Phagwara: Only 42 per cent small children could be administered polio drops on the first day of the Pulse Polio campaign in Phagwara on Sunday. Though Technical Education Minister Ch Swarana Ram inaugurated the drive at the local Civil Hospital today and announced a development grant of Rs 1.5 lakh to the hospital from his discretionary funds, only 5,595 out of total 13,300 small children could be covered today. SMO Dr. Rajiv Gupta said two days house-to-house-drive would be launched from tomorrow.

Man killed in mishap
Tarn Taran: Saraj Singh (50), resident of Boparai village, near Patti, died in a road accident on Friday evening. Saraj was coming back from Patti township to his native village Boparai on his motorcycle when he was hit from the back by a minibus, being driven by Sewa Singh, resident of Jand village. Saraj fell down and died. A case under sections 304 A, 279 and 427 of the IPC has been registered against Sewa Singh. — OC

Pulse Polio: 1,48,125 kids administered drops

Civil Surgeon Dr. SS Walia today inaugurated the second round of the Polio mop-up drive by administering polio drops to children at the Civil Hospital.

Also present on the occasion were SMO Dr. Balvir Singh, Dr. Rekha Sood, Dr. TP Singh, Dr. Surinder Kumar, District Education and Information Officer Rakeshpal Singh.

5,504 health workers and volunteers were put on duty in 1,408 camps organised in the district, to reach a target of 2,96,050 children. Disclosing the above information, Dr. SS Walia said 267 transit and 123 mobile teams were constituted to ensure that no child below five years of age was devoid of the dose.

1,48,125 children were administered the dose on the first day of the camp. Those who couldn’t come to the camps today will be administered the dose at their homes by the mobile teams of the health department, in the next two days, said Dr. Walia. He urged parents and school teachers to cooperate with the health department.

On the other hand, more than 69 per cent small children were administered polio drops in the rural localities of the Phagwara sub-division today.

Senior Medical Officer Panchhat Dr. Kailash Kapoor said 8,250 small children, out of 12,000, were given polio doses during the pulse polio drive on Sunday. He said 101 booths were set up to provide polio drops. — OC

Manpreet assures 1-cr aid to Sainik Welfare Board

Punjab Finance Minister Manpreet Singh Badal yesterday assured the authorities of the local District Sainik Welfare Board to provide a grant of approximately Rs 1 crore for the ambitious upcoming NDA block on the Sainik Welfare premises during this financial year.

The minister said he would take up the issue with Chief Minister Parkash Singh Badal and ensure that the aspirants of the armed forces get better training facilities. “Although the Sainik board has demanded Rs 70 lakh for the construction of the NDA block, I would like that it should be raised to Rs 1 crore for complete upgradation. I would like that the Chief Minister should formally announce this grant to the Sainik Board authorities,” he added.

Manpreet was here on his maiden visit to the board office during which he interacted with the retired Army officers, some selected candidates in armed forces and the paramilitary forces and those appearing for the exams. The Sainik Board has been pursuing the project of the three-storey NDA block for the past some time.

He also proposed that a sum of Rs 1 lakh should be given each year to any student who makes it to the National Defence Academy, Khadakwasla, Pune.

“I would definitely discuss this proposal with the Chief Minister and it would be included in the budgetary proposal. I will ensure that grants are allocated from my discretionary funds”, he said.

Further lauding the efforts of the District Sainik Welfare Board in enabling the youth to get secure jobs in the armed and the paramilitary forces across the state, he said, “It is indeed commendable that the joint efforts of the Deputy Director of the board, Lt-Col Manmohan Singh, Major General G.S. Sohi, Deputy Commissioner Ajeet Singh Pannu and their team has helped shaping the future of the youth,” he said.

Earlier, Deputy Commissioner Ajeet Singh Pannu expressed concern over the dwindling education system of government schools. He also proposed the need to start similar such pre-recruitment camps at different parts of the state for maximum selection of rural youth in the armed forces.

It needs mention here that DC Pannu along with Lt. Col Manmohan Singh was the first to start the Rural Nodal School Scheme through which students from the Government Schools were given training to appear in the NDA exam. “This year as many as eight boys made it to the NDA through this scheme. Apart from this scores of youth from across the state have made it to the armed forces, para military forces and other state departments”, said Lt. Col. Manmohan Singh.

Sports policy to be implemented shortly: Sukhbir

“With a view to promote games as well as channelise youth energy towards constructive purposes, the draft of the sports and youth welfare policy is ready 
and would be implemented shortly in the state.”

This was stated by Deputy Chief Minister, Sukhbir Singh Badal, while addressing a gathering after inaugurating the
Punjab State Rural Games (under-19 boys) here at the ITI grounds on Friday.

“It is for the first time that a separate Sports and Youth Welfare Policy has been prepared in the state and under it, the sports infrastructure and training facility would be ensured at the village level,” said Sukhbir, while adding that under the policy, organisation of various national and international tournaments would also be ensured in the state to provide better opportunities to players to excel in various sports events.

