New Delhi, July 21 Anticipating ragging attempts, colleges had formed teams of students to work with the Delhi police to crack down on any such incident. Deepika Deshwal, a student at North Campus, said, "We have been on the lookout for instances of ragging since morning, but found only one case. With help from the Delhi police, we have formed seven teams of students in North Campus to check cases of ragging. Each team has 35 students. Most of the students have been selected from the sports and NCC departments. Also, the Delhi police has posted a constable and a head constable to monitor ragging on the campus." Deepika added, "Today being the first day of the new session, the atmosphere at the university was very cordial. We came across only one instance of ragging at Hindu College, and that too was the work of an outsider. He was caught ragging freshers near the canteen. The police checked his identity and discovered that he was not a student of the university, after which he was escorted out of the campus." The NSUI, the students' wing of the Congress, yesterday held an anti-ragging rally which was attended by a large number of students. The session, meanwhile, started on a new note, with the university introducing the semester system for all its courses. Many students expressed nervousness over the transition. Monica Gupta, a first year science student at Hansraj College, said, "I am thrilled to finally be at DU. Admission was a tough ride and I only made it in the second cut-off list. I have opted for botany (honours) and attended classes today. I met the faculty and familiarised myself with the college. I am a bit nervous about the semester system. Though it is nice to know that the course has been divided into two semesters, I don't like the idea of sitting for two exams." Rajan Mehta, another fresher at Hindu College, said, "It's great to have made it to the college. The faculty at the college try to reach out to the freshers and all my doubts and questions were dealt with rather well at the orientation programme held yesterday. I don't mind the semester system, as it brings us on a par with the international system." |

Greater Noida, July 21 Farmers in Itehera, Haibatpur, Bisrakh, Roja Yaqoobpur, Patwadi, Saini, Khodna, Khairpur, Milak Lacchi, Sadullapur, Vaidpura and Jalalpur villages today distributed sweets to celebrate the recent Allahabad High Court verdict quashing land acquisition. The order comes close on the heels of the Supreme Court ordering the return of land to farmers in Shahberi village. Ranvir Nagar, a farmer leader in Sadullapur village, said the Greater Noida Industrial Development Authority (GNIDA) had scrapped Section 5 of the Land Acquisition Act that provides right to farmers to put forth their objections. The abolition of the section was enforced in the entire Gautambudh Nagar district to rob the farmers of their land. In some cases, Nagar said the farmers came to know that their land had been transferred to the Uttar Pradesh government only when they went to plough their fields. When the farmers protested and contacted authority officials, they claimed that according to Section 17 of the Act, the state had overriding powers to acquire their land. The farmers now say restoration of their land is just half the battle and the officials who forced them out of their lands and then sold it to builders at multiple times the compensation paid to them should not be allowed to go scot-free. "Most of these officials -- at the level of chairman, CEO, and others--who had served with the Authority during the last four years should be probed," said Ranbir Nagar, coordinator of farmers' body Gramin Panchayat Morcha. Farmers said they would soon approach the Allahabad High Court to seek a judicial enquiry and a Central Bureau of Investigation (CBI) probe into the entire episode. Vowing not to be cowed down by the "blackmailing practices" of the GNIDA and builders, farmers also alleged that some real estate developers were bribing the litigants. "The builders are luring some of the farmers who had filed petitions in the high court by offering them Rs 2.52 lakh per beegha to take back their case and grant possession rights to them directly," said Satya Pal Chaudhary, Dehat Morcha leader, on whose writ petition the acquisition of land in Shahberi village was quashed. But amidst all the acrimony, there is one faction which is trapped in a no-win situation -- the buyers of the houses. Delhi resident Pawan Singhal, who booked a flat in Supertech Eco Village in Noida Extension, said: "About a week ago, Supertech's managing director and a few others appeared on TV, saying that they would return their customers' full money. They are now making a U-turn." "When we demanded our money back, they said they will return it only after the Greater Noida Authority pays back their allotment money. Also, they said the money would be returned without any interest," he said, adding that the process could take a couple of years. Investors said most of the builders had told them that they would deduct 10 per cent of the total property value, apart from Rs 50,000, as their processing charges. "While the banks continue charging interest from us at 10.5 per cent and above, these builders have forfeited our amount. Twenty per cent of our monthly pay goes towards paying the EMIs," said Sharad Pandey, another buyer. Ritesh Singh, who invested in a Panchsheel Greens project here, said it was middle-class people like him who were the real victims of the whole mess. "We are all salaried middle-class people. We bought property here as this was the cheapest in NCR (National Capital Region). The builders also claimed in their ads that their apartments were close to Metro stations, Noida, Greater Noida and Ghaziabad. We fell in their trap," he said.

