Safe drop must for women staff
New Delhi, December 9 The police issued an order under Section 144 of the CrPC. Non-adherence to it would invite registration of a case under Section 188 (disobedience of an official order) of the IPC which entails six months' imprisonment or a fine of Rs 1,000 or both. The order which is effective from today has come after a call centre employee was recently abducted from Delhi's Dhaula Kuan area late at night and gangraped by five persons. The victim was dropped by her cab driver some metres away from her residence when the incident took place. In wake of the increasing rape cases, the police has issued some guidelines for organisations where women work for late nights, said a senior police official. Apart from providing cab facilities, the order has made it compulsory for employers to ensure that a security guard accompanies a woman employee to her residence and ensure her safe arrival if the office vehicle is unable to drop her just outside her house. The order says that cab drivers should not pick any stranger or stray from the designated route, adding that the employers should install GPS in their vehicles for easy tracking. If the house of an employee is located in narrow lanes, the security guard will have to accompany her to her house. "Certain criminal and anti-social elements look for soft targets, particularly during the odd hours. Women employees who travel during late night are vulnerable to crime by such elements, if they are not dropped safely at their places of stay," the official added. To ensure that women employees are not alone in the cab, the order also states that the driver should choose such a route that they are not the first to be picked or the last to be dropped. On December 2, Delhi police commissioner B.K. Gupta said that women working in night shifts should be dropped at their homes and not in nearby streets. |

New Delhi, December 9 Residents of the Capital said that the increased tax would add burden on them. "The MCD is imposing five per cent extra tax, but what is the extra work that it is doing. There is no improvement in the civic infrastructure," said Abhishek Mishra, a south Delhi resident. "The civic body cannot raise the tax by five per cent straightaway. It will have to justify where the money is going. There are only a few people who pay tax. This act of the civic body would only discourage them," said Sakshi Shukla of Mayur Vihar. The Congress said that it would oppose the tax proposal. "This is wrong. The hiked tax rate will increase burden on the people of Delhi. The BJP wants to cover its losses on the cost of people's income," said Jai Kishan Sharma, the Leader of the Opposition. Sharma, also a Congress councillor, said that the BJP had made no extra effort to bring people in the tax ambit. Noting that there are about 30 lakh properties in Delhi but tax is being collected from only 7.5 lakh properties, Sharma said that defaulters should be served notices on the basis of the procurement of list from the Delhi Jal Board, Delhi Vidyut Board and identification from the voters' list. "The property tax is the main source of income in the MCD, but no effort is made to recover the arrears from various agencies," said Sharma. However, standing committee chairman and BJP councilor Yogendra Chandolia said that the decision on tax proposal would be taken only after discussion within the party and the BJP was against any hike in property tax. Chandolia said this financial year, the MCD had increased the revenue allocated for development projects and would increase the revenue generated from property tax by bringing more people in the tax net. |

New Delhi, December 9 The school associations had two meetings with the Chief Minister today to decide the basis of admission to nursery classes. But a decision could not be taken. Finally, the CM decided to put the ball in the Centre's court. The government is in favour of lottery system for admission, but the school associations oppose this on the ground that this will put travelling burden on the parents and children as admission seekers come from various corners of the city. The point system is also not workable as this is against the RTE Act that says that every child should have equal access to education. |

New Delhi, December 9 Doctors at a conference, Dental Health Utsav— Delhi Smiles, here today shed light on this not-much-known fact. “Growing economic and day-to-day stress among people has damaging impact on teeth and heart. Recent studies have found that stress has become a major cause of increasing dental problems,” said Mahesh Verma, principal, Maulana Azad Institute of Dental Sciences (MAIDS). The stress could be caused by a variety of reasons ranging from financial and domestic issues and also because of the daily life problems like traffic jams and job stress. “Stress damages dental structures quickly and severely. The damage starts when chemical triggers block your immune function and deplete your teeth supporting bones of calcium,” Verma added. He said economic stress might lead to people grinding more teeth and damaging dental health, with the result that affected people required more extensive corrective procedures such as dental implants or gum grafting. Dr Navin Nishchal , director of private Altius Healthcare, said the result of stress could be tooth infections, leading to problems in the coronary arteries of the heart. He said stress emanating from economic slowdown can lead to mouth sores and gum disease and can cause teeth and their support bones to decay. “Nail biting and tooth grinding wear out protective enamel and supporting jaw tissues, which multiply the risk of infection,” Nishchal added. “Moreover, recent studies have found that gum infection may contribute to heart disease, increase the risk of stroke and premature births in women and compromise the health of people living with diabetes and respiratory diseases,” Verma said. |

