Haridwar, January 11 The state government and the mela administration acknowledge this fact and so are in constant touch with the UP government whether it is the Police Department or the nodal agencies or experienced people involved in earlier Maha Kumbhs and Ardh Kumbhs. Specially in fields of security and vigilance, Uttar Pradesh is the mainstay of Uttarakhand this time for ensuring a peaceful completion of the mega fair. UP state police personnel and Provincial Armed Constabulary (PAC) have been placed in equal proportions at respective Kumbh police stations. At the Bairagi camp, lodging arrangements for UP police personnel have been made though a major part of neighbouring force is yet to arrive. All requisite facilities have been provided at the camp, considering the pivotal role they are to play in during the Maha Kumbh tenure when crores will throng the mela area spanning across Haridwar, Pauri Garhwal, Tehri Garhwal and Dehradun districts. DIG (Mela) Alok Sharma from Uttarakhand and the IG (Moradabad Zone), Uttar Pradesh, are in touch and have been devising strategies for a better cooperation between both state police departments regarding security matters. Sharma said: “We are thankful to the UP police for their cooperation and making a prompt availability of resources on our demand for the mega fair”. While Gurcharan Lal termed the mela as a matter of concern and pride for whole of the nation, he said the UP police personnel, who were put on mela duties, were scrutinised character wise, performance wise and experience wise. Meanwhile, keeping in mind the terror threat perception during the Maha Kumbh, special bomb disposal squads of the mela police are carrying out mock drills to prepare themselves and locals about the threat. For the past a week, several demo exercises have been carried out. On receiving a call at the police control room, bomb disposal squads, fire brigade, ambulances rush towards the spot. The whole area is cordoned off and locals are asked to stay at least 50 metres away from the suspected object or item. BDS personnel then make a sand bag wall around the suspected bomb and then defuse it with their highly sophisticated equipment
in minutes. In charge of a bomb disposal squad Ramesh Chandra Gairola said their squad was well equipped and trained to handle such situations and these exercises were being carried out keeping in mind different situations so as to be prepared for any eventuality in the mela
region.

Kumbh may lead to LPG crunch in state
Dehradun, January 11 “Last week, after the one-day strike of LPG services in the city, subscribers gathered at refilling stations of gas agencies and created chaos all over. Serpentine queues appeared outside the agencies since early hours of the morning. In fact, my wife suggested me to get two gas cylinders refilled instead of one because of the agencies alarming notification of going on indefinite strike if their demands are not met soon,” said Vigyan Rastogi, subscriber of Gupta Gas Agency. Like this, there are many other subscribers who are in a state of panic by the previous incident of the association of the distributors when they threatened to go on strike after the murder case of one of the distributors in Uttar Pradesh. According to one of the distributors, “To deal with the crisis and crunch of LPGs in the state, the Petroleum Federation has decided to get supply of LPGs from Karnal refineries instead of Haridwar due to the heavy rush and diversions of the routes to the stream suppliers”. “This decision will surely help in overcoming the crunch of LPGs during Maha Kumbh,” he further added. |

