MCD, GAIL to make cooking gas from garbage

The Municipal Corporation of Delhi (MCD) has decided to start a pilot project to extract cooking gas from garbage in the Ghazipur landfill site. This is first of its kind project in the country and if successful, the MCD will give the landfill site to Gas Authority of India (GAIL) on lease for the same purpose, sources said.

Ghaziabad jeweller kidnapped, killed

A businessman, who ran five jewellery shops, was kidnapped and later killed by three people today in the Kavinagar area here, the police said.Three people forcibly entered the vehicle driven by 42-year-old trader Atul Goel and directed him at gunpoint to drive, Goel's son Shubham said.

A Delhi court today convicted a man to two years of rigorous imprisonment for giving false evidence in judicial proceedings.Chief Metropolitan Magistrate (CMM) Vinod Yadav sentenced convict Jagbir Singh and also imposed fine of Rs 10,000 besides ordering him to pay Rs 25,000 as compensation to the state.

MCD, GAIL to make cooking gas from garbage

The Municipal Corporation of Delhi (MCD) has decided to start a pilot project to extract cooking gas from garbage in the Ghazipur landfill site. This is first of its kind project in the country and if successful, the MCD will give the landfill site to Gas Authority of India (GAIL) on lease for the same purpose, sources said.

Official sources told The Tribune that a Canadian company, which had expertise in cooking gas, informed the MCD a few months ago that methane gas was present in the garbage site and it could be converted into cooking gas.

"The presence of methane is confirmed and if the project is successful, it could run for several years," an official said.

The site that is stinking and considered "hell" by residents in nearby localities could be developed as a greenhouse after the garbage is cleared.

Keeping these ideas in view, the MCD had raised this issue at various forums and had chosen GAIL for the purpose. The project will be installed by the GAIL. The MCD will charge 20 per cent of the total profit of the company. The DDA will also charge some amount as the land belongs to it.

Sources said when the garbage is finished, GAIL would return this land to the DDA after developing it into a green area.

This is the third project in which the MCD is trying to convert garbage for public use. Earlier, the MCD had established a manure plant at Bhalswa Jahangirpur landfill site. But the civic body could not be successful in the project as MCD's manure was costly in comparison to private company's products. Consequently, the project was closed and the landfill developed into a green cover.

A few years ago, the MCD had announced to generate power from garbage. It had estimated that 16 MW power would be generated from 6000 tons of garbage. But so far it has not been started.

80% turnout in panchayat poll-I

About 80 per cent villagers cast their votes in the first phase of panchayat elections held in Javer and Dankore blocks of Gautam Budh Nagar district yesterday. After polling, the ballot boxes were deposited in the strong rooms.

By 10 am, about 40 per cent voters had cast their votes at most of the booths. But again after 3 pm, long queues of voters were seen outside the polling booths.

The authorities had provided adequate security arrangements for the polls, but still some incidents of violence were reported from some villages.

Two groups of voters clashed in Dhandhola village of Dankore block and in Sabota village of Javer block.

Also, the police had to use force to disperse mobs at Mirajpur and Salempur villages where people got agitated over reports of bogus voting. About 24 persons were taken into custody for disturbing polling at different booths.

The district magistrate and SSP had to rush to some of the villages to restore peace.

The DM and district election officer said separate strong rooms had been set up for storing the ballot boxes of each block.

The first phase of polling was held to elect six district panchayat members, 152 area panchayat members, 117 village panchayat pradhans and 1,493 village panchayat members.

The counting of ballots will be done at Kisan Inter College, Dankore, and Janta Inter College in Javer on October 28 and 30, respectively. 

Voters thrash cop

Two cases of attack on police personnel were reported during the first phase of polling for the panchayat elections in Gautam Budh Nagar district.The first incident was reported from Darin village.

According to the villagers, as a retired DSP, Rajaram, stepped out of the voting booth in Darin village, SHO of the Dankore police station, Surender Singh, reached there with police force. He suddenly hit Rajaram with his baton without an apparent reason. This angered the people at the spot who started thrashing the SHO. Singh's uniform was torn to shreds and he had to run for his life after having been at the receiving end for 10 minutes. Seeing the SHO being assaulted, other cops too fled away.

A profusely bleeding Singh was eventually rescued by the PAC jawans.

Similarly, in Dahda village, a police man had to pay a price for hitting a voter with his lathi. Seeing this, Sant Ram Bhatti, a candidate for the district panchayat, and his two brothers clashed with the police. As the police detained them and started taking the trio away, Bhatti's wife slapped a constable tightly. The three brothers were, however, arrested and a case was registered against them.

‘MCD ready for CWG probe’

Municipal Corporation of Delhi's Standing Committee chairman, Yogendra Chandolia said that the civic body was ready for any kind of enquiry.If need be, the MCD would get its own enquiry by its vigilance department.

