Clash with cops: 600 booked; village tense
Bhiwani, December 19 The cases have been registered under sections 323, 153, 506, 167 and 206 of the IPC on a complaint of Joginder Singh, SHO, Sadar police station, Bhiwani. Sensing trouble, the railways, on a request of the police, has cancelled all trains on the Rohtak-Bhiwani route since 2 pm till further orders. As a result, thousands of commuters were stranded at the Rohtak and Delhi railway stations. Meanwhile, a panchayat was held in Kharak village, which announced not to cremate the two youths, who were killed in the clash, today. It also announced to hold a protest in Bhiwani carrying the bodies through the main roads to the deputy commissioner’s office. The panchayat hit out at the the police and civil administration over the incident. Speakers even demanded the resignation of Chief Minister Bhupinder Singh Hooda. An 11-member committee was constituted to decide the next course of action in this matter. The committee sought a CBI inquiry into the matter, registration of criminal cases against the deputy commissioner and the SP and martyr status for the killed youths. Several political leaders, including HJC state general secretary Shashi Panwar and INLD state vice-president Vasudev Sharma, demanded stern action against the accused. They said the police could have prevented the incident from happening and saved the two lives. The situation in Kharak is still tense with irate villagers “ready for any eventuality”. More than 30 police vehicles are parked near the Kharak police post. The District Bar Association suspended work against the incident today. The main Bhiwani-Rohtak road is blocked and no vehicle is being allowed to ply on this road. Buses and private vehicles are reaching Bhiwani via Meham or Charkhi Dadri. Condemning the police action, Haryana Janhit Congress supremo Kuldeep Bishnoi has sought a CBI inquiry and resignation of the Chief Minister, besides registration of case of murder against the deputy commissioner and the SP. In a statement, Kuldeep said people had been made to face police atrocities in the shape of bullets for raising there voice during the four-year-term of the Chief Minister. He sought the martyr status for the two killed youths, a government jobs for their kin and a compensation of Rs 50 lakh to the families. ADC to conduct probe
CHANDIGARH: The government has ordered a magisterial inquiry into the circumstances leading to the police firing in Kharak village. The additional deputy commissioner (ADC), Bhiwani, has been directed to conduct the inquiry and submit his report to the government within 15 days. However, a spokesman for the HJC, Satpal Kaushik, said the inquiry by the ADC was meaningless because the deputy commissioner and the SP were responsible for the firing on the crowd which was protesting peacefully. He said how could a junior officer conduct an inquiry against his seniors. |
Master security plan for Gurgaon
Gurgaon, December 19 Police commissioner Mohinder Lal today gave an audio-visual presentation on the plan and recent measures adopted to give an advanced outlook to the department. Representatives of all four pillars of the democracy, Legislature, Executive, Judiciary and Media, besides those of resident welfare associations and industries, were present on the occasion. Lal explained at length how the Gurgaon police had taken the lead by introducing online and SMS-based registration of complaints and availability of department-related information. DCP (Gurgaon-West) Rakesh Arya gave a live demonstration of checking the department-related information like the status of a complaint and passport/licence application forms online. The police commissioner asserted that bomb disposal squad was now available with the Gurgaon police and a cyber-crime investigation cell had also been set up. He disclosed that Gurgaon had been divided into 25 vulnerable zones. He said broadband outdoor surveillance system would also be implemented to help the police in detection and investigation of theft cases. “The state government has sanctioned Rs 8 crore for this pilot project and it would be helpful in traffic management, crowd control and crime investigation,” he maintained. The commissioner claimed that the number of the cases of heinous crime had declined in Gurgaon this year as compared to last year. He, however, admitted that the number of vehicle-lifting cases had gone up. Lal blamed the shortage of police personnel for the deficiency in police service. "As against the requirement of 5,000 constables in Gurgaon, we have got only 2,700,” he disclosed. All MLAs of Gurgaon district, besides divisional commissioner D.P.S. Nagal, deputy commissioner Deepti Umashankar, HUDA administrator G. Anupama, District and Sessions Judge Ramender Jain and municipal commissioner Rajeev Sharma were also present. |

