Live webcasting hits a roadblock

Though the Punjab CEO has instructed live webcasting of the polls from 20 sensitive booths in the district, glitches are delaying the preparation work. The polling process is to be telecast with the help of web cameras, laptops and broadband to be monitored realtime by the state election office in Chandigarh.

A day after Jalandhar Tribune carried a report 'Booze slips to woo voters', Jalandhar excise officers today issued strict instructions to officials to keep a strict vigil at wine shops and keep a tab on booze slips.

Gang of vehicle lifters busted, two arrested
Jalandhar, January 24
The city police claims to have arrested two persons connected with an inter-state gang of vehicle lifters. The police has recovered a Toyota Innova, a Maruti Zen and three motorcycles from the accused. Police officials said five members of the gang are still at large. Station House Officer, New Baradari, Beant Juneja said following a tip-off, a special staff team along with police officials of New Baradari police station installed a naka at Sant Nagar near the city railway station and intercepted the accused.

500 cases of liquor seized
Jalandhar, January 24
The Basti Bawa Khel police today seized 500 cartons of liquor late last night. The police said that assistant sub-inspector Lakhwinder Singh had set up a barricade in the Basti Bawa Khel locality and on suspicion the police signalled a four-wheeler to pull over for routine checking. On search, 500 cases of liquor were recovered.

Tall claims of the district election authorities about providing error-free voter IDs seem to be nothing short of a farce. Many voters have complained of wrong details on their cards, including their pictures. The process of registering voters was set in motion last year, but the voters received their cards only a fortnight ago.

The residents were informed that they would be able to vote even if their cards had faulty details. The residents say their repeated attempts to rectify the errors turned futile.

Gaurav, a first-time voter from Arjun Nagar, which falls under the Jalandhar (Central) assembly constituency, said: "I don't know whose picture has been printed on my card. We had applied for the voter ID cards last year. The cards were dispatched only a few days ago. We are not sure whether we would be able to vote.” His brother Saurav also has somebody else's picture on his card. "Our father approached the booth level officers and they told us to get the error rectified at the district courts. We are sure that our pictures would have been printed on some other voter's card," he said.

Komal, also a first-time voter, also complains of a wrong picture on her card. "We are so excited about voting for the first time. But we fear the errors on IDs may rob us of our right. Last year, the election authorities completed all formalities of filling the form, but still they have made such major mistakes," she said.

Komal said she approached the booth level officer at the local Government Girls Senior Secondary School on Ladowali Road, but they expressed helplessness and directed her to meet the district election officials at the Deputy Commissioner's office.

"There should be a single window system for such cases so as to ensure that everybody gets a chance to redress one’s grievance," said Savita, who was also issued a faulty voter card this month.

Live webcasting hits a roadblock

Though the Punjab CEO has instructed live webcasting of the polls from 20 sensitive booths in the district, glitches are delaying the preparation work. The polling process is to be telecast with the help of web cameras, laptops and broadband to be monitored realtime by the state election office in Chandigarh.

Engineering students from the state volunteering to offer their services were to be roped in and trained by the department of IT, but the Jalandhar DEO Priyank Bharti has not yet found any such student.

Bharti said: “We received a list of 30 students from Lovely Professional University. Since the university falls in Kapurthala district, the DEO, Kapurthala, has taken 25 trained students. I have asked the authorities concerned to get me a new list so that we too can get the students trained and then put them on official duty.”

About the broadband arrangement, the DEO said the webcasting would be possible only in those schools that have the connection due to EDUSAT services. “I have found that there are 200 polling booth locations in Jalandhar that have the connection. So, we can select any 20 sensitive or critical polling booths,” he added.

Rahul to address rally at Basti Sheikh

The local Congress leaders need not worry about ensuring a good crowd at the election rally to be addressed by Congress national general secretary Rahul Gandhi tomorrow.

Reason: The venue for the rally does not have a capacity for more than 4,000 persons. The rally has been planned at Dasehra Ground in Basti Sheikh with half of the space going for the stage and the security-D.

The venue is in the centre of the congested colony and has narrow lanes all around with hardly any space left for parking. Most of the leaders would have to walk down to the rally site from the parking area earmarked on Kala Sanghian road.