As many as 1,233 villages would be provided a grant of Rs 1 lakh each for infrastructural development in villages for the promotion of sports so that the rural youth could be saved from the menace of drugs.

“I have raised the issue of enhancing the share of Punjab while releasing funds for the promotion of sports with the central government several times, but the central government has not been paying any heed to the welfare of the youth,” lamented Badal, while adding that the SAD-BJP government had been planning to revive hockey and kabaddi games in the state.

With a view to bring back the golden era in hockey, in Punjab, the SAD-BJP government had decided to prepare astroturf hockey grounds.

Besides, the game of kabaddi, a rural game of the state, had been recognised, which would help in the provision of facilities to kabaddi players.

Besides, a mega Kabaddi Tournament would also be organised soon. The winner and runners-up team of the tournament would be given a cash award of Rs 1 crore and Rs 51 lakh, respectively.

The state government has also decided to honour the Olympic Medal winners belonging to Punjab with a cash award of Rs 2 crore. He also released a souvenir published by the District Olympic Association.

Earlier, the Deputy CM took salute from the march past and formally declared the games open by hoisting the flag and releasing balloons.

Students of the Shivalik School presented a colourful cultural programme on the occasion.

Paramjit Singh Aujla, Secretary, Sports and Youth Welfare, Tota Singh, former minister, Chaudhary Nand Lal, Chief Parliamentary Secretary, Mohan Lal, MLA, Deputy Commissioner, Gurkirat Kirpal Singh, SSP, Rakesh Aggarwal, Sukhdev Singh Bhaur, General Secretary, SGPC, among others, were also present.

Later, while talking to mediapersons, Sukhbir Badal, while answering a query regarding the chaos during the dinner served to the players on Thursday, said the Deputy Commissioner, Gurkirat Kirpal Singh, had brought the matter into his notice and he had asked him to investigate the unfortunate episode. Besides, answering queries regarding the development (particularly industrial development) of the state, Sukhbir said, “The industrial growth of the state was hampered by the policy of the central government, in which incentives were given to the adjoining states. The previous Congress government had given no attention to infrastructural development and power generation in the state.

The SAD- BJP, after assuming power in 2007, had started visionary projects like setting up airports, four-laning of roads, setting up thermal plants etc. for the infrastructural development and power generation for mobilising investments in the state. Most of the projects are near completion and soon the public would start getting benefits of these projects. Moreover, the people would witness a sea change in the functioning of the delivery mechanism of the public utility services being provided by the different government departments after the implementation of the administrative reforms in the state,” further claimed Badal junior.

Brahmpura invites panel to discuss demands

Panchayat minister Ranjit Singh Brahmpura has invited a delegation of the ETT Action Committee to hold a meeting to discuss their demands at his office in Chandigarh on November 18.

The decision was taken following the attempt of the members of the ETT Action Committee to hold a protest in front of the residence of the cabinet minister near Guru Nanak Dev University yesterday.

The minister assured them that he would also call Director Rural Development and Controller (finance) Panchayati Raj, in the meeting to allay all their fears and misgivings.

Convenor of the Action Committee Jagsir Sahota said their demand was that schools under the administration of the Zila Parishad and Municipal Committee must be brought back under the Punjab School Education Board.

He said the rally comprised teacher-members from Tarn Taran and Gurdaspur, apart from Amritsar.

He said another demand of theirs was that teachers must be given a special grade which should be implemented at the earliest.

He said currently the ETT teachers were getting a monthly salary of about Rs 7,000 under the present grade. Meanwhile, the recommended grade would translate their monthly salary to nearly Rs 24,000.

He informed that the second rally of the committee would be held in the Doaba region while the third would be held in Malwa. The rally in Doaba would be held at Hoshiarpur, the date for which would be announced after the meeting with the minister.

1 dead, 3 hurt as car hits tree

Pathankot, November 15
A person was killed and three others sustained injuries in a road accident which took place at Barth Saheb, 19 km from here, on the Pathankot-Amritsar national highway today.

According to information, four persons, all residents of Gujra Lahri village, were on their way to Pathankot from their village in an Indica car (PB-35-J-5045).

As the car reached near Barth Saheb, all of sudden a cattle head came in the way, in order to prevent hitting the cattle head, the car got imbalanced and struck against a giant tree on the roadside, resulting in the death of 41-year-old Joginder Pal, a CRPF man.

SP Bhupinderjit Singh Virk said the injured were identified as Gaurav Saini, Kiran Saini and Yogesh Saini. They were admitted to the civil hospital here and the condition of all three is said to be stable.

Youth Festival: DAVIET does it again

Continuing with its glorious tradition, the DAV Institute of Engineering and Technology, Jalandhar (DAVIET) on Friday clinched the overall trophy at the PTU Inter-Zonal Youth Festival.

DAVIET won the trophy by a significant margin, securing 151 points and leaving behind the runners up team from MIMIT, Malout which secured 26 points.

Taking to The Tribune, Dr AS Arora, Principal DAVIET, said, “It feels great to see that students of our college have been triumphant. We have been winning consecutively for the past eight years and have successfully carried forward our legacy this time.”