New Delhi, December 9 The family alleges that it was faulty treatment and negligence by a doctor in Harkesh Nagar in southeast Delhi, Dr Malik Mohammed Mansoori, that led to the amputation. Deepa’s parents said they took her to Malik’s Rahat Medical Center after she complained of pain in her right toe following a glass-prick injury. “Our daughter has been suffering for the past over two months. The doctor had said that her wound would heal after a few dressings, but instead it turned black,” said Sunder Lal, a tailor, who today lodged a complaint against the doctor with the local police station. According to Deepa’s mother, even on November 30, when Deepa was ailing in pain, the doctor assured them that her leg would be fine. He first took them to Jasola and then to Lal Kuan where her toe was amputated at a private clinic. However, when approached, Dr Malik said, “The patient was brought to me about one and a half months back and then I had given a tetanus toxoid injection along with antibiotics and asked her to return for a dressing. But she was brought to me only after one and a half months. It was on November 27 that I referred the case to Safdurjung Hospital where they were said that the toe would have to be amputated due to gangrene.” “I took them to my friend and he advised a test for the affected part. The test suggested dry gangrene. So, after two days the patient’s toe was cleaned and cloned. All allegations made by the family are baseless,” Malik said. Meanwhile, the family is unwilling to settle the matter out of court. “I was offered money, but I m not going to take my complaint back as my daughter’s life has been ruined,” said Sunder Lal. |

New Delhi, December 9 Rejecting a plea of the Narmada Bachao Andolan (NBA) leader, seeking exemption from personal appearance before the court, metropolitan magistrate Munish Markan imposed a fine of Rs 1,000 in each of the two cases. The directions came when the court was hearing two separate defamation cases filed by Patkar and V.K. Saxena, president of Ahmedabad-based NGO National Council for Civil Liberties, against each other. Patkar’s counsel pleaded before the court seeking exemption from personal appearance in the case on the grounds that she had to appear before a judicial commission of enquiry in Indore. The plea, however, was vehemently opposed by Saxena, who said that the presence of Saxena was more than 96 per cent while Patkar’s appearance was just 18 per cent. The court has fixed the matter for further hearing on March 10.
The NBA activist had filed a criminal defamation case in Delhi against Saxena in 2000 for allegedly publishing advertisements against her and the activities of NBA. Saxena had also filed a defamation case against Patkar at Ahmedabad which was later transferred to Delhi by the Supreme Court after the NBA leader said that she feared for her life in Gujarat. |
Registration must for security firms
Gurgaon, December 9 Stating this here today, a Gurgaon police spokesman said Additional Director General (Law and Order) Haryana was the controlling authority. As per the rules, every private security agency is required to obtain a licence from the controlling authority. For this, the agency will have to get the character and antecedents of verified first and make them undergo training for a specified period. The police spokesman said the security personnel would have to be given training on subjects like physical security, security of buildings, household security, firefighting, first-aid, crisis response and disaster management. As per the rules, there should be a supervisor to supervise the work of not more than 15 private security guards. Standards of physical fitness for private security guards like height and eyesight have also to be adhered to, the spokesman maintained. In view of the rules framed in this regard, the managements of all security agencies are expected to get themselves registered and obtain licenses. The police will take strict legal action as per law against those agencies who are not registered under Haryana Private Security Agencies Rules, 2009, he added. |
7-yr jail for trying to kill kin
New Delhi, December 9 Convicting Sanjeev Kumar in an attempt to murder case, district judge S.K. Sarvaria awarded the jail term to him. He also imposed a fine of Rs 2,000 on him. Kumar had attacked his wife’s brother Nanak Chand on July 6, 2007 with a broken cold drink bottle, causing him grievous injuries on the neck and chest. Chand died a fortnight later due to the injuries, the prosecution said. However, the court did not accept the prosecution’s charge as it failed to prove the fact through forensic evidence. The court relied on the testimony of the accused’s wife who recorded her statement against him, saying that he tried to kill her brother. “Noting the lack of evidence against him, the court has convicted Kumar of attempt to murder charges,” the court said.“The prosecution was able to prove that the accused had tried to murder Chand by attacking on his neck and chest. But it failed to prove that the victim died of those injuries,” it added. The defense counsel argued that the police in connivance with the accused’s wife had implicated Kumar in the case. She allegedly shared strained relationship with her husband Sanjeev Kumar. Kumar’s wife Hema Rani said that on July 6, 2007, her husband had picked a fight with her over Rs 2,000. Her elder brother Nanak Chand had to intervene. “My husband attacked my brother with a broken cold drink bottle, causing him grievous injuries on the neck and chest,” Rani said during the trial. Leaving her brother in a pool of blood, he ran towards her and threatened to kill her, alleged Rani, adding that she was able to save her and her children’s life by taking shelter in her neighbour’s house. She said that her brother had to be taken to a hospital where he died on July 21. |

