Old man falls prey to dogs
Jalandhar, April 15 Somnath Bhardwaj’s family alleges that the he was not bitten by any stray dog but by the dogs of a neighbour. He was bitten on both his legs following which he fell down and hurt his head too. Bhardwaj is currently unable to recall anything and he is unable to recognise his family members due to the head injury. Talking to The Tribune, Somnath’s son Yogesh Bhardwaj said, “I stay at Kanpur and my mother went to a wedding. The residents called my sister who lives at Urban Estate.” “My father fell down when the dogs attack him on Friday. Doctor says he is suffering from brain clot. He doesn’t recall anything and doesn’t recognise us either,” he said. Yogesh said, “We are certain that he has been bitten by our neighbour’s dogs. The man, who helped my father get up, saw the dogs biting him. That man said the dogs belonged to the neighbour. How could they allow the dogs to be on the streets unsupervised? He said one of the dogs was a German Shepherd. The residents of our locality have been bothered by the menace earlier too. Three other incidents have taken place due to the same dogs.” Dr Rajesh Pasricha, spinal and micro neurosurgeon, said, “The patient has dog bite marks on his legs and he suffered a serious head injury.” Another doctor at the hospital, Dr Gagan, confirmed, “The patient has a blood clot and swelling in brain. His chest is filled up with fluids and suffering from pneumonitis (inflammation of lung tissue.). He is not fully conscious and his condition may or may not deteriorate.” A medico-legal report regarding the incident was filed by the hospital authorities at the Division No 1 police station. Sub-Inspector Subhash Chander said, “We are not sure which dog hurt the man, because there are many dogs in the area. So far we haven’t been able to find any evidence to point out the said neighbour’s dogs. However investigation is on.” |

1,13,285 kids given Polio drops
Jalandhar, April 15 The national Pulse Polio campaign saw a high profile inauguration by Madan Mohan Mittal, Punjab Minister for Health and Family Welfare, here today. The campaign started with the minister administering drops to little children at the Civil Hospital. Addressing the gathering at the polio drive inaugural function, Mittal said there had been no polio case in the state after 2009. He said, “To administer polio drops to 38,44,209 children between the age of 0 to 5 in the state, as many as 15,377 booths had been set up. Teams of higher officials have been set up in the state to monitor the progress of the drive.” The Health Minister also exhorted the parents of small children to get their children administered polio drops. Speaking on the occasion, Civil Surgeon Avtar Singh Jarewal said to cover 2,78,673 children in the district, 1,125 booths were set up and 73 mobile teams and 63 transit teams were formed, which would administer polio drops to children on the move in various parts of the district and those at the bus stand and railway station. SK Sharma, Managing Director, NRHM, Punjab, Dr JP Singh, Director, Health Services, Punjab, BJP MLA Manoranjan Kalia, Subhash Sood, district BJP chief, and Vijay Sampla were also present. Among the Civil Hospital staff, Civil Surgeon Dr Avtar Singh Jarewal, MS Dr Avtar Chand, Dr Rita Jairath, District Immunisation Officer, Dr Jay Khosla, Assistant Civil Surgeon, and Dr Aruna, District Family Welfare Officer, were present. Earlier, the Health Minister also held a meeting with district health officials to review the district-based activities regarding controlling dengue, malaria, water-borne diseases, swine flu, flood control and addiction. Polio drops were administered to 1,13,285 children across the district on the first day of the national Pulse Polio drive today. As many as 68,405 children from rural areas and 44,880 children from urban areas were administered drops. As many as 70,000 Health Department workers and volunteers of various organisations administered polio drops to children in the district. |

Jalandhar, April 15 He addressed mediapersons on the sidelines of the inauguration function of the Pulse Polio drive at the Civil Hospital here today. Talking about the vacant posts in government health services, he said, “To make up for the vacant posts of doctors in government hospitals, the recruitment process of new staff has been completed. As many as 547 MBBS, 500 specialist doctors and 3,000 paramedical staff have been appointed and will receive letters within this month.” Talking about addiction, he admitted that the government was aware that people were sometimes scared to speak up regarding the drug menace or offending chemists due to fear of the drug mafia.Openly giving his mobile phone number - 9876741554 - to the gathering present (a gesture he has been known to practice often), he exhorted people to call and inform him regarding offending chemists and drug vends, assuring them that their identity would be kept secret. He said, “We will act without bowing down to any sort of political pressure and justice will be meted out to the complainants. We are serious about freeing Punjab from this sixth river of drugs that is destroying the social fabric.” He said the government was mulling a newer, effective policy on de-addiction, which would be declared soon. He said the provision of medicines at various government hospitals and health centres, which were currently without them, would be ensured. The Health Minister said in view of the upcoming summer and monsoon seasons, the Health Department had started setting up control rooms to counter diseases which spread during these months. “To counter the possibility of endemics and outbreaks in the coming months of summer, the Health Department would also be buying portable and mounted fogging machines,” he added. Though a solemn approach regarding drug addiction was visible, the Health Minister avoided queries regarding the lack of any surveys to determine the actual number of drug addicts in the state by the government in recent times, by saying, “Some things are better left undisclosed.” Later, the minister also interacted with patients at the Civil Hospital. |
HIV-positive cases in children on the rise or decline?
