Anti-encroachment drive fizzles out as police goes easy

The special drive launched by the district police authorities to remove encroachments along the national highway No. 10 passing through this industrial town for the smooth flow of traffic has succumbed to the non-seriousness of officials concerned. The shopkeepers and vendors have again covered 3-4 ft portion of the road, leading to perpetual traffic jams during rush hours.

Significantly, the traffic police had also served notices to over 100 shopkeepers and vendors who have extended their shops over the highway, leaving little space for pedestrians and smooth passage of vehicles, but it also failed to mount pressure on the receivers for a long time.

Initially, not only a large number of shopkeepers had cleared the space in front of their shops but also vendors had shifted themselves to nearby spaces clearing the passage. However, they started encroaching the road gradually after experiencing that the police officials were not taking the anti-encroachment drive seriously.

After the failure of the local bodies in eradicating encroachments along the NH, the district police authorities had come forward to get the encroachments cleared for easing out congestion some months ago.

The campaign was launched by the SP, who had at that time claimed that the drive would definitely bring a respite to road users as no one would be allowed to encroach upon the road and stern action would be taken against violators.

The SP had also roped in officials of the local bodies in the drive so that they could also initiate separate action as per the rule, but the drive failed to bear expected results following police inaction against the encroachers. Though a pavement for shoppers was also constructed after removing encroachments on both sides of the road, but it too did not work.

“It was expected that the police drive would also meet the same fate after some time, as neither the local body officials nor the police authorities take a keen interest in removing the encroachments. Local bodies have carried out anti-encroachment drives so many times to ease out the traffic congestion here, but the exercise proved just an eyewash every time,” said Indervesh Sehrawat, a social activist.

He maintained that whenever the local bodies launched the drive, it fizzled out within a couple of days due to the non-seriousness of officials concerned and intervention of politicians.

NDRI training Assamese youth in scientific farming

Youth from Assam and other northeastern states are taking a keen interest in scientific dairy farming and voluntarily coming forward for training at the National Dairy Research Institute (NDRI), Karnal.

The premier institute has already imparted training to 200 Assamese youth in dairy farming so far this year while more youth are still getting the training.

The programmes, sponsored by the State Institute of Rural Development (SIRD), Assam, are being conducted  at Krishi Vigyan Kendras (KVK) and Dairy Training Centre (DTC), Dr Dalip K. Gosain, programme coordinator, said.

Addressing 26 youths of the current batch, Dr Gosain said there was immense potential for scientific dairy farming in Assam as the per capita availability of milk in the state was quite low and the rural and urban families were at times converting powdered milk into liquid milk for consumption.

Dr Gosain said their was an urgent need for breed improvement in cattle through artificial insemination (AI) and dairy farmers needed to be educated and trained for scientific feeding of elite dairy animals for higher milk production.

Ajit Bordaloi and Paran Sakia, both from Dibrugarh district, said they had a herd of 14 cows each but the per day milk production was 35 litre which was sold at Rs 40 per litre.

Gosain observed that with such large number of cows, the average milk production per animal per day was very low and stressed in all groups to keep only the elite herd based on the feeding resources available with dairy farming families.

28,665 families given free plots in Sirsa

Under the Mahatma Gandhi Gramin Basti Yojna, as many as 28,665 families of 270 villages in Sirsa district have been provided 100 sq yard plots free of cost by the authorities.

“The authorities have already executed gift deeds in favour of 10,393 families, while the process for the remaining families is in progress,” said Deputy Commissioner Yudhbir Singh Khyalia.

The Mahatma Gandhi Gramin Basti Yojna is an ambitious scheme of the Bhupinder Singh Hooda government. UPA chairperson Sonia Gandhi had launched the scheme on Mahatma Gandhi’s birth anniversary in 2008 from Panipat.

The scheme is being implemented by the Development and Panchayat Department, Haryana, from “shamlat deh” land available with village panchayats.

The district has 334 villages, of which suitable “shamlat deh” land was available in 272 villages only.

Meanwhile, in Fatehabad, of the 245 gram panchayats in the district, 7,344 families were found eligible for the allotment of plots under the scheme, said Additional Deputy Commissioner Ashok Meena.

Of these, 4,058 belong to the SC BPL category while 1,285 belong to non-BPL Scheduled Castes.

However, suitable shamlat land is available in 166 villages in the district, which can cater to the needs of 6,188 families.

The authorities have allotted plots to the beneficiaries in 165 villages. Demarcation of land has been carried out in 152 villages, while actual possession of land by way of gift deed has been made in case of 5,686 families living in 151 villages, said Meena.