Even the helipad where Rahul’s chopper will land is about 500 metres away in a private farmland and his bullet-proof vehicles have already reached the city to commute him from the helipad to the rally site.

Congress leader and a close confidant of Congress MP Mahinder Singh Kaypee Manoj Arora said: “We wanted Rahul to campaign specifically for Suman Kaypee. Since most part of this constituency includes Basti areas which are very congested, it was extremely difficult to get an open ground. This was the best possible location from security point of view.”

Blessing in disguise

Rahul’s rally at Basti Sheikh came as blessing in disguise for residents of the area around the venue. The boundary walls of the Dasehra ground, which usually remain dirty, got a cleaner look today. Trolleys full of loose mud were brought in to cover the slush and stench around the area.

Gadkari rallies for Bhagat

Even as Congress leaders and workers remained busy with preparations for the Rahul Gandhi rally in favour of Suman Kaypee, the BJP’s Jalandhar (West) candidate Bhagat Chunni Lal invited the party’s national president Nitin Gadkari to address in his constituency today. Interestingly, Gadkari’s rally, too, was held in a public park at Model House with a space to accommodate a few thousand people.

Terminated gram sevaks to meet Congress leader

Punjab Youth Congress (YC) chief Vikramjit Chaudhary will take up the issue of the termination of services of 20 gram rozgar sevaks (GRS) of Mahatma Gandhi National Rural Employment Guarantee Scheme (MNREGS) with Congress general secretary Rahul Gandhi tomorrow.

Rahul will reach the local Dashera ground at Basti Sheikh for a rally in support of Jalandhar (West) candidate Suman Kaypee and other Congress candidates in fray from Jalandhar.

Talking to Jalandhar Tribune, Chaudhary said he would apprise Rahul Gandhi about the high handedness of the SAD-BJP government.

“I will also try to take the terminated GRS along and if time permitted, we will ensure that they are able to put forward their problem. Since he is coming to the city, we will put forth the facts of the status of the MNREGS before the Congress general secretary,” he added.

The GRS were again issued a separate letter by the block development panchayat officer (BDPO), Nurmahal, stating that the terminated employees should hand over their charge to the assistant panchayat officer (APO).

The services of 20 GRS were terminated on January 16 at a time when election code of conduct is in place in the state. The GRS were issued a letter which mentioned that their contract had expired on July 31, 2011.

The GRS had alleged that they were made scapegoat as they had raised their voice against the failure of the state government in the implementation MNRGES in July last year.

It is common to see candidates' wives and their children helping them in their poll campaign, but the octogenarian BJP candidate from Jalandhar (West), Bhagat Chunni Lal, has his grandchildren coming to his aid.

As Bhagat himself leaves his house in the morning from Football Chowk, his grandsons Chandan Bhagat and Atul Bhagat also take on a separate route going door-to-door canvassing for their 'wade daddy'.

The candidate has a big advantage of having a joint family with his three sons and three daughters-in-laws to help him cover the constituency. Chandan's parents Surinder Bhagat and Sudesh Bhagat and Atul's parents Mahinder Bhagat and Aruna Bhagat are also helping him. The youngest couple manages office and home.

Unlike their grandfather who is just a matriculate, Chandan and Atul are masters in business administration from Apeejay College.

Bhagat's rival Suman Kaypee of the Congress, however, has her two daughters Rupali and Karishma to her aid. Rupali, who was pursuing her accountancy course abroad, has returned to help her mom.

Congress candidate from Jalandhar (North) Avtar Henry, too, has his son Junior Avtar Henry to assist him. His BJP rival KD Bhandari has his son Sandeep Bhandari taking rounds in the constituency with the youth brigade.

Congress candidate from Jalandhar Cantonment Jagbir Brar, too, has his wife Ravneet Brar and elder son Jaibir to help him cover the area in the remaining four days. Wife of his SAD counterpart Pargat Singh, Varinderpreet Kaur, is also actively involved in the poll campaign.

Drug trade, lack of amenities key issues

Shahkot, January 24
The Shahkot constituency, earlier Lohian Khas, is considered to be a stronghold of the Shiromani Akali Dal (SAD) as its candidates have been elected from here for the past 15 years. However, it still remains one of the most backward constituencies in the district.

The issues concerning the town include lack of higher education facilities, poor sanitation, dilapidated roads, unemployment, waterlogging and failure of successive governments to upgrade the century-old government school despite tall promises by politicians.