“The students are very talented. Those who think that technocrats can’t do well at the cultural front or at fine arts have been proved wrong,” said Pahul, IT 2nd year, DAVIET.

Dr Arora expressed gratitude to the PTU for entrusting DAVIET with the task of organising zonal and inter-zonal youth festivals.

The Punjab Technical University had divided the zonal youth festival into four different zones. As many as 35 teams contested for 26 events in the three-day competition where only 1st and 2nd position holders participated.

The fest, which started on Wednesday, concluded with a bang.

The valedictory ceremony was graced by Chief Guest Padamshree Kartar Singh, DIG Jalandhar and Dr Nachhattar Singh, Advisor to Vice-Chancellor, PTU who presided over the event. Among others who were present on the occasion included Principal CL Arora, President local DAVCMC, Dr Sarita Tiwari, Jagroop Singh, Principal Mehar Chand Polytechnic College, Baba Tarsem Singh Moraawale, Principal R K Dhawan and Mrs Anita Nanda principal LJNDAV School.

DAVIET bagged the first prize for classical dance, group song, one-act play, light vocal Indian, classical inst. solo (percussion) and (non-percussion), classical vocal solo, elocution, clay modelling, cartooning, western group song, mime, debate, poem recitation, quiz, collage and poster making and second prize for rangoli, mimicry, Vaar singing.

RIET, Phagwara won the first prize for Vaar Singing and on-the-spot painting and second prize for Classical Dance and Western Solo. While the first prize for Rangoli went to IGCE Chandigarh, it stood second in debate competition organised during the fest.

LIT, Phagwara stood first in Punjabi folk Song and second in group song (Indian), clay modeling and mime.

SAVJE stood second in light vocal Indian, while BBSBCET Fategarh Sahib bagged the second prize for classical instrumental solo (percussion); for (non percussion) the award went to RIMTMAEC Mandi Gobindgarh. GZSCET, Bathinda received second award for Clasical Vocal Solo and Elocution. LIM stood first in western solo and mimicry, while second in cartooning.

MIMIT, Malout bagged the first prize for skit while GTBKIET, Malout stood second. MIMIT won the second prize for one-act-play, Punjabi folk song and poem recitation.

SUSCET, Tangori won the second prize for on-the-spot painting, while BMSCE, Muktsar won the second prize for poster making. BBSBEC Fategarh Sahib won the second prize for western group solo and collage. GNDEC Ludhiana stood second in the quiz competition organised during the PTU inter zonal youth festival.

Science fair ends

A two-day science fair, organised at DAV College here, concluded yesterday.

The fair was inaugurated by US-based renowned scientist Mohinder Sharma.

He was welcomed by the college Principal Dr V.K. Tewari and Vice-Principal Prof R.K. Parashar. Dr Tewari highlighted his achievements in the field of science and environment.

Dr Tewari said the objective of the fair was to create interest and awareness among students about the latest developments in science and technology. Mohinder Sharma congratulated the Principal and staff for organising the exhibition. He stressed upon the use of solar energy as it was cheap and environment friendly.

Speaking to The Tribune, Sharma said: “The fair was very well organised. The idea of engaging the school kids was brilliant as they are the future of India. College students were good too. I was really impressed.”

About 100 models made by students of DAV College were on display. A number of working and non-working models were contributed by students of many local schools and colleges.

The models which bagged the first prize were “JCB hydraulic machine”, “Application of biotechnology”, “Beware of GM food”, “Efficient treatment plant”, “Natural geyser”, “Bio-matrix” and “Botany and health” by DAV College; “Turning deserts into electricity” by Swami Sant Das Public School; “Environment pollution” by BSF Senior Secondary School and “Finding heights using trigonometry” by SD Model School.

BJP cheating urbanites: Cong

Raman Bahl, secretary, Punjab Pradesh Congress Committee (PPCC), while accusing the state BJP leadership of adopting double standards to cheat the urbanites in various matters, asked them to make their stand clear on certain policies being pursued by the SAD-BJP combine government in Punjab.

In a press note issued here, Bahl said though the SAD had been continuing the facility of free electric power to the farmers in Punjab, the urbanites had been put under extra financial burden by hiking the tariff of electric power for them.

He alleged that the state BJP leadership enacted a drama to befool the voters by claiming that if Chief Minister Parkash Singh Badal failed to withdraw the hike made in the power tariff for urbanites, the BJP would start thinking that whether the SAD-BJP alliance should continue or not.

Though on this veiled threat, Badal formed a committee comprising Deputy Chief Minister Sukhbir Singh Badal and state Industries Minister Manoranjan Kalia to look into the matter connected with the hike in tariff of power, the Punjab State Electricity Board (PSEB) started charging the same from the consumers before the committee submitted its report to the Chief Minister.

He asked the state BJP leadership that when its leaders, including the MLAs and ministers, were not safe under the present ruling setup then how they had been claiming that they were able to watch the interests of those who were considered as voters of the BJP.
