Pitthoragarh, February 8 “But, it is an irony that the medical officer working there is on a contract basis,” said Dr MS Rawat, president of an association of doctors of ayurveda. The contractual doctors mentioned that despite being service commission cadre, their vacancies have not been filled since last 25 years and they have been given contract job almost five years ago in the state and the government has assured them to make their services confirm. “Our share in the medical services in the state is more then 50 per cent and our doctors have joined the public health centres in the interior of the state where the allopathic doctors don’t want to go,” said doctor Rawat. The Contractual Ayurvedic Doctors Association has decided to organise a meeting in Dehradun on February 14, to decide further course of action. They also pointed that as Madhya Pradesh government has recently appointed ayurvedic doctors without considering service commission recommendations, the Uttarakhand government can follow suit. By adopting the method government can save not only the medical service in the interior parts of the state but also the careers of these doctors mentioned the association. “Our doctors are working not only in public health centres and community health centres but also have successfully established the Chief Minister Prestigious Concepts of Panch Karm and Ayush,” said Dr Rawat. |

Girl dies after minor operation on finger
Dehradun, February 8 In a memorandum submitted to the CMO, Dr GC Baunthiyal, leaders of the city Congress committee have asked him to immediately seal the nursing home run by Dr Johri and take action against him. It may be mentioned that Pavleen, a resident of Govind Nagar Race Course, who had nicked her finger while working on the fodder machine, was admitted to Dr Johri’s clinic on January 19 for an operation. Soon after the operation got over, the girl complained of pain in her finger. It is believed that the condition of the girl worsened after the nurse on duty administered an injection to her. Not knowing what to do, the patient was shifted to the adjacent CMI Hospital without informing the family of the girl. The family of the girl was shocked when without informing the death of the girl, she was transported back home in the hospital ambulance. “We will be forced to intensify our stir if no action is taken against the doctors for negligence,” said Rakesh Bhatt, secretary, city Congress committee. |

Four more police stations for Doon
Dehradun, February 8 The existing police stations are finding it hard to manage their respective areas since the areas covered by these are too large. The four proposed police stations will be set up in Jhajara-Patelnagar (Patelnagar at present has a police post), Harrawala-Bhauwala (Harrawala too has a police post), Mothrowala-Dhundhali (at present under the bypass police post) and Naya Gaon (it has a police post). The proposed police post is to be set up at the IMS. Dehradun Senior Superintendent of Police (SSP) Abhinav Kumar said Harrawala and Bhauwala was quite a wide and sensitive area and it had become difficult to cover the area from the Raipur police station while in Mothrowala many new colonies and villages had come up. Since highway has also got active, there is a strong need to set up a police station, he added. The SSP today held a meeting with senior police officers, including the SP city, the SP rural and the ASP (Traffic), in this regard. “We are reviewing the situation and taking the suggestions of police officers regarding where the police stations are to be set up,” added the SSP. He said the police had already proposed to set up four more police stations and was looking for the land for these. Meanwhile, the SSP gave instructions to circle officers to conduct night patrolling themselves and be vigilant since there was a shortage of personnel due to the deployment of cops on the Maha Kumbh duty in Haridwar. He also talked of strengthening the beat policing once the police gets its force back after the Kumbh. “We don’t have manpower and once the force is here after the Kumbh mela we will work on strengthening the beat policing. I know we are very far short of our aim of beat policing but now planning to implement it systematically,” the SSP saud, exuding confidence. Revealing his plans on the traffic policing, he said: “There is a shortage of resources and I have asked the traffic officers to point out these. We will work on these. We will also get the beat boxes renovated and the posters and other things pasted on them will be removed,” the SSP said. |