Gurgaon, December 19 NE Helpline has given a memorandum to Girija Vyas, chairperson, National Commission for Women, regarding the case, stating that the police tampered with the statement written by the victims and refused to register a complaint under the relevant sections of the penal code pertaining to molestation and sexual assault and under the SC/ST (Prevention of Atrocities) Act. Talking to The Tribune, Madhu Chandra of NE Helpline said, “The police should think how it is treating outsiders. If girls do not feel safe, they will not come here. There was no woman constable whom the girls could have shown their injury marks on the body.” Harry and Dolly (names changed) came here in search of employment and hired accommodation from Krishan Yadav in Sikandarpur. They alleged that they were molested and beaten up by their landlord Kishan Yadav’s son Vibhu, a resident of Sikandarpur, DLF Phase I, along with two other men on December 13, the day they shifted there. The memorandum states that when they put up a resistance and raised the alarm, the three accused allegedly beat them up severely with sticks and also kicked them. Both sustained serious injuries and were hospitalised in Sri Ram Hospital, Sikandrapur. Dolly was hospitalised for two days. The memorandum stated that the matter was reported to the local police station, but sub-inspector Aberaj allegedly tampered with the complaint written by Harry. Aberaj also allegedly harassed North-East student leaders who came to help the victims. They were not allowed to help the victims in the hospital. Later, Madhu Chandra spoke to additional deputy commissioner of police Sumit Kuhar about the matter, who assured action in this regard, but nothing has been done so far. “The police has registered a ‘beating up’ case against the three accused as stated by the girls. Now, after five days they are claiming that the police is not registering a case regarding molestation. We need to verify it and only then we can add this section to the FIR,” said Manjeet Singh Alahawat, joint commissioner of police. |

Chandigarh, December 19 Efforts by the Bench of Justice Uma Nath Singh and Justice Daya Chaudhary to console the visibly perturbed Army officer could not achieve the desired results as Col Sharma, in a shaky voice punctuated with deep emotions, and asked the court to issue orders for reliving him of the charge. It all happened in courtroom No 8 at about 11 am. The court was hearing arguments on the issue of widening the Pinjore-Kalka stretch. As the controversy between the NHAI and Haryana over expenditure incurred in the removal of the electricity poles came up, the Bench asked both the parties to provide a list of “bottlenecks” between them. Speaking for the Bench, Justice Singh asked Col Sharma to point out problems, if there were any. The question, it seems, brought out the chocked up emotions. At that point, Col Sharma said: “I want to go back, if the state does not recognise my services”. At the asking of the Bench, Col Sharma said he was getting all the support from the centre, but not from the state. “I am not here to fight, I will prove myself somewhere else,” he said in a voice gradually turning heavy. “Please pass orders to relieve me, otherwise they will not relieve me,” he said. As he finished speaking, Justice Daya Chaudhary, sensing the heaviness in his voice, observed that the colonel looked disturbed. “He is feeling helpless,” she said, while asking him to take it easy for the time being. Even as Justice Chaudhary spoke, Col Sharma’s lower lips trembled, while he wiped the forehead with his palm. By the time he reached the chairs in the courtroom, Col Sharma burst into tears. The Bench then asked him and state counsel to come to the chamber for resolving the issues before adjourning the matter for 15 minutes. As the case came up for resumed hearing after the break, Col Sharma looked relieved, comparatively. |
Illegal, Unscientific Mining
Yamunanagar, December 19 The administration took action after reports that mining at various places was continuing in an unscientific way and children below 18 years of age were carrying sand and earth from the mining sites. Besides, overloaded vehicles, including trucks and tractor-trailers, carrying sand and earth had been damaging roads badly.Besides, the mining was causing significant damage to the environment. It was estimated that Rs 100 crore would be required for the repair and maintenance of the state highway, internal roads and the national highway. The government gets only Rs 10.5 crore as royalty from the mining sites. Deputy commissioner Amit Kumar Aggarwal along with SDM H.C. Jain visited mining sites at different places.The most affected areas were found to be Chhachhroli and Bilaspur. The deputy commissioner said the five- member team would check the mining sites and other aspects. The documents of the vehicles used in mining would also be checked and strict action taken if any child below 18 years was found driving. The dust at the mining sites can harm health, particularly of children.The officials were also told to check the working and living conditions of the labourers involved in the mining work. |
