Himanshu’s parents had alleged yesterday that the police was unnecessarily harassing and pressuring them at the behest of the DIG. The police was not ready to listen to them, they said.

Moderate rain, snow likely
Srinagar, January 12
After a week-long dry spell, most parts of Jammu and Kashmir are likely to have moderate rain and snow during the next 24 hours even as the day temperature dipped further in the Kashmir valley today. The valley and its upper reaches had witnessed the season’s first snowfall and rain on January 3.

Militant shot dead in Pulwama

One militant was killed in an encounter with security forces in Pulwama district today, while suspected militants shot dead a militant who had surrendered in Kupwara district yesterday. Riyaz Dedad was killed in an encounter with the security forces and a house got damaged at Abhama village in the Rajpora area of Pulwama district today.

Patwari held for taking bribe
Jammu, January 12
The police and a vigilance team arrested a patwari for taking a bribe from a farmer in Ramgarh sector here today. The police said Simran Singh had filed a complaint that the patwari was demanding Rs 3,000 from him to transfer his land to some other person.

In the Aparna suicide case, her family members have filed a written complaint with the police for defamation against Himanshu’s parents. Himanshu’s parents had alleged yesterday that the police was unnecessarily harassing and pressuring them at the behest of the DIG. The police was not ready to listen to them, they said.

Expressing concern over the statement of Himanshu’s parents, a family member of Aparna told this correspondent that they had lost their daughter and now Himanshu’s parents were talking ‘nonsense’ about them, which they could not tolerate.

“An educated person can’t level allegations like Himanshu’s family members are making against us,” he said.

Denying influencing the local police, DIG Kamal Saini, father of Aparna, said, “We are honest and firm on our stand. Himanshu has some relation with another girl, who forced my daughter to take the extreme step. We are legally sound and have all documents with us to prove our point.”

Saini said, “We have the documents, including call details of Himanshu, which clearly indicate that he had some dishonest relation with another girl, even after getting engaged to my daughter. We will produce all the documents in court for legal action against him.”

He said Himanshu’s parents were making false allegations against his family and Dr Aasim about 20 days after Aparna’s death. “If they have any strong base, why they did not file any complaint with the police earlier,” another family member of Aparna questioned.

“My daughter was sincere in her studies and was an obedient child too. I can’t speak more at this time. My family and I are undergoing trauma and are not able to understand the allegations made by Himanshu’s parents,” said the DIG. Both families had good relations and that was why his daughter did not tell anything to him and took the extreme step, he added.

However, Dr PR Sharma, Himanshu’s father, talking over the phone to this correspondent, said, “I am suffering from a chest disease and fever. I have also come to know that DIG Saini filed a written complaint against us last night.”

The police said it had received a complaint from Aparna’s family to file a defamation case and was investigating the matter.

However, repeated attempts to contact SHO Vishal Sharma, Pacca Danga police station, proved futile.

2 killed, 18 hurt in road mishaps

Jammu, January 12
Two persons were killed and 18 others, including two cops, injured in different road accidents in the Jammu region yesterday. The police said Vinay Kumar, son of Raj Kumar and a resident of Channi Himmat, met with a serious accident and died later in Government Medical College (GMC) here.

In another incident, Surinder Singh, son of Ram Singh and a resident of Tapyal, received multiple injuries after meeting with a road accident. He was rushed to GMC,where he succumbed to his injuries.

In one more incident, a Tavera (JK-01-M-9273) which was on its way from Jammu to Srinagar, met with an accident at Tether Banihal here, the police said.

In the accident, two constables, Bashir Ahmad and Mohammad Muzaffar, and many others sustained injuries. The driver of the vehicle, Hilal Ahmad, was also injured and shifted to Banihal for treatment. A case has been registered in this regard.

Menawhile, a Qualis (JK-01-L-4429) hit a girl at Arbal Banihal. The girl, Muneera Bano, daughter of Rafiq Dar and a resident of Arbal Banihal,was injured and rushed to hospital in Banihal for treatment. She was later shifted to Srinagar. The police seized the vehicle and arrested the driver. A case has also been registered.

Displaced Kashmiri Pandits (KPs) have condemned the unruly behaviour of some community youth with Yasin Malik, chairman of the Jammu Kashmir Liberation Front (JKLF), at the three-day India Pakistan Conference ‘A Road Map Towards Peace’ at the India International Centre in New Delhi yesterday.

