The Delhi police has rescued a 9-year-old boy who was allegedly kidnapped from the Shakurpur area of north-west Delhi five days ago from Badayun district in UP. Four persons have been arrested. DCP (north-west) Meenu Chaudhary said that the kidnappers had demanded Rs 20 lakh from the boy Yash Gupta's family. Yash had been missing since last Saturday.

The accused, a minor studies at a school in Paschim Vihar, was arrested yesterday. He was allegedly travelling on the stolen motor cycle, bearing the numberplate of his own two-wheeler when the police arrested him.

Schools allowed to set criteria
25% quota for poor students in public schools

School authorities here have been given a free hand to adopt lottery or point system in nursery admissions, however, the seats reserved for the poor in public schools have been increased from 15 to 25 per cent.

Delhi education minister Arvinder Singh Lovely today said that it was up to schools to decide which system of nursery admission - lottery or point - they wanted to adopt. But they would have to inform the directorate of education before starting the admission process.

The admission in nursery classes will start from January 1 and will be over by March 31, 2011.

Lovely urged the school authorities to make the admission process more simplified and transparent for the convenience of children and parents.

He said that each school management had to reserve 25 per cent seats for students belonging to the economic weaker section (EWS). Children of those whose annual income is Rs 1 lakh or less can be considered in the EWS category.

Addressing a conference, the minister said that the Delhi directorate of education had framed certain guidelines for admission on the basis of suggestions given by the Union ministry of human resource development.

R.C. Jain, a member of the Delhi Public Schools Management Association, said that schools' authorities were satisfied with the guidelines given by the government, but the increase in reserved seats from 15 to 25 per cent was not justified. It seems that the decision has been taken in haste and government is trying to interfere in the policies of private schools' management.

However, this decision has been taken after consultation with the law department of the city government, an official said.

He said that the schools' managements which were given land on concessional rates would have to bear the expenses of poor students. The government will reimburse the fee of poor students in schools being run on private land.

The Opposition Bharatiya Janata Party (BJP) has demanded that the new nursery admission policy should be transparent. Delhi BJP chief Vijendra Gupta said that before announcing the plan, the government should make sure that no child was deprived of his right to education.

Parents jittery

The parents of children, meanwhile fear doubts over the implementation of the guidelines.

Ashok Aggrawal, president of All-India Parents Association, said the guidelines were in favour of schools and it seemed that the government had succumbed to their pressure.

"The rights of children and parents should have been protected, but this is not the case in the new guidelines. If the need arises, we will knock the doors of the court to get justice," he added.

"Everything should not have been left to schools to decide on the admission. The control should always lie in the government's hands," said Meena Agrawal, who is trying to secure admission for her toddler.

According to the guidelines, all schools - both which are built on government land and others - will have to reserve 25 per cent of their seats for the poor. Schools on government land provide a quota of 15% to the economically weaker sections.

Lovely said the government would reimburse the amount to these schools for providing additional 10% seats. For schools not built on government land, the reimbursement amount will be announced within a week.

"The government will ensure that no child will be left without admission in Delhi but there is a possibility that parents may not get a school of their choice," Lovely said.

Another controversial point in nursery admission - management quota of 20 per cent - has been left untouched. — IANS

Jilted man shoots at woman in Rohini

Spurned by a woman, a 24-year-old man shot at and injured her in broad daylight in the Rohini area of Outer Delhi. According to the police, the victim received two bullet injuries and has been hospitalized in a critical condition. The incident was reported around 11.30 am from the Sector -3 area of Rohini.

“Shilpa Gupta (22) was going on her scooty when the accused Arun Mishra shot at her from pointblank range. He was caught and beaten up by the people present at the spot and later handed over to the police,” said a police official close to investigation. According to Chhaya Sharma, DCP (Outer), the accused Arun, resident of Gurgaon, was known to the victim and he claimed that he had no intention of killing Shilpa. When Shilpa left her house in the Paschim Vihar area this morning, Arun met her at the Peeragarhi intersection red light. He sat on her scooty. However, the duo had an argument over some issue and Shilpa stopped the scooty near Green Valley Public School and asked Arun to get down. “Enraged Arun took out a countrymade pistol and opened fire on Shilpa. The victim collapsed on the road after which eyewitnesses caught hold of Arun. He tried to commit suicide, but was prevented by the people,” Sharma said, adding that the police was informed after which Arun was arrested with the weapon and seven live cartridges of different bore.

