The mishap occurred at about 10 am when a bus, owned by KMV College, had stopped to pick students at a bus stop on the highway in Raowali village. A truck (HR-51GA-1695) approaching from Bhogpur rammed into the college bus from behind leaving six students injured.

Eyewitnesses revealed that a passerby, Mohinder Singh of Kahanpur village (nearby), while crossing the highway was run over by another speeding truck (PB-07K-4590). After crushing the passerby to death at the spot, the truck collided with the previous truck that had rammed into the college bus.

In the mean time, a bus owned by St Soldiers Group of Educational Institutions reached the spot with students on board. The bus was also being trailed by an oil tanker (Pb-02AN-9497).

When a student, Ujwal Joshi, got down the bus to help the bus driver navigate, a speeding private bus (PB-08DK-9651), owned by Kartar Bus Service, mowed him down. The boy was killed on the spot.

Kartar Bus Service is owned by Avtar Singh Henry, former Punjab transport minister and a Congress leader from Jalandhar.

Those who sustained minor injuries were given the first aid at the nearby chemist shops.

A resident of Bhogpur, Joshi was a student of Computer Science (semester IV) at St Soldier Polytechnic College, a spokesperson of the group revealed.

Irate over the accident, Mohinder Singh's neighbours and residents of Kahanpur village assembled at the spot and blocked the highway to lodge their protest. The protestors demanded action against the management of the transport company.

Traffic on the busy Jalandhar-Jammu highway was also disrupted for over two hours.

Dharam Paul, SHO, Maqsudan, revealed that two cases of rash and negligent driving (under Section 279, 337, 427 and 304-A of the IPC) have been registered against Sarwan Singh, driver of the bus. Sarwan Singh is absconding.

Meanwhile, the bodies have been sent to the local Civil Hospital for post-mortem examinations.

A pall of gloom descended in Kahanpur village and Bhogpur area soon after the news of the deaths spread. The families were inconsolable. There were shrikes all around in the neighbourhood of Joshi's house.

Jalandhar, January 20
With temperatures dipping to as low as 2 degree centigrade, it is just a thin layer of tarpaulin or a mat which the jawans of the Gujarat Police spread on the floors of the now vacant rooms of the Jalandhar Central Jail before they lie down to sleep.

On election duty in the city, it is a tough time for the nearly 220 jawans of the two companies of the police who have been provided lodging in the jail. Since the personnel from Gujarat is not used to such harsh winters, a few of them complained that they had even started falling ill because of the chill.

“Even as normally we move with our cots, we did not get these here for we wanted to reduce the volume of our luggage. We came here with just some quilts and coming here we realised that we had committed a big mistake. Since we could not bear the chill, we had to go to the market and buy some mink blankets on our own”, the jawans complained.

They further said, “Whenever we have had police from other states in Gujarat, proper arrangements are made before their arrival. However, the Punjab police and the district authorities have left it to us to manage our arrangements on our own that too in such a harsh weather.”

“In our state, we have not seen temperature dipping below 15 degree Celsius. Certainly, it is quite tough for us to acclimatise in this weather that too when we do not have proper means with us”, they discussed. The jawans go on four-hour duty twice in 24 hours. With the Central Jail having shifted to Kapurthala, the authorities probably realised that it was an idle place for the lodging of the additional security personnel. The cooks who are part of the units also have a good open space for preparing meals for the jawans.

ADCP Headquarters Navjot Mahal said, “We have not got any complaints of their jawans falling ill. They came to us and said that they wanted to buy some woolens and we guided them. They will get the reimbursement in the form of allowances by the election commission.”

“But we will definitely get it checked tomorrow and do as much as possible on humanitarian grounds”, he added.

Jalandhar, January 20
The Jalandhar wing of the Government Railway Police (GRP) nabbed an Amritsar resident carrying 15.7 kg silver worth Rs 8.5 lakh without any documents. Adarsh Kumar, an employee of an Amritsar-based jeweller, was nabbed by a GRP team headed by SI AP Dubey during a search operation launched in the wake of Republic Day and the ongoing assembly elections in Punjab. Kanwaljit Singh, SHO, GRP, Jalandhar, said the team while searching Tata Murri Express, heading towards Amritsar, found Adarsh Kumar wearing a jacket having multiple pockets. On frisking, Dubey and his men found that Adarsh Kumar was possessing silver ‘bricks’ in his pockets. He was heading to Amritsar from Kanpur, the SHO said.

During questioning, Adarsh claimed to be working for Vijay Kumar, a resident of Amritsar, who is into manufacturing silver ornaments. Since Adarsh was unable to produce the bill for silver bricks and claimed that it weighs 10 kg, the GRP informed the officials of the Excise Department. Excise and Taxation Officer Manjit Singh was called in. The team found that the confiscated metal weighed 15.788 kg worth Rs 8.52 lakh. The SHO said the accused was handed over to the Excise and Taxation Department. A search to nab Vijay Kumar has been launched.

Mumbai dabbawalla comes calling, offers management tips

Jalandhar, January 20
Aimed at teaching 'time management and team effort' to students, the KCL Institute of Management & Technology today brought the world famous Mumbai dabbawalas at its campus.

The occasion was a guest lecture-cum-interaction by the president of Mumbai dabbawalas, Raghunath Megde.