Tihar doctor to decide if Kalmadi needs medical help
New Delhi, July 21 "MRI scan of brain of Kalmadi was done at the LNJP hospital, report has been received. The jail doctor is directed to inform within next three days as to any following action is required," Special CBI Judge Talwant Singh said. Kalmadi also sought to know from the CBI if probe relating to the chargesheet is still on in the light of additional documents being filed by it. "The additional documents related to the present chargesheet and further investigation is on," the CBI said. The chargesheet accuses Kalmadi and 10 others, including two companies, of corruption, cheating, forgery and criminal conspiracy in awarding the timing, scoring and result system contract to co-accused Swiss Timing at an exorbitant rate causing a loss of over Rs 90 crore to the exchequer. Meanwhile, the court rejected requests made by OC's sacked treasurer M Jayachandran for soft mattresses in light of the report of the medical officer specifying no such medical need. His plea for home-made food was also dismissed. "As far as providing homemade food, the jail superintendent has informed that on days of meeting with the relatives, the accused are allowed to consume home-made food brought by their relatives. On other days, wholesome food is provided in jail," the judge said. He, however, allowed him to carry books subject to censorship rules and wear a wrist-watch with rubber or leather strap keeping in mind security concerns. Even as the court rejected Jaychandran's plea for carrying a pen-drive for perusing the e-chargesheet, the court directed the CBI to upload e-copies of the same along with all the documents and statement of witnesses on computers in the legal aid centre in the Tihar Jail. "The accused are allowed to go through the e-chargesheet on computers in the legal aid centre for three hours a day between 10 am and 3 pm," the court said. ASV Prasad, the OC former joint director general, was allowed to sign documents for filing income tax return. Judicial custody of the six accused, presently lodged in Tihar Jail, has been extended till July 27. --

Special Judge Talwant Singh accepted Kalmadi and others' petition and allowed a separate van for their transportation between jail and court. The six accused had on July 14 moved an application expressing apprehension of being attacked in the jail van by other undertrials. --

Drug addict brother-sister duo held for burglary
New Delhi, July 21 According to Chhaya Sharma, DCP (south), the incident was reported last evening. "The beat constables of the area, who had been alerted about the burglary in a house in Andrews Ganj, noticed a couple sitting in a park with goods that did not match their profile. They had heavy bags and their behaviour appeared a bit abnormal. When the police approached them, they left their bags and tried to jump the grill of the park. But the police caught them," said Sharma. Initially they tried to mislead the police, saying that they had purchased the goods from a local market and come to the park to rest for a while. But later, they broke down and said that they were drug addicts. They had barged into a house and stolen the goods, including LCD TV, clothes and hand bags. They said they lived at JJ Colony Holambi Kalan and frequently visited south Delhi. Earlier, they used to reside in south Delhi and were quite familiar with its topography. They were aware that many government flats remain locked during daytime. Hence, it was easy for them to steal goods from those flats. "Sagar said he was a school dropout and fell in the society of drug addicts. His sister Mona also started taking drugs and to arrange money for each dose, they took to crime. Initially, they used to steal petty things like clothes, taps, iron rods, etc., but gradually started stealing expensive things by breaking the locks of houses," said Sharma. |
SI shot dead by junior colleague
New Delhi, July 21 According to the police, the incident was reported around 6 pm when the accused Amarjeet Singh fired two bullets from his 9 mm service pistol into the chest of SI Kailash Chandra Yadav. Singh was arrested from the spot. "The incident took place at 5.45 pm when Yadav was sitting in his room at Nihal Vihar police station. According to other officials present in the police station, Singh came to the room in a fit of anger and fired two bullets at Yadav who was rushed to nearby Balaji Hosptial where doctors declared him brought dead," said V Renganathan, additional commissioner of police (West), adding that Singh was arrested from the spot. The reason behind the incident is not yet clear and the police is investigating. According to information, Yadav joined the Delhi police in 1996 and was deployed in west district in April 2011. Singh has been working as a trainee sub-inspector since November 2010. |
Student found dead
New Delhi, July 21 According to the police, Indra, a resident of Chandralok colony, was found dead on a railway track near Nathu Ram colony around 12 noon. The police is investigating whether Indra fell on the tracks or was hit by the train. His family members alleged that Hemant had threatened him of dire consequences few days ago.