Nainital, February 8 Those arrested are Balam Singh Rawat of Krishnapur, Pratap Rawal and his cousin Mahesh Rawal who are originally from Nepal but were residing in Bir Bhatti area. Senior Superintendent of Police (SSP) MS Bangyal disclosed that Balam had been working as a partner with the deceased over the last year-and-a-half. He held a grudge against the latter for not having paid him even though he was a partner in the business. A week before Sah had gone missing, Balam had hatched a conspiracy with Pratap who later involved Mahesh into the execution of the plan. Working on their plan, Balam had told Sah that there were two Nepalese who were willing to sell three gold biscuits and after convincing him to go in for the purchase, he had accompanied Sah to the Bir Bhatti road where the two Nepalese were waiting. The three accused robbed Sah and allegedly strangulated him with the string of the hood of a jacket. They threw his body and his motorcycle into the gorge. Bangyal related that during the interrogation of the accused it came to light that Balam did not take any share of the robbed money from the other two. He had promised to pay them Rs 1 lakh for liquidating Sah and had promised to pay the remaining Rs 50,000 later. Of the robbed money, Pratap purchased a motorcycle from Rudrapur and spent the rest. Mahesh was merely treated to two bottles of liquor for his contribution in the crime. According to Sah’s father-in-law Nand Lal Sah of Kaladhungi, Balam had been helping Sah’s family in tracing him and had even gone for his cremation. “Nobody could suspect his involvement in the case. He has been a daily visitor to the house and had even wept inconsolably when Sah’s body was found,” he said. Bangyal disclosed that once the police was able to establish the presence of Balam in Bir Bhatti area at the site of the incident, it had been easy to link the remaining plot. Sources said that it was during a sustained questioning which involved the psychological breakdown of Balam that he finally confessed to have committed the crime. While he was arrested in the police station itself, the remaining two accused were picked up from Bir Bhatti area early in the morning. While Balam is in his early 30s, the other two accused are in their mid 20s. Pratap has worked as a driver in the past and Mahesh worked as a labourer. Police authorities and the District Administration have announced cash rewards for the team that worked out the case. The discovery of Sah’s body had led to public anger pouring out in the form of a traffic jam on Saturday evening and the burning of effigies of the state government and the police for their failure to check the spate of crime in the area. |

36,323 cases settled at Mega Lok Adalats
Nainital, February 8 The Lok Adalats that were aimed at providing efficacious, inexpensive and expeditious justice to all had been motivated by Chief Justice of the Uttarakhand High Court Justice JS Kehar while their executive chairman was Justice Tarun Agarwala. While these adalats were held for one day in 10 districts, they were held for two days in the districts of Dehradun, Haridwar and Udham Singh Nagar. The cases taken up at these adalats pertained to motor accident claims tribunal, matrimonial disputes, revenue cases, excise cases, Negotiable Instruments Act besides others. According to member secretary of the USLSA Prashant Joshi, compensation was awarded to motor accident victims while a fine worth about Rs 51 lakh was released in petty offences. Several family and revenue matters were also resolved amicably, he said. Justice Agarwala has appreciated the constructive and meaningful efforts made by all officials concerned and informed that in near future concentration would be focused on pre-litigation matters, bank cases, cases related to dishonouring of cheques and under trials for petty offences. The largest number of cases disposed off was for Dehradun, Haridwar and Udham Singh Nagar with the figure standing at 25,369; 5,463 and 3,321, respectively. The minimum disposal was in case of Bageshwar, where just 64 cases were decided upon. |

