Haridwar, May 8
A youth was crushed by an elephant today morning at Bishanpur village in Haridwar district.It was only when some villagers passed by the spot that they found the body of the youth in the fields. Later when the forest team arrived at the spot to take stock of the situation, some villagers targeted the forest team severely injuring the District Forest Officer and five forest personnel.

Around 5 am, a worker Mahendra Rajbar, a resident of Gazipur village, had gone to the nearby fields to answer nature’s call when an elephant crushed him under its feet.

As soon as the news spread, residents of nearby villagers in hundreds gathered at the site of the incident.

The infuriated crowd went in the search of the killer jumbo in nearby areas, but to no avail.

After getting information, a forest team, led by District Forest Officer RD Pathak, arrived at the spot. The forest personnel had to face a protest by the villagers who alleged that the death was caused due to the negligence and laxity of the Forest Department.

The cause of the attack on the foresters could have been due to reasons other than the youth’s death. The site comes under the Forest Department and illegal quarrying by the villagers has been going on for years. Forest officials had also seized many vehicles involved in quarrying by Bishanpur villagers.

It appears that villagers attacked the foresters to vent their ire over the action of the forest officials against the illegal quarrying.

First, they mishandled the forest guard, took away his rifle and then beat him up. When the DFO and other forest employees resisted, some 50-odd people cornered them and assaulted them. A mob of around 300 villagers had gathered at the site.

DFO Pathak sustained head injuries while other forest employees sustained multiple injuries on the body.

As the situation went out of control, an additional police team was pitched in. It took the injured foresters to safety. Seeing the heavy deployment of police, the villagers fled away from the spot and left their villages as the police cordoned off the area.

The police arrested 20 persons on the complaint of the DFO on grounds of criminal intimidation, physical violence, stopping officials from performing government duty, threat to life, conspiracy and mass abetment.

SSP Sanjay Gunjiyal, SP City Asim Srivastava and other top police officials reached the spot of the incident and took stock of the situation.

SP City Asim Srivastava said that the situation was under control and arrests have been made on the complaint of the Forest Officer. He further added that vigil was being kept in the area.

The police was deployed in the area till evening, but later the cops were withdrawn.

Meanwhile, the relatives of the victim Mahendra Rajbar were in deep shock and a fear of jumbos has crept up in the minds of the villagers.

Corruption, not water, flows in Thatyur block canals

A major case of corruption has surfaced in the construction of canals of the Minor Irrigation (MI) Department at Thatyur block in Jaunpur district indicating irregularities worth several crores.

The embezzlement of funds can be seen from the roadside in Thatyur where department officials have built canals at many places sans any water source. They are hiding behind the fact that it has rained little this year hence there is no water in the canals.

The MI Department in connivance with contractors has built a web of canals near the hand pump. The villagers have alleged that a web of canals has been constructed without seeking their suggestions and will serve no purpose in the absence of water.

Substandard material has been used in the construction due to which the canals, built a month ago, have suffered damage at several places.

Shanti Prasad of Bangsil village has said the 3-km-long network of 
canals being built in the villages is without the consent of the villagers.

He added that mud, and not cement, was being used in the construction and alleged that the gram pradhan and certain MI Department officials had formed some fake water users associations and the funds were being misused through it.

At Bangsil village, not even a drop of water is present in the 200-m substandard canal. Villagers were seen filling water from the hand pump located at the bottom of the canal.

At Lalur Patti, home constituency of state minister Khajan Das, the department had, in a hurry, dug fields to justify the construction of canals.

More than Rs 20 crore has been allotted for the construction of 322.57 km of canals till now and the department is of the view that 35.71 hectares will be irrigated.

S Chamoli, Congress leader from Thatyur, has alleged that the important criteria of forming a water-users association has not been adhered to. In addition, the cement provided for the canal is being used for some other purpose in connivance with the gram pradhans.

State Congress secretary Manmohan Singh Mall has alleged that the irregularities in the works being carried out by the department in Thatyur block are visible to the naked eye, but ministers are looking the other way.

He also alleged that some ministers were seeking commissions from these officials and hence no action was being initiated against them.

