With the arrest of four persons on Wednesday, Faridkot police claimed to have busted an inter-state gang that has been stealing fancy cars from metro cities, changing the Vehicle Identification Number (VIN) and engine numbers; and preparing the fake registration certificates (RCs) to sell these cars in this area.

On May 5, 2010, the then SDM Rampura and returning officer for elections Uma Shankar Gupta had filed a complaint against Kangar in the court of chief judicial magistrate Bathinda.

Accuses the ADA legal of ‘using filthy language’ on phone

Accusing the assistant district attorney legal of using filthy language during a telephonic conversation, the deputy commissioner Bathinda has written to the principal secretary home Punjab.

In his communiqué to the principal secretary home DS Bains, deputy commissioner KK Yadav has stated that the contract of assistant DA legal Satinderpal Singh Bhatti should not be revised. Bhatti's contract expires on February 2012.

Yadav has alleged that Bhatti used unparliamentary language with him during the second World Kabaddi Cup's inaugural ceremony held on November 1. He has even stated that the foul language used during conversation cannot be quoted verbatim. The deputy commissioner has also sent a copy of this letter to the director Prosecution and Litigation, Punjab.

Earlier too a female public prosecutor had complained the district attorney alleging Bhatti of misconduct.In her complaint she had mentioned that Bhatti called her up at 11:30 pm and used wrong words pertaining to the higher officials. Her complaint was also forwarded to the director Prosecution and Litigation, Punjab.

Bhatti has even installed boards outside the judicial court complex wishing Diwali greetings to the people in city.

It is learnt that on the board he had also used photograph of a judicial employee who was rebuked. “The employee told judicial officials that his consent was not taken before putting up photo on the board,” the sources said.

These boards were later removed on the intervention of the district and sessions judge.

Judicial officials also said that Bhatti has not been regular with his work. However, the judicial officials refused to comment officially on the issue.

Meanwhile, deputy commissioner KK Yadav said that he has sent a communiqué to the principal secretary home and was yet to get a response for the same. “I haven’t got any other complaint against him (Bhatti),” he said.

  • Principal secretary home D S Bains was not available for comments despite repeated attempts. District attorney confirmed that one of the female colleagues of Bhatti had complained against him and that he had forwarded the matter to director Prosecution and Litigation, Punjab.
  • Meanwhile, the assistant district attorney legal Satinderpal Singh Bhatti vehemently denied the charges levelled against him. He said that the complaint as well as allegations were wrong. “I have been framed. I have been selected as a judicial magistrate,” he said.
  • Talking over the issue of his Diwali greetings ads erected outside the judicial court complex he said, “Any body can congratulate people of Bathinda and this was what I did. There is nothing offensive or unbecoming of it,” he said.

Fazilka eco-cab clinches National Urban Mobility Award-2011

The eco-cabs of Fazilka have become a national benchmark for the best transportation project for the country in the area of non-motorised transportation (NMT). A leading NGO of the border town, the Graduates Welfare Association Fazilka (GWAF), has been declared as winner of the country’s most prestigious National Urban Mobility Award-2011 by the Ministry of Urban Development, Government of India, today evening.

The award was selected amongst the best and unique practices being followed across the country. The award would be given by the Union Minister of the Urban Development Kamal Nath on December 6 at the concluding day ceremony of the fourth Urban Mobility India Conference-2011 in New Delhi.

Notably, the best non-motor transport practice award is given annually to a city that uses non-motor transport innovations to increase mobility for all residents while reducing transportation greenhouse and air pollution emissions by increasing accessibility, safety and comfort.

The award would jointly be received by the GWAF general secretary Navdeep Asija, patron Dr Bhupinder Singh on behalf of the GWAF, Deputy Commissioner Dr Basant Garg and Anil Sethi, president, Municipal Council, Fazilka.

“The first credit goes to traction men at Fazilka, who made it possible and this recognition of our small city community effort would surely set trends of many other cities in the area of urban transport and environment protection,” said Navdeep Asija, founder, ecocabs and secretary (admin) GWAF.