CM nod to pending projects
Dehradun, January 11 The CM gave his consent on widening up of the Chakrata road and asked to prioritise it in current year. He also asked the DMC , PWD, Mussoorie Dehradun Development Authority (MDDA) and district administration to work in tandem on this project and come up with a line of action in a month and half. For this project, 137 shops, lined up on the road, will be relocated. The CM also approved of the Mayor’s vision of expanding Dehradun as Counter Magnet City by connecting it with its neighbouring towns, namely Haridwar, Rishikesh, Vikasnagar and Mussoorie through the metro train. Dehradun has been included as the National Capital Region by the Centre. Nishank also discussed the Nano train project which will run to and fro from railway station to the ISBT to minimise the load of traffic. The project prepared by the Infrastructure Corporation, estimated at the cost of Rs 100 crore, has been sent to the Central government for funding. The CM gave direction to check its viability under Public Private Partnership (PPP) mode in the city. He also gave directions to the DMC to speed up its work on widening up of 16 roundabouts of the city where only 10 per cent work has progressed on 10 roundabouts. The CM also approved installing lights on 15 main roundabouts of the city. He also gave green signal to pass the tender for installing Sewerage Treatment Plant at the ISBT. He discussed the progress report on the flyover, to be built from Mohkampur towards Jogi Wala on the Haridwar road under the JNNRUM and sent to the secretariat for the final approval. A proposal to make a ring road, on the lines of Delhi, crossing over from Dundhli, Daurwala to Shimla bypass was also discussed. Nishank gave the Green Doon project to the Forest Department to beautify the city with the cooperation of the DMC. The project of beautifying the 16-km stretch of the Rispana river and 12 km stretch of the Bindal river by lining trees and removing some 10,000 of slum dwellers were also discussed. Dehradun, January 11 The orders have been issued by the Principal Secretary, Health, to curb the practice rampant among government doctors, who are already bound by government service rules and receiving Non- Practising Allowance. It is believed that around 4-10 per cent of government medical officers in the district are running clinics privately and have often been found missing from their duties at the various government health facilities. In the state nobody has been told to take action against medical officers engaged in private practice. Some eight years back during raids conducted by the Tax Department, the premises of doctors too were raided, but they were let off after they agreed to pay income tax from their private
medical practices. “Only the state government can take action against them, we will only act on their directives,” said Dr GC Baunthiyal, CMO, Dehradun. On the other hand, medical officers believe that the latest directives have come as a deterrence to the three-day strike call given by medical officers in the state from January 16 to 18. The strike call has been given in support of their long-pending demands and the major issue of enhancement of Non-Performing Allowance (NPA) from 21 to 25 per cent figures prominently. At the moment the medical officers in the state are getting only 21 per cent of the NPA on grade pay, that amount to Rs 5,000-4,000 per month. Normally a surprise vigilance team swoop can nail the medical officers, after which an inquiry by the Director Administration (Health) and the Chief Medical Officer (CMO) is recommended. It can even result in the termination of services. |

MC provides cosy corners to beat the winter chill
Haridwar, January 11 Keeping in view the sheer cold wave in the city and with Maha Kumbh baths just three days away, the Municipal Committee (MC) has earmarked 32 odd spots across the city where arrangement have been made for firewood and bonfires so that locals as well as pilgrims can get some relief from the cold. Executive Officer BL Arya of the Haridwar Municipal Committee informs that till date campfires are being arranged after sunset, but if the cold wave continues, these will be provided in the early hours of the day too. But the Congress has termed this step as one that is only on paper. The Congress city unit has alleged and protested against the municipality for not keeping adequate firewood and fuel at public places. City leader Sanjay Chopra pointed that prominent areas such as railway station, bus station, Har-ki-Pauri, Shiv Moorti, Laltaura bridge, Mayapur, Bhimgoda, Shankaracharya Chowk, Khadkhadi, Ranipur, Jwalapur, Kathaira market and Jatwada bridge are seen bereft of fire fuel and people can be seen shivering in cold. “Is this the facility which the municipality and mela administration has put in place for locals and pilgrims? ” said JP Pandey, social activist. Sales of woollen clothes, room heaters, geasers, coal and wood has increased in the past few weeks. “Woollen clothes demand has spiralled manifold and almost every day new stock is being put up for sale due to the unprecedented cold wave this January,” said a salesman at Jwalapur Woollen Garments. According to Roorkee Weather Department scientists, there seems to be no respite in the coming days and especially with Haridwar being surrounded by a hilly terrain, the fog and cold conditions will remain as it is for a few more days. Haldwani: Dense fog led to the loss of six lives in Lal Kuan last evening when a car rammed into a stationary dumper. The deceased include three women and two children. A car coming from Haldwani was on its way to Baheri and hit a dumper standing at a royalty collection depot near Lal Kuan. The deceased have been identified as Anees Ahmed, who died while driving the car, his wife Kamar Jahan, along with Shaheen Jahan and Ishrat Jahan who were relatives of Anees. The two children who died have been identified as Salhaj and Ajiva. Four others who were injured have been admitted to the Base Hospital in Haldwani. |