New Delhi, December 9 Police sources said two IM terrorists Shahzad and Salman, who were arrested earlier this year, were questioned following the blast in Varanasi on Tuesday evening. Both were key operatives of the IM, which had claimed responsibility of the Varanasi attack. The two were questioned about the possible targets of their organisation. Also, the Ministry of Home Affairs has sent a dossier of 20-odd IM terrorists to different states, including Delhi, who are at large and could carry out terror acts. |

Noida CEO gets jail
Noida, December 9 The order was passed by forum president Mool Chand Sharma and forum member Vibha Dwivedi yesterday. The action comes on the complaint filed by one Sushila Gupta in 2007. In her complaint, Gupta had stated that she was the owner of a plot in Noida whose lease deed was cancelled by the Noida Authority because it was being used for commercial use. Later, she deposited a penalty of Rs 2.73 lakh and was given back the possession of the plot on submitting an affidavit that the premises will not be used for commercial purposes in future. She had stated that though several similar cases were detected by the Authority, no penalty was levied on the owners of such plots. The Authority had just asked them to submit an affidavit. On this ground, Gupta had requested the Authority to refund the penalty that she was forced to pay. Authority in its reply to the district consumer forum had stated that the penalty in Gupta’s case was Rs 3.73 lakh. However, on December 15, 2008, the district consumer forum cancelled the Authority’s demand and had ordered restoration of Gupta’s lease. The Authority then moved the state consumer disputes redressal commission against the district consumer forum’s order. But in 2009, the state commission also passed an order in Gupta’s favour and directed Authority to comply with the district forum’s order. However, when the Authority did not comply with the order, Gupta approached the district forum for compliance. But despite of forum’s orders, the Authority did not act and the forum was forced to order the arrest of the CEO of the Noida Authority A copy of the order was being sent to the senior superintendent of police for action. Meanwhile, authority officers said they were moving the national consumer disputes redressal commission against the state commission’s order. |
4 arrested for cheating banks
Noida, December 9 “We had received complaints from several banks that some persons had cheated them by taking car loans worth crores of rupees on fake PAN cards and other papers.” “Yesterday, four persons were arrested from Sector 22. They are: Raghunath Jha, Arpit Singh, Rajesh Kumar and Vikas Singh. The kingpin of the gang was Vikas Singh. On interrogation, they revealed they used to take loan on forged documents. Fake rubber stamps, driving licences and PAN cards have been recovered from them.” said Singh. |

This is the same gang that on November 27 attacked some passengers of a bus in Okhla after they caught them red-handed picking pockets of co-passengers. |