A case of attempt to murder has been registered in this connection.

The victim was rushed to Jaipur Golden Hospital where her condition is said to be critical.

An ex-student of Delhi University and aerobic trainer, Shilpa was on her way to visit her maternal uncle this morning.

Arun does not have a permanent job. According to information, he is a frequent job changer. While his father is a farmer, his elder brother a chemical engineer working in Panipat. Shilpa’s father is a clerk in Delhi Development Authority (DDA).

Meanwhile, Shilpa’s father has alleged that the today’s incident was the result of police’s inaction in the past as they had given complaint at the Paschim Vihar police station against Arun’s stalking and threatening their daughter.

According to them, Arun was known to one of Shilpa’s friends and later he started making advances to her. When Shilpa did not respond, he started pursuing her. However, the police held that they had called Arun to the police station and he was let off after a warning.

“He admitted his mistake and promised not to cross her path again. We had let him go then but had no idea he would do this,” said a senior police official from district.

More than 10 schools run by the Delhi Sikh Gurudwara Management Committee are being hauled up by the Delhi government for refusing to implement the recommendations of the Sixth Pay Commission for its teachers and non-teaching staff. The schools have even hiked their fees without raising the salaries.

An official from the directorate of education, Delhi government, said, "It has come to our notice that some 10 schools run by the DSGMC have not implemented the recommendations of the Sixth Pay Commission report. Teachers and other staff at these schools are being paid low salaries which are not as per the commission report. There have been many complaints from the teachers over the past few years. Now, the government has taken action and issued notices to the school administration."

According to an inspection report by the Delhi government regarding the Guru Har Krishan Public School branch at Vasant Vihar, the school authorities have not implemented the recommendations of the Sixth Pay Commission even though they have charged higher fees.

Teachers have complained that they are being paid very low salaries. For instance, the Vasant Vihar branch of Guru Har Krishan Public School in February 2010 had asked all the students from the pre-nursery to class V to pay Rs 4,110 in order to pay arrears to the teachers and non-teaching staff. Moreover, students from classes VI to XII had been asked to pay Rs 5,415. However, there has been no raise in the salaries.

Other branches of the school have also asked students to pay for the pay commission arrears. However, teachers at various branches of GHPS have not yet been paid their arrears and there has been no sign of their getting them.

Meanwhile, the DOE has recently issued notices to all the GHPS branches, asking them to give a reason as to why they had not complied with the government's directive. However the government has yet to receive any reply.

Grandpa Wen teaches calligraphy to students

The moment Chinese Premier Wen Jiabao said "yes" to a Class XII student if he could be addressed as "Grandpa Wen", it was all fun and bonhomie at Tagore International School that he visited soon after he landed in India.

There might be many problems between the two gigantic countries, but there appeared no such complication today when the grandpa was interacting with the young minds. The students raptly listened to Grandpa Wen who said, "India and China are friends", offered them a lesson in calligraphy and had a discussion on Nobel laureate Rabindranath Tagore. He also told students about the importance of language as a bridge between two civilisations.

The students were basking in Jiabao's glory, even after he left and termed him as "cool and kind". "He was very genial and pleasant. He was more like a learned guardian than a head of a country," several students said.

A smiling Jiabao said that many children back home called him grandpa as he was very fond of them and felt comfortable in their company.

He also won many hearts when he said that Tagore had a deep influence on the older generation of literary giants in China and remained a household name. Addressing him as a "sage poet", he said that Tagore was the only Indian to have won the Nobel Prize for literature. He then went on to name many works of Tagore, including 'Gitanjali' which won him the coveted honour. He then quipped, "So, how do you grade me?" to which students and teachers gave a unanimous answer, "A ten on ten".