HN Jatoo, president of the All India Kashmiri Pandit Conference (AIKPC), condemning the incident, said, “Such actions by a handful of youth of the community have brought disrepute to the civilised community, which has a democratic and secular history.” “It will vitiate the atmosphere at a time when all-round efforts are being made for the restoration of peace in Kashmir,” he added.

Another Kashmiri Pandit leader Jantinder Bakshi, president of the Forum for Peace and Reconciliation, said, “History is witness that for the last many centuries Kashmiri Pandits have withstood challenges to uphold the great tradition of brotherhood, composite culture and communal harmony. Such unruly actions by some community youth deserve to be condemned by all sane people, as such actions are against the spirit of peace and reconciliation.”Political analyst and social activist Surinder Ambardar described the hackling of Yasin Malik as unwarranted and unfortunate. He said, “Wisdom, tolerance, logic and generosity are the weapons for the displaced Kashmiri Pandits to fight for their cause.” “History shows that violence has done no good to any community. Imitating violence demonstrates their ignorance and immaturity,” he said.

Meanwhile, siding with the youth who heckled Yasin Malik at the seminar, Panum Kashmir leader Agni Shekhar said, “The Kashmiri Pandits were a patriotic community and could not tolerate persons like Yasin Malik being invited to conferences. He was responsible for the killing and exodus of Kashmiri Pandits. Yasin Malik is a killer and deserved to be treated in the manner the youth had done.”

“It is quiet diplomacy of the Central government, which has devised a compromising formula under pressure from the USA to give concession to the separatists. We will not accept it and give it a befitting reply,” said Agni Shekhar.

Another leader of the Panun Kashmir Movement, Ashwani Chrangoo, echoed similar views. Amar Nath Vaishnavi, president of the All State Kashmir Pandit Conference, while expressing ignorance about the incident, said, “We need to protest at all forums, but in a peacefully way. There is no room for violence and violent expressions in our community. We are a peace loving community.”

Sampat Prakash, a veteran Kashmiri Pandit trade union leader, also denounced the incident and the behaviour of the youth.

Dr AN Sadhu, president of the Kashmiri Pandit Sabha, declined to comment on the plea that he had not read the reports about the incident and had no knowledge about the issue.

Reacting sharply to the government apathy towards candidates, who have cleared written test as well as interview for the post of naib tehsildars, the BJP today blamed Revenue Minister Raman Bhalla for this injustice with youth of the Jammu region.

“The Congress is holding the portfolio of the Revenue Department and 29 candidates of the Jammu region selected for the post of naib tehsildar have been moving from pillar to post to get justice,” former state president of the BJP Nirmal Singh said. He regretted that Congress ministers had maintained a criminal silence on this issue.

He alleged that the coalition regime had been intentionally creating hurdles and delaying the release of appointment letters in their favour. He said despite having been selected on merit, denial of their appointments on wrong grounds speaks of the discriminatory attitude of the government towards Jammu and its people.

Nirmal Singh said the Service Selection Board (SSB) had issued three different notifications in 2002, 2005 and 2008 for the post of naib tehsildar. The first two advertisements had mentioned only graduation as basic qualification and the third advertisement in 2008 said “the candidate should have knowledge of Urdu”. It means one should be able to read or write Urdu and that the candidate should not have passed with Urdu as a subject.

He said the selection this time was fair and a result a large number of candidates from Jammu had got place in the selection list, which was not digestible to the Kashmir-centric elements in the government. They influenced the SSB to impose conditions to debar these meritorious candidates, thus, playing with their future by demanding matriculation certificate having Urdu as a subject, while the advertisements issued by the SSB from time to time had not mentioned that Urdu was must.

A large number of youth were present on the occasion.

Jammu East MLA Ashok Khajuria, who was also present on the occasion, said Swami Vivekanand worked throughout his life to reach out to people with a message of brotherhood, humanism, morality and Hinduism.

BJYM state president Pawan Khajuria exhorted the party activists to spare some time from their daily schedule to get them acquainted with the philosophy and the path shown by Swami Vivekanand.

The National Students Union of India (NSUI) also organised a function in this regard and paid tributes to Swami Vivekanand.

The NSUI also took out a rally that passed through different areas of the city before culminating at the Vivekanand Chowk.

The AVBP also organised a function and Prof RD Sharma, Controller of Examination, Jammu University, was the chief guest on the occasion.