Jalandhar, April 15 While the hospital paediatrician says here has been an increase in the number of HIV-positive children with at least two to three children being diagnosed as HIV-positive per month, Dr Baldev Singh, Medical Officer at the ART Centre says the number of patients being found to be HIV-positive have actually gone down with lesser cases being reported. Talking to The Tribune, paediatrician Dr Jaswinder said, “I have been working at the Civil Hospital for the past four years and in the recent times, there has certainly been an increase in the number of children found to be HIV-positive. Every month, at least two to three children are diagnosed as HIV-positive.” Talking about the reasons for the increase in the number of HIV-positive children, Dr Jaswinder said, increase in drug addiction, unsafe sex and in some cases blood transfusion (through contaminated blood) was giving rise to more parents as HIV-positive, hence more and more children were falling prey to it. Dr Jaswinder said, “The patients diagnosed as HIV-positive by us are referred to the ART Centre, where their further treatment takes place.” But Dr Baldev Singh, Medical Officer, ART Centre, Jalandhar, said, “There has actually been a decrease in the number of patients (and children) being found to be HIV-positive. We barely get one or two children with the virus and on some months there is not a single case of an HIV-positive child.” When asked why there was difference between the number of patients cited by the paediatrician and the cases at the Integrated Counselling and Testing Centre (ICTC), Dr Baldev Singh wasn’t able to give a satisfactory reply. Sources at the ART Centre also said there were times when the hospital saw as many as four to five patients a month. The paediatrician interestingly said she did not maintain stats because the ART Centre maintained stats regarding all HIV-positive cases. Along the lines of Dr Jaswinder, experts in the city say that in the past few years there has been an increase in the number of addiction cases and this has had its effect leading to increase in child HIV cases owing to increase in infected parents. In 2010, the number of cases of HIV-positive children reported at the ICTC was 20. In 2011, the number reported at the ART Centre was 42 and those in the ICTC was 17. In 2012 (till March), only two cases have been reported at the ICTC, whereas the paediatrician says she has been getting two to three patients per month, at least for the past one year. |
Police instructed to mobilise men to maintain law and order
Jalandhar, April 15 Additional Director-General of Police (ADGP), Law and Order, Human Resource Development (HRD) and Community Policing (CP) SK Sharma issued the instructions to the city police officials in a special meeting here on today. The meeting held significance as it was organised after violence in some parts of the state, especially in Gurdaspur, during “Punjab bandh” on March 28. Among others, Commissioner of Police Gaurav Yadav and ADCP (HQ) Navjot Singh Mahal were present in the meeting. SK Sharma briefed the city police officials about future preparedness in maintaining law and order by mobilising men and material resources, focusing on training and rehearsals while following procedures and processes. Major crime and law and order incidents were also discussed in the meeting to draw lessons for future. Besides, the working of anti-narcotic task force was reviewed and the city police officials were instructed to streamline and gear up its operations so that the supply of intoxicants to public is stopped. The ADGP also clarified that all the 20 services covered under the Right to Service (RTS) Act have to be routed through the Saanjh Kenders so that the public got prompt service in a friendly manner. He also emphasised that the training of the the police force should be taken up in district training schools. SK Sharma directed the city police officials to ensure strict action against fake travel agents. The ADGP also issued directions to the city police officials to follow the guidelines of the Union Ministry of Home Affairs (MHA) to ensure that innocent people were not cheated by travel agents. Reviewing the functioning of the anti-human trafficking units, he issued directions for taking effective action by way of arrest and conviction of fake travel agents. Earlier, SK Sharma was accorded salute by a contingent of the city police. |

Industrialists up in arms against hike in collector rates
