Ambedkar bhavan project hangs fire
Deepkamal Kaur Tribune News Service
Jalandhar, April 14 The project which was started in the district administrative complex during the previous SAD regime is still incomplete. The park was inaugurated by Shiromani Akali Dal chief and MP Sukhvir Singh Badal. Sanctioned almost 13 years ago, the foundation stone of Dr B.R. Ambedkar Bhavan was laid by then Chief Minister Parkash Singh Badal in 1999. The project failed to take off until an amount of Rs 50 lakh was received from the Punjab Nirman Funds in October 2006. The construction began at full swing in December 2006 with another foundation stone laid by the then minister for welfare of Scheduled Castes and backward classes Mahinder Singh Kaypee. Interestingly, the work was started just two weeks before the election code of conduct came into force. The basic structure of the building came up quite quickly but no headway has been made for past six months owing to paucity of funds. Even structures of library, welfare office, store, multi-purpose hall and other rooms are unfinished. Initiated in 1995, the project was earlier proposed to be constructed on the premises of the Gandhi Vanita Ashram on Kapurthala Road. However, due to shortage of space a site within the administrative complex was suggested. However, Ambedkar Park was constructed quickly by displacing a huge stinking low-lying pond at the site, which was often filled with waste from adjoining leather units. “The park has been constructed in two acres at a cost of Rs 50 lakh,” said MC commissioner C.S. Talwar. The park has fountains, rides and swings, footpath and a brushed up old clay statue of the leader. Talking to The Tribune, chief parliamentary secretary for health and family welfare Avinash Chander claimed that he was personally involved in the sanction of the project. He said he approached former Prime Minister I.K. Gujral and former MP Kartar Singh Duggal for funds for the bhavan. BSP general secretary P.D. Shant pointed out that he was perturbed over the delay in the bhavan project. “If the bhavan would have been completed on time, today’s functions would have been held there. I am going to take up the matter of dilly-dallying with the administrators,” he added. Meanwhile, BSP leaders, including Shant and Raj Kumar Hans (both general secretaries of the BSP) and former Congress minister Chaudhary Jagjit Singh garlanded the statue of Ambedkar today. |