Cut fuel prices: Sampat
Chandigarh, December 19 In a statement issued here yesterday, Sampat Singh said the price of petrol should be immediately reduced by Rs 27 a litre and that of diesel by Rs 17.50 a litre. This step, he said, would reduce the prices of these products in proportion to the reduction in the price of the ATF. The INLD leader said the central government had reduced the price of the ATF up to 43 per cent within three months, and now again it had ordered an 11 per cent reduction in its price. The price of the ATF was Rs 71 per litre three months ago, which had now come down to Rs 32. For the common man, the fuel charges had been reduced only by 10 per cent in petrol and 6 per cent in diesel. It was obvious that the government was concerned only with the rich air passengers and not with the common man. Sampat Singh also demanded that the government should now decontrol the prices of petroleum products. |
Missing woman found dead in canal
Sonepat, December 19 Shiela was a resident of the Amar Kunj colony of Panipat. Her brothers had filed a complaint with the Panipat police accusing Shiela’s husband, Vijender, of having murdered her. According to the police, Shiela's brothers had alleged that Vijender had been torturing her for dowry. They said that recently they had given Rs 2 lakh to Vijender, but this had failed to satisfy him. They alleged that he had been mounting pressure on Shiela to bring more money from her maternal house. After receiving the complaint, the police had registered a case and started investigations. Following this the police along with Shiela's family members launched a search to trace her that ended today with the recovery of her body. During the investigations, Vijender's brother, Joginder, had told the police that Shiela had committed suicide. Meanwhile, after finding the body, the Model Town police in Panipat registered a case of murder against Vijender. Shiela hailed from Rohtak and had been married to Vijender for 11 years. She had two sons and one daughter. Meanwhile, the body of the woman has been sent to the PGIMS, Rohtak, for a postmortem examination. |
Sugar mill inaugurated
Phapharana (Karnal), December 19 The sugar mill, set up by HAFED, is connected by a 5-km road constructed by the government at a cost of Rs 2.20 crore. The new sugar mill will benefit 70,000 farmers of 139 villages in the area and also ensure them remunerative prices for sugarcane. The foundation stone of the mill was laid by the Chief Minister on December 10, 2006. The mill has been set up on 115 acres of which eight acres were purchased by HAFED while the remaining were made available by the panchayat. Exhorting farmers to bring at least one-third area under sugarcane cultivation, Hooda said his government had hiked the procurement price of sugarcane by Rs 56 per quintal during the past four years against a meagre increase of Rs 7 per quintal by the previous government. A co-generation power plant with a 12 MW capacity would be set up alongside the sugar mill to ensure uninterrupted power supply to the mill and also to generate income by selling surplus power, Hooda said. The Chief Minister, who appeared to be in election mode, accepted the demand for upgrading the 132 kV substation to a 220 kV station, assured to upgrade educational institutions in the area provided they fulfilled the prescribed parameters, agreed to upgrade the health centre to a 50-bedded hospital subject to the condition that the villagers provided additional land and announced that all 14 left-out villages in the area would be given a special grant of Rs 10 lakh each. As many as 20 villages had been given a grant of Rs 2 crore and the 14 left-out villages would soon get Rs 1.40 crore grant, he announced. The Chief Minister also gave prizes to owners of tractors, trucks and carts arriving first at the sugar mill with their produce. In a rally organised by local MLA Raj Rani Poonam and Raghubeer Singh Virk, Karnal Congress MP Arvind Sharma, a bete noire of the Chief Minister, sprang a surprise by showering lavish praise on Hooda, indicating a change in the political equations within the Haryana Congress. |
Lok adalat helps unite couples