He appreciated the ABVP for organising such a programme to educate youth about the teachings of Swami Vivekanand.

Protest against Working Group’s report

The Jammu Joint Students’ Federation (JJSF) today held a protest against the Working Group’s report on Centre-state relations headed by Justice Sagir Ahmed (retd). The protest was held at MAM College and Shaheedi Sthal on the Canal Road. According to a statement issued here, activists of the JJSF warned the state government that they would launch an indefinite agitation against the anti-nation report and anti-national elements.

The protest at MAM College was headed by Thakur Varinder Singh, president, MAM College, and Davinder Singh, vice-president, MAM College. Students blocked the main road and burnt the effigy of Justice Sagir Ahmed (retd).

The protest at Shaheedi Sthal was headed by Partap Singh Jamwal, state vice-president of the JJSF, Sahil Choudhary, resident, Government Gandhi Memorial (GGM) Science College, and Abhay Sharma, vice-president, GGM Science College.

The students raised slogans against the Working Group’s report and against the state government and the Centre.

Activists said the JJSF would not allow the implementation of the report till the implementation and constitution of delimitation commission and autonomy was included in the report.

They urged the Centre and the state government to find out the way to resolve the issue of the Working Group.

Moderate rain, snow likely

After a week-long dry spell, most parts of Jammu and Kashmir are likely to have moderate rain and snow during the next 24 hours even as the day temperature dipped further in the Kashmir valley today. The valley and its upper reaches had witnessed the season’s first snowfall and rain on January 3.

According to the Met Department, a western disturbance is likely to affect the entire state and its adjoining areas this evening due to which light to moderate snow/rain will occur at a few places. Rain and thundershowers are expected at many places in the Jammu region and isolated places in the Kashmir region, the department said. It added that there are more chances of rainfall and snow around January 17 and 18.

Meanwhile, an official spokesman said adequate quantity of essential commodities and petroleum products was available with the Consumer Affairs and Public Distribution (CA&PD) Department to overcome any exigencies in the wake of bad weather conditions in the valley.

This was informed after a review meeting held by the Minister for Agriculture, Ghulam Hassan Mir here yesterday.

It was also informed that the R&B and Mechanical Engineering departments were ready with the necessary machinery for snow clearance. The department had completed 23 bridges out of a target of 55 . The ERA has completed nine bridges and 238 km-road length. Against the demand for 1150 MW, only 700 MW was available and the gas turbine had also been put into operation providing another 55 MW. The minister also directed the PDD authorities to publicise the curtailment schedule and follow it in letter and in spirit.

PDP asks Gujjars, Paharis to remain united

Expressing grave concern over war of words between leaders of Pahari-speaking people and Gujjars, senior leader of the PDP and MLA, Darhal, Choudhary Zulfikar Ali today asked people to remain united and frustrate the designs of those vested interests who were trying to divide people on ethnic lines in the state.

Addressing a public meeting at Budhal in Rajouri district, Zulfikar Ali said some vested interests had been trying to divide people in the name of Paharis and Gujjars to accomplish their evil designs. He said those who had been raking up such emotive issues were trying to hoodwink the people. He further said both groups to avoid confrontation.

Calling upon the people to remain united and face challenges of such vested interests, Zulfikar Ali said instead of giving response to the acts of these elements, it was need of the hour to work unitedly for the overall development of the state. He further pointed out that keeping in view the backwardness of Poonch and Rajouri districts, it was important for all people to unitedly work for the uplift of this region.

Pertinent to mention here that Pahari-speaking people have intensified their agitation in support of getting ST status while as Gujjars and Bakerwals have been opposing this demand. During the past one week both groups have been engaged into war of words.

Around 17,224 candidates were enrolled for the examination in the Jammu province, out of which 90.50 per cent candidates qualified the examination.

The Kisan Sabha has expressed serious concern over the losses incurred to farmers due to failure of Kharief crop last year and demanded compensation for the same. The organisation, which was constituted in 1981, celebrated its foundation day at Barota village in Billawar tehsil yesterday.

Speaking at the function, president of the Kissan Sabha Hari Chand Jalmeria said due to failure of the crop and steep hike in prices, farmers were facing many problems.

On the occasion, farmers passed a set of resolutions and demanded that the government should provide farmers compensation and hold timely panchayat elections.

Other demands included irrigation facilities in the Kandi areas, mobiles services of veterinary, medicare and agriculture related facilities, besides compilation of revenue records in local language.

