quite exciting. But that did not happen. Leader of Opposition Ashok Verma reasoned; "A member of our team, Nisha Rana, is under critical condition and is admitted in a hospital in Delhi. With her absence, our numbers slid down and it could swing elections to both the committees in favor of BJP. Therefore, we preferred to have mutual consent on this matter."

While taking credit of undisputed elections in the premises of DMC, Mayor Vinod Chamoli said: "Besides stray cases of accusations which at times is deliberately done under the compulsion of party politics, almost all the decisions regarding elections to the committees or matters put up in the board meeting are decided with mutual understanding. In the last four years, none of us ever required voting on any issue."

It must be mentioned here since the elections to the position of Deputy Mayor was never held in DMC, the elections to development committee becomes a mere formality as without its chairman, who is

Deputy Mayor, it stands defunct. The development related projects, which are generally approved by development committee and then put up in the board meeting are now directly taken up by working committee and thereafter placed in the board meeting for final approval. The Mayor blames the inertia of State Election Commission for not holding the election to the position of Deputy Mayor.

Minister to work out investment plan for state

The Union Commerce Ministry will come up with a working plan for bringing in investment, particularly in the pharmaceutical and automobiles sectors in Uttarakhand.

This assurance was given by Union Commerce Minister Anand Sharma during a meeting with Uttarakhand Chief Minister Vijay Bahuguna in New Delhi today.

Anand Sharma directed his ministry officials to start working on the plan. Meanwhile, Vijay Bahuguna also presented several proposals to the Union Minister and assured him that the state government had been trying to provide all necessary facilities like roads, water and power in the industrial estates to facilitate investment in the state.

The Chief Minister also requested that 803 acres of land in Hempur in Udham Singh Nagar district given to NEPA Limited should be returned to the state government.

Anand Sharma assured the Chief Minister that he would be leading a delegation of industrialists from all over the country to Uttarakhand in the first week of June 2012 to explore the possibilities of investment in the state.

Report on defence grants submitted

Pauri Garhwal MP and Chairman, Parliamentary Standing Committee on Defence, Satpal Maharaj has mentioned in a press note that he has submitted the 15th Report of Parliamentary Standing Committee on Defence regarding demands for grants of defence 2012-13.

Maharaj said in 2012-13, the defence expenditure had been increased by 13.15 per cent in comparison to last year 2011-12. In 2011-12, the defence budget was Rs 1,70,937 crores. While in 2012-13, it has been made 1,93,407 crore. In 2011-12, the defence budget expenditure was 1.90 per cent of the GDP. In defence budget 2012-13, 59 per cent is kept for revenue expenditure while 41 per cent is being kept for capital expenditure.

It is mentioned in the report that the extension of the road and rail network be done specially at the Indian border towards China.

The availability of light helicopters and ammunitions is ensured and any deficiency be removed immediately.

Satpal Maharaj said the committee had desired a time-bound promotion to officers and the staff. Proper supply of aircraft in the Air Force be done and MiG aircraft to be phased out in by inclusion of new modern fighter planes. Maharaj also said the long-awaited prestigious “Garshkov” aircraft carrier would be commissioned in the Navy in 2012.

Satpal Maharaj further stated that married accommodation project should be further extended to reduce the mental stress in the armed forces and the problem of deficiency of soldiers and officers should be addressed immediately.

Scientists of the DRDO should be encouraged for more research and development so that they may strengthen the defence preparedness of the country.

Maharaj said the committee had assured the Army all financial support for purchase of weapons for the forces. He further said night vision equipment, light weight bullet-proof jackets, etc of good quality had been recommended. The committee had recommended issuing credit cards like Kisan Credit Card to ex-serviceman for purchases from canteen. Online purchasing from canteen has also been recommended. The committee had also recommended for one- rank-one-pension scheme and asked for the early recruitment of officers and soldiers to fill the gap in the forces.

Delegations submit memos to Alva

Former Uttarakhand Governor Margaret Alva met people from various spheres at the Raj Bhavan here today.

Uttarakhand's Minister for Finance and Parliamentary Affairs Indira Hridyesh, NCC Director General Lt.Gen P.S.Bhalla and senior IAS officer Utpal Kumar Singh, who will now go on deputation to the centre, were among those who met the Governor.

A delegation of the Nanda Devi Nirdhan Viklang Association (Uttarakhand) located in Dehradun met the Governor and submitted a 22-point memorandum of demands related to the problems faced by them. They were led by state president of the association Basant Kumar. The memorandum was addressed originally to the Chief Minister and had demands regarding the reservation for the physically challenged and their pension.