At some places, the canals were present only on paper and not in reality, alleged Mall. He stated that an on-the-site investigation would expose the scale of the scam.

Mahendar Bhatt, Vice-President, Rajya Stariya Laghu Sinchaee Anusarvan Samiti, refuted the claims and said that the government was aware of the discrepancies and was acting on the complaints.

He had visited 18 blocks and a detailed report was being made. He added that his recent visit to Thatyur block was in this context.

According to SP Bhaskar, AE, MI Department, the department has done a lot of work in ‘D’ block. He said that 264 projects have been completed this year in Tehri district with a spending of Rs 66 crore from an estimate of Rs 81 crore.

Tehri DM Sachin Kurve said a joint investigation, headed by the DDO and tehsildar, had been ordered in this regard.

State minister Khajan Das also said an inquiry had been set up at the highest level and the guilty would not be spared.

Uttarakhand Parliamentary Secretary Chandan Ram Das on his visit to Mussoorie recently had said the government had formed a new policy after the surfacing of such irregularities.

He said instead of providing funds to water-users associations, all canals would be constructed through the tenders process now. All departments have been directed to follow this process after finding the source for the water.

The trail of money

The Government of India and the Water Resource Ministry provided ample funds under the Bharat Nirman programme for time-bound action on rural infrastructure.

Six areas were covered under the plan like electrification, water supply, housing, roads, telephone connectivity and irrigation.

Emphasis was laid on irrigation with an objective to restore and augment the storage capacity of water bodies and to recover and extend their lost irrigation potential.

The Accelerated Irrigation Benefits Programme (AIBP) also extended financial assistance to the state for creation of irrigation potential by completion of identified and ongoing irrigation projects. The AIBP was conceived by the Indian government in order to provide financial assistance to the state to complete various ongoing projects.

Uttarakhand has been kept in the special category which meant it had to spend only a small sum and the rest would have been done by the Central government under various schemes.

The Minor Irrigation Department in Uttarakhand was given the task to create irrigation infrastructure for surface and ground water.

The first glimpses of corruption started emerging last year and the then Irrigation Secretary Vinod Phonia sensing the scope of corruption wrote a letter to the Union Water Resources Ministry to revise the implementation period of 39 new minor irrigation schemes from 2009-10 to 2010-11 instead of 2008-09 
to 2009-10.

These schemes, at a cost of Rs 81.55 crore, were already submitted to the Union government in August 2008 for approval. The funds were meant for the construction of canals and lift irrigation.

Vinod Phonia did not stop there. After receiving complaints of officials, he initiated action, but was removed due to the intervention of Irrigation Minister Matbar Singh Kandari then.

After the removal of Phonia from the department, the officials were back to their old corrupt ways and it became a free for all.

The seminar began with an auspicious ceremony of lighting the lamp by chief guest Dr Ashok Kumar Dubey, Director, Wadia Institute. Kamal Ghanshala, Chairman of the university, Dr KP Nautiyal, Pro-Chancellor, and Dr DP Giridhar, Vice-Chancellor of the institute, chaired the seminar.

Durgesh Pant, Professor of Kumaon University, shared his expertise on the development of algorithms and the characteristics of efficient algorithms. Dr Suresh Chandra, former Professor of Pantnagar University, Dr Anurag Awasthi, CEO, Camp Corp, Dr RK Sharma, Thapar University, Patiala, Dr SP Kulshreshtha, Technical Director, National Informatics Centre (NIC), Dr M Mohan, scientist, Indian Institute of Remote Sensing (IIRS) and Dr Harish Kumar, scientist, Forest Research Institute (FRI) were eminent speakers who rendered technical as well as methodological information to students at the seminar.

Prof Sushil Dimri, convener of the seminar, thanked the speakers and guests at the seminar. Prof Dr Rakesh Sharma, Dean, Engineering, Dr VK Srivastava, Dean, Computer Application, Prof Anil Kumar Baliga, other heads of the departments and faculty members were present at the seminar.

There seems no respite for patients coming to Rishikul Ayurvedic Medical College, as junior medicos today also didn’t allow the OPD and emergency services to operate.