Mufti appeases dissidents

The PDP has placated annoyed leaders who had raised a banner of revolt after the appointment of the new general secretary. The leader of the “dissidents”, Trilok Singh Bajwa, has been appointed as vice-president of the party.

Today’s function at the PDP office, in which leaders of both factions shared a common platform, was an indication that party leadership has successfully pacified all leaders. Except former Minister Manjit Singh, all other senior leaders of the party were present in the function, which was organised to felicitate Bajwa.

For the past six months, the dissidents headed by former RS member Bajwa were boycotting party functions as a mark of protest. They were not happy over the appointment of some new entrants on important positions. Instead of taking action against the dissidents, former Chief Minister Mufti Mohammed Sayed, who is patron of the party, initiated dialogue with those who were annoyed after former Congress MLA Balbir Singh was appointment as general secretary of the party.

Though the dissidents had repeatedly made it clear that the Mufti was their leader, they refused to accept Balbir Singh as general secretary of the party. Annoyed leaders were attending functions held under the leadership of the Mufti, but they were boycotting all other functions organised by the newly appointed general secretary and repeatedly made it clear they would not accept him as their leader at any cost.

Insiders in the party said holding repeated meetings with the annoyed leaders, the Mufti placated them and later appointed Bajwa as vice-president of the party. Appointment of Bajwa on the important position of the party has been considered as a positive step to pacify those who were not happy with Balbir Singh’s appointment.

To felicitate Bajwa, the PDP organised a function today in which party leaders presented a united face. Bajwa, while addressing the function, called upon the party workers to launch a war against the NC-led coalition regime for its failure to solve basic problems of people.

He further asked the party workers to educate the masses about the revolutionary steps taken by the Mufti during his tenure as the Chief Minister. He said it was during the regime of the PDP-led government that all regions and sub-regions of the state were given treatment equally. He further called upon the party workers to ask people to compare three-year regime of the Mufti with a decade-long poor governance by the NC.

In a statement released here, the forum observed that students and the people of the area were facing a lot of problems, but the administration was not taking any effective steps in this regard.

Addressing a gathering, president of the NSF Vikas Sharma expressed concern about the non-availability of several subjects at Government Degree College, Kathua. “Students have a limited choice in the college. Other than the arts stream, there are no other subjects available in the college,” he added.

Sharma also appealed for joining hands to fight against corruption in higher educational institutes. He said the organisation had been demanding action against the accused in the marks-sheet tempering and mass-copying case in Jammu University for the past 25 days, but the authorities were maintaining silence.

Randeep Singh Chib, district president of the NSF, RS Pura, said the hospital and stadium were also in pathetic condition. “The government is doing very little to provide health care facilities in the area,” he alleged.

The protesters gathered outside the office of the Development Commissioner, Power, Janipur under the aegis of the All-J&K PDD Daily Wagers Union and raised slogans against the authorities concerned and the state government for delay in conceding their genuine demands.

Provincial president Kulbeer Singh said:”As many as 2199 daily wagers have been engaged by the department out of which 1500 employees have already rendered seven years’ service, but are yet to be regularised”.

Militant shot dead in Pulwama

One militant was killed in an encounter with security forces in Pulwama district today, while suspected militants shot dead a militant who had surrendered in Kupwara district yesterday. Riyaz Dedad was killed in an encounter with the security forces and a house got damaged at Abhama village in the Rajpora area of Pulwama district today.

Acting on specific information about the presence of militants in the village, police and RR personnel cordoned off the house of Mohammad Ahsan Sheikh last evening. Militants hiding in the house were asked to surrender, but they opened fire on the search party, ensuing the encounter. The security forces laid a siege in the area and the operation was suspended for the night.

The hiding militant, Riyaz Dedad, a resident of the nearby Bangerwan village, was killed this morning. One INSAS rifle was seized from the encounter site.

Unidentified militants shot dead Lateef Ahmad Malik, a surrendered militant, at Boinar in Kupwara district yesterday, the police here said.

The police and a vigilance team arrested a patwari for taking a bribe from a farmer in Ramgarh sector here today. The police said Simran Singh had filed a complaint that the patwari was demanding Rs 3,000 from him to transfer his land to some other person.

The patwari has been identified as Ganesh Lal.

A case was registeredat Vijay Nagar police station the patwari had been arrested with Rs 3,000.