Drug trade and illegal liquor distilleries in the villages near the Satluj are bane of the constituency.

In Baopur village, people involved in the drug trade are also running illicit liquor distilleries right under the noose of police authorities. Police officials also admit that illicit liquor trade is at its peak in villages.

A locality near the main market in Shahkot is famous of selling country-made liquor and drugs. People are often seen fuddling on roads. However, police officials hardly dare to take action against liquor vendors.

Lack of proper sewerage system is also one of the most concerning issues in the constituency. The sewerage pipes often choke leading to sludge on roads. Recently, sewage water got accumulated on the National Highway-703 leading to waterlogging. Many commuters even got injured on the road and vehicles got struck.

A few months ago, the Rs 15 crore sewerage project was inaugurated by local MLA and Revenue Minister Ajit Singh Kohar. Soon after the project, credit war began between the SAD and the Congress. The SAD tried to take credit for the project, Congress leader CD Singh Kamboj claimed that it was a Centre-sponsored project.

The town is also lacking in education facilities as there is no higher education institution of the government.

Another issue is of the local grain market. Recently, the produce of farmers was damaged during rains. Though the site for the new ‘mandi’ has been allocated, nothing has been done to date.

Col CD Singh Kamboj, who was defeated by three-time MLA Ajit Singh Kohar, has again been given a chance by the party high command. Earlier, three Congress rebels, including former Home Minister Brij Bhupinder Singh Kang, Lalli, Rajanbir and Laddi Sherowalia, unhappy over the ticket allotment to Kamboj, threatened the party to launch their independent candidate. However, now the trio have joined hands with Kamboj.

The SAD candidate Kohar, a three-time MLA from the constituency is likely to face the anti -incumbency factor.

Another candidate from the Peoples Party of Punjab Dr Navjot Singh Dahia is also creating a strong base in the constituency.

Excise dept to keep tab on ‘booze slips’

A day after Jalandhar Tribune carried a report 'Booze slips to woo voters', Jalandhar excise officers today issued strict instructions to officials to keep a strict vigil at wine shops and keep a tab on booze slips.

The report was carried to highlight the distribution of booze slips by politicians to garner votes in the ensuing assembly polls.

Excise officer Kamaljit Kaur told to The Tribune that she had asked the excise personnel to keep a tab at liquor vends to prevent the use of booze slips.

"Though we have not noticed anyone carrying booze slip and swap the same with the liquor vendors to get liquor bottles, we have increased the vigil just to prevent the flow of illicit liquor among the electorate," Kaur said.

Excise officials have also been asked to conduct random raids at liquor vends to check any violation. Kaur said if excise officials find exchange of booze slip at vends, strict action would be taken against the guilty.

Sources said excise department has deployed its officials near the liquor vends to check violations.

Gang of vehicle lifters busted, two arrested

The city police claims to have arrested two persons connected with an inter-state gang of vehicle lifters. The police has recovered a Toyota Innova, a Maruti Zen and three motorcycles from the accused. Police officials said five members of the gang are still at large.

Station House Officer, New Baradari, Beant Juneja said following a tip-off, a special staff team along with police officials of New Baradari police station installed a naka at Sant Nagar near the city railway station and intercepted the accused. The accused, who were travelling in a SUV, confessed that the vehicle was stolen from outside the M1 hotel near the passport office. Juneja said there were three youths in the car, however, one of them managed to give police the slip.

The two accused have been identified as Rashpal Singh, alias Billa, and Rahul, alias Ricky, both residents of Kartarpur. The third accused has been identified as Jatinder Kumar, alias Sonu.

During preliminary investigations, the accused confessed that they had also stolen a Maruti Zen car and three motorcycles recently from Kartarpur, Subhanpur and Raikhan. The SHO said the vehicles were later recovered by the police.

The accused also named their accomplices: Mintu, Jeet, Jeevan and Jatinder.

A case under relevant sections of the IPC has been registered against the seven accused.

500 cases of liquor seized

The police said though the accused had produced the permit of the liquor, but the liquor was seized as per the election commission's instructions.

As the poll code of conduct is in force, the Excise Commissioner has issued strict instruction to wine contractors not to transport liquor between 9 pm and 9 am. — OC