Sirsa, December 19 On the same day, Savitri’s younger sister Jamuna was married to Amar Singh’s younger brother Hari Singh. Everything went smoothly till the couple fell apart due to differences in April 2006, when both sisters were allegedly thrown out of their marital home. Savitri lodged an FIR against her husband Amar Singh, brother-in-law Jai Singh, father-in-law Mangat Ram, mother-in-law Leela Devi and sisters-in-law, Indro, Rajo and Suman, under Sections 498-A, 406 and 506 of the IPC for criminal breach of trust, cruelty and criminal intimidation. In her complaint, she alleged she was being harassed for bringing insufficient dowry by her husband and his kin. She alleged her father had spent more than Rs 8 lakh on their marriage and now her in-laws were demanding Rs 2 lakh more, adding that the marriage of her younger sister had also come on the verge of breaking due to their dispute and she, too, thrown out of their house. The husband had denied the allegation and the matter was pending before courts here. District and Sessions Judge H.P. Singh, who presided over the lok adalat held in the local courts today under the Samadhan- 2008, resolved the dispute between the couples. Both Savitri and Jamuna went happily with their husbands today and Amar Singh agreed to transfer a part of his landholding in the name of Savitri to ensure her that she will not be harassed in future. “As many as 104 cases under the Hindu Marriage Act have so far been settled under the lok adalats ever since the mega lok adalat was announced in October,” said H.P. Singh. |
Mega lok adalats from today
Kurukshetra, December 19 Stating this here today, District Legal Services Authority president-cum-District and Sessions Judge R.C. Bansal said efforts would be made to settle the maximum number of cases at the adalat. Bansal said cases pertaining to motor vehicle accidents, traffic challans, those under the Hindu Marriage Act, property and civil cases would be taken up at the adalat. JHAJJAR: A mega lok adalat will be organised at the judicial complex here on December 20 and 21 under the aegis of the District Legal Services Authority. As many as 4,025 cases have been disposed of in pre-mega lok adalats held here on December 15 and 16. These cases were of different types and a total of 13 courts were involved in the exercise. FATEHABAD: Justice S.D. Anand of the Punjab and Haryana High Court will inaugurate a two-day mega lok adalat in the local districts courts on Saturday. District and Sessions Judge R.S. Virk said courts in the district had already settled more than 9,000 cases of a target of 10,000 at lok adalats being organised since October. Meanwhile, the lok adalats have been able to lessen much of the burden from the overburdened courts. The adalats have also helped in cutting the expenditure of the courts on stationery and other paraphernalia required for the administration of justice. “We have so far resolved 2,100 cases under the Excise Act in the district courts. These cases were sheer burden on the courts and each case was to take a minimum of four to five judicial hours of judges for taking evidences, recording statements, hearing arguments and dictating judgments. Going by these calculations over 10,000 judicial hours, which come out to be more than five years of the service of one judicial officer, presuming he is to concentrate on only these cases and is not to give any adjournments, have been saved,” said Virk, while talking to The Tribune. “The best thing about the lok adalats is that there is no appeal against the decisions made in these adalats,” added Lal Chand, Chief Judicial Magistrate and secretary of the District Legal Services Authority. |
Hotel management institute for Rohtak
Chandigarh, December 19 Chief Minister Bhupinder Singh Hooda said here today that the IHM would be the second such institute in the state after the Kurukshetra institute which had become operational from this year. He said the institute was being set up to meet the growing demand for hotel management manpower. The demand for trained manpower was likely to further increase, as 10,000 new hotel rooms were proposed to be constructed in Haryana near Delhi in view of the Commonwealth Games to be held in 2010. Hooda said the institute had been registered as a society under the Societies Registration Act and affiliated to the National Council for Hotel Management and Catering Technology, New Delhi. He said the institute would conduct a three-year degree course of BSc in hospitality and hotel administration with an intake of 120 students. The institute would also run one-and-a-half-year diploma courses in food production, food and beverage service, bakery and confectionery, housekeeping and front office operation with an intake of 20 seats in each course. As such, a total of 100 students would pass the diploma courses. Similarly, after three years, 120 students would pass the degree programme. |

Officers of different departments attended the darbar to redress public grievances on the spot. He reviewed the allocation of budget with the officers.