Haldwani, January 11 Those arrested for killing 18-year-old Ankit Gupta were Javed and his three accomplices
Shahid, Rashid and Faizal. Javed had allegedly executed the plan with the help of his friends as he was peeved with the victim for making lewd overtures to his girlfriend over a long period of time. According to the police, Javed had warned Ankit on several occasions, but the latter continued with his acts and had allegedly even threatened
Javed. The accused hatched a plot and got a barber to give a mobile number to Ankit with the allurement that this was a number of a call girl
supplier. Ankit fell into the trap and when he reached a fixed spot after calling the said number, he was abducted and strangled by the accused. His body was dumped in the forest. The case was worked out with the help of mobile surveillance as the sim card, from which the victim had been called, had been obtained by giving a false
identity proof. The sim card was destroyed after the crime and the phone used for making the call had been thrown away. However, this discarded phone was recovered by the police which led to the working out of the case. 17 cell phones
stolen
Dehradun: Seventeen cell phones and Rs 12,000 were allegedly stolen from a mobile repair shop in Niranjpur under Patelnagar police station last night. According to the police, the thieves struck by breaking the lock of the shop. Owner of the shop Ranbir Singh Kohli filed a complaint when he found that his shop was ransacked and some cell phones and cash were missing this
morning. Kohli alleged that five new cell phones and 12 others, which had come for repair, were missing from his shop. Besides, Rs 12,000 was also stolen. The police is yet to find any lead in the case. Eight arrested for

Dehradun, January 11 President of the party Surya Bikram Shahi welcomed all guests with flowers. Shahi spoke about the achievements and future strategies of the party. They demanded that the Gorkha Democratic Front be provided with a separate village and ward. Police seeks remand of shrine’s ex-employee
Roorkee, January 11 Tehseen, who has been
absconding since 2007 with another employee Jamal Khan after taking some important documents and cash from the shrine,
surrendered before the court at Haridwar on Wednesday. Shrine’s clerk Tanzeem had filed a case in this connection at
Civil Lines police station in 2007. SHO Dinesh Bhandari said they had started the proceedings to take the accused on remand. According to police sources, Tehseen had been living in a
village of Bulandshar district in Uttar Pradesh during his absconding period. Accused Jamal Khan is still

Villagers protest to get employment in hydroelectric projects
Pithoragarh, January 11 Villagers in Sana, Dobri, Narki and Bagar villages are demanding appropriate compensation for the land, which has been taken over by the Mandakini Power Project company which is constructing a 180-MW power project on the Mandakini river, a tributary of the Gori river. “We have given them time to settle the issue after that we will start agitation in front of the SDM office in Munsiyari,” said Rudra Singh Panda, a senior BJP leader and chairman of Kishan Shangers Vhani. Not only in this project, but also in another 260-MW project being constructed by the NTPC, the villagers demand proper compensation and appropriate share in jobs for local people. “We are on a pada yatra campaign from last week and will visit all 50 villages in th e sub-division which are affected by Rupasiabagar-Khasiya Bara hydro-electric project being constructed by the NTPC,” said Surendra Singh Brajwal, organiser of the Parwatiya Kishan Sabha. |

Dehradun, January 11 In his demand made to the state government, Dhasmana argued that while most of the part of the park was in Pauri, people of the district were not being benefited in the process. He said opening of gates of the park would lead to tourist inflow in the region, thus, strengthen the economy of the locals. The leader also accused the state government of doing little to further the Lansdowne Khirsu Tourism project. He said while these regions faced acute water scarcity and other challenges, the incumbent state government had done little to implement this ambitious project started by the earlier Congress government. He also held that he would shortly be putting the Corbett issue before Union Environment and Forest Minister Jairam Ramesh if the state government did not respond to his appeal for new gates. |
MLA flays govt
Dehradun, January 11 He was speaking at an inauguration function of Rochipur-Niranjanpur Road built at a cost of Rs 30.24 lakh. “The construction of the road will further boost transport in the area. There are several plans of the Centrae on which the state government is yet to respond. The solid waste management programme has not been taken so far and there are other programmes that involves construction of fly-overs and elevated paths,” he added. He asked the government to release funds immediately for that projects.
