Case of missing paddy solved, 5 booked

The SSP, Narinder Bhargav, in a press note issued here today said the police had solved the mystery behind the missing of 210 quintals of paddy out of the PUNSUP stock lying at Majhoor Rice Mills for custom milling by registering a case under sections 406 and 120 B of the IPC against Satvir Singh, rice mill owner, Harpreet Singh, Gurjit Singh, Rajinder Singh and Sumit Singh, residents of Amloh in Fatehgarh Sahib district.

Dust storm hits life
Pathankot, June 24
Traffic on the Pathankot-Amritsar national highway and Pathankot-Sujanpur-Jammu road remained disrupted for four to five hours due to the uprooting of trees caused by strong dust storm last night. Vehicles got stranded on both sides of the roads, which were blocked due to falling of trees.

Two computer thieves have been arrested by a police patrol party, headed by Inspector Partap Singh. While talking to mediapersons here today, Rashpal Singh, SP (D), stated that on tip-off, the police laid a naka on the Batala-Dera Baba Nanak road and arrested two persons when they were about to board a bus with two computers.

E-governance may touch the residents of this town directly as the decks have been cleared for the establishment of online suvidha centres at the village-level in the district. The contract for establishing mini suvidha centres in the district has gone to the All-India Society for Electronics and Computer Technology (AISECT).

Common service centres (CSCs) will be set up at the village-level which will provide villagers services in driving licences, death certificates, old-age pension, marriage certificates, payment of electricity and BSNL phone bills, police clearance certificates and a host of other services, all under one roof.

The CSCs will be computerised and will have a direct link to the suvidha centres at the district headquarters.

As many as 270 CSCs will be set up in this district and each centre will cater to a cluster of six villages. There are 1,624 villages in this district and once the CSCs are established within a year, villagers will not have to travel long distances to get their work done.

Sanjeev Sarpal, who will be overseeing the setting up of the CSCs, says initially he would be appointing 14 block managers in the district who would lease out the CSCs to villagers willing to run these centres for a profit. The lessees will be termed as village-level entrepreneurs (VLEs).

Says Sarpal, “A sum of Rs 3.5 lakh is required to set up a CSC and 50 per cent of this amount will be borne by the AISECT, while the VLE will chip in with the other half, after which he will be handed over a CSC to manage. The VLE will be charging for the services he renders and villagers will no longer be required to travel to the district headquarters to get their work done. Each and every CSC will be computerised.”

There are nearly 540 services which can be offered to residents. These include providing passport services, permission for holding fairs, issuance of unmarried certificates, issuance of dependent certificates to wards of freedom fighters and issuance of dependent certificates to riot and terrorist victims.

Sarpal said proper training and guidance will be given to people who will run the CSCs.

The SSP, Narinder Bhargav, in a press note issued here today said the police had solved the mystery behind the missing of 210 quintals of paddy out of the PUNSUP stock lying at Majhoor Rice Mills for custom milling by registering a case under sections 406 and 120 B of the IPC against Satvir Singh, rice mill owner, Harpreet Singh, Gurjit Singh, Rajinder Singh and Sumit Singh, residents of Amloh in Fatehgarh Sahib district.

Giving details, Bhargav said the case had been registered on the basis of a complaint lodged by Jasbir Singh, District Manager, PUNSUP, in which he had stated that during 2009-10, the PUNSUP had given 346.17 quintals of paddy for custom milling to Majhoor Rice Mills, out of which the rice mill had milled 96.60 quintals and 249.57 quintals of paddy were lying in the mill. Ram Kumar, PUNSUP Inspector, had reported that during inspection he had found that the paddy stock seemed much les than the actual quantity and neither the rice mill owner nor any employee was present there.

Varinder Pal Singh, In charge, Economic Offence Branch, was asked to conduct an inquiry into the case and he had found that as per the inspection conducted by PUNSUP Inspector Ram Kumar on March 3, the stock of paddy was in order but during the inspection conducted by him on May 17, about 210 quintals of paddy was found missing.

During investigation, the police found that the paddy stock was sold by the accused in connivance with Surinder Kumar and Chawla, commission agents, Buta Mandi, Ludhiana, and Raj Dharam Kanda, Focal Point, Khanna, to various rice mills in to Rajpura, Samrala and Kapurthala.

The PUNSUP officials also could not conduct proper checking of the paddy stock.

The raids are being conducted to nab the accused, said the SSP.

Dust storm hits life

Pathankot, June 24
Traffic on the Pathankot-Amritsar national highway and Pathankot-Sujanpur-Jammu road remained disrupted for four to five hours due to the uprooting of trees caused by strong dust storm last night.

Vehicles got stranded on both sides of the roads, which were blocked due to falling of trees. Power supply and telecom system was also affected and many parts of the city, besides many villages in this subdivision, remained in the dark due to power failure caused by the breaking of transmission line.

Local residents came to the rescue of passengers travelling in buses and other vehicles stranded on the road by cutting and removing the fallen trees from the road. The civil administration and officials of the Forest Department failed to reach the site and did nothing for the people stranded on the road.

More than two dozen villages in Sujanpur, Dhar block, Dinanagar, Shahpur Kandi and Gura Kalan were affected as a large number of electric poles were damaged, which led to the problems of drinking water in the area also. According to information, there is no immediate hope of restoration of power supply.

PAP all set to get astroturf by Oct

The Punjab Armed Police (PAP) campus in Jalandhar is all set to get a gift of world-class synthetic hockey turf by October this year from the Union Ministry of Youth Affairs and Sports.

Amardeep Singh Cheema, vice-chairman of the Nehru Yuva Kendra Sangathan (NYKS), who was a member of the Punjab Police Sports Advisory Committee, said the PAP would be getting the astroturf under an initiative taken by the Union Minister of Youth Affairs and Sports to support the nurseries of hockey in Punjab.

The initiative had taken off in 2006 when the Punjab Police Sports Advisory Committee had mooted a plan to arm the PAP with a synthetic turf. DGP N.P.S Aulakh, PAP ADGP Rajan Gupta and former DGP M.S. Bhullar were also members of the committee.

Cheema said, “The turf is going to open new vistas for youngsters from the state as the Punjab police is a role model and prime mover for sportsmen.”

The PAP turf will be laid by the CPWD and will be ready by October 2010.

Farmers not to pay power bills

Farmers belonging to 17 different farmers’ organisations yesterday held dharnas outside the offices of the Executive Engineers at Nakodar, Phillaur and Phagwara in protest against the indifferent attitude of the government.

Addressing protest rallies, union leaders condemned the state government’s decision for unbundling the PSEB and imposing undue electricity bills on farmers. The protesters demanded immediate withdrawal of the wrong decision. They declared that no farmer would deposit any electricity bill. Hundreds of electricity bills were set on fire at several places during the protest rallies. — OC

2 computer thieves arrested

Two computer thieves have been arrested by a police patrol party, headed by Inspector Partap Singh. While talking to mediapersons here today, Rashpal Singh, SP (D), stated that on tip-off, the police laid a naka on the Batala-Dera Baba Nanak road and arrested two persons when they were about to board a bus with two computers.

During interrogation, they confessed to have stolen the computers from Government School, Mirja Jaan. A case under sections 457 and 380 of the IPC had been registered and they were produced in a court here today.
