Chandigarh, June 11
Two Rohtak policemen, head constable Balraj Singh and constable Silak Ram, accused of raping a woman in the CIA police station on April 10, were “arrested” at Rohtak late tonight.

The victim committed suicide in the police headquarters at Panchkula on June 9, when she failed to get justice despite repeated pleas to senior police officers of Rohtak district, sending shock waves in the state. The tragic incident led to the transfer of Rohtak range IG Anil Dawra and Rohtak district police chief Hanif Qureshi today.

According to information received here from Rohtak, the two accused reached the residence of under-transfer SP of Rohtak Hanif Qureshi late in the night to surrender.

However, the police claims that they were arrested outside the SP’s official residence. Later they were handed over to the SP, crime, Rajinder Singh, whom the investigation of the case had been entrusted.

Earlier, taking a serious view of dereliction of duty by the two top cops, Haryana Chief Minister Bhupinder Singh Hooda today ordered the transfer of Rohtak IG Anil Dawra, and Rohtak SP Hanif Qureshi with immediate effect. The victim had complained to these officers that she was raped by two constables of the Rohtak CIA staff on April 10, when her husband was in their custody. But no action was taken against them. Rohtak DSP Dheeraj Setia, who probed into the complaint of the rape victim and recommended the registration of a criminal case against the constables, has also been transferred.

Action was taken against him, as he went to the Press and said he was dissociated from the investigation of the case the day he had recommended the registration of the case. Setia said senior officers were trying to protect the accused constables.

Hooda made it clear that the guilty would not be spared. He also announced a financial assistance of Rs 5 lakh to the bereaved family.

Action was also taken against the CIA staff. The in charge inspector and a head constable were under the scanner. V. Kamaraja is the new IG, Rohtak range, while Faridabad SP Kumar Mittal takes over as Rohtak SP. Setia has been posted as DSP, First Battalion, Haryana Armed Police (HAP), Ambala.

While Dawra has been posted as director, Vigilance and Security, HVPNL, Panchkula, Qureshi has not been given any posting till now.
