Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) has initiated an inquiry into the alleged manipulation of the personal file of an officer to conceal his status as an employee on deputation from the UP Pollution Control Board.

As part of the celebrations on the completion of 10 years of Dehradun Municipal Corporation, Uttarakhand speaker Harbans Kapoor today flagged off a sanitation rally at Gandhi Park. The rally took the Rajpur road-Darshan Lal Chowk route before culminating at the Municipal Corporation campus. A large number of children participated in the rally and held placards with pro-sanitation slogans.

Bihar defeat Haryana
Dehardun, December 9
Bihar outclassed Haryana by 36 runs at the 23rd Bankelal Shah Memorial Inter-State Cricket Tournament, which started at the Rangers Ground here today. Diviya was the hero of the day for Bihar team. He took 5 wickets for 15 runs in his allotted four overs.

T20 tourney from Dec 22
Dehradun, December 9
Utttarakhand Youth Twenty20 Cricket Association will be organising the first Basudev Singh Radhav Memorial District Level Tournament from December 22 to 25. Sixteen teams will participating in the tournament.

Id-ul-Zuha celebrated with elan

Thousands of Muslims offered prayers in mosques and ‘idgahs’ across state to mark the festival of Id-ul-Zuha, here today.

A special morning prayer was held at the ‘idgah’ in the capital city, where more than ten thousand Muslims offered prayers. Special Id prayers were also held at Dhamawala, Dharamapur, EC Road, Karanpur, Morewala, Subahsnagar and Lakhibagh mosques.

While special prayers were offered at the ‘idgah’ at 10 am, the prayers at Naya Nagar and Dhamwala mosques took place at 9 and 9.30 am, respectively. Prayers were also offered at Ajabpurkala and Kisan Nagar madarsaas.

Muslims sacrificed goats and distributed the meat among family, friends and the poor. It is believed that a sacrificed goat is a reflection of ones own spirit of sacrifice for the Almighty and it essential for achieving communion with ‘Allah’.

The revelers also thronged the market areas to buy new clothes, gifts and prepared sweets. The Hindu, Sikh and other community members also greeted their Muslim brethren on the auspicious occasion. Reports of celebrations of Id-ul-Zuha were received from other parts of Uttarakhand as well. The festival also marks the performance of Haj pilgrimage in Saudi Arabia.

Meanwhile, the administration had made elaborate arrangements for the festivals. Traffic was diverted from roads leading to prominent mosques.

The traffic on Chakrata and the Dehradun-Delhi highway was diverted to facilitate the movement of people. Adequate security arrangements were also made.

HARIDWAR: Id-ul-Zuha was celebrated in the city with élan and gaiety today. Thousands of Muslims from the city and nearby areas offered prayers at the Jwalapur idgah.

Although Haridwar is primarily a Hindu pilgrimage city, considerable population of Muslims reside here, especially in Jwalapur area. Both the communities live in absolute harmony and even celebrate each others’ festivals in brotherly spirit.

District magistrate Shailesh Bagoli, superintendent of police Sanjay Gunjiyal, additional district magistrate B.S. Dhanik, municipal council members and eminent citizens were present on 
the occasion.

Pollution board orders inquiry

Uttarakhand Environment Protection and Pollution Control Board (UEPPCB) has initiated an inquiry into the alleged manipulation of the personal file of an officer to conceal his status as an employee on deputation from the UP Pollution Control Board.

Member secretary, UEPPCB, Anoop Wadhawan marked the inquiry to chief environment officer Chandan Singh Rawat to bring out the truth behind the allegation of manipulation of personal file and concealing of appointment procedure of Amarjit Oberoi, an environment officer. The officer was working as assistant environment officer at Haldwani when Uttarakhand came into being.

Sources said the Oberoi ought to have been sent back to the parent UP Pollution Control Board which he had opted for at the time of Uttarakhand’s creation. He reiterated this option again in 2003 when the UEPPCB was created.

But the then member secretary, UEPPCB, C.V.S. Negi rejected this request. He has since been working in the state and even been promoted as environment officer.

This happened despite the fact that Oberoi’s status as a deputationist was officially confirmed. During the meeting between chairmen of both boards held in Dehradun in 2004 over the issue of distribution of their assets and employees, the appointments of the concerned officer along with one Dr Mohammad Sikander was converted into service on deputation. The latter immediately complied and joined back in UP, said sources.

Despite repeated attempts, Amarjit Oberoi could not be contacted for comment.

Employees set Dec 31 deadline

A coordination committee of various state employees’ associations today gave an ultimatum to the government to accept their demands by December 31, failing which its members will go on a statewide indefinite strike.

In a release, the committee’s media incharge Arun Pandey, stated that the decision was taken in the meeting of the committee to assess the outcome of their protests in the past, held here today. The decision of indefinite strike was taken in view of the government inaction. The committee comprises seven employees’ associations.

The committee reiterated their demands given in the five-point charter, including removal of anomalies in the fifth and sixth pay commissions, amendment in existing time-bound pay scales, implementation of career promotion scheme on completion of 10th, 20th and 30th year of service on the pattern of Central government.

Overbridge for jumbos hits roadblock

The ambitious proposal to come up with an overbridge with underpasses in the Motichoor elephant corridor for securing free movement of elephants has failed to take off at the Uttarakhand Wildlife Board meeting held here yesterday.

