Gurdaspur, July 14 Keeping in view the scores of open bore wells in this district which are ready to kill more such Dilnazs, the district administration has charted out an action plan to ensure that such tragedies do not recur. Sources reveal that the immediate provocation for chalking out such detailed plans is the fear of the monsoons. Deputy Commissioner Pirthi Chand has asked SSP Lok Nath Angra to ensure that residents digging bore wells should inform their respective block development and panchayat officers (BDPOs). The DC has also ordered that all drilling agencies in rural areas should be registered with chief agriculture officers, while in urban areas, all such agencies should be registered with the executive officers of their respective municipal committees. Sources reveal that the instructions of the DC will have little or no impact in rural areas where lack of awareness will act as a deterrent. Signboards bearing the name and address of the drilling agency should be displayed at the point where the bore well is being drilled. The board should also have the name of the bore well’s owner written on it, says the letter written by the DC. Interestingly, the order also says that the bore well should be covered with an iron cover and sealed by nuts and bolts so that it does not give away. The moot question, sources reveal, is that will the villagers who want water and only water for their tube wells through these bores, listen to what the district administration tells them? A majority of villagers say they didn’t even know that such orders had been passed. Despite the fact that the Public Relations Department of the administration is working overtime to educate people about bore well tragedies, the impact in rural areas remains limited. Kulwinder Singh, Sarpanch of Chahal village, said, “We have no knowledge whatsoever about what the administration is doing. An official told me that we have to construct a wire fencing around open bore wells. Who will identify such bore wells? There are so many open bores near my village. Despite all such orders, calamities will continue to happen. That’s my final word.” |

‘Raped’ student delivers baby; 50-yr-old booked
Tarn Taran, July 14 The victim, who is a student of Class 10, in her statement to the police alleged that Mangal Singh raped her on October 10, 2009, by calling her to his house when her mother had gone to meet her relatives and her stepfather had gone for duty. She alleged that Mangal Singh raped her again after 10 days and threatened her with dire consequences in case she disclosed the matter to any body. According to information, the mother of the victim had her second marriage with an employee of the Powercom, who was residing at the power colony, Bhikhiwind. Mangal Singh, too, was residing in their neighbourhood. The stepfather and the mother of the victim had strained relations and some times the accused used to come to their residence to pacify them in case of a quarrel. At the same time, he developed illicit relations with the girl and started raping her. A few days back, the girl complained of some uneasiness and was admitted to a hospital of the township. The diagnostic report of the girl revealed that she was pregnant and was immediately admitted to an Amritsar hospital, where she gave birth to a girl. |

Nawanshahr, July 14 “We had got admission in the Kawa Institute of Elementary Teachers Training, Kathua (J&K), for the session 2008-10 and at the time of admission we were told to pay Rs 50,000 each for the session. We had paid Rs 41,100 per student to the institute but before the commencement of the annual examination, the institute started demanding Rs 1.25 lakh per student for issuing roll numbers. Besides, the institute also refused to return our original documents and the institute chairman Deepak misbehaved with us,” alleged the affected students. On the other hand, Deepak said not only denied the allegation of demanding any extra money but also levelled counter-allegations against the students. “I have issued the roll numbers to them but they did not sit for the examination as they were seeking some ‘illegal’ help from me during the examination which they were denied. Besides, they have taken away their original documents by dodging the dealing clerk,” alleged Deepak. The students, while terming the version of the chairman as a bundle of lies, said they were ready to face any inquiry. |

Rs 4-cr fruit ripening plant for Amritsar
Amritsar, July 14 The camp was organised by the District Horticulture Department in assistance with the Health Department. Experts warned against the use of calcium carbide, generally used in welding, for ripening of fruit. They said it was prohibited as it was injurious to human health. They said some traders with a view to make quick bucks resorted to this illegal practice. They advised the usage of Athefone and scientific technique for ripening of fruits. The Assistant Director, Horticulture, Dr Baj Singh, said the department invariably organised programmes to educate people about terrible impacts of calcium carbide on human beings. |

Cop pockets recovered items, suspended
Batala, July 14 SSP D.P. Singh said the police recovered 230 gm of gold, 250 gm of silver and eight costly watches five years back from a group of thieves. As per rules, on the registration of a case the recovered articles should have been deposited to the
malkhana. But Kewal Singh, then an ASI posted at Ghanie-ke-Banger Police Station, did not deposit the articles.
Manoj Kumar, then munshi at the said police station, now posted at Pathankot, was also found guilty. The Batala Police has written a letter to the Gurdaspur Police to initiate action against Manoj Kumar. |

Woman murdered by paramour
Amritsar, July 14 Jarnail Singh of Azad Nagar, Sultanwind Road, brother-in-law of the deceased, in his statement revealed that on July 13, Sukhraj Singh (13), son of the deceased, came to him and said his mother had not returned since July 10. Sukhraj said she had gone with Rakesh to buy medicine. He said when they went to the room of Rakesh Kumar in Randhawa Market, Azad Nagar, they found it locked while stink came out of it. They broke opened the door and found the body of Paramjit Kaur on a bed with strangulation marks on her neck. During investigations it was found that Rakesh, who originally hailed from Bhawat Nagar village, Anait district in UP, had illicit relations with the deceased who often visited his house. A case has been registered under section 302 of the IPC. The accused is absconding.

Youth, father booked for rape
Hoshiarpur, July 14 According to police sources, the girl was lured by Ram Lal and his father Darshan Lal on the pretext of getting her employment. On June 30, they took the girl to Una district in Himachal Pradesh, where Ram Lal repeatedly raped her. Becoming suspicious, about the activities of the man and his son, the Una police arrested the duo and freed the girl from their clutches. Later, the police handed them over to the Hajipur police.