He said that the allegations of corruption against five officers of the MCD were not based on facts. The government should conduct an enquiry into the allegations and if anybody is found guilty, they should be punished.

Chandolia said that the civic body had done all the work within the given time. The projects are of good quality. The MCD does not compromise with the quality work.

He added that the corporation carried out various projects like streetscaping, refurbishment of roads near Games venues, construction of the foot overbridge and the parking facility near the Jawaharlal Nehru Stadium.

Blueline crushes youth

Saini died at the spot.A PCR call was made and the police arrested the bus diver Faiyaz Khan (30). A case under rash and negligent driving has been registered against him.

Tarun, a resident of Jangpura, owned a video games shop. He was going to his shop when the incident took place, said VKPS Yadav, SHO Sunlight Colony police station.

Woman pulled down from rickshaw, robbed

Noida, October 23
Dharna Pradhan, an engineer employed with a software company in Sector 58 here, was late yesterday evening robbed by two bikers near Shopirx Mall while she was returning home from office.

The bikers pulled Pradhan down from the rickshaw in which she was travelling. As Pradhan fell on the road, she sustained head injuries and lost consciousness. In the meantime, the robbers fled with her purse, cell phone and other valuables.

Her purse contained cash, ATM card and some documents.

The bikers first tried to snatch Pradhan's bag, but when she offered resistance, they angrily pulled her down from the rickshaw.

None of the bystanders came to Pradhan's help. Even the rickshaw puller, fearing police harassment, fled the spot.

However, three young women rushed Pradhan to a hospital, where she was kept in the ICU for loss of blood.

The police from the Sector 58 police station reached the hospital late in the night.

This is not the first case of robbery reported from around Shoprix Mall. A month ago, some criminals had at gunpoint abducted the wife and son of a software engineer.

Sajjan courts Lady Luck now

The fall of senior Congress leader Sajjan Kumar is complete and, it seems, there is no proverbial light at the end of the tunnel for him. The former MP is facing trial on murder charges in two cases and a court's decision on whether he would face murder trial in one more case is pending.

Once hailed as the most important Delhi Congress leader, Kumar's political career seems finished even to some of his supporters. As all his attempts to stop the legal proceedings ended in vain, he is said to be seeking divine blessings to escape the legal noose. It is only 'bhagwan ka asra' for him, said an advocate representing him when some of his supporters asked if the trial would end soon and he would be acquitted.

Kumar is invoking different deities in the fervent hope that something could still happen and his career opens a new chapter.

Hush-hush over Gamesgate

Chief Minister Sheila Dikshit may try to deflect corruption charges facing different departments over the alleged financial bungling in CWG projects, but her ministers and officials inspire little confidence from their conduct.

Whenever asked any pointed question regarding the Games' project and their role in it, they turn evasive. Even Dikshit, who during the run-up to the Games had consistently chanted "all is well" tune amid missing deadlines and bungled works, recently refused to meet the electronic media on the occasion of "Phool Walon Ki Sair", an annual function organised by the Delhi Tourism. She expected the media to raise the uncomfortable CWG questions and so avoided meeting them.

She accuses the media of being negative, but journalists say it is natural for them to raise the corruption issue when different government departments have been asked to furnish the Games files.

IIT extravaganza

Hundreds of IIT, Kharagpur, alumni working in Delhi are packing their bags to be in their alma mater for a grand social and cultural get-together.

The four-day extravaganza is still a long way off -it starts on January 21-but the organising committee has already rolled out a massive publicity drive to ensure that it not only reaches out to all the alumni but also compels them to be there during the carnival, which would have some of the most popular names from the entertainment industry.

The committee members say they would shortly organize a rock band competition, Wildfire, in Delhi. They are expecting 30,000 persons, and a big chunk of them would be from the Capital.

Evicted Delhiites are back

As if they were just waiting for the Games to get over. The city's beggars, vendors, hawkers and other poor creatures, who were evicted by the police to give the city a 'world-class' look, are back from their hideouts.

They can again be spotted at some of the city's most crowded red lights and even taking refuge under the flyovers across the city. The vendors who had their spots near Lodhi Road, Thyagraj Stadium, Delhi University, Connaught Place, ITO and Vikas Marg, are making a comeback and could be seen laying out their wares again.

Ghaziabad jeweller kidnapped, killed

The police said Goel might have tried to resist his abductors upon which he was shot dead. Goel's body was found in the vehicle.

He sustained one bullet injury in his head, said Dr V.K. Tyagi of Yashoda Hospital where he was rushed after the incident.

Meanwhile, the local traders' organisation staged a demonstration demanding the arrest of the killers. -- IANS

Mothers prefer part-time jobs as kids important, says survey

Concern for the future of their children has resulted in working mothers increasingly preferring part-time jobs, says a study by the Associated Chamber of Commerce and Industry of India (ASSOCHAM).