The majority of members questioned the feasibility of such overbridges pointing that it was for the first time that elephants were being made to pass though flyover type of structures and thus its acceptability among pachyderms for movement was definitely a question mark.

The meeting, which was presided over by Chief Minister Maj Gen B.C. Khanduri (retd), decided to introduce the project on a smaller scale on an experimental basis.

Wildlife officials had been planning the overbridge project, one of its kind in Asia, for quite some time but the project that has the clearance of the Centre Empowered Committee has failed to take off till date.

It may be recalled that a herd of elephants on Sunday had attacked a group of women crushing one of them to death and critically injuring another on the outskirts of Rajaji National Park.

Veterinary hospital goes to the dogs

Animals are bearing the brunt of neglected state of the city veterinary hospital on Dispensary Road. One of the oldest veterinary hospital that came into existence on April 28, 1944, today reflects the official apathy.

Its condition is so alarming that even the chief veterinary officer Dr A.S. Negi said, “A state-of-the-art hospital is required where all facilities are available. Every day, I face problems in conducting operations in a small dingy room where there is no proper refrigeration required for keeping vaccines, medicines and injections.”

“Due to the lack of space, the stretchers and the drips lie in the open, deprived of proper hygienic conditions.”

In October 2002, the state cabinet had decided to shift the veterinary dispensary. It was decided that the present hospital would be relocated with adequate facilities. In 2004, the offer of monetary compensation to the tune of Rs 10 lakh by Mussoorie Dehradun Development Authority (MDDA) was rejected by Animal Husbandry Department as it was insufficient.

The situation has not improved since. This compelled PFA president Puja Bhaukhandi to file a PIL in February 2008 against the illegal government order regarding relocation of the hospital without ensuring alternative arrangement.

After much bickering, it was decided to allot a place for the hospital in Transport Nagar. But this was opposed by animal lovers, who argued the new place was far away. Bhaukhandi had lamented that the government took action only after she filed a PIL.

She explained that the shifting of the hospital to a far off place was opposed because it would be inconvenient for the people to take their animals there for treatment. Moreover, it would be really problematic in emergency cases.

“Everyone can’t afford pet clinics located in city areas and it is the government duty to provide a veterinary hospital with all facilities at an accessible location,” said Prannoy Shekhar, an animal lover.

Till the issue is resolved, animal lovers are keeping their fingers crossed.

As part of the celebrations on the completion of 10 years of Dehradun Municipal Corporation, Uttarakhand speaker Harbans Kapoor today flagged off a sanitation rally at Gandhi Park.

The rally took the Rajpur road-Darshan Lal Chowk route before culminating at the Municipal Corporation campus. A large number of children participated in the rally and held placards with pro-sanitation slogans.

In his brief address, Harbans Kapoor said it was the responsibility of every responsible citizen of Dehradun to keep the city clean. He said a sense of sanitation must percolate down society. Mayor Vinod Chamoli exhorted the people to inculcate habits which lead to a pollution-free city.

Chief executive officer, Dehradun, Sushil Kumar said that the solid waste management programme was aimed at making the city garbage free. Opposition leader in the DMC Ashok Verma, Govind Mohan, Deepa Shah, chief sanitary inspector B.S. Jayada, Rajeev Uniyal and other eminent residents of Dehradun were present on the occasion.

Bihar defeat Haryana

Bihar outclassed Haryana by 36 runs at the 23rd Bankelal Shah Memorial Inter-State Cricket Tournament, which started at the Rangers Ground here today. Diviya was the hero of the day for Bihar team. He took 5 wickets for 15 runs in his allotted four overs.

Batting first, Bihar’s opening batsmen gave a good start as Munish Kumar and Cheat Narayan added 41 runs for the first wicket. Abhimanyu was the highest scorer with 19 runs. The Haryana team gave away 68 extras in the form of wides, no balls and leg byes. This allowed Bihar to set a target of 127 runs.

Chasing the target, the Haryana team lost both its openers in the very first over with the score at 7 runs. The first one to go was Vikaramjeet who was caught by Sourav of the bowling of Diviya. Ajay’s was the second wicket to fall for Haryana team and the third to go was Govind. Sahil (24) was the only batsman who showed some resistance. But the entire team could manage only 90 runs in their allotted 20 overs. Diviya took the first three wickets for the Haryana team.

In another contest, Uttarakhand’s Little World team defeated Varanasi in a nail-biting finish by two wickets. The all-round performance by Hemu Singh of Uttarakhand team, who scored 39 runs and took three wickets, set up the victory. Uttarakhand won the toss and elected to field. The visitors scored 114 runs in their allotted 20 overs. For Uttarakhand team Vishal and Hemu Singh claimed 3 wickets each.

Chasing a victory target, the Uttarakhand team got off to a fine start as opening batsman Hemu Singh and first-down batsman Vikas scored at the brisk pace. The team reached the target with one over and two balls to spare and with two wickets in hand.

T20 tourney from Dec 22

Utttarakhand Youth Twenty20 Cricket Association will be organising the first Basudev Singh Radhav Memorial District Level Tournament from December 22 to 25. Sixteen teams will participating in the tournament.

The winning team will represent Uttarakhand at the National Challengers Cup, which is to be organised at Delhi from December 26.

The association will also organise a Shahid Gajendar Singh Memorial Tournament at Haridwar January 16 to 19 next year.
