MC’s fogging operation to check spread of dengue
Tribune News Service

Jalandhar, September 9
As the dengue cases are on the rise in the city, the Municipal Corporation (MC) is taking action to check the spread of the disease.

Talking to The Tribune, Commissioner Vinay Bublani claimed that the MC had sprayed solfac in drains and baytex larvicide in ponds and fogging in the different localities in the past fortnight.

Fogging in 54 wards had been completed and the MC was taking the help of municipal councillors for its anti-dengue drive. Bublani said six machines were doing fogging daily at sunrise and sunset. Repeat fogging was being done at vulnerable places.

He said he was supervising the anti-dengue drive of the MC.

Bublani said the MC was distributing pamphlets among general public for creating awareness about dengue.

Pilgrims visiting Devi Talab Mandir expressed the fear of developing dengue-spreading mosquitoes in the stagnate water of the sarovar. When The Tribune asked whether larvicide spray was done in the stagnate water of Devi Talab Mandir sarovar, Bublani said the MC had not done any spray.

He said the MC would take up the matter with the Devi Talab Mandir Parbandhak Committee (DTMPC) and advise it to spray larvicide in the sarovar if it had not done so. If the committee required assistance from the MC, it would provide every possible help in spraying of larvicide there, he added.

However, DTMPC president Sheetal Vij said the committee had already mixed some “medicine” in the sarovar water to check development of mosquitoes. It was earlier decided to mix salt in the water but the idea was dropped due to the presence of fish there. However, he could not recollect the name of the “medicine” mixed in the sarovar water.

Salary hike: Councillors don’t want to be left behind
Dharmendra Joshi
Tribune News Service

Jalandhar, September 9
Usually municipal councillors of rival political parties are seen pulling each other’s legs on different public issues. But following the recent increase in the salaries of MPs and MLAs, the councillors have come on a same platform to demand raise in their salaries.

Reasons

Nowadays when the prices of all the essential commodities are spiraling like anything, a councillor just gets Rs 5700 per month which include Rs 5000 as salary and Rs 700 as telephone allowances.

Raise they demand

While the councillors across different political parties were in favour of increase in their salaries, they differed on how much the hike should be.

Senior Deputy Mayor Kamljit Singh Bhatia said, “A councillor has to spend more money from his pocket as compared to those by an MLA or MP. We have to attend almost each function organised in our areas. So much so, a number of jagratas and kirtan darbars are held and we have to contribute from our pockets.”

The MC House had already sent a resolution to the Local Bodies Department about a year ago, said Bhatia, the SAD councillor from Ward 45, adding that now the matter would again be raised after the recent development. The salary of a councillor should be hiked to at least Rs 15,000.

Joginder Singh Tony, who had won last MC elections from Ward 35 as an independent candidate and later joined the BJP, wished the same amount.

The leader of Opposition in the MC House Jagdish Raj Raja and her party colleague Surinder Kaur, councillor from Ward 58, said that the salary of the councillor should be hiked to Rs 10,000.

Senior SAD councillor from Ward 29 Kuldip Singh Oberoi and the lone BSP councillor Hans Raj Rana said the salary of the MC should be increased at least four times to Rs 20,000 per month.

Mayor Speak

Supporting the demand of the MCs, Mayor Rakesh Rathour said several councillors had met Local Bodies Minister Manoranjan Kalia in this regard. Stating that the salary of the MC should at least be doubled, Rathour said the house had already sent a resolution in this regard to the Local Bodies Department for its approval.

The protesters alleged that Kamboj with the help of the police and employees of the Mining Department stopped almost 200 people from earning their livelihood from quarrying business on the Sutlej banks in the area.

They claimed that Kamboj, who himself was involved in illegal mining on the river bed, was trying to throw them out of business.

Accompanied with police personnel, certain officials of the Mining Department restrained over 200 people from their job on Wednesday, they alleged.

Talking to The Tribune, Kamboj, however, claimed that mining mafia, in connivance with the police and officials of the Mining Department, has been wrecking havoc on the river bed for the last many years.

Keeping in view of massive loss to the state exchequer and threat to ecology, Kamboj claimed to have brought the menace to the notice of government, state geologist, Mining Department and the police but not to avail.

He claimed to have discussed the issue with Dr. D.S. Cheema, Political Adviser to the Punjab Chief Minister, but nothing has been done as yet. “Certain people of the area today lodged their protest under the influence of the certain self-styled leaders of the area but I hardly care for that,” claimed Kamboj.

7 BJP councillors miss NC meeting
Our Correspondent

Phagwara, September 9
The ongoing tussle between seven BJP councillors, out of total nine BJP councillors, including Nagar Council (NC) president Balbhadhar Sein Duggal surfaced today, when none of the seven BJP councillors attended the meeting of the Nagar Council summoned by Duggal.