The survey of the ASSOCHAM Social Development Foundation, that covers over 4,700 working parents in the metros, including Delhi, and a few other big urban centres, underlines the shift in the priority of working mothers.

The change in priority has a lot to do with the trend of nuclear families which render children completely dependant upon their parents in the absence of any other guardian.

Seven out of 10 working mothers either said that part-time work would be ideal for them and or they would not go outside to work.

There is a similar shift in preferences among at-home mothers with minor children, with just 26 per cent of them saying that they would like to work full time.

"Nearly 56 per cent of all at-home mothers say they would never go out of home to work," says D.S. Rawat, secretary-general, ASSOCHAM.

Mothers with young children (0 to 4 years old) are less likely to prefer full-time work.

A total of 48 per cent of mothers with young children prefer part-time works while 36 per cent prefer not working outside the home. Only 26 per cent of the mothers who were questioned prefer fulltime work.

Moreover, 72 per cent fathers said the ideal situation for a mother is a part-time job.

Experts decry ignorance of pain mgmt

There have been several instances of doctors taking the improper line of treatment and prescribing wrong drugs, sometimes costing the patient's life. This is especially true with patients suffering from pain in the absence of a standardised set of pain management protocols.

The Indian Society for the Study of Pain (ISSP), a multidisciplinary forum comprising anaethetists involved in pain-relief programme, has urged the union health ministry to recognise pain management as a health problem and include pain score as the fifth vital in the medical treatment chart.

The matter has also been taken up with the board of governors of the Medical of India (MCI), which is learnt to have given a positive response towards introducing pain management in the country's MBBS curriculum.

"Pain is a specialised system of treatment and yet it is not a part of the Indian medical curriculum quite unlike most of the western countries where the issue has gained significance. We have written to the ministry and discussed with the new board of MCI. There is a need to bring pain education in MBBS and develop specific pain protocols," said Dr P N Jain, president of the ISSP and professor of anaesthesiology, Tata Memorial Hospital, Mumbai, during the release of back pain management guidelines in the Capital.

"About 14-20 per cent of the general populace is afflicted with low back pain and 80 per cent will have spinal or low back pain at some time during their lifetime. It is important to identify the pain generators before going ahead with treatment," said Dr K J Choudhary, senior consultant, pain management, Indraprastha Apollo Hospital.

In the current medical system, at the graduate level there are 20 lectures on anaesthesia and the ISSP wants five lectures to be dedicated to pain education. Experts believe that pain has always been a neglected issue even though 22 per cent of people suffer from chronic pain in the country based on a population survey carried by Mundi Pharma concern in 2005.

Acute pain not treated well is likely to aggravate and become chronic pain and experts caution any pain beyond six weeks is a sign of warning and an expert consultation is a must then. "When pain becomes chronic it should be treated as a disease and treating it requires a knack and it calls for an expert with skill for assessing the pain," stressed Dr Jain.

In the Indian hospital settings, the focus is only on treating the ailment with least attempt towards relieving the pain that the patients undergo during their hospital stay. "India is the 40th country in the world for providing end-stage care to patients. Those at the end-stage of any disease should not be left to die in pain and painkillers should be made available," Dr Geeta Joshi from Gujarat Cancer and Research Institute, Ahmedabad.

According to the World health Organisation, people who have chronic pain are four times more likely to suffer from depression or anxiety and it also leads to disability.

Nigerian athletes happy with medical facilities

Nigerian athletes Helen Okus and Amas Daniel are going home with much more than just memories of the 2010 Commonwealth Games (CWG). Both had to undergo surgery in a hospital here and can't stop thanking the doctors for the "excellent" medical services.

Okus, 21, who represented her country in the 72 kg wrestling competition in the Games, won a bronze. Her stint was, however, a painful one as she was suffering from a condition called prolapsed intervertebral disc. In this condition, the spongy part of a disc that lies between two adjacent vertebrae in the spine comes out and presses on the nerve.

"I was diagnosed with this condition at the national training camp in Nigeria before I came to participate in the Games here. The condition was not so severe then. My pain was treated through massages and prescribed painkillers," Okus told IANS.

"However, my condition worsened after the match and I was in so much pain that I could not even lift my arm. I was told by our team of doctors and coach that if I wanted to continue with my game, I should undergo surgery and so I decided to go ahead with it before flying back home," she said.

According to Arun Saroha, the neurosurgery consultant who operated upon Okus, her treatment involved removal and implant of artificial disc through microscopic spine surgery. "It is a highly specialised procedure and is carried out at selective spine centres in our country," he said.

Daniel, also a wrestler, was suffering from hernia and was in so much pain that he had to wear a belt around his stomach while competing. His treatment involved minimally invasive surgery.