Ambala Red Cross society is running “Annapurana Yojna” in the hospital under which meals are provided to indoor patients free of cost. A modern kitchen has been constructed. Dr Aggarwal generally goes there and washes utensils.

One of the doctors says during odd hours, he visits the hospital wards and asks the patients about their problems and instead of summoning the doctor concerned, he tries to resolve them on his own.

The civil surgeon even offers financial help to poor patients from his own pocket. In the meetings, he asks staff members to be polite and committed toward their duty. He also preaches the staff against social evils.

Dr Aggarwal says he gets a feeling of self-contentment while serving the needy. He says one should make it a habit to perform his duty in a dedicated way and does not feel embarrassed even doing menial jobs.

Top Rohtak officials on leave

The town, popularly known as CM city, appears to have been left on its own in the matter of administration as most of the senior officials are either on leave or have gone for training.

While the additional deputy commissioner (ADC) is presently the senior most official present in the local administration, an official of the rank of ASP has been looking after the job of the district police chief as both the deputy commissioner and the SSP are on leave. The IG, (Rohtak range) is also reported to be on leave. The post of commissioner, Rohtak Range, has been lying vacant for about a month now.

According to reports, deputy commissioner Vikas Gupta, who joined here around six months ago, has gone on leave to attend a two-month training. SSP Satish Balan is also on leave till June 26.

It is perhaps the first time that no IAS and IPS level official is present to look after the administration and the law and order situation in a district which is frequently visited by the Chief Minister, particularly when the district witnessed a serious law and order situation last month when a former MLA and his supporters evaded arrest for about 22 days in connection with a murder.

While two persons had been killed in firing in the PGIMS hospital last month, three teenaged girls became victims of acid attack in Sector 3 here recently. The police is yet to arrest the accused.

Meanwhile, sources said the IG had gone out of station. The IG could not be  contacted on his mobile phone. A cop attending the alternative mobile phone of the SSP said the SSP was on leave till June 26.

Meanwhile, the work of the DC office automatically gets transferred to the ADC, but it is reported that no official communication has been received by the ADC office till the last report came in, although its over two days since the DC left for his training.

Amarjeet Mann, an HCS rank official, has been holding the office of the ADC at present. The post of commissioner, Rohtak Range, which was held by Rajiv Sharma till May 31, has been lying vacant since then.

The sources said the work of this office had been given to the office of commissioner, Hisar Range.

The Rohtak range covers the districts of Jhajjar, Sonepat, Karnal, Sonepat, besides Rohtak.

DC for resolving residents’ problems

Deputy commissioner Ajit Balaji Joshi emphasised the need for providing top priority to resolve the problems of citizens while addressing a meeting of senior officials of various departments at Nahar, near Kosli, recently.

Besides SP Sanjay Kumar, SDM Jaideep Kumar (Kosli), DSP Bhoop Singh (Kosli), district education officer Virender Singh, district sports officer GS Kapoor, DHBVN XEN Randhir Singh, Public Health XEN Udai Vir Singh, DPRO Raj Singh Kadiyan and senior officials of the Panchayati Raj, Marketing Board, Irrigation, PWD, Water Supply and Sanitation as well as several other departments were present in the meeting. The DC directed the PWD (B&R) XEN to get the Nahar-Kosli-Kanina road, which is in a bad shape, repaired at the earliest. He also instructed the Public Health XEN to ensure adequate water supply in all government schools in the Kosli subdivision.

Simultaneously, urging the officials to see to it that all ongoing development projects in the Kosli region were accomplished within the stipulated period, the deputy commissioner also asked them to ensure that only quality material was used in the construction work.

Joshi also asserted that there was no shortage of funds for development works, but the crux of the matter was that the funds must be utilised 
appropriately.

Business school opens admissions

Prof BK Punia, dean, HSB, said while MBA and M.Com courses would be of two-year duration each, the duration of MBA part-time (evening) course would be of three years.

He further said prospectus could be purchased from the university counter for Rs 1,000 by the general category candidates and for Rs 250 by the SC category applicants.

Besides, the prospectus could also be downloaded from the university website- www.gjust.ac.in Application forms, complete in all respects, should reach the office of the director of HSB, by 5 pm on July 2.

ML Ranga, vice-chancellor of GJU, informed that only candidates with a minimum 30 percentile in the general category and 25 percentile in the SC category in CAT-2010 would be eligible for admission to the MBA course.