Medge delivered a lecture on 'Supply Chain Management'. Students from Lyallpur Khalsa colleges, Rayat Bahra Institute of Management & Technology and B.D. Arya Girls College, Jalandhar Cantonment, attended the meet in large numbers.

Megde presented a slideshow depicting the success story of their venture, which has received worldwide acclaim from the likes of Prince of Wales.

Sharing success tips with students on how to run a chain supply system, he said it was all a matter of dedication and commitment to the job.

Mumbai dabbawalas, which started as a charitable trust, was started in 1890 and it has also achieved six-sigma performance certification by the Forbes Group. The trust was presently being managed by around 5,000 employees with a daily transaction of dabbas ranging up to approximately 4 lakhs everyday.

"We have been running our organisation without any modern technology and disputes. Our annual turn over is Rs 30 crore and main objective is 100 per cent customer satisfaction," he said.

Megde said for a successful venture, one doesn't need huge funds but should have skills in time management, cooperation and team work.

"Our trust has co-partners and for the last 100 years, there has not been a single strike, which was big enough a proof of their team management," he said. He also said their venture involved no fuel and zero technology and error rate was one in 16 million.

"Across the world, people ask us about our managerial skills and we have just one answer; dedicated team effort along with time management," he said.

Students said it was a rare learning experience for them. "Usually management students end up thinking about funds instead of running their business. He motivated us to start our career as entrepreneurs rather than becoming job seekers in the big MNCs," said a student.

Another student said the lecture provided us an insight on total quality management in the current global competitive market.

Constituency Watch: Adampur
Ganda nullah is the biggest bane of residents
Deepkamal Kaur

Jalandhar, January 20
Even as this town houses the country's most strategic airbase, the facilities around it are far from expected. Adampur is marked with broken roads. There is no sewage system laid. The sullage is dumped into drains which get choked and overflow in monsoons.

Further, there are neither any public parks nor any community centre. Several health centres in Adampur are in a deplorable condition. There are no good higher education facilities either as there is not a single professional college in the constituency forcing the youth to travel at least 25 kms one side daily to take any such course.

In fact, many villages of Punjab are far more developed than this town. Drains and canals littered with filth criss-cross various colonies of the town. Those residing on the banks of the Ganda Nullah claim that they were leading a miserable life as the drain choked with garbage overflowed on to the roads, bringing in sullage even inside their houses.

While in most other constituencies, the issues of construction of flyovers and six-lane roads are being discussed, the major issue being raked up here still is of galian-naalian (roads-drains). There are open sewer channels all along the roads in all three towns falling in this constituency including Adampur, Bhogpur and Alawalpur which ultimately flow into the main drain flowing through these towns. There are ponds of sewer water everywhere.

Another major issue of the constituency is that the project of raising a 25-bed hospital, which was to come up at Arjanwal village on the Jalandhar-Hoshiapur road, has been dumped as a Primary Health Centre.

There are no major job avenues available around the area. Khadi Udyog which was considered as one small-scale vocation from homes too does not find any takers now.

Polity Wise

Adampur constituency is currently represented by SAD MLA Sarabjit Makkar. But ever since the constituency got reserved after delimitation, he lost interest and started concentrating on Kapurthala, the constituency wherefrom he is contesting this time. The constituency is facing a triangular contest with the SAD having fielded Pawan Tinu, Congress announcing candidature of Satnam Kainth and the BSP also pitching in its leader Sukhwinder Kotli. Both Tinu and Kainth are also former BSP leaders.

Major issues of your constituency?
We have managed to get a new Civil Hospital set up in Adampur. There are now eight specialist doctors posted here. It has come as a major reprieve for the residents My main agenda is welfare of the poorest of the poor. We will bring sanitation and road work. We will get stadia constructed so that our youth can enjoy all kinds of sports and remain fit The most important issue affecting our constituency is that whenever there are heavy rains, the entire city gets submerged in water. It has become a perennial problem now with governments taking no step in this direction
Your poll plank?
Our government has brought in development and lots of schemes for the poor. Even though I was not an MLA here, I have got works to the tune of crores of rupees done here. Our government in the Centre has implemented the RTE Act. I will go around encouraging parents to send their children to school while also ensuring that the children avail good education facilities Development of all the three towns, including Adampur, Bhogpur and Alawalpur. I will also get community centres constructed which are totally missing here
Your poll promises?
We will carry various development projects including those of sewage and roads. We already have got done inter-locking tile work in markets of the town. However, a lot more needs to be done Adampur has started facing considerable traffic problems. Jams are common on the Rama Mandi-Hoshiarpur road and we will chalk out plans to resolve the problem Not even a patch of the constituency has a sewerage system. The discharge is thrown into drains and ponds. We will lay sewage in most of the areas with a proper disposal system
What makes You a better candidate than your rival?
I understand the nerve of people of this area in a much better way than the others as I had contested for the Lok Sabha polls in 2004 from Phillaur during which I had managed to get 22,000 votes. Pawan Tinu does not enjoy a very good image among voters here. The BSP has never had a result-oriented policy. I have been working in this area for long as it was a part of the Phillaur Parliamentary constituency, wherefrom I have been an MP. I am a native of this area unlike other candidates and have been sarpanch from my Kotli Than Singh village for three consecutive terms
Your chances of winning?
You will see it for yourself. The mandate will certainly come my way only I am striving hard and it will be a sure shot success.