Eco-cabs are basically dial-a-cycle-rickshaw similar to dial-a-cab started in the year 2008 at Fazilka with an idea to strengthen existing unorganised network of cycle rickshaw and its promotion as a post-modern technology for a short distance travelling. The concept was launched for the first time in the World at Fazilka, an Indian border town and district headquarters of Punjab near the India-Pakistan Border by the GWAF. Later, in the year 2010, principal secretary (Tourism) Geetika Kalha decided to launch the same scheme in the holy city of Amritsar around the Golden Temple area.

At present, the scheme is successfully initiated in 22 cities of Punjab. Now, at Fazilka, city is being served via nine eco-cab call centers from where the user can dial for rickshaw at doorstep. Each traction man carries mobile phone for direct calling facility and Its android application is also available in the market.

The eco-cab dial-a-rickshaw project is with light weight rickshaw equipped with luggage space, FM radio and drinking water facility.

Fazilka eco-cabs got a big boost when on April 28, last year, the Punjab and Haryana High Court took suo-moto in one of the news item and ordered the Government of Punjab, Haryana states and UT Chandigarh to implement it in various cities of Punjab, Haryana and UT Chandigarh.

Notably, the prizes are given under nine different categories and Fazilka eco-cabs have been adjourned as the best innovative practice using cycle rickshaw under non-motor transport category, this year.

Municipal Council (Fazilka) has constructed new eco-cabs stands for the rickshaw pullers.

“Our traction men are real green warrior and project eco-cab is nothing but a support to these eco-warriors, who pedal everyday for the sustainability of the planet,” said Dr Bhupinder, Patron, founding member (GWAF) and retired professor from the IIT Roorkee.

Inter-state gang of car thieves busted

With the arrest of four persons on Wednesday, Faridkot police claimed to have busted an inter-state gang that has been stealing fancy cars from metro cities, changing the Vehicle Identification Number (VIN) and engine numbers; and preparing the fake registration certificates (RCs) to sell these cars in this area. Police also recovered seven stolen cars.

The investigation by the Faridkot police revealed that the gang members were operating in big and small cities to steal and sell these cars. Ludhiana was the center to prepare the fake registration certificates and ownership documents of these stolen vehicles.

Sat Pal Singh Sidhu, SSP Faridkot said while one group of the gang was operating in metro cities-stealing the vehicles, other group of gang members were changing the VIN and engine numbers of vehicles and the third group preparing fake RCs and selling these further in Moga, Barnala, Faridkot and Muktsar area.

As the VIN and engine numbers of the stolen cars were changed very smartly and the fake RCs were also appears to be highly genuine, so the potential buyers of these cars were never imagined, these vehicles being stolen cars, said SSP Faridkot.

The police have arrested Gurmail Singh, Lal Singh, Amarjit Singh and Malkit Singh. Gurmail Singh is already facing four similar cases. Every time he was out of jail on bail, he resumed his nefarious business .

The police investigation in the modus-operandi of the scandal revealed that the gang members operated so smartly that there was no scope for suspicion sneaking for a potential buyer of these stolen cars.

After scratching the engine number and VIN in a very refined way, allotting new numbers and preparing the fake documents using these new numbers, no buyer would doubt about the genuiness of these cars until the record is verified with the transport office, said Sat Pal Singh Sidhu, SSP.

To prepare fake RCs, the accused have used blank forms of the Ludhiana District Transport Office, so the police are investigating whether any official in the transport office was conniving with the accused.

"During the searching of the houses of the accused, the police found no stamp and blank forms to prepare fake RCs, so the involvement of a transport office employ can not be ruled out", said police official, a member of investigation team.

The police have registered no criminal case against the buyers of these stolen vehicles as the investigation revealed that these buyers were innocent 'culprits'.

New buildings in hospital inaugurated

The members of the Multipurpose Health (female) Workers Union presented bouquets along with memorandum to Punjab Health minister Satpal Gosain as he stepped in the Nehru Memorial Civil Hospital to inaugurate new buildings for maternity ward and outdoor patients today.