Prof RS Jaglan, registrar of GJU, said 50 per cent marks in graduation for the general category candidates and 45 per cent marks for the SC candidates were essential to seek admission to MBA and MBA part-time (evening) courses.

Besides, candidates seeking admission to MBA (evening) course would be required to possess one-year experience as well. Simultaneously, the fellows of IGSI, ICAI and ICWMI could also put in their applications for admission to MBA course.

Prof SC Kundu, director of HSB, said while entrance tests for the aspiring candidates would be held on July 11, the merit list, pertaining to their admission, would be out on July 14.

Misuse of Stolen Vehicles

Alarmed at the increasing number of stolen vehicles being misused for heinous crimes, Layak Ram Dabas, Director, State Crime Bureau, has written to the state and central governments and the Haryana DGP to suitably amend the Motor Vehicles Act. According to the data available with the National Crime Record Bureau and the Haryana State Crime Record Bureau, there has been a significant increase in the number of vehicle theft cases, as high as 3 lakh annually, with Haryana alone accounting for 10,000 of these. About 30 vehicle thefts take place in Haryana everyday with Gurgaon and Faridabad districts accounting for 1,889 and 887 thefts, respectively, of the total 8,450 cases registered in 2009.

In 2010, of the 11,297 vehicle theft cases, Gurgaon accounted for 2,480 cases followed by Faridabad (1,352), Sonepat and Panipat. Gurgaon and Faridabad have registered 1,046 and 524 cases, respectively, till June 4 this year. Dabas said investigation of major crimes like dacoity, murder, kidnapping and burglary revealed that stolen vehicles were used in 75 per cent of the cases and as such it was imperative that the Motor Vehicles Act be amended to make it mandatory that only a person "authorised" by the owner be allowed to drive the vehicle. The authorisation letter should have authenticated signatures, telephone number and photograph of the driver, who must possess a valid driving licence, he added. "As only 35 per cent of the stolen vehicles are recovered and 10 per cent of these remain unclaimed, it has become necessary to incorporate an amendment that clearly provides that "only a person authorised by the owner is permitted to drive the vehicle", he said.

The initiative would not only help reduce the number of vehicle thefts but also enable the police to nab miscreants, he said, adding that the state police was also taking action against police officials found guilty of not acting promptly and delaying the registration of complaints pertaining to vehicle thefts. The department had asked 3,000 investigation officers in the state to explain the reasons a for delay in the registration of cases of vehicle theft and 364 of them had been found negligent in this regard, he disclosed. People visiting government offices for driving licences, ration cards, domicile certificates, registration of vehicles, registration of land, grant of electricity connections and other official chores will no more be at the mercy of unscrupulous officials who take people for a ride for minting money by way of bribe.

Under the new guidelines to provide prompt services to the citizens, the authorities have announced to implement a scheme for providing 15 services in a time-bound manner.

At a meeting of district-level officers here, Additional Deputy Commissioner Ashok Meena, who holds the charge of the DC during the training period of the present incumbent, dwelt upon the mechanism devised for implementation of the scheme.

The government had recently written to all Deputy Commissioners, directing them to implement a scheme for efficient and timely delivery of services to people.

In the first phase of the scheme, the government had identified 15 services and fixed a time limit for providing these services.

Services like issuance of a new driving licence, domicile certificate, caste certificate, new ration card upon surrender certificate and issuance of a duplicate ration card are to provided within seven working days. Jobs like issuance of a learner's driving licence, sanction of mutation of land and providing copies of land records are to completed within five working days.

Registration of land is to be done by the tehsil office concerned the same day a citizen applies for it.

For some other services like provision of new electricity connection, temporary electricity connection and enhancement of electricity load, the authorities have given a time limit of 30 working days for compliance. The government has also named senior officers for each such service to whom people can complain if they do not get the services within the time limit.

Kusht Ashram gets grant for repairs

The residents of Ambala City Kusht Ashram (leper colony) are happy as this year they will not have to face any problem during the rainy season. The district administration has granted Rs 10,000 each to them to get their houses repaired.

The houses of around 12 lepers are in a bad condition. Their houses start leaking even after little rainfall. They met deputy commission Samir Pal Saro a week ago and briefed him about their problems.

They told Saro that they had single-room houses just close to the Roadways workshop which was in fact a slum area of the city. Their houses were constructed with the help of several social organisations. They told that the roofs of their houses were leaking and they had been living in inhuman conditions.