Two persons, including a 54-year-old woman, were killed in two different road accidents reported from the national capital since last night. In the first case that was reported this morning from the Jaffarpur Kalan police station area in west Delhi, a driver of a Tata-407 truck was killed when he lost control of the vehicle and hit a tree near Bakkargarh village. The driver, Prakash, was rushed to Rao Tula Ram Hospital, but was declared 'brought dead'. The second incident was reported from the Mundka area of west Delhi, 54-year-old Krishna was hit by a speeding truck. She was killed on the spot. According to the police, Krishna lived in Mundka village and had gone to a nearby market when a truck hit her. The driver of the truck managed to flee the spot after the accident. The police has registered a case and is tracing the driver. |
Suspended IAS officer Ravi Inder gets bail
New Delhi, July 21 Justice Mukta Gupta granted bail to him after going through the status report of the Delhi police which stated that he was not the main accused in the case. Taking cognisance of the police report, the court granted bail to Ravi Inder Singh, who was arrested on November 23 last year. A charge sheet was filed on January 23. The police had claimed that instead of government accommodation, the suspended home ministry official had chosen to stay in a private guesthouse and the monthly rent of Rs 50,000 was being alleegdly paid by a middleman working on behalf of a telecom company. The middleman obliged Ravi Inder Singh, the then director of internal security in the home ministry, as in return he wanted information about the security clearance of a file relating to Britain-based firm Telcordia Technologies Inc, the police had said. The court, while granting bail to Ravi Inder Singh, also took note of the fact that the co-accused and alleged middleman Vineet Kumar, CMD of Kolkata-based Temptation Food Pvt. Ltd., was already on bail. The 2,343-page charge sheet sought their prosecution under various provisions of the Indian Penal Code (IPC) and the Prevention of Corruption Act (PCA) dealing with criminal conspiracy, destruction of evidence and bribing a government official. The charge sheet contained transcripts of the recorded conversations between Ravi Inder Singh and Vineet Kumar, the police said. --IANS |

Hi-tech govt hospital opens in Noida
Noida, July 21 They looked happy with the infrastructure. "It is fully AC. It is better than even a private hospital and will attract sector patients now," said Jitender Patel of sector 45 who had come to hospital for an ear ailment. "We have started OPD. Wards would be made functional soon. At emergency, there are doctors and beds are made available," said Meena Mishra, chief medical superintendent. The district hospital was shifted to the temporary building at sector 39 on May 1, 2008. The new hospital is being built at a cost of Rs 510 crore. It is a 300-bedded hospital and being built on the AIIMS pattern. The old building, renovated by the authority, has been handed over to the CMS. A trauma centre is under construction. Sources said that the wing would be outsourced to a private operator on public private participation model. The hospital management is under the Authority. "Though Noida has renowned corporate hospitals like Fortis, Apollo and Max, they are beyond the reach of the common man. The consultation cost is as high as Rs 600. A hi-tech government hospital was the dire need of the city. Sector residents will be benefitted from the new hospital," said AN Dhawan, a resident of sector 52. "The common man goes to Delhi's government hospitals like AIIMS, Safdarjung, LNJP for most diseases. A good government multi-specialty hospital will come as a blessing to all Noida residents," said Rakesh Katyal, industrialist. |

The government would appoint a returning officer for conducting the board elections. Free DTC passes for mentally challenged
New Delhi, July 21 A Delhi Transport Corporation (DTC) official said that at a meeting held today, it was decided that free passes would be issued to mentally challenged people along with their escort and an attendant. They will be given the passes after they submit a certificate issued by the social welfare department to prove that they are mentally retarded. In the application form, they will also mention the name of their escort and attendant who will also be given free passes. Initially the passes would be issued for six months. Work in harmony to save animals, court tells

New Delhi, July 21 The bench also directed the other public authorities - the Railways and National Zoological Park - to work in harmony to save the lives of the animals in the zoo. A division bench of Chief Justice Dipak Misra and Justice Sanjiv Khanna asked MCD commissioner Rakesh Mehra, who was present in the court following a summons, to hold meetings with all the authorities and inform it about the steps taken to prevent the sludge from flowing into the animals' enclosures from the drain. The court had earlier slammed the civic agency following a report filed by a three-member panel setup by it saying the civic agency had repaired the drain partially and left some of its portion under repair on the ground that it falls under the jurisdiction of the Railways and National Zoological Park. The court had asked the MCD to repair the drainpipe following a media report that several black bucks in the zoo died after consuming water contaminated with sludge that had flowed into their enclosures from the drain. According to the media report, 32 black bucks have died since September last year after consuming the sludge that had flowed into their enclosures from a drainpipe opening in the Yamuna. The zoo authority had expressed concern over the threat to other animals from the sewer water. -

MCD clarifies stand on property tax interest
New Delhi, July 21 The MCD said the taxpayers who could not avail the opportunity of 15 per cent rebate by paying their tax by June 30, can pay it as early as possible so that they will not have to pay much of the additional amount as interest. Besides, the assessment and collection department has clarified that interest on property tax will be charged on the actual period of delay and not on the tax due for the whole year. The department said on the payment of lump sum tax till June 30, the taxpayers can avail a rebate of 15 per cent. The tax can also be deposited till the last day on a quarterly basis four times in a year. "The last dates for depositing taxes on quarterly basis include June 30, September 30, December 31 and March 31. If the tax is not paid on time, the interest of 1 per cent per month will be charged," said a senior MCD official. "For the property tax of Rs 100 payable till June 30, Rs 9 will be charged as an interest for nine months at the rate of nine per cent. For the tax of Rs 100 payable till September 30, interest will be Rs 6 for six months at the rate of 6 per cent and for the payment of tax till December 31, an interest of Rs 3 will be charged at the rate of 3 per cent, he said. |