The memorandum said that the state government on November 19 decided to regularise the services of multipurpose workers who had been working for past three years on contract basis.

The deputation led by Veerpal Kaur and Ramandeep Sharma demanded that merit should be the sole criteria, there should be no other consideration since the workers had been carrying the department's campaign door-to-door for petty monthly remuneration.

Notably, the inauguration function was initially fixed for November 30 but later postponed as it was termed as an attempt to influence the Punjab Bachao Rally.

While the minister claimed that 686 medical officers, 37 drug inspectors, 119 dental surgeons, 3,700 paramedical workers and 602 staff nurses had been recruited by the present government, State Social Welfare Board Chairperson Vijay Laxmi Bhadoo regretted that eight posts of doctors were yet to be fulfilled here.

Docs wear black badges

Abohar: The PCMS doctors wore black badges on Wednesday as Health Minister Satpal Gosain visited Nehru Memorial Civil Hospital here to inaugurate OPD and Maternity Ward buildings raised with budgeted cost of Rs 6 crore.

The PCMS Association secretary Munish Arora said they had started the protest on November 28 to express resentment over non-acceptance of their long pending demands. — OC

‘Aggarwal community hurt by SAD’s treatment to Garg’

Stating this the state general secretary of the Aggarwal Sabha, Punjab, Prem Kumar Garg, further said this incident was not only unfortunate but also condemnable.

He also termed the expulsion of Chiranji Lal Garg from the party as a dictatorial order of the top party leadership.

He was addressing a gathering of the members of the Aggarwal community at a meeting here on Wednesday.

He said it was Chiranji Lal Garg who had provided a strong existence to the community during the past several years.

Due to his contribution towards the community, it was being demanded by members of the Aggarwal community to honour Chiranji Lal Garg with “Sher-e-Punjab Aggarwal Samaj” award at the Aggarwal Sammellan to be held on December 17 at Faridkot, he added.

Cong demands better amenities, stage protest

Local Congress leaders protested against the state government outside the premises of the SDM office at Dharamkot in the Moga district on Wednesday demanding better facilities for the rural people living along the Sutlej River and save the river water from pollution.

A party leader Dr Tara Singh Sandhu who led the protest alleged that the river water was being polluted by the industrial waste being drained in the river through the ‘buddah nullah’ in Ludhiana making the lives of the people living in the ‘bet’ area miserable leading to health hazards.

He demanded from the state government to open a multi-specialty hospital in the ‘bet’ area, stop pollutants from flowing into the river.

Dr Sandhu, who is also an aspirant for the party ticket from Dharamkot constituency, was supported by the presence of former MP Kewal Singh, Dr Harjot Kamal, Inderjit Singh Bir Charik and other local leaders of his party.

BJP supports ‘Bharat bandh’

The Bharatiya Janta Party (BJP) has extended its support to the 'Bharat bandh' call, given by various trade organisations for December 1, against the Central government's decision to allow 51 percent FDI in multi-brand retail outlets.

Stating this here on Wednesday in a press note, district president (Urban) of the BJP Gulshan Wadhwa said that in the light of the decision of the BJP, the district urban (unit) had also called upon the traders to observe bandh on December 1 in the city.

Court discharges complaint against MLA Kangar

The court of sub-divisional judicial magistrate Gurnam Singh Dhillon today discharged the complaint filed against Rampura Phul MLA Gurpreet Singh Kangar. On May 5, 2010, the then SDM Rampura and returning officer for elections Uma Shankar Gupta had filed a complaint against Kangar in the court of chief judicial magistrate Bathinda.

The CM Bathinda transferred case to Phool court.

The RO had filed complaint under section 125 A of Representation of People's Act 1951 and section 170 IPC.

Kangar was accused of concealing important details about him in the affidavit filed before the RO while filing nomination for the 2007 assembly elections.

He was also accused of promoting enmity between classes in connection with election. He was accused of giving false information and concealing details of his property and business establishments.

The court, however, discharged the complaint giving relief to Kangar. — TNS
