Trucker-trader row in Sirsa turns violent
Sirsa, October 27 The traders maintained that the police had been deployed in the market in view of the ongoing tension between them and the truckers, who had refused to lift their paddy and had been demanding more transport charges. However, the cops, sitting in a police Gypsy, did not take any action when the driver of a truck was being beaten up by the truckers, the traders alleged. The traders demanded the arrest of the truckers and action against the cops. “The arrival of paddy has picked up in the market, but due to the lackadaisical attitude of the authorities, the lifting process has been poor,” alleged Rajinder Dabur, president of the Rania Traders Association. He maintained that poor lifting was hampering the procurement process. Krishan Kamboj, INLD MLA from Rania, also sat in dharna with the traders. Kamboj alleged that the truckers had been attacking drivers of trucks hired by the traders from Punjab and neighbouring towns, but the police was doing little
to stop them. The truckers, on the other hand, have been accusing the traders of overloading trucks in connivance with the authorities concerned. They alleged that the traders did not agree to their demand for a reasonable hike in the transport charges due to the hike in the prices of diesel, and were flouting rules by overloading trucks hired from Punjab. Gurdev Singh, president of the Truck Union, alleged that the traders had themselves disturbed the peace of the market by hiring trucks from outside. “We have no problem about trucks from other towns lifting paddy from here, but we will not allow overloading of trucks in violation of the rules and will report such cases to the authorities,” he added. The traders lifted the road blockade after assurance by the authorities that action would be taken against
the guilty. |

Gurgaon, October 27 At the centre of the row between the lawyers and a judicial magistrate is an FIR lodged by the latter against the president and secretary of the District Bar Association. The lawyers are on strike to press for withdrawal of the FIR and shifting of the judicial magistrate. They have also sought the transfer of the local Deputy Commissioner. Though proxy counsel have now been deployed to attend to urgent matters, the functioning of the courts remains badly affected. The row began when Judicial Magistrate Ankur Lal told Vikas Yadav, a lawyer from Delhi, to leave his courtroom. Yadav approached the District Bar Association (DBA) president and asked him to intervene. Soonafter, asociation president MS Yadav and secretary Ajay Chaudhary accompanied Vikas to the magistrate’s courtroom in a bid to sort out the matter. However, a heated argument ensued and the issue remained resolved. Later in the day, Magistrate Lal lodged an FIR against the association president, secretary and advocate Vikas Yadav. In his complaint, he alleged that the lawyers had made casteist remarks against him and threatened him with dire consequences. On his complaint, the police lodged an FIR against DBA president MS Yadav, secretary Ajay Chaudhary and Vikas Yadav under the SC/ST Act and Section 506 of the IPC. Since then, the lawyers have been protesting against the Judicial Magistrate and demanding that the FIR be annulled. The Bar members have secured the support of fellow lawyers in Delhi, who observed a day’s strike recently. The Bar has approached the higher judicial authorities in Chandigarh, but the issue is yet to be resolved. Meanwhile, the litigants are the losers. |

Chandigarh, October 27 Taking up a petition filed by Satish Kumar, Justice Ranjit Singh noted: “A better behaviour certainly can be expected from a person in uniform and the nature of allegations as made against him are to be viewed with more than normal concern. “The petitioner would plead his false implication and would say that the show-cause notice issued to him for misbehaving with a girl and fighting with the driver and conductor of the bus is a made-up story. “It is stated that while being posted at the Police Lines, Fatehabad, the petitioner was travelling in a bus from Fatehabad to Sirsa on November 27, 2006. “While under the influence of liquor, the constable teased a woman passenger sitting beside him. When the conductor and driver intervened, he misbehaved with them. “In fact, on seeing the behaviour of the petitioner, the conductor asked him to sit on another seat, when he used filthy language against him and the driver. “The bus was then driven by the driver to the police station, Ding, Sirsa district, where a written complaint was lodged against the petitioner by the driver and the conductor. “On the complaint, action was initiated against the petitioner for his grave act of misconduct. It is stated in the reply that this incident brought bad name to the police as the incident was highlighted in the media. This, thus, lowered the image of police in general as such”. Justice Ranjit Singh concluded: “Even if there was a compromise on the aspect of eve teasing, the petitioner cannot absolve himself of a serious allegation of being under the influence of liquor and abusing the conductor and driver and, thus, bringing disrepute to the name of the police force as such…. The misconduct alleged against the petitioner is grave enough to take a view that he is not fit to be retained in service”. |