He said that India and China were not only the two most populous countries of the world but also had ancient civilisations. "Friendship between our countries can be dated back to 2,000 years," he said. He said both the countries have made steady progress in their friendship since the establishment of diplomatic ties between them. The last 10 years were of significance.

He also expressed his happiness over the introduction of Mandarin in the CBSE curriculum and said that it would help strengthen ties between the two countries.

A shocking case of police brutality has come to light with an 18-year-old boy losing his speech and becoming partly paralysed for a month after being thrashed by Sunlight police station SHO B.K. Yadav on November 10, apparently without the registration of an FIR. He is recovering now, following treatment.

Salim was picked up by two cops of Sunlight police station from his house on suspicion of stealing a mobile even as there was no written complaint in this regard, something even Yadav admitted.

"I was tied upside down from the ceiling and beaten up. I became unconscious. I had been bedridden for nearly a month," said Salim.

His family has complained to the South East District DCP, O.P.Mishra, against the SHO and his subordinates. They said Salim was manhandled and thrashed by three men, including Kitti ( Rinku, son of family having a stronghold in Kilokri Village).

Salim said he was first beaten up by the members of this family, and the police, instead of taking action against them, picked him up and thrashed him on frivolous charges.

He was released only after his father, Hanif Mohammad, came pleading the next morning.

Following the complaint made on December 14, an enquiry has been ordered in the matter and statement of Salim was recorded later in the evening.

"The ACP of New Friends Colony, Dataram, is probing the matter and has recorded the victim's statement in this regard. He is supposed to submit the details in two to three days," said DCP Mishra.

However, Yadav said that the family was trying to extort money.

He said, "Salim was brought to the police station on allegation of a mobile theft, but was released later when no mobile was recovered from him. He was admitted to RML and in the MLC, his father had mentioned that Salim got injured while playing."

His father said he kept quiet because they were scared of cops. "I didn't want to jeopardise my son's career who completed his plus two with the first division this year and has taken admission in BA first year," said Hanif, who runs a salon in the locality and has apart from Salim four school-going children, two daughters and two sons.

Businessman outwits bandits in Noida

A businessman was allegedly abducted in his Scorpio car by four criminals and thrashed. But the trader did not lose heart and fired at the bandits from his licensed revolver, wounding two of them. One of them succumbed to his injuries while the other is in a critical condition.

Trader Promode Chauhan of Sector 23, Noida, had gone to the house of a chartered accountant in Sector 56 and was driving back from there.

As he stopped in Sector-54 forest belt to relieve himself, some bandits blocked his vehicle with a Safari car, overpowered him and dumped him in the rear seat of his Scorpio and started driving it.

The bandits then started beating him near Gijodh. Here, Promode pulled up his revolver and fired two shots on his tormentors.

One criminals was hit on the forehead while the second was wounded on the shoulder. However, the criminals managed to snatch Promode’s revolver and thrashed him and locked him in car boot.

Strangely, the police patrolling nearby did not get a wind of it even though six shots had been fired by Promode. The criminals then rushed to Greater Noida to get their wounded colleagues admitted to hospital.

They kept Promode captive in Salarpur village. They reached Kailash Hospital at 1.30 in the night, deposited the wounded companions and fled the hospital, saying that they were injured in a mutual feud. The bandits drove the Scorpio to Ghaziabad with a plan to kill Promode who was still in the dicky of the vehicle. As their vehicle jumped a speedbreaker at noon the next day near Mandola village, it opened the dicky lock. At the first opportunity, Promode jumped out from the car boot and from a passerby’s cell phone informed his friend who informed the police and Promode’s family.

Impressed with Chauhan’s courage, perseverance and tact, G.B. Nagar SSP, Amitabh Yash is reported to have said he will be honoured with a bravery award.

NCR police chiefs brainstorm steps to check crime

The commissioner of Delhi police today held a meeting with the top police officials of the National Capital Region and neighbouring districts to discuss a common strategy in tackling interstate criminals.