All India Trade Union Congress general secretary K.R.Kashyap led a delegation which submitted a memorandum mentioning the problems being faced by industrial employees of various companies at SIDCUL, Haridwar. The Governor was requested that justice be ensured for the employees who were on a hunger strike.

Licence must for Indo-China trade

The traders interested in taking part in Indo-China border trade this year will have to obtain trade licence from the state government, besides providing the documents of being local residents of border district and also will have to go under scrutiny by state intelligence bureau. The Indo-China border trade begins from June1 this year, according to the trade officer and SDM of Dharchula.

According to the SDM, Union Ministry of External Affairs, Trade, Government of India, in a letter has imposed new conditions on the traders taking part in this trade from this year. “According to new conditions, every trader will have to obtain trade licence from Additional Commissioner, Commercial Tax, of the state and will have to go through the scrutiny by state intelligence bureau. The order concerning these provisions have already reached with us on July 4, 2011, but due to trade having been over by then, we could not implement these provisions, and these provisions are being implemented from this year,” said Dr Abhishek Tripathi, SDM of Dharchula and Trade Officer designated for the Indo China trade for this year.

The Trade Officer said that according to Foreign Ministry orders concerning this trade, the Indian citizens, residents of border districts of the state, are permitted to this trade. “The traders taking part in this trade have to produce their voter identity cards and copy of Pariwar register for identification of their age as below 18 citizens are not allowed to this trade.” said the SDM.

“The process of inviting applications for this trade has begun, though the trade is to be started from June1. Due to heavy deposits of snow at that time the trade actually picks up from July 15 every year since it resumed in 1992,” said the SDM.

According to the SDM, till date, the trade permits were to be given those traders, whom the local organisation of tribal traders approved as genuine traders, but from this year, the names will have to cleared from state intelligence bureau as well, besides proof of being residents of border areas.

Naithani for proper law and order in sensitive US Nagar

Cabinet Minister and in-charge of Udham Singh Nagar district Mantri Prasad Naithani has called for proper maintenance of law and order in the district, which is sensitive in nature.

Pointing that frequent attempts at spoiling the peaceful atmosphere of the district have an adverse bearing on the development process, Naithani said that it is very important that law and order is maintained at all costs.

His comments assume significance in the light of local legislator from the Bharatiya Janata Party (BJP) Raj Kumar Thukral being booked along with others in the case pertaining to the communal riots witnessed in Rudrapur on October 2 last year.

Naithani chaired a meeting of officials of the district on Monday morning in Rudrapur. He said the officials should do away with the practice of surrendering the lapsed amounts allocated to them for carrying out developmental works in a financial year. He ordered that the remaining of the funds allocated for completion of projects in the district must be spent by May 31.

He has asked the officials to spare at least two days every month for listening to the grievances of the people and acting on them. The minister said that the officials must keep in mind the timeframe and quality of works being executed.

He further stated that the complaints of corruption would be taken seriously by the government and the officials must work with honesty and sincerity.

Responding to the complaints received by him with regard to 200 handpumps in the district lying defunct, Naithani said that Jal Nigam must make these hand pumps functional at the earliest. He underlined that providing clean drinking water to the masses is a priority of his government. He asked the District Magistrate Brijest Kumar Sant to make use of funds allocated under Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) for getting lakes dug in the district to address the problem of water availability.

On the issue of forest fires that are raging across the system, the minister called for generating awareness on the issue and take help of Non Government Organisations (NGOs) for the same.

The minister also directed the Toutrism Officer to prepare a tourism circuit for the district and submit a proposal to the government at the earliest. He said that projects regarding development of historical places must be a part of the proposal.

Residents near flyover seek damages

The residents of Haripur Kalan,a colony lying on the border of Haridwar and Dehradun districts, have taken to streets as the flyover construction adjacent to the colony is now gaining pace.

Affected residents are demanding adequate compensation to them as dozens of households are coming in purview of the flyover, which are being acquisitioned by the National Highway Authority.

Though compensation rate is being provided as per government circle rates, the affected residents are not happy with the compensation package, citing irregularities in survey by the concerned authorities.

Village head Savita Singh, pointed that if all the affected residents are not given adequate residents, then they will start a mass agitation, opposing the very construction of the flyover.