They staged a dharna in front of the college gate and did not allow teachers and other staff employee to enter the college.

Continuing with daily new ideas of protest on the lines of Gandhigiri, the students, aided by the Akhil Bhartiya Vidyarthi Parishad (ABVP) outfit formed “Principal Hatao Andolankari Samiti” (Principal Removal Committee) as part of their agitation and taking their fight straight to the Principal office.

As per the samiti’s demands, the foremost is of the removal of Principal Dr Pradeep Bharadwaj and then they will have talks with the college management. Alleging that the college management provides minimum facilities and the whole medical structure is in a shambles. The students even remarked that with this setup how could they become good doctors?

ABVP city secretary Shiv Chaudhari said till the Principal was removed the samiti would carry on its agitation.

Ramesh Dhuria, Sajan Chaudhari, Tarun Baliyan, Vipul, Shakti Tyagi, Amit Kumar, Pradeep Rawat and all failed students were present in the protest.

The College of Engineering, Roorkee (COER) celebrated its seventh convocation today with noted educationists, eminent personalities and office-bearers of renowned educational institutions of the state taking part.

The chief guest of the function Prasada Rao, CMD, Bharat Heavy Electricals Limited, congratulated the degree recipients and award winners and guided the youngsters to take forward the education they had received to make their family, institution, state and nation proud.

Prasada shed light on the role of PSUs in nation building as an example to the students informing that PSUs in India contributed to the 11 per cent of the Gross Domestic Product (GDP) of the country. He said Navratna accorded BHEL got the title due to its technical calibre, managerial excellence, organisation ethics and transparency of the management.

While Chairman, COER, JC Jain stated the commitment of COER fraternity in nurturing student-teacher bonding and academic excellence and highlighted that 168 COER students got through in global IT giant INFOSYS through campus placement which he owed to hard work of students and teachers only.

The entire function saw the traditional colours of the convocation ceremony with in all 412 students were awarded B Tech degrees in five streams of engineering and technology along with 59 MCAs and 60 MBA degrees each of 2006-07 batches. Along the sidelines a convocation bulletin and house journal ‘Mucur’ was also released.

The coveted Seth Roshan Lal Jain Trophy was also handed over to the winners by CMD Prasada Rao which included Surbhi Jain (B Tech), Neha Singhal (MBA), Priyanka Arora (MCA) in addition to seven gold and silver medals among 14 students.

Among the dignitaries that attended the convocation included Prof DS Chauhan, Vice-Chancellor, Uttarakhand Technical University, Professor Kripa Shankar, Vice-Chancellor, Uttar Pradesh Technical Univeristy, GM HEEP DK Mody, GM CFFP Arun Singhal, Shreyance Jain, Subash Jain and Dr Gopal Ranjan, along with several other educational field-related personalities.

St Thomas’ College-A beat Doon Public School, Bhaniyawala, by 18 runs in the boys’ section.The winning team scored 29 runs in the first innings while Doon Public School scored 24 runs.St Thomas’ scored 33 runs in the second innings and its rival scored 20 runs. Paridhi was the top scorer with 22 runs in the victory of St Thomas.Anupriya scored 46 runs for Doon Public School.

In the girls’ section also, St Thomas emerged victorious beating Guru Nanak Academy (GNA) by one wicket. St Thomas scored 54 runs, GNA could score 53 runs.

Vipin was the top scorer with 16 runs for the winning team. Abhishek’s 18 runs effort for GNA went in vain.

Saurabh Tiwary disappoints fans

Saurabh Tiwary who shot to fame in the third edition of the Indian Premier League (IPL) today disappointed his eager fans who had gathered on the Ranger’s College Ground to get a glimpse of the star.

Tiwary, a left-handed middle order batsman, played for the Mumbai Indians in the IPL.

He had come with the Jharkhand team to Dehradun, but didn’t play in the All-India Gold Cup Cricket Tournament. The organisers cited the reason as his being unfit. However, sources revealed he had a contract with some association, which didsn’t allow him to play in other tournament at present.

Fans about hundred in number gathered at the pavilion where Tiwary was sitting, crossing the whole ground to get his glimpse as the first innings got over.