According to information, city police chiefs of Gurgaon, Faridabad, Meerut, Rohtak, Ghaziabad, Noida, Alwar and Jhajjar attended the meeting at Delhi police headquarters this afternoon.

According to Rajan Bhagat, Delhi police spokesperson, the officers exchanged information of interstate criminals and discussed a strategy on joint operations against such criminals.

"The modalities of pre-and post-operation coordination by sharing information and helping in raids were also discussed," said the officer.

In his address, Gupta focused on collection and dissemination of information about criminals of the Mewati region and steps to check their activities.

He said he would like to have organised joint checkings at borders, especially of commercial vehicles. The strategy to check vehicle theft was also discussed.

The officials also discussed the arrangements need to be made for the Republic Day celebrations next month.

9-yr-old rescued from UP

The Delhi police has rescued a 9-year-old boy who was allegedly kidnapped from the Shakurpur area of north-west Delhi five days ago from Badayun district in UP. Four persons have been arrested. DCP (north-west) Meenu Chaudhary said that the kidnappers had demanded Rs 20 lakh from the boy Yash Gupta's family. Yash had been missing since last Saturday.

"The arrests came following technical surveillance of the mobile phones that were used to make ransom calls," said Chaudhary.

Yash was playing with his friends when two persons came in an autorickshaw and allegedly asked him to come with them. Yash told his friends that they were his tenants and went with them. Later, his father received a ransom call.

"We rescued the boy from the house of Kamal Sexena in Badayun early this morning. Those who have been arrested include Brijesh, an autorickshaw driver, Bunty and Ravinder, a taxi driver," Choudhary said.

Top hotels, schools to pay property tax as per posh area rates

High-end hotels, multiplexes, public schools and rented commercial properties may start paying higher property tax every year with the proposal passed by the Standing Committee of the Municipal Corporation of Delhi today. The proposal was tabled by an independent committee.

Besides, several other proposals, including the one on upgrading of 168 colonies to higher tax slot due to their proximity to Metro lines were also tabled by the Municipal Valuation Committee (MVC).

The MVC had planned to make five-star hotels, top public schools, multiplexes, malls, super-speciality hospitals, and other such properties independent of their geographical location, which means that although they might be located in far-flung areas, they will have to pay as much tax as such properties in the posh colonies pay.

There are some 100 high-end hotels and schools located in not-so-posh areas and are now paying a meagre amount of tax.

The revenue of the MCD by upgrading colonies to high tax slot may increase in the coming year of 2011. At present, the MCD revenue is Rs 696.49 crore per year.

History sheeter shot

Two persons -- Yoginder and Amit - were allegedly shot at near Dharbara village under the Kasna police station area. Yoginder, a history sheeter, died in a hospital during treatment.

According to the police, the two were attacked because of an old feud between two gangs. Yoginder and Amit of Bulandshahr were taken to the Kailash Hospital in a black Safari, which later slipped from there. Yoginder who sustained a bullet in the head died during treatment.

SP (rural) Atul Saxena said that Yoginder was a history sheeter of Bulandshahr. He was in a jail in connection with a robbery case in Sahibabad. He said that a number of cases were registered against Yoginder in Bulandshahr.

Amit said that they were going to Delhi in a yellow bus, after consuming drinks on Monday night when they were attacked. As they were drunk, they could not make out who had shot at them.

The police feels it to be a cooked up story as no yellow bus goes from Bulandshahr to Delhi.

Villagers said that the murder attempt was linked a dispute regarding 25-bigha land in the village. The police said that the criminals while dividing the looted valuables had possibly fallen out.

"He stole the motor cycle from Vikaspuri a week ago, after his bike that was gifted by his father was allegedly stolen," said V Renganathan, DCP (west). He allegedly put his own motor cycle's number on the stolen bike’s numberplate. The police was found that the chasis and engine number of the seized bike was the same as that of the one stolen from Vikaspuri about a week ago. "The accused was passing through Vikaspuri when the police noticed him," he said.