District-wise list of UP criminals released by Police Dept
Dehradun, February 8 The list prepared by the police reveals that most of the robberies, loots and con men cases involve criminals from west UP infamously identified as wild west, while crimes like murder, chain snatching, vehicle theft and thefts have involvement of home grown criminals. According to Senior Superintendent of Police (SSP) Abhinav Kumar, out of the 83 robbery cases registered in the past five years in 27 cases Saharanpur natives were involved, in 16 cases Muzaffarnagar natives were involved, in 11 cases Bangladesh natives were involved and in six cases Meerut natives were involved. While in 64 con men cases, only 11 cases were committed by Dehradun criminals. On the contrary, rest of the crimes had involvement of the state capital criminals. Out of the 76 loot cases 31 were committed by Dehradun natives, 289 murder cases involved 213 Doon criminals, 65 chain snatching incidents involved 34 Dehradun natives, 308 thefts had involvement of 243 locals and 336 vehicle theft cases had 217 locals. The SSP said on the basis of the data we would contact the district police concerned of which the criminal was. “We will get the history sheet of such criminals opened and will keep them in active list to take preventive action,” added the SSP. Kumar further informed that the police would keep an eye on the activities of the bailout criminals and would try to find out that those arrested were whether booked in some other districts to cancel their bails. The police is also launching a drive to nab the criminals who have prize money on them. The SSP said the police would review and would keep an eye on criminals with prize money involved in loot, murder and robbery cases. The focus would be on the criminals after 2000, including Prem Prakash Pandey with highest prize money of Rs 2,000 in Uttarakhand, Rashid and Saukid with prize money of Rs 20,000 while Raju and Ganeshan with Rs 10,000. |
Five killed in accident
Roorkee, February 8 However, the woman, who seemed to be in her thirties and the children, who are said to be in the age group of 5-12 years, were yet to be identified. Police sources said all deceased were riding on the bike towards Meerut when a truck, coming from the opposite side, ran over the vehicle near Shankarpuri village, located on the Haridwar road, around 1.30 pm. After knocking down the bike, the truck driver lost control over the vehicle and it fell into a gorge along the road. However, he fled from the spot. All deceased seem to be belonging to one family, said the police. |

Dehradun, February 8 According to the police, the three had come by a car, which was spotted by a constable posted there, and later in the day they were caught from Race Course. They had tried to break the upper portion of the ATM. The three have been identified as Vinod, Lalu and Dilpreet. All were working in a mobile repair shop at Race Course. Dilpreet owns the shop. Nainital: The body of a youth was found on the Kiccha road, near Teen Pani, at Rudrapur yesterday. In order to conceal his identify, his assailants had burnt his body by sprinkling petrol and dry grass over it. The body had been discovered by residents of Bagwara village when they were on their way to the fields. The police took the body into its possession. Efforts are on to get the deceased identified and nab the culprits. |
Rs 38 lakh spent on foreign tours, phone bills of forest DGs
Dehradun, February 8 This has been revealed after Rohini Bora, a resident of Dispur, Assam, under the Right to Information Act sought details regarding identity of Director-Generals of the ICFRE, Dehradun. She had also demanded details of their monthly telephone bills and foreign tours. Responding to the query, it was revealed that as many as three Director-Generals in the past five years spent as much as Rs 38,00,890 on foreign tours and telephone bills. Since 2005, DGs conducted 14 foreign tours spending an amount of Rs 33,18,383 whereas an amount of Rs 5,17,507 was spent on telephone bills. Starting from July 5, 2005, GK Prasad was ICFRE, DG from February, 2005, to July, 2005, while Jagdish Kishwan was DG from July, 2006, to August, 2009. The incumbent DG took over in August, 2009. Interestingly, all the expenses of foreign tours were shown as general budget expenses. |
Villagers fight off robbers; catch one
Nainital, February 8 This time, the robbers had supposedly come to rob a household in Bindukhera, near Rudrapur, where a marriage ceremony was in progress. On spotting some suspicious character near an adjacent building, a villager raised an alarm and the vigilant villagers descended on the spot. Seeing that the were trapped, the robbers started firing to which the villagers promptly retaliated. The villagers were able to catch one of the robbers who was handed over to the police after being given a sound thrashing. A motorcycle was also recovered by the police from the spot. The police carried out a combing operation in the area. |
Leopard found dead
Dehradun, February 8 Aged between five and six years, the leopard’s body was found by villagers who informed about it to the forest authorities. The forest authorities have ruled out any possibility of poaching. However, they said the reasons of leopard’s death would only be known after the conduct of a post-mortem examination. Cases of leopard deaths have witnessed a sharp increase even in areas on the outskirts of Dehradun. |