Though two SAD councillors Ranjit Singh Khurana and Davinder Sapra could also not attended the meeting, but both were out of station today as Khurana has gone abroad and Sapra was away to Delhi.

When contacted, Duggal and Executive Officer of Nagar Council Sandeep Tiwari said this was a routine meeting. Duggal said 18 out of total 27 councillors attended the meeting, which could be held with the presence of only nine members also.

It may be recalled that the tussle between Duggal and the seven BJP councillors started on some important issues, including allotment of tenders and appointment of former EO Paramjit Singh for the fifth time in Phagwara and transfer of former Executive Officer Adarsh Sharma from Phagwara only after a brief period of twentyfive days in Phagwara. After concluding of three-day BJP training camp at Pathankot last month, seven, out of total nine, BJP councillors, had a meeting with Phagwara MLA and Technical Education Minister Swarna Ram at his residence and registered their protest against the fifth time appointment of Executive Officer Paramjit Singh in Phagwara in first week of August, who was transferred from Phagwara only on July 9.

They expressed their resentment on the sudden and undue transfer of EO Adarsh Sharma from Phagwara merely after a tenure of 25 days. The angry BJP councillors had submitted their resignations from the party to block BJP president Arun Khosla in protest against the undue transfer of Adarsh Sharma. Khosla has reportedly handed over the resignation letters to Punjab BJP president Ashwini Sharma.

Biotechnology facilitates diagnosis, cure of TB: Experts
Tribune News Service

Jalandhar, September 9
Every year 1.8 million cases of tuberculosis are diagnosed in the world and the disease causes approximately 0.37 million deaths.

In addition, one-fifth of the total TB load of the world is being borne by India.

This was stated by Dr Prabodh K. Sehajpal of the Department of Molecular Biology and Biochemistry, GND University, who was here as a speaker in a conference organised by the Department of Biotechnology, Doaba College, on the “Emerging trends in medical biotechnology”. Nearly 60 delegates from various colleges and universities of the region participated in the seminar.

An eminent scientist from the International Centre for Genetic Engineering and Biotechnology, New Delhi, Pawan Sharma, who was the keynote speaker, gave his lecture on the role of biotechnology in the diagnosis and treatment of tuberculosis.

He said with the help of various biotechnology tools, new diagnostic techniques were emerging with which the deadly disease could be diagnosed at an early stage.

Dr Reena Das of the Department of Haematology, PGI, Chandigarh, spoke on the role of biotechnology in the early diagnosis of various blood disorders, especially thalassemia.

Stressing upon the need for the rigorous screening of the suspected cases or individuals from high-risk groups, she said the facility of screening should be made available at the district-level hospitals also.

Stressing upon the need to use biotechnological tools like RNA interferase to deal with the menace of TB, Dr Partap Kumar Pati, Head of Department of Biotechnology, GND University, said with such techniques, the disease-causing gene of the organism could be suppressed.

“It works in the same manner as scientists produce a blue rose by suppressing the gene for the pink or red colour,” he explained.

Later Chander Mohan, president of the college committee, and Dr N.K. Dhiman, Principal of the college, felicitated the speakers.

City-based painter receives national award
Tribune News Service

Jalandhar, September 9
“What I feel for my surroundings triggers me to paint something. Only a person, who loves nature and mankind equally, can create something. Those who can equally feel the shrillness of gushing blood and the fragrance of roses can paint something.”

City-based painter Ashwani Kumar (48), who was recently conferred with the national award by the President on the occasion of Teachers’ Day, said this when he was asked to describe an artist.

Kumar received the award for his 30-year-long contribution to the field of painting. He was among the six teachers who were selected for the award this year.

Kumar, who hails from Urmur Tanda in Hoshiapur district, has been working as a teacher of fine arts at Kendriya Vidyalaya since 1986 and joined the KV-III, Jalandhar City, in 1995.

He said his father was a goldsmith and the art of engraving, which he got as an inheritance, had a huge role in making him a painter.

“Recording various designs with naked eyes and then getting them on gold or silver was the profession of my parents. I only developed a perception towards the natural phenomenon surrounding me,” said Kumar.

Talking about his 30-year-long career, he said his first creation was a water colour landscape of Dholwaha village, near Hoshiapur.

“My teacher Pt C.L. Sharma, HOD, Department of Fine Arts, Government College, Hoshiarpur, inspired me to send a painting to an exhibition at the Indian Academy of Fine Arts, Amritsar.

The painting was declared best and the incident gave a boost to my confidence,” he added.

Besides the national award, Kumar has been honoured with 37 various national and state awards. He has a collection of over 3,500 paintings. Eleven of his paintings have been permanently displayed at places like Governor House.

Besides this, his paintings adorn places like the Chief Minister’s house, Kangra Art Museum, Indian Academy of Fine Arts, Amritsar, LCS Museum, Shimla, Police Training Academy, Phillaur, All-India Art and Craft Society, New Delhi, and Museum of Punjabi University, Patiala.