Both the athletes were admitted Oct 15 to the Artemis Health Institute, a multi-specialty hospital in Gurgaon on the outskirts of the Indian capital, right after the CWG concluded Oct 14. They underwent surgery the next day.

While Okus can resume her game after three months, 20-year-old Daniel can do so in two weeks. The two are now preparing to go home.

Okus said: "In Nigeria, they don't have such tertiary care hospitals. I am happy with the facilities and the treatment. My condition has improved remarkably after the surgery and there is no pain."

The cost of the athletes' treatment was borne by the Nigerian sports ministry.

They were also all praise for the Games Village and the event itself. -- IANS

NTPC projects to have solar power plants

National Thermal Power Corporation (NTPC) has decided to install solar power plants in its 16 thermal and hydel projects in different parts of the country.NTPC Dadri project in Gautam Budh Nagar will have a 5-megawatt solar power plant for which 20-acre land has been acquired.

All these solar plants are expected to generate 300-megawatt power. Since these plants will not produce carbon dioxide, the Union ministry of environment will pay each plant Rs 50 lakh for power generation which will significantly reduce the ratio of carbon dioxide in the atmosphere.

According to the Pollution Control Board, a 5-mega solar plant annually reduced carbon dioxide by 6751.8 micro gram. The ministry of new sources of energy has given a nod for this plant.

The Dadri plant will be the first solar plant in UP. Solar power is proposed to be generated in Faridabadalso.

Warm day in Delhi

Warm weather was back in the Capital on Saturday, a day after rain, accompanied by hailstorm, brought welcome cool to the city. The weather officials predicted clear sky for Sunday.

Delhi recorded a minimum temperature of 20.1 degree Celsius, three notches above the normal, while the maximum settled at 31.8 degree Celsius -- normal for this time of the season.

The maximum and minimum humidity levels oscillated between 83 and 39 per cent.

"It will be a misty morning on Sunday but sky will remain clear. The maximum and minimum temperatures are expected to settle around 31 degree Celsius and 19 degrees, respectively," said an official of the IMD. -- IANS

Elections for the members of Delhi Agricultural Marketing Board (DAMB) and Azadpur Market Committee (APMC) are being contested on the issue of development, or so it is claimed.Both the groups - one is led by Rajinder Sharma known to be close to the Delhi Chief Minister and the other is led by Rajkumar Bhatia who has ruled the market committee since 2005.

The DAMB and the APMC are reportedly quite lucrative. The DAMB has an elected member in the board while a trader heads the APMC.

Rajinder Sharma and Rajkumar Bhatia contest the board's membership. Eight candidates - Anil Malhotra, V. K. Ahuja, Surender Budhiraja, Bhajan Singh, A. K. Ganjoo, Mahender Ratan Pal, Jitender Kumar and Sujinder Singh - are contesting the election for APMC.

Sources said that there had always been two groups in the market committee. But the supporters of the government always carry the day.

Rajinder Sharma, who was earlier close to the former Delhi Assembly Speaker, Chaudhary Prem Singh, is now close to the Chief Minister.

Sharma said that he was contesting the election on development issues. All the wholesale markets in Delhi, including Azadapur Vegetable and Fruit Market considered Asia's largest market, are in poor conditions.

The roads are in disrepair, sewer system is chocked and water supply not sufficient. Traders also bear the brunt of inadequate power supply. Theft cases are increasing at night, Sharma said, adding that these are the issues being raised during the campaigning.

He said when it rains, roads get waterlogged and the buyers avoid visiting the market.

Rajkumar Bhatia who has been member of the DAMB said that he had sought vote on the basis of development works done during the last five years. In some markets, traders operate in open. There is no shed. If he is voted, he would get the concrete shed constructed. He also promised amendment in the Delhi Agriculture Marketing Act.

Flowerpots given to RWAs

The flowerpots placed on the footpaths near Millennium Park Bus Depot and flyover of Nizamuddin Bridge have disappeared. They have been handed over to some RWAs to beautify their colonies.

All the flowerpots were carried away by the RWAs in trucks under the supervision of the Public Works Department. There were about 500 pots on the footpaths. An official present on the spot refused to identify the RWAs that had been given the pots.

A senior PWD officer said the idea behind handing over the pots was to make better use of them. If the pots are kept there, anti-social elements would steal them. They are quite costly.

The court also turned down the plea of Singh's counsel who prayed for a lenient view as the convict had two school-going children.

"Turning hostile had an adverse impact on the conviction rates…This court has noticed that on account of persons deposing falsely in the court, a lot of criminals go unpunished. Jagbir was found guilty under section 197 (giving false evidence) under IPC following a complaint filed by metropolitan magistrate M S Rohilla who had to acquit an accused in 1999 in a case lodged under section 304A (rash and negligent act causing death) of IPC due to flip-flops by Jagbir, a key eyewitness, during the trial.