To the dismay of his fans, Tiwary covered his face with a towel avoiding to be clicked by the mobile phones of his fans. He even hesitated to wave to the fans when they requested him.

He also came as a surprise to the newsmen when he refused to give them any interview.

“It seems he couldn’t digest the IPL success,” quipped a journalist.

The Cricket Association, Uttaranchal, was thrashed by the Jharkhand Cricket Association by 120 runs with bonus points in the ongoing 28th All-India Uttarakhand Gold Cup Cricket Tournament held on the Ranger’s College cricket ground.

The Jharkhand team won the toss and chose to bat first. Keshav Kumar (71 off 79) and Kuldeep Sharma (65 off 30) were the principal scorers for the side. Sharma’s innings fully entertained the spectators as he struck five big sixes and six fours during his knock.

Kumar Deobrat (41) and SP Gautam (33) were the other main scorers for the batting side. The team mustered a total of 275 runs in 40 overs. Sachin and Harinder got three and two wickets respectively for Uttaranchal. Ravi Negi, Sunny Rana, Gajender Rawat and Manish Gurung also took a wicket each.

In reply, the Uttaranchal team started with a bang in the first over with opener Vijay hitting two sixes on the first two balls of the match. However, none other batsmen could stand on the pitch for a long and one by one the team lost all its wickets.

Vijay (68 off 46) scored the only half-century of his side, but with lack of support from other end he also couldn’t help his team win the match. He smashed four sixes and seven fours.

Tail-ender Ravi Negi (30) chipped in for Uttaranchal. The team was bowled all-out in 26.3 overs for 155. Keshav Kumar of Jharkhand bowled an impressive spell claiming three wickets for 15 runs in 3.2 overs. Kuldeep Sharma and Yajuvender too took two wickets each.

In another match played today at the Abhimanyu Cricket Academy (ACA), the Air Force beat Sahara India by seven wickets.

ITM Dehradun defeated BSM Cricket by six wickets in the Second Babu Farid Ahmed Memorial Cricket Tournament being organised by the Uttarakhand Youth T20 Cricket Association, here today on OFD Ground.

BSM batting first scored 112 runs in 20 overs losing eihgt wickets. Upender scored 61 runs for the winning team. Tomar of the winning team captured three wickets while Jamshed got two wickets.

In reply, ITM scored 118 runs at the loss of four wickets. Shajad (24) and Bhupender (23) scored mainly for the side.

Tarun and Kunal were the wicket takers for BSM. They took two wickets each.

On the inaugural day, Graphic Era, Dehradun, faced BPEd College Pondha. National convener Lakshman Rav addressed the gathering on the inaugural day of the championship and said to promote the games of Indian origin, including kabaddi, kho-kho and archery, the Krida Bharti was doing its efforts.

National kabaddi player Ranvir Singh Tomar, state Volleyball Election Committee president Arun Sood, Jila Panchyat member Yudveer Singh Tomar and other known sports personalities were present at the venue.

Semifinalists have been spotted in the 10th Aspen Crew Uttarakhand State Junior (u-18 years) Basketball Championship for Boys and Girls underway at Welham Boys’ School, here today.

In the first boys’ quarterfinal, Mussoorie defeated Almora 42-38. Haridwar City boys’ beat Tehri 35-21.

Girls of Haridwar district got the better of Halwani 21-17 in another quarterfinal. While Mussoorie Girls defeated Tehri girls 22-19.

All the winners entered the semifinals that will be played tomorrow morning. While the winner will be playing the finals in afternoon.

Welham Boys lead medal tally

Dehradun, May 8
Welham Boys School bagged the most of the medals on the first day of the 6th All-India Roller Skating Competition that commenced today in Dehradun.

In under-4 girls’ category, Sanya Sehgal won the gold medal. Ishaan won gold medal in under-6 boys’ category.

Aditya also won gold medal in the 10-17 age group. Keshav and Sagar got silver and bronze medal respectively.

In 10-12 boys age group, Haider and Yash got gold and silver medal respectively.

Mohit, Rahul and Aman also got first, second and third position respectively in under-14 boys section.