Govt ropes in NGO to impart education
Chandigarh, October 27 Sources maintain that under the Sarv Shiksha Abhiyan, the department has given Pratham, an NGO with an experience of imparting education to underprivileged children especially in slums of Mumbai, a go-ahead for taking up teaching in blocks of Gurgaon, Rohtak and Bhiwani districts. The NGO, roped in for a year, will provide content for modules in Hindi, English and maths along with supplementary material and will employ volunteers to impart education on a pilot basis. Sources said the game plan was that the NGO would mobilise a local village-level cadre of volunteers, to be rigorously trained by Pratham, for each school. They would subsequently work with students of Classes I and II while assisting teachers to conduct activities for children from Classes III to V. Besides, the organisation would also train teachers in all three modules. Being initiated at no cost to the government, the effectiveness of the project will be evaluated twice during the year. Initially, the volunteers will help the teachers of the primary schools to carry out a baseline test for all students to know where they stand. Volunteers of Pratham will be given two hours’ time in the regular timetable followed by the schools, immediately after the morning assembly, to carry out their activity-based learning after which the staff will hold classes. These children will have to undergo periodic assessments, which will include a test for comprehension, writing and conversation to gauge the change in performance levels of the children. Also, mid-term and term-end evaluation will be conducted twice to know the change in levels of learning of the children. While one test will be conducted halfway through the one-year term, another will be held on the completion of the term to know this intervention has fared. The project will cover as many as 75,000 students to begin with. While 19,000 students in various blocks of Bhiwani will be covered, 16,000 students in Rohtak and 40,000 in Gurgaon will also benefit from the project. Sources said since the NGO volunteered its services completely free of cost to raise the standard of education in primary schools where everything from the study material to the volunteers will be their own, the department was more than happy to give them the permission for the same. Based on the results of the intervention, the fate of the NGO would be decided. |

The special attraction of the opening ceremony was a live presentation of a jingle prepared by famous Radio-Mirchi artiste, Kandarp Relhan, who is also a product of this stage. Non-Fulfillment of Demands
Panipat, October 27 The engineers’ association has been demanding better pay scales for assistant engineers, who are being paid far less as compared to their counterparts in the neighboring states of Punjab and Uttar Pradesh. The engineers are particularly concerned over the handing over of the distribution system in Gurgaon and Panipat to franchisees. They have been lamenting that both the circles generated high revenues and by outsourcing the distribution system here, the power utilities will suffer financial losses. Besides, the long-pending demand of engineers regarding restructuring of the power utilities have also been left unaddressed causing widespread resentment amongst them. President of the association RS Dahiya said despite repeated requests made to the state government none of the issues had been resolved till date. He said the delay in solving the problems being faced by them was completely unjust. He said it was high time and the association had decided to redraw its strategy. The body would hold a general house meeting in Israna segment of the district on November 1 for the purpose. Dahiya said the franchisee system would cripple the financial position of the power utility. The general house of the association would reconstitute its executive committee as the term of the present body was coming to an end, he added. |
Parveen gets new home