She further added that due to the construction of highway process, the connecting stretches to the colony from highway are getting blocked as a result of which no four-wheeler can enter the colony which is aggravating their woes.

Notably as only a part of the colony is coming under flyover zone, rest of the colony area is totally disconnected from the highway. Only a small 1.5-metre stretch has been left opened, which too falls on railway line, making it quite dangerous for commuters as more than 50 trains pass through this railway stretch.

As the flyover will open at Motichur entry gate of Raja ji National Park passing over the nearby monsoonal river, colony residents will have to take a longer path to reach the main highway. But till date no alternative path has been designed by the NHAI for this colony, instilling fear among those residents too, who will not be displaced for the flyover project.

Political organisations too have ushered in their support to the movement being carried out by this bordering colony.Earlier this month, losing Congress candidate from Rishkesh Assembly segment Raj Pal Kharolla attended a meeting of the residents and assured of taking this matter with the Uttarakhand Chief Minister Vijay Bahuguna.

Bharatiya Janata Party youth chief Naresh Sharma also staged a protest with the colony residents. Uttarakhand Kranti Dal’s Haridwar unit labour cell secretary Uday Ram Semwal has decided to apprise Urban Development Minister Preetam Singh Pawar about this issue.

Residents have also formed a forum ‘Gram Sangarsh Samiti’ to carry forward this issue effectively with its chief Jagmohan Singh Negi, declaring that now the forum will carry out on regular basis agitation to make sure their woes are removed.

Participating in an orientation on “Corporate Social Responsibility (CSR) Essentials" here on Monday, the experts discussed threadbare how CSR is being perceived and how it needs to be taken ahead.

In his inaugural address, the Vice Chancellor of the Uttarakhand Open University Vinay Pathak pointed that despite having pursued various courses being offered by universities, the youth requires a direction in the absence of employment and entrepreneurial avenues.

“Small experiments have shown that the vocational courses being offered are useless without the support of the industry. The emphasis being given on skill development by the Central Government is not delivering results because despite there being so many courses, the conditions are not good at the ground level.”

He further pointed that the universities and industry are not getting returns on the investments that they are making in the name of CSR and such programmes are not proving to be sustainable.

Giving details of the CSR initiatives since it came into existence, Nitin B Tilak of TATA Motors Limited said that the industry is responsible towards the community whose resources it is using for making a finished product. He said that his concern has been mulling the question,” How to train the local youth so that they can become a resource for us?”

Workshop on eve of World Asthma Day

Experts today raised concern about the lack of access to right treatment as the estimated burden of asthma in India is expected to increase in the coming years.

At a workshop on asthma titled, “You can control asthma,” held today at a local hotel on the eve of World Astham Day tomorrow, experts deliberated on the causes of asthma and it's control.

“Along side the growing asthma burden, the majority’s lack of access to right treatment that includes use of inhalers was also a cause of concern. While only a few patients have access to modern treatment, there are several persons who cannot afford the treatment,” said R. Pandey of Combined Medical Institute (CMI).

Recommending use of the inhaler as advised by the Doctor, Dr Pandey said the problem gets exacerbated when the patients quit the inhaler mid-way.

Regular use of inhaled steroids over prolonged periods is considered to be expensive; inhaled medication is not available at government hospitals and health centres.

Other reasons for low utilisation of effective treatment in India includes reluctance to accept the diagnosis which means a lot of inappropriate and expensive medication like antibiotics and anti-TB drugs used in people with asthma.

According to doctors, asthma could be described as an inflammatory disorder of the airways associated with increased airway hyper-responsiveness, recurrent episodes of wheezing, breathlessness, chest tightness and coughing, particularly at night.

College student drowns while taking bath in river

Pithoragarh April 30
A student of Seemant Engineering College, Pithoragarh, was feared dead as he was drowned in river Kali at Jhoolaghat yesterday when he was taking a bath in the river with his seven other fellow students.

According to the Pithoragarh police, Dinesh Kumar, first year student of B.Tec, mechanical, in the engineering college, had gone to Jhoolaghat to visit neighboring Nepal, with a group of seven students. The student drowned when the group was taking a bath in the river.

"The current of the river at the place where the students were taking a bath remains always fast as the river takes a turn there," said Amit Srivastava, circle officer, Pithoragarh police.

The principal of the college said that the students had gone to Jhoolaghat without taking permission from the hostel warden as the outing was not allowed to the students without citing a reason. "The police has deployed local swimmers to trace out the body of the drowned student but we could not get any success," said the circle officer.