Saro, who listened them patiently, assured them that their houses would be repaired before the monsoon. He further assured them that he would visit the Kusht Ashram and also solve their other problems, too.

Ex-MLA’s ‘padyatra’ evokes good response

A 200-km-long padyatra from Sed Alipur village in Mahendragarh district to the Rashtrapati Bhawan in New Delhi undertaken by former legislator Raghu Yadav has evoked a substantial response in the Ahirwal region.

In view of the impressive participation of the masses in general and youths in particular, Raghu has termed it as the Jan Yatra (people’s march).

Recalling the incident which took place on the intervening night of June 4 and 5, when Baba Ramdev and his supporters were subjected to high-handed police action at the Ramlila Maidan in Delhi, as well as the “obstructive” approach of the UPA brass to Anna Hazare’s Jan Lokpal Bill Movement, Yadav asserted that like their counterparts in various other parts of the country, the people of the Ahirwal region, too, were now up in arms against such injustice and repression.

The padyatra, which commenced on June 15 from Sed Alipur, Swami Ramdev’s native village, lying at the remote end of Mahendragarh district, has covered the Nangal Chaudhary, Narnaul, Ateli, Kund and other surrounding areas of the Rewari region in the past five days.

Besides Raghu Yadav-led padyatris, a large number of villagers and youths thronged every bivouac en route where Raghu was accorded a rousing reception with garlands and turbans. Raghu raised certain anti-government slogans which were then echoed by the villagers.

While addressing such gatherings, Raghu graphically recalled how he and hundreds of his supporters, who were demanding equitable distribution of the available canal water and provision of its rightful share to the Ahirwal peasantry, were subjected to unprecedented police brutalities at Narnaul on August 10, 1993.

He said what happened at the Ramlila Maidan in New Delhi recently was virtually a repetition of the Narnaul episode. He warned the government that the countrymen and residents of the Ahirwal region in particular would not remain a mute spectator to such injustice and repression.

Deputy Commissioner Amneet P Kumar has recommended departmental action against officials and other employees who were found guilty in inquiry by the then Guhla SDM Rajeev Rattan in delaying grant of financial assistance to Suresh Kumar of Peedal village who was admitted in the PGI, Chandigarh, and later died during treatment. In official letter no. 6640 dated June 20, 2011, written to Anil Kumar, Commissioner, Ambala division, the DC has recommended action against the then Guhla Tehsildar Amrinder Singh and Dharamveer Singh.

A chargesheet under rule 7 had also been framed against Sube Singh reader to Tehsildar. The civil surgeon (Kaithal) had also been directed vide letter no. 5771-72 dated June 6, 2011, by the DC to take action against officials and employees of the Health Department indicted by the then SDM.

It may be recalled that Suresh got injured while unloading marble from a truck more than seven months ago and he was later referred to the PGI. Suresh's family members had made a request to the administration for grant of financial help as family was unable to bear the high cost of treatment.

However, the then successive Tehsildars of Guhla, his staff members and other employees of the CMO caused unnecessary delay in submitting reports and in the meanwhile Suresh succumbed to injuries. Family members of the deceased had requested the DC to order an inquiry and take action against officials and employees who sat over files and thus obstructed the flow of financial help to the family.

The recent victory of Independent councillors on the top three posts of the Gurgaon Municipal Corporation, the most prestigious civic body in the state, has been touted as a “Congress victory”.

In fact, the credit for this victory goes more to the local Congress MP Rao Inderjit Singh rather than to the party. Vimal Yadav, an associate of Rao Inderjit Singh was elected the first mayor of Gurgaon, 
defeating Seema Pahuja of the BJP.

A confidant of Rao, Yashpal Batra, was elected senior deputy mayor while another of the MP’s men Parminder Kataria was elected as deputy mayor.

The Congress did not field candidates in the corporation elections on its symbol. The BJP, which had contested the corporation election on its symbol, also fielded candidates for all three posts.

The INLD, which contested the civic elections on its symbol for the first time, did field its nominees for the three posts, but at the last moment, its councillors walked out of the election meeting after the party could not strike a bargain with the BJP.

The Congress had initially announced that it would contest the elections on its symbol. But later for unexplained reasons, the party did not stick to its announcement. It is believed that the pressure for the party tickets by local leaders was so intense that the leadership preferred not to contest the elections on its symbol. Rather, it was decided that let local leaders contest the elections on their own as Independents. After the results are out, the winners having any sort of affiliation with the Congress would be roped in to tout it as a Congress victory. The strategy worked.