Fatehabad, October 27 She also called up the district authorities requesting them to make the necessary arrangements and formalities for shifting Parveen to Nari Sadan. The Tribune had carried a story, “For Parveen, just another day without food”, in these columns today, highlighting the plight of the woman. The Tribune had highlighted that while married women across the country observed a fast on the occasion of Karva Chauth on Tuesday, it was just another day without food for Parveen, who has been living at the mercy of others after she was forsaken by her husband. Parveen was spotted roaming aimlessly on the streets of Bhattu Kalan and she told women that her husband had abandoned her by boarding a bus with her and then slyly getting off the vehicle. Miseries had made the woman look like a mentally unsound woman, who slept in the open and ate whatever local residents gave her. Jaswanti said Nari Sadan was funded by the Central Government and its working was monitored by the Women and Child Development Department of Haryana. She said her NGO had been recently selected for running a shelter home for runaway couples too. |
Another abuse victim at Rohtak shelter home
Rohtak, October 27 The victim is still lodged there with the child. Jagwanti, caretaker of the shelter home at the local Srinagar Colony, said the girl, who is from Assam, was found unconscious in Ambala a few days back after she was gangraped. She was brought to Delhi by a woman relative two years back, said Rishi Kant of Shakti Vahini. He said the girl was forced into prostitution. She had been gangraped several times and was thrown out after it was found that she was pregnant, he added. The girl was rescued when a local court sent her to the shelter home here. “She will be the second such victim who will be delivering a baby here,” said the manager of the home. There could be more such victims of human trafficking and the police ought to launch a drive against the offenders, said Rishi Kant. |
Blood collection centre on wheels
Panchkula, October 27 The bus will be provided on requirement to those hospitals in remote areas, which don’t have
blood collection or storage facilities. The fully air-conditioned bus will be equipped with four couches for voluntary donors and four refrigerators to store the donated blood. Besides, the bus will have modern testing labs to check the blood. The mobile van will have sufficient seats for the doctor, lab technicians and the other staff. Dr Jagmal Singh, Joint Project Director of the Haryana Aids Control Society (HACS), said the van would also be equipped with four LCDs and washrooms for the staff. He said a team of doctors at the hospital, which would seek the services of the van, would make arrangements for the blood donors. He said the HACS would maintain the bus besides paying salary to the staff. He said Chief Minister Bhupinder Singh Hooda would flag off the bus and the date for its launch would be finalised soon. |
Encroached forest land freed
Karnal, October 27 With the removal of encroachments on 200 hectares during the
current year, about 80 per cent encroached forest land has been freed and restored to the department. This success has been achieved because of active cooperation of the people who were first made aware about the need for a green cover. Divisional Forest Officer, Navdeep Hooda, who initiated the drive, was nominated for Indira Priyadarshni Vriksha Mitra Award. Most of the land grabbed was located along roads, canals and railway lines. “We formed 84 village forest committees and 104 self- help groups,” he said. The maximum area of 159.5 hectares was evacuated in Munak, followed by Gharaunda 40 hectares, Karnal 31 hectares and Kunjpura 26.5 hectares. Approximately, 10 lakh saplings have been planted on 900 hectares of reclaimed land. |
Faridabad MC staff to get 40 pc arrears
Faridabad, October 27 The move will benefit about 3,500 municipal employees falling under the Class 111 and 1V categories, apart from employees in the officer category. The employees of the corporation had got 30 per cent of the arrears, on account of a hike in their salary following the recommendations of the Sixth Pay Commission, in February 2009. Now, it has been decided that they will get 40 per cent of the remaining arrears. With this decision, the corporation has cleared 70 per cent of the arrears. According to the deputy general secretary of the sangh, Rattan Lal Rohilla, while the arrears of the municipal employees in Faridabad had been cleared now, the employees of the Haryana government had already received 70 per cent of the arrears. |
Varsity fines 2 pupils for harassing junior
Hisar, October 27 Vinod Nain and Amit had allegedly ragged a
junior near Gate No. 3 of the university. The victim had claimed that
he was humiliated by his two seniors. The proctorial board, after an
inquiry, came to the conclusion that it was not strictly a case of
ragging but the seniors’ actions amounted to harassment of a junior. —