Jalandhar, April 15 Urging the SAD-BJP government to take industry-friendly steps by rolling back over 100 per cent hike in the collector rate of the land located in Focal Point, Focal Point Extension, Industrial Area, Sports and Surgical Complex and Dhogri, the city industrialists threatened to shift their units to other states if their demand was not met at the earliest. This is pertinent to mention here that Jalandhar is known as hub of pipe-fitting, hand tools and sports industries. Several lakh employees work in thousands of the industrial units located in Focal Point, Focal Point Extension, Industrial Area, Sports and Surgical Complex and Basti areas. Most of the owners of sports industries have already shifted their units to Uttar Pradesh due to VAT being not abolished by the state government, despite several assurances, said Vyapar Sena president Ravindra Dhir. Meanwhile, president of Northern Chamber of Small and Medium Industries (NCSMI) Sharad Aggarwal told The Tribune that a delegation from the Madhya Pradesh Government had visited Jalandhar about six months ago and the members of the delegation requested them to set up their units in their state and offered them land for the same at the rate of just Rs 2 lakh per acre. On the contrary, forget about the actual rate, the industrialists would have to pay Rs 14 lakh as stamp duty per acre in the Dhogri industrial zone for registering the sale deed of just one acre land, he added. Suresh Sharma of HR International, hand tool industry, said, “The collector rates of one acre land in Dhogri has been hiked from Rs 20 lakh to Rs 1.5 crore.” President of the Industrial Focal Point Extension Association (IFPEA) Narinder Singh Saggoo said, “The collector rate in Focal Point and Industrial Area has been increased from Rs 55,000 to Rs 1,10,000 within a few months.” The association secretary, Rajan Gupta, said “The collector rates have been exorbitantly hiked in Jalandhar district as compared to other districts of the state.” Demanding immediate rollback in the steep hike of collector rates of land located in the areas meant for industries, the representatives of the NCSMI and IFPEA submitted a memorandum to Local Bodies Minister Bhagat Chunni Lal and Mayor Rakesh Rathour at Mayor House in Model Town on Sunday evening. Both the minister and the Mayor assured them of considering their demand sympathetically. |
Cash, TV stolen from shop
Jalandhar, April 15 Balvir Singh, owner of Balvir Building Material, alleged that last night they had closed their shop and this morning when his father came to open the shop he found the main locks broken. The whole shop was ransacked and miscreants decamped with Rs 3,000 lying in the cash box and a television from the shop, he said. Meanwhile, Bhagwant Singh Bhullar, in charge of the Surya Enclave police station, said a house owner in Bharat Nagar, Thakur, alleged that a few youths broke into his house last night but had to flee without stealing anything when a family member on hearing a whisper went upstairs to inquire about it. |
Shahkot, April 15 The injured, Malkit Raj Thaper, resident of Nangal Ambia village, near here, is Deputy Chief Engineer at Shakti Sadan in Jalandhar. Sources said he had come to attend a marriage ceremony of his colleague’s son at Malsian Palace. The accident occurred when he was returning home. He sustained serious injuries on his arms and legs and was immediately rushed to a private hospital in Nakodar, where his condition was now stated to be out of danger. The Malsian police has impounding the car and arrested the car driver. — OC |
Pawan Bansal to get peace award today
Jalandhar, April 15 The international chairman of Council of Heritage and International Peace, Roshan Lal Pathak, the chairman of its Indian chapter, Anil Chopra, and its Punjab president, Atam Prakash Singh Bablu, told this to the media. None of them could give a satisfactory reply to a query regarding the criterion for selecting Bansal for the peace award. They said the council had already been working in several foreign countries, including Canada and the USA, for years and its Indian chapter was set up on Saturday itself. As Bansal was scheduled to attend the proposed function on Monday as the chief guest, that is why they have decided to honour him with the award, they said. They later said they would constitute a committee in future for selecting distinguished persons for the peace award. The MD of St Soldier Group of Institutions, Prof Manhar Arora, was also present on the occasion. They further stated that the council was already holding three annual conferences on world peace and harmony in the cities of Mississauga, New York and New Jersey. Dignitaries from different parts of the world have participated in the conferences and gave their inputs on the world peace and harmony, they added. |