The BJP, which once used to represent Gurgaon in the state Assembly, together with the INLD, could not touch the double digit mark in the corporation. Some leaders of the BJP and the INLD worked for reaching a formula under which the two parties would contest the three top posts jointly. But the exercise proved to be futile.

The millennium city does not have a Congressman as its MLA in the sense that the party nominee had lost the last Assembly election to an Independent, Sukhbir Kataria.

Though now Kataria is a Minister of State in the Hooda Cabinet, the local Congressmen do not feel much affinity with him. Kataria continues to be a “foreigner” for them because he is a former INLD man, who contested the election as a party rebel. While Kataria is understandably no longer welcomed in his parent party, he is yet to find acceptability in the Congress, of which he is not even a formal member. As per the provisions of the anti-defection law, he cannot join a political party after becoming an Independent MLA.

Under the circumstances, Rao Inderjit Singh has to work as the local MLA also because Gurgaon is the most important segment of his parliamentary constituency.

By ensuring the election of his men to the top posts of the corporation, the Rao is ensured that he would have a meaningful role and say in the development of the city.

Ex-ministers raise issues of Punjabis

Two former ministers of Haryana and senior Congress leaders AC Chaudhary and Subhash Batra have raised the issue of empowerment of the Punjabi community in the state, but with different perspective, suggesting of sharp difference of opinion among the leaders.

The Haryanvi Punjabi Sabha, headed by Chaudhary, met here recently and demanded that the government should accord the status of freedom fighters to all Punjabis who migrated to India during the Partition. It also demanded the empowerment of the community, especially at the political level. The sabha puts the present strength of the community in Haryana to 35 per cent of the total population.

Chaudhary said a number of Punjabi leaders had expressed dissatisfaction with the present government’s attitude towards the community.

Chaudhary, who held several important portfolios and positions in the Congress in the past, said he would tour the state to assess the mood of the community and motivate them about the virtues of the Congress. Meanwhile, former state Home Minister Subash Batra, who was here recently, said though there was always a room for improvement, the present government in comparison to preceding governments was secular and had taken measures to politically empower the community. He said former Chief Minister Bhajan Lal, who claimed himself a “non-Jat leader”, used the community to stay in power for about 13 years, but did not pursue the cause of the community in the right earnest.

He asserted that the present Congress government had given satisfactory political representation to the community. Hailing Chief Minister Bhupinder Singh Hooda as a “democrat” favourably disposed towards all sections of society, he said it was due to his personal interest that the government accorded Punjabi the second official language status in Haryana.

Honour for Sirsa college principal

Dr Shamim Sharma, a college principal from the district, has been nominated as the non-official special invitee for the Haryana Sahitya Akademi. Dr Shamim is one of the five members nominated by the state government recently.

The other special invitee members are Dr Upkar Sagar Bhardwaj of Faridabad, Lakshmi Narayan Sharma of Panipat, Narender Ahuja of Faridabad and Ramesh Saini of Karnal.

A notification to this effect has been issued by the Information, Public Relations and Cultural Affairs Department.

In the first instance, the terms of appointment of these members would be two years, said an official spokesperson.

Police machinery warrants complete overhaul

Chief Minister Bhupinder Singh Hooda reportedly seems highly passionate for setting up a commissionerate system of policing in respect of adjoining districts of Ambala and Panchkula. A proposal is being mooted to constitute a Joint Police Commissionerate for these districts, although it would be not so easy to implement it given the fact that currently there is no concept of “police districts” in the state as different from “revenue districts” on lines of the neighbouring state of Punjab. Every district in the state except two have SPs who are subordinate to Inspector-General (IG) posted in four ranges of the state viz. Ambala, Hisar, Rohtak and South Range.

Pertinent that after enactment of the Haryana Police Act, 2007 (HPA), the two southern districts viz. Gurgaon and Faridabad got police commissionerate in 2007 and 2009, respectively. Though the idea seems appreciable if such a system is put in place in other districts too, without overhauling the entire police set up machinery, the clubbing of two districts for setting up a combined police commissionerate is bound to face legal hiccups. The provisions of the HPA do provide for setting up of police districts, but it remains to be seen if the IAS lobby would feel easy with the idea as it tends to loosen their grip over the police machinery. Moreover, without kick-tarting the long overdue reforms in the police machinery, the image of the police amongst the common man would remain dismal. A common man has scant degree of faith and trust in the working and efficiency of the state police which is substantiated with the fact that the CBI probes are demanded even into petty crimes, which can be otherwise easily handled by the police.
